Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

In the pellet-producing industry it is sometimes claimed that "The pellets are made in the concentrator," or that "The key to good pellets is in the balling operation." However, one claim is generally agreed on: If you can put in, on, and through the indurating furnace a good green ball of Proper size and adequate strength to withstand the handling, load, dehydration, and thermal shock until it is properly heat-hardened, you will have the pellet product you desire-that is, a "competent" green ball. The strength requirements that enable a competent green ball to withstand the environment of the indurating furnace are usually less restrictive than those for transporting the green ball from its source of production to the furnace. Experience has shown that different types of material may have different balling characteristics which may impose limitations on the quality of the green ball that can easily be produced under normal conditions. Therefore, if a specific material will produce a green ball that meets the physical requirements for competency in the furnace, but not for handling or transportation, various practices must be instituted to overcome this deficiency. In other words, if a normal handling system is too rigorous for the green balls that can be produced under standard conditions, then "handling with care" should be tried.

In the mining operations of The Canyon Corp., Deadwood. S. D., the use of mucking machines has been of definite advantage. The type used is that which depends upon the traction of the motor-driven wheels to crowd the dipper into the muck pile, while the car in which the muck is received is coupled to the mucker and moves forward or back with it. This general arrangement is entirely satisfactory on a substantially level track. The ores which occur in this district are a replacement of dolomite and the beds are now tilted to an inclination of about 7-1/20. In our operations it is necessary to drive inclines down-hill on this slope, which makes a difficult hand-mucking job even if water were not present. With these facts in mind, an attempt was made to use the mucking machine for driving down the in- cline, but as expected, the traction was insufficient to handle the machine and the necessary car. The means used to correct this condition will perhaps impress most readers as too complicated and cumbersome to effect any economy, but the idea may be of service to some who have a similar condition. The identification of Critical Risks, their associated Critical Controls, and the implementation of processes to ensure their ongoing management can be difficult and resource intensive. Answering the following Critical Risk Management related questions can be challenging: • What is a Critical Risk? • What is a Bow-tie Analysis and when should it be used? • What is Critical Control? • How is the effectiveness of a Critical Control assured, and how is this measured? • Who is responsible for managing Critical Controls? • What are the implications if a Critical Control is not effective? It appears that in the mining industry’s efforts to implement the Critical Control Management Process outlined by the International Council on Mining and Metals (ICMM), instead of embedding an integrated, well understood, value adding process, we have instead created a resource hungry monster that is poorly understood by numerous layers of the organisation.

With passage of the Clean Streams Act of the Commonwealth of Pennsylvania and its impact on the coal industry, considerable research has been conducted to explore various approaches to the problem, including deep-well disposal. Available drillhole data from gas and oil wells were used to develop cross -sectional maps for various portions of the state and potential disposal zones were evaluated. Bethlehem Mines Corp., faced with a severe water problem at its Marianna operation in Washington County, cooperated with the Dept. of Mining at The Pennsylvania State University in establishing a 1500-ft well into the Salt Sands for the purpose of determining the feasibility of mine water disposal. The thickness, porosity, and permeability of the formation at the well site proved to be below what had been anticipated from drillhole data. Further, subsequent hydraulic fracturing did not improve the flow characteristics of the well; pumping pressures remained in the range of 1800-2000 psig for disposing of water at the rate of 150 gpm. The legal problems of disposal at the site were very formidable. When the Salt Sands proved to be less than satisfactory, permission could not be obtained to dispose in other promising formations. The paper details many of the problems associated with the experimental well and makes an assessment of the potential for deep-well disposal of mine water. The concept of disposing of liquid industrial wastes by deep-well injection is not a new one. Brines associated with crude oil long have been disposed of in this manner, with the additional benefit of aiding secondary oil recovery. More recently, with the expansion of nuclear energy, the lethal, highly radioactive wastes which are by-products of the fission process have created severe disposal problems. During the past ten years, a variety of industries have resorted to subsurface disposal, some of the details of which are given e1sewhere.l,2 The list reveals wide variations in injection rate, pumping pressure, cost, and waste disposition. Included are successful installations in Western Pennsylvania. Enactment of more restrictive clean-water legislation in Pennsylvania recently had a great impact on the coal industry. Among its provisions was the reclassifica-tion of most mine water as industrial waste whose dis-posal is prohibited in any stream of the Commonwealth. This had the effect of accelerating research in a variety of areas, although treatment methods still retained primary interest. When a feasibility study of deep-well disposal was proposed to the Pennsylvania Dept. of Mines and Mineral Industries, the Coal Research Board (CRB) approved it. This paper summarizes the efforts on this project. Acid mine water is a chemically complex liquid. having no definite quantitative relationship among its constituents. However, it is the iron disulfide (FeS2) associated with practically all coal seams that produces the objectionable products present in acid mine water when combined with air and water. The principal contaminants are sulfuric acid (H2SO,) and ferric hydroxide (Fe(OH)2. Ferric hydroxide is a rust-colored gelatinous precipitate that coats stream bottoms and destroys aquatic life. However, other ions and bacteria are present in acid mine water in varying amounts.

