A workshop to examine recovery systems for selected strategic and critical materials in the U.S. National Seabeds for the National Defense Stockpile in the 21st Century was held in Hawaii September 26-28, 1991, sponsored by the National Science Foundation and the Marine Mineral s Technology Center. The National Defense Stockpile of critical and strategic mineral commodities is presently in a deficit position of more than 7.5 billion dollars. Current domestic reserves of some commodities are limited or nonexistent. As defined by the U.S. Bureau of Mines, "Reserves are select resources . . . which at the time of classification, can be mined at a profit." Occurrences of these minerals have been discovered offshore within U.S. jurisdiction. If the technology could be developed to convert these resources into usable ore reserves, our dependence on foreign ores could be greatly reduced. Preliminary estimates indicate that a ten-year program of ore reserves definition, with appropriate technical developments to demonstrate a recovery system, could cost less than half the amount authorized for stockpile acquisition in FY 1989 alone.

The U. S. Geological Survey in cooperation with the Institute of Oceanographic Sciences (IOS), U.K., conducted a sidescan sonar survey of the U. S. Exclusive Economic Zone in the Gulf of Mexico from August 7 to October 22, 1985. A reconnaissance-scale view of 120,000 square nautical miles of sea floor seaward of the shelf-edge was obtained by using the GLORIA (Geologic Long-Range Inclined Asdic) sidescan sonar system. After these data were merged with GLORIA data from an earlier survey (1982) of the northwestern Gulf, a preliminary mosaic was constructed at a scale of 1:375,000. From this mosaic, we can identify morphologic features and interpret sea-floor processes. The extensive deformation of the continental slope seaward of Texas and Louisiana by salt tectonics has resulted in a complex pattern of basins and salt dome highs. One continuous meandering channel was identified in this portion of the Gulf, extending from the shelf edge to the Sigsbee Abyssal Plain. Bottom currents have reworked the sediments in this channel's levees seaward of the Sigsbee Escarpment, the seaward edge of the salt front, suggesting that this channel may no longer be actively transporting sediment. Talus appears to lie along the base of the Sigsbee Escarpment, suggesting that erosion and deposition is occur- ring along this front. Three other discontinuous channel systems can be identified on the mosaic and appear to have contributed sediments to the deep Gulf.

The United States is dependent on foreign imports for about 80 percent of its ilmenite, about 60 percent of its rutile, and virtually all of its monazite. Nearshore marine sand deposits and beach-complex sediments in the southeastern United States are important domestic sources of ilmenite, leucoxene, rutile, zircon, monazite, and a number of other less well known economic heavy-mineral (HM) species. Because global onshore reserves of placer titanium minerals may fall short of demand in as few as 20 years, offshore research in HM placers will become more important. The Atlantic Continental Shelf (ACS) defined by the shoreline and the 200-m isobath varies in width for the modern U.S. coastline from a fraction of a kilometer to about 150 km offshore of Cape Cod, Mass., and includes an area of about 3.91 x 105 km2. It probably contains 3-7 x 1011 m3 of sand and gravel which may locally contain commercially exploitable placer HM deposits.

The U.S. Geological Survey (USGS) recently completed phase 1 of a mapping effort that makes the United States the first nation to systematically acquire image maps of its underwater lands. In 1984, the USGS, as part of its mission to map and characterize the resources of the Federal lands, began a mapping effort in the newly proclaimed Exclusive Economic Zone (EEZ). The goal was to provide sonar image maps of this frontier area within 10 years. The mapping program is on schedule, with two-thirds of the EEZ sea floor, approximately 2 million square nautical miles, happed in 7 years. The deep water EEZ (depth greater than 200 m) around the 50 states is now complete except for the North Slope of Alaska, where ice precludes our surveying with a surface ship. Phase 2 of the EEZ mapping effort will begin in 1994, focusing on the American Flag islands of the western Pacific. Approximately 1 million square nautical miles of sea floor remain to be mapped around the islands.

"Ferromanganese crusts and nodules from the Amerasian basin of the Arctic Ocean are characterized by a unique composition compared to crusts formed elsewhere in the global ocean (Konstantinova et al., 2017; Hein et al., 2017). One of the most significant differences from global ocean crusts is the high detrital mineral content; mass balance calculations show that it may be as high as 35% in some samples (Hein et al., 2017).These Arctic Ocean Fe-Mn crusts also typically have three distinct megascopic layers, except for thin crusts; less commonly, four layers are noted for thick crusts. The age of initiation of Fe-Mn crust growth in the Amerasia Basin varies from 14.8 Myr to 0.7 Myr ago based on the Manheim and Lane-Bostwick (1988) Co chronometer, Be isotopes, and Th excess methods (Dausmann et al., 2015; Konstantinova et al., 2017; Hein et al., 2017).Samples and MethodsFourteen Fe-Mn crust samples recovered on Russian and U.S. research cruises were chosen for analyses based on their morphology, composition, water depth, genetic type, and location in Amerasia Basin. Seven samples from four distant dredge sites along Mendeleev Ridge and seven samples from four locations on the Chukchi Borderland are included (Fig. 1). Dredge site water depths vary from 3850 to 2100 m with the deepest samples from the Chukchi Borderland. The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

