"""To prevent the propagation of mine explosions, the Bureau of Mines, Department of Commerce, recommends rock-dusting all coal mines, except anthracite mines, in every part, whether in damp or dry condition. It also recom¬mends that rock-dust barriers be used to sectionalize the mine as additional defense; but these should not be regarded as a substitute for generalized rock-dusting."" "Coal—mine explosions are accidents that can and should be prevented. In former years hundreds of lives were lost each year in the United States as a result of such explosions, but after 1932 the numerous precautionary measures adopted had reduced their frequency and severity 75 percent or more until in 1940 several very disastrous explosions marred the good record. Unfortunately, both the number and severity of explosions seem to be tending to increase compared with the relatively good achievement from 1933 to 1940. The requisites for an explosion are ever present in all soft-coal and many hard-coal mines. A certain combination of circumstances, such as a flame or an arc in a cloud of dust or in a body of gas or both may start an explosion at any time. The fact that the frequency and severity of explosions were lowered for 6 or 7 years is no guarantee that such freedom from explosions will continue, as the bad record of 1940 has shown, and underground workers should feel honor bound to exercise the utmost care so that they will not help to bring about the circumstances that will cause an explosion.Although mine operators bear the main responsibility for preventing explosions, miners can do many things to help. As about 9 out of 10 explosions begin at a working face, it is largely within the power of workers to prevent them. All miners should do their part willingly and should not defend a fellow workman from punishment, even from discharge, for disobeying necessary rules, whose disregard may cause the death not only of the safety-rule breaker but also of many of his coworkers.When a miner is careless and is injured some other way than by an explosion he may be the only one to suffer, but if his carelessness causes an explosion he not only endangers his own life but also that of every other man in the mine and possibly the lives of persons outside the mine.Experiments have shown that ignition of as small a quantity as 150 cubic feet of an explosive mixture of methane and air under certain circumstances can start an explosion that will traverse an entire mine. Thus, ignition of an explosive mixture of gas 1 foot down from the roof and 13 feet back from the face of a 12-foot entry might cause a widespread explosion if the right quantity and kind of dust were present. Many persons have ignited much larger quantities of gas without being killed, but they survived only because dust, confinement, and other conditions were not exactly ""right."""

Whole-body vibration occurs when the body is supported on a surface which is vibrating. Occupational exposures to whole-body vibration mainly occurs in the transportation industry, but also in association with other industrial process. Epidemiological studies have frequently indicated an elevated health risk for the spine in workers exposed to whole-body vibration. With regarding to train or bus operators, a fall of drivers’ wakefulness level because of fatigue is often pointed out. This decrease in wakefulness results in an increase of the occurrence of accidents. However, a study of how whole-body vibration affects people's level of wakefulness has not been done. To test the hypothesis that exposure to whole-body vibration has a certain effects on level of wakefulness, the change of a subjective wakefulness level and changes of electroencephalogram (EEG) were observed under experimental exposure to short-term whole-body vibration. Methods Subjects are ten healthy male university students, with an average age of 20.7 ± 1.8 years old, and they are all nonsmokers. Using the equipment (CV-300, AKASHI) of whole-body vibration generator, we consider an exposure environment of actual driver work, so that set the frequency and the acceleration level as 10 Hz and 0.6ms-2 r.m.s.. The subjects were exposed to whole-body vibration in the seated position and exposure time was fixed for 12 minutes. Subjective wakefulness level was evaluated using the questionnaire of VASS (Visual Analog Sleepiness Scale) and KSS (The Kwansei Gakuin Sleepiness Scale). For the electroencephalogram (EEG) measurement, it was equipped with the electrodes based on the International ten-twenty electrode system (C3-A2, O1-A2, O2-A1). EEG activity in the alpha frequency band (8 – 12 Hz) is one of the most typical physiological indicator which represent the transition from wakefulness to sleepiness. AAT (Alpha Attenuation Test) which repeats three times each opened and closed eye for 1 minute was performed in a seating position with directions of the researcher in the beginning, in the middle and in the end of exposure to whole-body vibration. For analysis, power spectral analysis was conducted over the last 6 min of EEG, and wakefulness levels were defined as the ratio of mean alpha power during eyes closed versus eyes opened. The laboratory was kept at room temperature (21 ± 1.0 degrees C), humidity was 50 ± 5%, noise level was 63.6 dB (A) eq, and illumination 510 lx. Each experiment was started around 10:00 am to minimize the effect of biorhythm.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, cooperated with Tecrete Industries Pty. Ltd. and BHP Australia Coal in a research program to evaluate the strength characteristics and air leakage of four seal and two stopping designs for use in underground coal mines. A fundamental safety research area for NIOSH is to eliminate the occurrence of coal mine explosions or to mitigate their effects. One approach to achieve this goal is to develop new and innovative seal designs that provide increased explosion isolation protection for the mining personnel against ignitions that originate from within the gob or. other worked-out areas of the mine Full-scale seals and stoppings were constructed in the Experimental Mine at Lake Lynn Laboratory near Fairchance, Fayette County, PA. They were ail--leakage tested, then subjected to a series of explosions with average pressure pulses ranging from 25 to 500 kPa (3.5 to 72 psi). Instrumentation measured seal displacement and acceleration as a function of time, providing data to assist in the development of numerical models 1'01- future seal design. All three seals designed with Meshblock wire forlnwo~-k ant1 a lnonolithic shotcrete core withstood the first explosion test, which generated an avcr-age rnaximu~n pressure of - 140 kPa (-20 psi) while maintaining acceptable air leakage rates. These seals I-anged from 175 to 325 mm thick. They included a 2.7-m-high by 325-mm-thick seal that was tesled 27 hr after completion against this - 140-kPa explosion pressure, a special requirement of the test program. This seal survived explosions with pressure pulses up to 300 kPa (43 psi). The 2.3-m-high by 325-mm-thick Meshblock seal survived three explosion tests with overpressures up to 455 kPa (66 psi) and satisfied the air leakage criteria. A I ,200-mm-thick plug seal was constructed of two Gunmesh formwork walls in-filled with shotcrete and a 3,450-kPa (500-psi) strength Aquablend core. This plug seal survived three explosions with pressure pulses ranging 11-om 150 lo 430 kPa (-22 to 62.5 psi) with no measurable postexplosion air leakage. Two Gunmesh stoppings with thicknesses 01' 40 and 75 inln withstood explosion overpressures of 23 and 115 kPa, respectively. Anchoring all seal and stopping designs into the roof, ribs, and floor with steel "rootbolts" provided very effective boundary constraint that is critical to the performanceofstructures subject to explosion overpressures.