The resource estimation of lateritic deposits, such as Aurukun, presents specific issues related to the lateral changes in thickness and elevation of the various horizontal layers (or zones) within the deposit where the x and y dimensions are orders of magnitude greater than the z dimension. The objective was to develop a three-dimensional (3D) block model that retained the vertical and lateral variation inherent in deposits of this type to allow full optimisation of the production plan without prior selection of an economic portion (enriched bauxite layers) of the profile at the resource estimation stage. The Aurukun bauxite deposit is held by Chalco Australia Pty Ltd (Chalco) and forms part of the world-class Weipa bauxite province, Cape York Peninsula, Queensland, Australia. The bauxite is predominantly pisolitic with an upper boehmite-rich zone and lower gibbsite-rich zone. The bauxite consists of both in situ and reworked domains, is overlain by a thin soil horizon and has kaolinite clay as a transitional base. A portable infrared mineral analyser (PIMA) was utilised on site, in addition to elemental assay, on each drill sample to determine the mineralogy, in particular levels of boehmite, gibbsite, kaolinite and reactive silica. As part of the scope of work, a field program was undertaken using large diameter Boart Longyear sonic drilling to acquire detailed density measurements across the deposit to allow compliance with Joint Ore Reserves Committee (JORC) reporting requirements. Interpretation of the stratigraphy was conducted on a hole by hole basis with definition of the zone layering based on stratigraphy, geochemistry and mineralogy. The zone boundaries were then modelled as 3D surfaces and used to constrain a block model. The block model estimation used the ordinary kriging method, with the estimation done in unfolded space and then refolded, therefore maintaining the zones irrespective of thickness or orientation. The unfolding process converts the real-world positions for both blocks and informing samples to a scaled position relative to the roof and floor of each zone. Analysis of the data and variography were also undertaken in unfolded space. The x and y dimensions are unchanged, but the z dimension is a relative position. The effect of the unfolding and limits on number of samples per hole is to æpushÆ the informing sample search sideways but within the stratification, rather than vertically. This honours the strong vertical zonation within the bauxite profile. The JORC Code requires that the stated resource must have æreasonable prospects for economic extractionÆ. This is a qualitative rather than quantitative definition. A number of selection criteria to define a resource roof and floor were developed in consultation with the project engineers and owners to meet these criteria. The vertical selection of material to include in the resource highlights the variation in the development (and destruction) of the bauxite profile from area to area within the deposit.

"An increasing number of mobile phones is increasing the number of the discarded mobile phones. Many efforts are thus being made to collect and recycle these devices. This paper is a short introduction of the recycling system of precious metals from the discarded mobile phone, currently available in Japan. Moreover, an attempt has been made to compare the energy recovery and the mechanical recycling of plastic wastes from the discarded mobile phone. The assessment has been carried out in the context of the life cycle assessment methodology (LCA). The environmental impact of each option was assessed by calculating the following impact indicators: depletion of abiotic resources (ADP), and global warming potential (GWP). 1. Introduction In 2003, the demand for mobile phones was increased since the camera was included in a mobile phone and the 3rd generation of mobile phones was introduced. In turn, the number of discarded mobile phone is rising sharply. Generally speaking, all the metallic parts of mobile phones can be recovered and recycled by using smelting and purification techniques. The recycled materials are then used to fabricate other new products."