Drilling of the active Trans-Atlantic Geotraverse (TAG) deposit during ODP Leg 158 indicated that the size of the mound-stockwork complex is approximately 3.9 million tonnes, including 2.7 million tonnes of massive and semi-massive sulfide (ca. 2% Cu) at the seafloor and 1.2 million tonnes of mineralized breccias (ca. 1% Cu) in a subseafloor stockwork. Quartz-pyrite veining in the stockwork zone extends from about 40 meters below seafloor (mbsf) to a depth of 95 mbsf. Siliceous wallrock breccias in the lower part of the stockwork grade abruptly into chloritized basalt breccias at the margins of the mineralized zone, and massive sulfides at the flanks of the deposit onlap relatively unaltered, partially hematized basalts. The pipe-like dimensions of the stockwork zone do not exceed the diameter of the sulfide mound. Comparisons with samples collected during earlier dive series confirm that the vent complexes at the surface of the mound are not representative of the bulk composition of the deposit. Dramatic vertical zonation of metals within the mound suggests that a long history of hydrothermal reworking has effectively stripped the constituents that are soluble at lower temperatures from the massive sulfides and concentrated them at the top of the deposit through a process of zone refining.

Many massive sulfide deposits and districts around the World contain rocks that are variously referred to as ?exhalites?, banded iron formation (IF), ?Algoma-type? IF, ferruginous chert, jasper, jasperoid, cherty tuff, tuffite, tuffaceous exhalite, chloritic IF or sulfide IF. With few exceptions, such rocks are thought to be (in part) fossil hydrothermal sediments deposited from hydrothermal fluids vented into a submarine rift environment. Such hydrothermal sediments are associated with a wide variety of ancient base-metal sulfide deposits (e.g., Cyprus-, Besshi-, Kuroko-, and Broken-Hill-type deposits), and hydrothermal sediments are commonly associated with some of the largest base metal sulfide deposits in the world. Analogs of ancient hydrothermal sediments can be found around many modern seafloor hydrothermal deposits which themselves precipitate from high-temperature (350°-400°C) hydrothermal fluids. Hydrothermal fluids are quenched on contact with ambient seawater, and most of the metals are immediately precipitated to form the mound and chimney deposits. However, for kinetic and solubility reasons, not all metals and other species are immediately precipitated at the vent site. Fine particles (up to several hundred microns in diameter) of sulfides, sulfates, carbonates, oxides, silica, Fe-oxyhydroxides, clays, and other phases are precipitated from the hydrothermal fluids in the water column above the deposits. These particles or "particulates" are carried upward for several hundred meters in a buoyant hydrothermal plume (which is typically several hundred meters thick) until it reaches a neutral density, and disperses laterally from the vent site. Modelling of plume dynamics has shown that the majority of particulates are deposited by gravitational settling a few hundred meters from the vent site, and Å99% of particulates are deposited within 3 kilometers. However, signals from modern plumes have been detected even hundreds of kilometers from their source. Factors which can affect the morphology of the plume (and the resultant fallout pattern) include: particulate size, shape and density, bottom topography, and the direction and velocity of bottom currents.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

Rodriguez Seamount, located 150 km off the central California coast at the base of the continental slope, was studied using the ROV Tiburon aboard MBARI?s R/V Western Flyer, October 13-16, 2003. Fe-Mn crust and rock samples were collected along the SW flank of the seamount at water depths from 700 to 2100 m; bottom-water dissolved oxygen content (O2) and temperature were determined at each sample site. Fifty-three samples of bulk crusts, crust layers, and surface scrapes (~0.5 mm) were analyzed for 59 elements. Data allow for the correlation of crust compositions with precisely known water depths and seawater O2 measured at the actual site of sample collection. This is the first detailed study of Fe-Mn crust compositions in a region of strong continental-margin upwelling. Compared to open-ocean seamount Fe-Mn crusts, Rodriguez crusts have significantly higher (2-6 fold) mean concentrations of Fe (26.9%), Al (1.65%), Si (13.0%), Cr (82 ppm), Th (64 ppm), and Ag (1.7 ppm); and significantly lower (2-8 fold) mean concentrations of Ca, P, Bi, Co, Cu, Ni, Tl, and especially Te (8.2 times lower). All but one Fe/Mn ratio are >1 compared to <1 ratios for open-ocean crusts. O2 contents (0.35-2.03 ml/L) are nearly perfectly corrected with water depth and elements correlated with one are correlated with the other. The Fe-Mn surface scrapes represent 60-450 ka (mean 150 ka) of growth, whereas the dissolved oxygen contents of seawater represent an instant in time. Assuming that the entire sample set was affected uniformly by oceanographic changes, we suggest that correlation of elements with O2 may reflect oceanographic processes. O2 has a negative correlation with P, V, As, Fe, U, Be, Pb, Cr, Mg, Y, Bi, Te, and REEs (except Ce) and a positive correlation with aluminosilicate-hosted elements (Al, K, Rb, Cs). This later relationship is related solely to water depth, indicating that detritus shed down the seamount slopes accumulates in greater abundances in deeper-water crusts. Si/Al ratios indicate that the detritus includes a large component of biosilica produced by upwelling-mediated high productivity. These observations are supported by positive correlations of aluminosilicate-hosted elements with crust growth rates (range 1.2-13.0 mm/Myr). In contrast, other elements (Sr, Co, Mn, Mg, Te, As, Mo, V, W, U, Ti, Ni, REEs, etc.) are negatively correlated with growth rates. Growth rate has a weak positive correlation with O2. These compositional characteristics indicate that even though low-O2 seawater acts as a reservoir for Mn and associated elements and produces slow growth rates, which would allow for the concentration of elements and surface oxidation processes to occur, the high rate of input of detritus and high bioproductivity ameliorate the strong concentration of most metals. This dilution is significantly enhanced by the doubling of FeOOH in the crusts--the main cause of the generally high growth rates compared to open-ocean crusts. The high growth rates limit the oxidation of Co, Tl, and especially Te on the crust surface, which is reflected by their relatively low concentrations. Within the range of oxygen contents measured, O2 has less of an influence on crust chemistry than does the availability and incorporation of FeOOH and detritus.