The initial results from the magnetic sludge factorial experiment are summarized in Table 2. For ease in interpretation, the four separate variables are identified with the high and low level of each variable being represented by + and - signs, respectively. Several important relationships are evident from an inspection of the data in Table 2. For example, magnetic sludges were obtained only during the high temperature tests. Secondly, with the exception of the last three tests, there is an apparent correlation between settled sludge volume (or sludge settling rate) and pH. Data on residual dissolved Fee+ indicate that precipitation of iron is not complete at pH 8 and room temperature (Tests l, 3, 5, and 7). Although this should not have any confounding effect on the interpretation of the results, it is an important observation and an aspect of the overall conceptual process that should be considered carefully during any future developmental work. The data in Table 2 were employed more fully in the calculation of main effects and variable interactions for each of the three responses. For this purpose, a codified design and calculation matrix, shown in Table 3, was used. The derivation of this matrix is described by Davies.(9) The positive or negative signs for variable interactions are obtained simply by algebraic multiplication of the signs for each single variable involved in the interaction. Main effects and interactions are calculated by multiplying the response values (Table 2) by the corresponding effect elements (Table 3), summing the results, and dividing by 8. The resulting value for single variables is also sometimes designated as an average effect, since (for tyro levels of the variable only) it is simply the difference between the average response of all trials carried out at the first level of the variable (factor) and that of all trials at the second level. If the effect of one variable changes at different levels of another variable, the two variables are said to interact. The relative importance of the variable or variables in question is reflected by the absolute magnitude of the calculated main effect or interaction. First-order (two variable) interactions are usually easy to interpret in terms of the physical behavior of the system. Second- and higher-order interactions are often less readily understood, and are often of minor significance in any case. "The X-ray method of quantitative determination is advantageous because it permits determination of compounds rather -than ions or elements; for example, the direct determination of quartz in silicates,4/,5/,6/ The method also takes into account the finest particles of a sample, which may be lost in wet chemical methods because of solubility or in petrographic methods because of limitation of the microscope. The sample is usually reduced to a powder and is easily prepared,7/ only a few milligrams of material being necessary. The sample and its chemical composition are not destroyed and may be used for further analysis by X-ray diffraction or by other methods.This paper presents in detail some of the more essential problems that arise in the application of X-ray diffraction to quantitative chemical analysis, Photometric measurements are discussed in connection with line intensities and the choice of X-ray film. The internal standard method, successfully used in spectrographic analysis, is applied.Copper K-alpha X-rays from a demountable research-type X-ray tube were used with a camera of 20 centimeters radius with a cast-lead-slit collimating system. A combination of a tilted wedge and a lead-slit collimating system permitted irradiation of a large amount of sample with X-rays. This tended to minimize errors due to possible inhonogeneity of the sample, to decrease the time of exposure, and to keep the lines on the X-ray film to a minimum width. There was sufficient dispersion of the lines for satisfactory analysis of most samples. Power was furnished the tube by a. source of constant high potential consisting of a synchronous motor generator furnishing 500-cycle power to a 100-kv. transformer, rectifying valves, and a condenser filter circuit. The X-ray tube was operated as a gas-type tube at 35 kv, and 20 ma,, the exposure times varying from 1 to 2 hours. The constant output of X-rays from the tube, indicated bar an exposure meter built for the purpose, was satisfactory.The recording microphotometer8/has been described. It was found preferable to a nonrecording instrument for measuring blackening of lines above a background on X-ray films. This background, which usually occurs, is sometimes complicated by numerous peaks from lines of complex diffraction patterns. is microphotometer record of the pattern, therefore, facilitates the location of the background 'and the measurement of the heights of the peaks and thus contributes to the accuracy of a determination."

