(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

Sodium carbonate, Na2CO3, more commonly known as soda ash, is the most important of the alkalies. Sulfuric acid is the only heavy chemical, Soda ash enters the market either as the natural product or as a manufactured derivative of common salt. Notwithstanding their common occurrence in closed basins of the Western States, natural sodas are produced at present by only four firms, all in the same California area, and satisfy only 4 percent of domestic demand for soda ash; soda ash made from salt supplies 96 percent of the requirements. The impossibility in wartime of routing all westbound American shipping through the Panama Cami.l has curtailed Pacific Coast receipts of soda ash and-increased the importance of local resources of natural carbonates. One of the most promising of ·these is the recently discovered trona (sodium sesquicarbonate)· deposit 2o·mnes· west of Green River, Wyo. Reserves are likely to run into hundreds ·of million·s of tons, and the deposit probably could be worked by the room-and~pillar· system of mining, like common salt or coal. • • Raw materials ·ne·cessary for manufacturing synthetic soda ash occur closely associated in m·afiy parts· bf the United 8tates. Almost unlimited resources of salt in brines and in rock-salt depbsits are located near limestone quarries in many areas. The· limesto'ne furnishes the carbon dioxide for the manufacture of soda ash arid the lime f o'r the recovery of ammonia. used in one step of the process. Expansion of the industry to meet wartime needs depends chiefly on availability of trained labor, materials, and equipment necessary for the erection of additional units.

This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrousmetal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry. MAGNITUDE OF THE BRASS INDUSTRY. According to the Thirteenth Census, in 1909 there were in the United States 1,021 fu-ms that dealt mainly in brass and bronze. This total included jobbing foundries, manufacturing plants that both cast and machine a brass or bronze product, and rolling mills, but did not include iron foundries having nonferrous departments nor the numerous large brass-foundry departments of manufacturing plants that produce the castings used in the manufacture of electrical apparatus, cash registers, pumps, and the thousands of machines that require brass castings for their construction. Penton's Foundry List for 1910 gives about 1,150 exclusively nonferrous foundries and about 2,300 iron or steel foundries that also melt brass. If the rolling mills and. jobbing foundries in manufacturing plants be included, and if due credit be given to the rapid growth of the industry in the last few years, largely through the stimulation of the automobile busi¬ness, it is probable that not less than 3,600 plants are to-day melting brass or bronze.

Many of you radio listeners have probably never seen a mine . You may be glad of it, but you should not forget that there is a vast army of men in this country who not only have to see mines , but have to work in them day by day in order that you may be supplied with many of the things you need. Specifically , nearly a million men work in the mines of the United States , 700,000 in the coal mines , 110,000 in the metal mines , 100,000 in other mines and quarries , and 75,000 in the oil and gas fields . On a stormy night , the average citizen is apt to think of the perils of the seaman . Particularly in the old days before steamships , many a prayer went up " God help the poor sailor on a night like this . " At the same time , the sailormen often expressed fear for the poor landlubber , exposed as he was to the danger of falling chimneys , swaying signboards , and uprooted trees . So with the miner . Many of you may pity him , for working underground in complete darkness except for feeble artificial lighting , mining coal or ore , drilling hard rock , handling explosives , and perhaps breathing vitiated air . On the other hand , on stormy days , with rain , snow or hail falling , and with the temperature low , or on hot bright days , I have often heard miners joke about the poor fellows who had to stay " on top, " and could not get " down below" where there was no wind , where no snow fell, where the temperature was unchanging , and where a man could have his own working place , arranged to suit himself , with little interference from meddlers and with no automobiles to dodge . So do not feel too sorry for the miner . He is quite apt to be a strong , healthy , hearty person , making pretty good wages , and fairly well contented with his lot .

Several deposits in the Sheep Hole/Cadiz Wilderness Study Area (WSA) have small identified or potential for undiscovered gold and silver resources. One prospect area is a potential target for molybdenum. Most base and precious metals and one uranium deposit in the study area are of the fissure-filling, contact metamorphic type associated with late stage fluids of the Cretaceous Cadiz Valley batholith. Some evidence suggests limited Tertiary and Quaternary mineralization. Mineral deposits are controlled by faults, shear zones, and joints which strike northwest and dip northeast or southwest. Although undefined, calcium, sodium, lithium, and strontium brines are inferred within the study area. Some potential for oil and gas and geothermal resources is indicated by the interest private industry has shown in the eastern part of the study area. INTRODUCTION The U.S. Bureau of lines and U.S. Geological Survey conducted a mineral survey of the Sheep Hole/Cadiz Wilderness Study Area (p1. 1) which encompasses approximately 205,000 acres (83,000 ha) in south-central San Bernardino County, California. The U.S. Bureau of Mines studied the mineral resources of mines, prospects and mineralized areas; geological, geochemical, and geophysical investigations were conducted by the U.S. Geological Survey.

