The reconstruction of ocean history has been a major focus of marine research over the past decade. A significant outcome of these investigations is the recognition that certain types of marine mineral deposits are linked to regional to global scale changes in ocean composition and climate conditions. Manganese-bearing deposits are of particular interest in this regard because changes in their occurrence, distribution and/or composition are responsive to both biochemical and geological factors. Analyses of such deposits whose formation spans critical age/epoch boundaries thus provide clues concerning the interplay of different process during anomalous periods in Earth history. Recent studies demonstrating this deposit - event - process relationship include: (1) Changes in the bulk chemical composition of ferromanganese crusts during the Late Miocene-Early-Pliocene (-7-3 Ma) that coincide with a period of enhanced biological productivity in the eastern equatorial Pacific upwelling zone; (2) The formation of large statiform manganese deposits at the Cenornanian- Turonian Boundary (-92 Ma) in association with widespread oceanic anoxia; and (3) Increased deposition of hydrothermal precipitates caused by tectonic reorganizations at the Paleocene - Eocene boundary (-55 Ma) that resulted in global-scale changes in atmospheric and oceanic circulation and climate.

In September 2005 Williamson & Associates, Inc. delivered the BMS2 remotely operated seafloor coring system to the Japan Oil, Gas & Minerals National Corporation (JOGMEC). During acceptance trials aboard the JOGMEC research vessel R/V Hakurei Maru No. 2 the BMS2 successfully recovered 7.44 m of rock core in 3377 m water at a site near the crest of a seamount about 500 nm SE of Japan. Hydrogenous ferromanganese oxide crust, basaltic lava, sandstone and volcanic sediments were sampled with near 100% core recovery. The BMS uses rotary rod coring tools to collect samples to a maximum depth of 30 m in water depths up to 6000 m. Depending on bottom type to be sampled, the BMS tool magazine can be loaded with various drilling tools including core barrels with different bit types, drill rod and bore hole casing. The drill has 9 video cameras, a suite of sensors and 60 hydraulic functions powering thrusters, telescoping legs, seawater pumps and all of the standard drilling controls. The BMS provides deep water investigations with the functionality of conventional diamond bit rod drilling currently the mainstay of exploration programs in land mining.

Are hydrothermal emissions from subduction-related volcanic arcs important to the total hydrothermal burden of the oceans? While historical observations of hydrothermal venting of fluids at mid-ocean ridgecrests, intra-plate hotspots, and backarc spreading centers are numerous, we remain poorly informed regarding the contributions from hydrothermal systems associated with oceanic submarine arcs. Here we report the chemical results from the first systematic assessment for hydrothermal activity at an intra-oceanic arc front. We discovered that 7 of the 13 submarine volcanoes that define a 260-km-long segment of the southern Kermadec arc north of New Zealand are hydrothermally active. Most significant here is that the chemical compositions of the various hydrothermal systems, inferred from back-extrapolation of observations of hydrothermal plumes, are diverse, and in many instances enriched in the concentrations of gases (e.g., CO2 and H2S) and metals (e.g., Fe and Mn) compared to effluents commonly discharged from mid-ocean ridges. If our results are generally representative of submarine arcs, whose global extent may equal one-third that of ridgecrests, the answer to our leading question could be a resounding yes in terms of both volume and chemical composition.

The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

Borehole Mining (BHM), a remotely-operated waterjet mining method (Figure 1), has recently achieved two major milestones. It was, for the first time, applied to the extraction of manganese ore and at temperatures below freezing. The 1St stage is a demonstration test that is now underway just north of Emily, Minnesota, where the manganese ore is located 100-160m below the surface and its reserves are estimated to be in excess of 500,000 tons. The deposit was discovered over 60 years ago but, due to the fragile and sensitive nature of this Land of 10,000 Lakes (nickname for the State of Minnesota) and strong environmental restrictions, the iron/manganese reserves were deemed unrecoverable and remained untouched until late 2010 when permission for a single-hole demo-test was issued by the local Department of Natural Resources.

The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are formed by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn34+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

Based on geochronological data it was confirmed that hydrothermal discharge has an episodic character: active and inactive periods of the seafloor massive sulfides (SMS) formation alternate (Cherkashov et al., 2017). There is an assumption of correlation of the periods of magmatic and hydrothermal activity with the stages of glaciation (Lund et al., 2016). During the cold periods, the level of the ocean was reduced from 70 to 150 m depending on the glaciation scale (Spratt, Lisiecki, 2016). As a result, the hydrospheric pressure on the upper mantle decreased and could provide increased magmatic and hydrothermal activity (Lund, Asimow, 2011). This assumption is confirmed by the correlation of warming and cooling stages with increasing of hydrothermal input to the bottom sediment near hydrothermal fields. According to data (Lund et al., 2014, 2016; Middleton et al., 2015) the peaks of hydrothermal activity, expressed in the layers of metalliferous sediments at the East Pacific Rise and the Mid-Atlantic Ridge, roughly correspond to the last two periods of cooling (20 and 60 ka). To test this hypothesis, we tried to compare the sequence of warm and cold periods in the Pleistocene with the dating of SMS reflecting the periods of hydrothermal activity. Results SMS samples were obtained from 12 sites within the Russian Exploration Area at the MAR segment 12-20°N. The results of dating 198 samples by the 230Th/U method demonstrated the absence of correlation between hydrothermal activity periods in different hydrothermal fields (Cherkashov et al., 2017). It was proposed that each field has its own evolutions scenario. Considering this point, only the oldest SMS dating for each field which fixed the beginning of hydrothermal activity was selected for comparison with the cold/warming periods.

Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.

The Mid-Atlantic Ridge in the central North Atlantic and the Gorda Ridge within the U.S. Exclusive Economic Zone off northern California and southern Oregon are yielding new discoveries of seafloor hydrothermal mineralization. The TAG hydrothermal field in the rift valley of the Mid-Atlantic Ridge near 26 degree N, 45 degree W has been a site of international collaborative research since the discovery there of extensive manganese deposits associated with low temperature hydrothermal activity in 1973 as part of the TAG (Trans-Atlantic Geotraverse Project). The first high-temperature hydrothermal activity, massive sulfide deposits and vent biota discovered in the Atlantic were found at the TAG hydrothermal field in 1985. Collaborative dive series with DSV ALVIN in 1990 and in 1991 with the two Russian MIR submersibles in the TAG field have found and sampled large inactive sulfide mounds in addition to the previously known active sulfide mound. The active sulfide mound on the floor of the rift valley is about 250 m in diameter and 40 m high with a concentric zonation of mineral types and flow regimes decreasing in temperature from 365 degree C black smokers at the center to white smokers and diffuse flow toward the margins. The recent dive series in coordination deep-towed instrument surveys have delineated a zone extending about 5 km along the lower east wall of the rift valley of inactive sulfide mounds up to a kilometer in diameter. MIR Mound in this zone consists of a central sulfide zone about 400 m in diameter and 50 m high surrounded by a halo of low-temperature deposits to 200 m wide. Inactive sulfide chimneys contain the first primary, free gold grains found at a hydrothermal site on a mid-ocean ridge (P.A. Rona, Y.A. Bogdanov, E.G. Gurvich, N.A. Rimski-Korsakov, A.M. New Zealand lies astride a convergent plate boundary that extends north-eastwards from the Taupo Volcanic Zone (TVZ) to Tonga. This boundary is marked by the Kermadec arc, c. 1200 km of which falls within New Zealand’s EEZ, and which is host to numerous volcanic edifices both on the arc and in a zone immediately behind the arc to the west. In 1999, thirteen volcanic centres in the southern 260 km of the arc were surveyed for their hydrothermal plumes with seven of them discharging vent fluids into the surrounding ocean. Three of the seven volcanic centres have had mineralised rocks recovered from them during dredging and submersible operations, namely Brothers, Rumble II West and Clark. Presentday plume data combined with mineralogical evidence indicate that the vent sites at Rumble II West and Clark are waning, although the presence of Cu-rich sulphides in samples recovered from Rumble II West suggest there may be a massive sulphide (Cu-Zn-Pb-Ba ± Au) deposit located within the caldera. Brothers volcanic centre is host to the largest polymetallic mineral deposit discovered along the Kermadec arc and has numerous, up to 7 m tall chimneys within a c. 600 x 200 m area located on its NW caldera wall. Geochemical data indicate that concentrations of base metals are variable and depend critically on sample type. When combined with mineralogical and plume data, this indicates addition of a magmatic fluid component to the vent fluids.

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). In the past marine mining technology has focused on bulk mining of base metals from polymetallic massive sulfides. This has not been very successful because of the relatively low unit value of these metals and other reasons such as water depth, etc.. The process of gold enrichment in hydrothermal deposits is controlled through five different factors: (1) nature and source of the solution, (2) source of the gold, (3) a mechanism for mobilizing and transporting, (4) a mechanism for deposition, and (5) a mechanism to preserve the deposit. Gold has been identified in marine polymetallic massive sulfides from various locations on the ocean floor (e.g., spreading centers, seamounts) with contents ranging up to 5 ppm Au. This is within the current range of 1.0 to 7.0 ppm gold content which classifies gold ores. The gold appears to have been derived during hydrothermal alteration of the oceanic crust. Until the present there has been little attention to the possibility of mining gold or other precious metals in the marine environment. However, the magnitude of hydrothermal alteration (seawater can penetrates to a depth of 5 km into the oceanic crust) and primary gold contents of the rocks in the pathway of the fluid indicates that major gold deposits must have formed on or in the ocean floor, but they have not been found. To find a big deposit might only take an exploration model exclusively designed for gold exploration on the ocean floor.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.