"INTRODUCTION The need for an accurate and precise analytical method for determining moisture in coals of high water content has been recognized by the coal industry as well as the fuel technologist. Interest in this particular phase of coal technology extends back to the early work of German investigators on the brown coals of Central Europe. Studies by these workers led to the establishment of a direct immiscible liquid-distillation method 4/ as the accepted moisture determining technique in European laboratories. Direct moisture determining methods, those methods that utilize various techniques to drive off the water from a given sample of coal and either collect the water in a calibrated receiver or selectively trap the water driven off in a suitable absorber, have found little favor in the United States. They have been treated merely as research tools.5/ The problem of moisture determination in low-rank coals of the United States has not been given much consideration because such coals contribute only about 2 percent of the total United States production. With renewed activity in low-temperature carbonization and with the growth of interest in coal and coal-tar hydrogenation, the American coals of lover rank containing 20 to 40 percent bed moisture will be subjected to extensive investigation. If the low-rank coals of the United States are to be accurately appraised, the need for qualitative and quantitative analytical proceeded becomes more pronounced. These coals, especially the lignites of Texas and North Dakota, are highly susceptible to oxidation, a process that proceeds to a greater or less extort when low-rank, high-moisture coals are treated by oven-drying methods. The extent of this atmospheric oxidation has been described and evaluated by numerous workers. 7/In many respects, the problem of moisture determination in low-rank coals, those found in the United States and the high-moisture coals of Central Europe, is similar. Conversely, the problem of moisture determination assumes a different aspect when the coals of the eastern and the middle-west sections of the United States are considered. Present methods, the loss in weight gravimetic-type procedures, serve adequately to test these low-moisture coals. The determination of moisture in coals containing 20 to 40 percent water should be approached from a direct method rather than from an indirect gravimetic-type procedure because of the oxidative tendencies of these coals and the demonstratrated inability of a loss-in-weight technique to remove all the water in a given sample of coal."

Coal miners, especially roof bolter and continuous miner operators, work in a hazardous underground environment where they are often exposed to poor roof conditions. Nearly 500 rock fall injuries are reported each year, and 99% of them are caused by rocks falling from between the roof bolts. These loose rocks that injure miners are usually just a few inches thick, but on average weigh 280 pounds. NIOSH has found that most rock fall injuries can be prevented by installing roof screen during the bolting cycle. Roof screen is a sheet made of steel wires in a grid pattern. When screen is bolted up against the mine roof, it provides far more coverage than any common surface control used in the mines today. Because more mine roof is covered, there is less chance that a rock will fall and injure a miner. The facts about roof screen are shown in the new NIOSH video entitled “Make It Safer With Roof Screen.” Using extensive underground footage, the 7-minute video shows how well screen keeps loose rock from falling in difficult roof conditions. Techniques for installing screen from both outside-controlled and walk-thru roof bolting machines are shown. The video also provides safe handling tips, best practices, and information about machine technology that can greatly improve material handling. Throughout the video, a coal mine safety manager and a shift foreman talk about the tremendous difference that roof screen has made at their mines. An instructional booklet supplements the video with additional information. It presents compelling data from mines that have practically eliminated rock fall injuries with a roof screening program. Other sections of the booklet discuss in greater detail roof screen installation, tips for manual screen handling, a material handling system for roof screen, and use of the personal bolter screen, which can be easily handled by one person. Screen specification and custom ordering are described, including the sizes of screen, grid sizes, reinforcing (indicator) wires, edge cut options, and screen strength. A list of additional sources of information is also provided. Nearly every mine eventually encounters poor roof. Screen is one of the most powerful control techniques available. This new video will help make mine managers aware of screen, and it can help them in developing a roof screen installation program. It also serves as an information source and teaching tool for safety managers and trainers. The video can easily be integrated into new miner training programs or annual refresher training.