The Bureau of Mines conducted field-scale experiments in underground gasification of coal with oxygen-enriched air. A path about 140 feet long was linked at the rate of LO feet per day through a coalbed hydraulically fractured with a mixture of starch gel and sand. During the best gasification period, which extended for 2-1/2 days, 785,000 std. c.f. per day of 124-B.t.u. gas was produced. In other periods the heating value at times was almost 300 B.t.u. per std, c.f,, but sustained production of such gas was not achieved. During gasification, a total of 50 tons of coal was gasified and 114 tons of coal was carbonized. Approximately 12 million B, t .u. per foot of nominal path was recovered at the surface.

A U.S. Bureau of Mines study indicates over 200 million yd3 (153 million m3) of cinder resources occur in the Mount Washington Wilderness. No future demand for the deposits is anticipated. Based upon the geologic environment, the area is considered favorable for discovery of geothermal resources. INTRODUCTION The Mount Washington Wilderness, located about 32 mi (51 km) west of Bend, Oregon, contains 46,655 acres (18,881 ha) (fig. 1). A 6,300-acre (2,550-ha) addition on the northeast and east boundaries has been proposed by the Forest Service under RARE II. The U.S. Geological Survey made regional geological, geophysical, and geochemical surveys, and the U.S. Bureau of Mines examined, analyzed, and evaluated the economic potential of prospects and commercially important mineral resources.

Studies in grinding efficiencies carried out at the Midvale plant of the U. S. Smelting, Refining & Mining Co. and at the Tooele plant of the International Smelting Co. Were made possible by the cooperation of these two companies with the U. S. Bureau of Mines. Mr. Alan Probert of the U. S. Smelting, Refining & Mining Co. and Mr. E. C. Peterson of the International Smelting Co., devoted their entire time to the work during the respective tests, and their services are hereby gratefully acknowledged. For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

"The maintenance of permissible equipment which is tested and inspected at the Pittsburgh Experiment Station of the United States Bureau of Mines is dependent to a surprisng degree upon the voltage at which the equipment is operated. The difficulty of maintaining 500-volt equipment is frequently brought to the bureau's attention, and it is quite possible that if the bureau had appreciated at the beginning the full hazard involved, it would never have undertaken the approval of equipment operating at voltages greater than 250 volts.In this connection, the following statement from State mine inspection departments and other sources are of interest as showing the general feeling in safety organizations with respect to voltages higher than 250. These statements, although obtained as a result of a questionnaire sent cut several years ago, still apply very well to present conditions.A. I have not had time to consider seriously the proposed change from every angle, but looking at it from a standpoint of hazard, feel that the danger would be greatly increased. I have always occupied the position that underground voltage on portable equipment should never exceed 250 volts.High voltage of course would mean smaller transmission lines, which would be more economical and no doubt would require in several instances smaller equipment; notwithstanding, if this statement is true, the writer is still favorable to low voltage on underground portable equipment.B. I believe 500 volts should be the limit on the best equipment ender the best conditions and that the U. S. Bureau of Mines should do all in its power to limit the voltage to 500 volts on permissible equipment, as any increase in voltage means increased hazard.C. I will refer you to a section of our mining law, entitled ""An Act to Regulate the Tine of Electricity in the Mines of the State of ----"" which reads in part, as follows: Trolley wires, or other exposed electrical wires, shall not carry a voltage above 275 volts.You may readily see by this that we are not permitted to operate mining machines under ground in -----, with more than 275 volts at the terminals, except that we are permitted to install transforming stations throughout the mines, after complying with certain regulations at the mine.However, as we have had to date, within the calendar year of 1925, six men electrocuted in the mines of the State, using a voltage of 275 volts, I am of the opinion that if this voltage was increased, the hazard would also be increased in proportion.D. I do not care to make a statement for publication: however, I am referring you to our mining laws. On page 27 and 28 you will find what the laws of -----¬require relative to the installation of electricity in the mines.""Hereafter where electricity is installed no higher than two hundred seventy-five (275) volts shall be used underground, except for transmission, or for application to transformers or other apparata, where the high-voltage circuit is stationary. High-voltage motors, and transformers, shall be installed in suitable chambers, built of fire-proof construction, and well ventilated, and shall not be placed on intake, or between intake and return air courses. All high-voltage lines lines and apparata must be clearly marked, to indicate their danger. Main and distribution switchboards for high voltage shall be made of insulating and incombustible material, such as marble or slate, and to be free of all metallic veins, or of material equivalent thereto. Same shall be installed in a dry place. All switches or other instruments used in connection with high voltage shall be installed on suitable switchboards, with at least a three-foot passageway in front and rear properly floored, and kept looked by a door at each end that can be opened from the inside without a key. With higher than medium voltage, there shall not be any live metal work on the front of switchboard, and the entry circuit must be protected by an oil breaker s"