The 1982 United Nations Convention on the Low of the Sea includes provisions under Article 76 for extending a coastal State&apos;s jurisdiction beyond the 200-nautical-mile (nm) Exclusive Economic Zone (EEZ) and for establishing the seaward limits of sovereign rights over natural resources. Article 76 prescribes a set of methodologies for determining these outer limits based on physiography and sediment thickness. The methodologies were applied to each of the five continental* margin areas of the United States - Atlantic, Pacific, Gulf of Mexico, Alaska, and Pacific Islands-using existing digital hydrographic and geologic data. Figures 1 and 2 show the results of applying the methodologies to the Atlantic, Pacific, Alaskan, and Gulf of Mexico continental shelves. Figure 1 depicts the preliminary limits of each of the Article 76 determinations for the Atlantic and Gulf of Mexico continental shelves. The Atlantic limits were described by Carpenter, Thormahlen, and Amato (1995) at the 26th Underwater Mining Institute.1 The limits for the Alaskan continental shelves are shown in Figure 2. Additional areas beyond the 200 nm EEZ are highlighted. These include a small area north of the U.S. - Canada boundary, containing 7,000 km2, a large area north of Point barrow (395,000 km2), and a third area north of the Aleutian Islands (178,000 km2). The shelf between the first two areas appears to have sediments thick enough to qualify for the 1 percent method (Irish Formula); however, year-round ice cover has prevented acquisition of seismic or drill data. The entire northern Alaska shelf is prospective for petroleum The Gulf of Mexico (Figure 1) has two small areas beyond the EEZ known as "doughnut holes." One is south of Louisiana and includes part of the Sigsbee Escarpment, an area believed to have potential for oil and gas. Oil was found on Sigsbee Knoll in cores from Deep Sea Drilling Project&apos;s Leg 1 cruise in 1968. The Sigsbee areas contains about 6,000 km2. The second area is south of the Florida panhandle and contains about 12,000 km2.

The National Geophysical Data Center (NGDC), Marine Geology and Geophysics Division and co-located World Data Center-A for MGG archives and distributes global marine sediment data from U.S. and international sources. NGDC is part of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service. NGDC offers a variety of digital marine sediment data sets including sediment descriptions, textural analyses, geochemistry, paleontology, paleomagnetism, and well logs. Some data sets are compiled by outside sources and sent to NGDC for distribution; many are received under exchange agreements and through the World Data Center system. Other data sets are compiled at NGDC, frequently in cooperation with other government agencies or academic institutions. One of the best examples of the latter is the Index to Marine Geological Samples, or "Core Curators&apos; Database".

Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

Alaska&apos;s expansive continental shelf represents future opportunities for marine mineral development. Although today&apos;s metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States&apos; continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world&apos;s largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country&apos;s mineral output (excluding construction materials). Throughout the cordillera&apos;s entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. The U.S. Geological Survey (USGS), over the past three decades, has carried out a spectrum of geologic surveys and research in marine areas of the Exclusive Economic Zone (EEZ) around the U.S. and its territories as well as in the Great Lakes region. Regional and topical studies have been undertaken throughout the range of marine environments: estuarine, tidal wetlands, coastal and nearshore, shelf, slope, and the deep ocean basins. The Survey&apos;s coastal and marine research programs consist of four elements shown in Table 1. The first includes studies using interpretations of bathymetry, seismic-reflection and sidescan sonar data, and analyses of sediment grab samples and cores to develop an understanding of the geologic framework. Information on the geologic setting, including the subbottom structure and stratigraphic relationships, and the geologic history and evolution of the areas surveyed are important parts of the program objectives.

Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation&apos;s scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi.