This Information Circular , one of a series published by the Bureau of Mines , reports on the methods and costs of mining and concentrating zinclead ore at the Highland Surprise mine in the Pine Creek area of the Coeur d'Alene region of Idaho . The mine is owned and operated by the Highland Surprise Consolidated Mining Co. , which supervises operations of the Nevada Stewart group of claims , which is adjacent on the northwest . These properties are at the extreme eastern end of a zone of fracturing that strikes northwest across the Pine Creek area . In fractures along this zone are the principal Pine Creek mines ; these are the Highland Surprise , Nevada Stewart , Sidney , Denver , V and Idaho , Liberal King , and Northern Light . Country rock at the Highland Surprise is argillite of the Prichard formation (Belt series ) . Fracturing has permitted the movement of mineral- izing agents that have replaced adjacent walls and crushed country rock with sulfides . Ore minerals are sphalerite and galena with accessory pyrite , chalcopyrite , pyrrhotite , and siderite . Three principal ore shoots were found on the Highland Surprise property . The Highland ore shoot was mined from outcrop to the 400 level . The Surprise ore body has been developed to a depth of 1,400 feet on the dip of the vein . The outcrop of the Surprise ore shoot was 150 feet long and 2 to 4 feet thick ; on the 1,150 ( lowest ) level , the ore shoot is 320 feet long and 10 to 17 feet thick , with good zinc content . Surprise ore shoot No. 2 occurs 250 feet west of No. 1 and has been mined from the 500 to the 1,000 level . From 353,000 tons of ore mined between 1910 and 1948 , the property has a recorded production of 256,000 ounces of silver , 7,500 tons of lead , 24,000 tons of zinc , and 412 tons of copper . Both shrinkage and cut and fill stoping methods are used at the Highland Surprise , but shrinkage is unsuitable for mining below the 700 level , because faulting has weakened the walls . Development of the Surprise ore , as well as exploration laterally and along the strike , is prosecuted steadily . A prospect heading is being pushed westward toward Nevada Stewart ground from the 700 level . The mill has a rated capacity of 275 tons per day and operates near capacity . Selective flotation makes zinc concentrate that is shipped to the Anaconda smelter and lead concentrate that is trucked to the Bunker Hill smelter at Kellogg .

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. The work of the United States Bureau of, Mines is concerned primarily with the prevention of accidents in the mining, petroleum, and allied industries. This report analyzes the fatal accidents in the coal mines of Tennessee and gives the pertinent factors in tabular and descriptive form, with interpretations and suggestions to operators, workers, and the State Division of Mines for the future prevention or reduction of accidents in coal mines. The tunnel oporation observed in this instance is a main storm sowor starting at tho Mississippi Rivor below the 10th Avenuo SE bridge and will be drivon 6,000 foot at a grado of 1 foot por thousand undor the city of Minneapolis to Konnody and Arthur Stroots NE. A lateral storm sowor, which branchos from the main sovor at 8th Street SE, will oxtond from 10th Avonuo SE to 15th Avonuc SE. Tho tunnele are being drivon with the floor approximately at ground-wator lovol. All waters ontoring the main storm sower vill drain into the Mississippi Rivor. Tho main storm sewer cross soction is excavated to a roughly hox- agonal shapo 10 foot high by 10 foot wido at the contor. The upper half of the tunnol soction is solidly lined with either timber or stool. After all oxcavation is completed, the tunnel will be finished with a concrete circular lining 8 feet in inside diameter. The lateral storm sewer is excavated to a 5-1/2-foot by 7-1/2-foot section and will event- ually be finished with concrete to a modified horseshoe-shaped section 6 feet by 4 feet. Where the back or walls are considered unsafe during excavation, the upper half of the tunnel is lined solidly with timber. The equipment used by the Sower Division, City of Minneapolis, has been selected to meet a number of applications in storm-sewer work with diversified usage in mind. The sand pumps used on this job are rubber-lined, designed to work against a head of 100 foet. Either 4-inch or 6-inch diameter suction and discharge openings may be used. Other equipment, such as pipe, mine rail, flexible hoses, compressors, and general surface shop equipment, is drawn from a contral warohouse. It may be either new or used, depending on what is available at the warehouse. Much of the pipe and mine rail has been used for many years on several different tunnol jobs.