The Bureau of Mines performed laboratory experiments to evaluate the triboelectric effect of particulate-laden gas streams on polyethylene pipe at various velocity, humidity, dust-size, and dust-load conditions. Charges in excess of 10 kV were produced on the outside and inside surfaces of laboratory pipe samples, when exposed to 40 pct relative humidity (RH) gas stream containing coal dust. However, no charges were produced in laboratory tests that duplicated the over 75 pct RH and dust-free gas streams found in working underground pipelines. Bare cop- per wire, which is wound around the polyethylene pipe in a 1-ft (31-cm) spacing and grounded, eliminated the charge on the outside surface of the pipe, but not on the inside of the pipe surface,

The average number of men working, on active days in 1963 was 48,429, or 635 fewer than in 1961. However, mines and mills, wore active an average: of 5 days more for a total of 277 in 1965, and each worker averaged 2,245 hours compared to 2', 190 hours in 1961. As a result, aggregate worktime of 108.7 million man-hours increased 1 percent over the 1964 total of 107.4 million hours.]

In connection with air-pollution studies, the Bureau of Mines is cooperating with the U.S. Public Health Service in investigating the use of solids for removing sulfur dioxide in concentrations of less than 0.5 percent from combustion and waste gases. Removal of sulfur dioxide at flue-gas tempera¬tures would no longer result in the cooling of scrubbed gas, which is inherent to liquid scrubbing processes used exclusively in industry today. Results are reported of extensive investigation, using metallic oxides as absorbents, adsorbents, and oxidation catalysts at 130° and 330° C. (temperatures at which flue gas may be treated in powerplant practice). The most active absorbents tested were the oxides of manganese, cobalt, copper, and alkalized alumina; 23 to 33 grams of sulfur dioxidn were removed by 100 grams of absorbent at 130° C., while scrubbing more than 90 percent of the sulfur dioxide from a simulated flue gas, and 19 to 61 grams of sulfur dioxide were removed at 330° C. A more detailed study is reported on absorption and regeneration, using manganese oxides and alkalized alumina. Adsorption of sulfur dioxide on activated carbons and molecular sieves at elevated temperatures is considerably less efficient than removal by absorption--a maximum of 7 to 8 grams of sulfur dioxide could be removed with 100 grams of adsorbent at 130° C. A potash-promoted vanadium pentoxide is effective in converting sulfur dioxide to trioxide; complete conversion in a simulated flue gas containing 0.35 percent sulfur dioxide was obtained at 365° C. Pilot-plant and cost studies are being made by the Bureau to determine the economic feasibility of removing on an industrial scale the sulfur dioxide present in gases in low concentrations.

"INTRODUCTION Three representative lots of ore wore obtained from the Aguila minim district in Arizona during the Bureau's exploration of manganese deposits there. Since only selectively mined ore from this district will meet commercial-grade specifications, the ores were studied to determine their amenability to concentration.Although the purpose of the investigation was to determine the possibilities of the district as a source of commercial-grade manganese, testing was sufficiently comprehensive to indicate the response of the ores to several different types of treatment. Many data of secondary importance have been omitted, end only the more pertinent tests are presented in detail.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to. Metals Reserve Company was ferro-grade manganese, grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., O.18 percent; Al12O3, max., 6 percent; Zn, max., 1 percent.Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.O percent iron, and. 11 percent silica plus alumina. Premiums were paid for manganese con¬tent over 48 percent and iron content under 6 percent, penalties being imposed upon products containing loss than 48 percent manganese or more than 6 percent iron or more than U. percent. silica plus alumina.. The specifications for commercial manganese further required that the maximum particle size be 12 inches and that 75 percent of the product be coarser than 20-mesh. Therefore, fine material, such as table and flotation concentrates, had to be nodulized or sintered. In addition, carbonate manganese ores were not acceptable unless calcined.."

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. "IntroductionMany bituminous coal-mining companies have inaugurated extensive safety Programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania.Story of the ExplosionAt about 10 o'clock on the night of the explosion an examination was made in No 2 butt left and parallel off 7o. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of Po. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 18 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air an explosion occurred.The helper dropped to the floor and was burned about the face and wrists. The machine operator ran down the entry and was more severely burned about the face, neck, and arms. He later developed pneumonia and died. Both men reached the door in the chute between No. 14 and No. 15 north. A pumper, who had felt the rush of air, found the men and helped them to walk outside."