The research reported here was part of the effort to evaluate the safety of a process to recover TNT from MK-9 depth bombs by the autoclave melt out process. In this process the depth bombs are heated to 121°C so that the TNT will melt and run into a vat. Unfortunately, asphalt lining the inside surface of the bomb also melts and flows out with the TNT. It is not known what effect the asphalt contamination and the higher than normal process temperatures (12°C) would have on the sensitivity of the TNT. Testing was conducted on molten TNT and molten TNT contaminated with 2 pct asphalt at 90, 100, 110, 120, 125, and 130°C. In the liquid drop test apparatus with a 2 kg weight, the molten TNT yielded a 50 pct probability of initiation at a drop height of 6.5 cm at 110°C,decreasing to 4.5 cm at 130°C. Asphalt-contaminated TNT was somewhat less impact sensitive than pure TNT at temperatures of 110 to 125°C, but became more sensitive at 130°C; 50 pct probability of initiation at a drop height of 7.8 cm at 110°C, decreasing to 3.3cm at 130°C. In the card gap test, the molten TNT detonated at high velocity for a gap of 0.25 inches at 90 to 125°C and detonated at high velocity for a gap of 0.5 inches at 130°C. For gaps of 0.5 to 3 inches at 90 to 125°C and 0.75 inches to 3 inches at 130°C, the TNT did not detonate at high velocity but produced a violent explosion that caused significant damage to the test fixture. For gaps of 4 inches the TNT did not react. In the gap test there was no significant difference between the pure and asphalt-contaminated TNT. The thermal analysis test results showed that when asphalt is present in TNT, it greatly accelerates the exothermic decomposition of TNT, starting at temperatures near 200°C. The research demonstrated that asphalt-contamination of recovered TNT does not appear to have a significant effect on TNT shock sensitivity, but does adversely affect impact and thermal sensitivity. The results also showed that molten TNT seems to be more shock sensitive than previously suspected. It appears that at relatively low shock stimulus levels, the molten TNT may be undergoing a low velocity detonation, wherein the shock wave traveling through the gap test pipe cavitates the molten TNT, greatly increasing its sensitivity.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . "One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. This report is volume 10 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Ventilation subsystem of the Master Design Simulator. The Ventilation subsystem has the capabilities to handle: (1) branches in parallel or series, (2) fans in parallel or series, (3) multiple fans, (4) methane, compressed air, or other injections into the system, (5) leakages and fixed quantities, and (6) calculations of absolute pressure at nodes. The program uses the Kirchoff's Junction and mesh laws, and the Hardy-Cross iterative technique to converge to the desired accuracy in solving fox the head quantity. A case study is included in the report illustrating the use of the model. The appendices of the report constitute a user's manual for the Ventilation subsystem, and include a program listing.

On January 1, 1961 there were 311 petroleum refineries in the United States with a total crude-oil throughput capacity of slightly more than 10 million barrels per day, according to the Bureau of Mines' annual survey. Compared with a year ago, this represents net increases of one in the number of plants and 109 thousand barrels per day in total capacity. Contributing to this increase was the completion of two new plants, one in Hawaii and another in Michigan, during the year. At the beginning of 1961 the industry was building facilities which will increase this overall crude capacity by 36,500 barrels per day. As part of its building program, it was also replacing 329,000 barrels per day of its present capacity. Of the total 10 million barrel per day installed capacity, the industry reported 380,000 barrels per day as being shut-down on January 1, 1961. This included 11,500 barrels per day considered inoperable without extensive reconditioning.

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

An inexpensive slow-speed data acquisition system has been adapted to digitally record multiple parameters simultaneously at intervals of 15 seconds. The system was built for use with standard soils testing equipment to automatically record load and displacement parameters at predetermined instants in time. Simultaneous readout is achieved by the use of special signal conditioner and sample-and-hold circuits which read the multiple signals simultaneously and hold them until the slow acting system can print out. Three channels of a 10-channel system have been converted and found to operate successfully during a series of direct shear tests. A unique feature of the system, which significantly reduced its cost, is the power supply units. Dummy circuits are used to maintain a constant power demand during sampling) thus eliminating the need for a costly power supply with rapid response characteristics. The entire system, having an overall accuracy of 0.25 percent, was put in operation for a cost under $2,500.