In modern mining, the core of mine planning and design is the block model, a simplified representation wherein the ore deposit is divided in a number of virtual rock cubes, each characterized by technical and economics parameters. Mining engineers use this model to design the mine and develop production schedules. Traditionally, sustainability issues are not considered in the mine design, planning and engineering processes but rather are incorporated in the later stages of the feasibility evaluation as necessary expenditures and operating costs. This paper describes the results of a research project aiming to develop a methodology to incorporate sustainability parameters directly into the block model, so that they become an integral part of the design, planning and scheduling processes. It is considered that the incorporation of sustainable parameters into the block model would yield a more responsible mine design and improve mining projects sustainability performance

"Adsorption of heavy metal ions specifically, Cu(II), Zn(II), Mn(II), and Cr(VI) from aqueous solution on synthetic 4A Zeolite was evaluated. The 4A zeolite was synthesized previously by dehydroxylation of low grade Kalabsha Kaolin at 800 °C, and reacted hydrothermally with 2-4 M NaOH solution at 100 °C for 2h. The adsorption capacity of the metal ions were found to be strongly dependent on pH and initial metal ion concentration. At the optimium conditions the adsorption capacity decreased in the order Cu(II) > Zn(II) > Mn(II) > Cr(VI) ions. Almost complete adsorption was achieved for both of Cu(II) and Zn(II) ions at pH > 6, while the adsorption capacity for both Mn(II) and Cr(VI) was 96, and 55.3 % at pH 11 and pH 3, respectively. The results also showed that the grain size of the 4A zeolite has a little effect on the adsorption capacity. The experimental data was compared with two adsorption isotherms, Langmuir and Freundlich isotheroms. The results showed a good agreement of the Langmuir plots with the experimental data.1. Increasing level of heavy metals in natural water bodies poses a serious threat to all living species including humans. Waste disposal schemes using spent shale in embankments require a thorough knowledge of its geotechnical engineering properties for environ-mentally safe disposal. In this context, the objective of this laboratory investigation was to determine the physical properties, geotechnical properties, and composition of spent oil shale retorted by the PARAHO and TOSCO processes. Physical properties consisted of mechanical analyses, Atterberg limits, and specific gravity determinations. Geotechnical engineering properties were determined by compaction, maximum-minimum density, unconfined compression, triaxial compression, permeability, direct shear, Ko, cyclic tri-axial, resonant column, and Los Angeles Abrasion tests. Petrographic, chemical, and scanning electron microscopy analyses were used to determine compositional features. Unprocessed shale is hard and durable and more properly described as a carbonate rock instead of shale. PARAHO is classified as a GP, while TOSCO classifies as an SM. PARAHO requires no moisture for compaction to maximum densities; however, TOSCO does. Retorting causes a loss in durability but creates self-cementing characteristics, which for PARAHO a 3-to 8-fold strength increase was observed, while for TOSCO the increase was 1.5 to 3 folds. The shear strength, compressibility, and dynamic properties of compacted PARAHO are comparable to those for sandy gravels. Compacted PARAHO is semipervious, while compacted TOSCO can be semipervious to impermeable.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

ORIGINAL experimentation in specially designed arc-melting furnaces and a comprehensive review of technical literature have helped with an understanding of electric arcs as used in metallurgical applications. Results relevant to the distribution of electric potentials and currents, temperatures, pressures, the consumption of electrodes, the identities of particles participating in electrical conduction, and the modes and mechanisms of discharge are presented and discussed. Present knowledge of high-current arcs is insufficient to test pertinent theoretical suggestions. However, the chief doubts concern the identities and the liberation or formation of current-carrying particles. It seems that either (1) novel formulations of existing concepts are needed, or (2) essentially new concepts must be recognized to explain observations. An analysis of the situation has led the authors to favor the latter possibility and to suggest the existence of supplementary conducting particles. The conduction of current by the streaming of charged agglomerates is postulated. Another outgrowth of analysis is an equation for the arc potential as a function of current densities in the arc. In lieu of conclusions, the potentialities of practical applications and specific needs for fundamental clarification are summarized.

The U.S. Bureau of Mines (USBM) conducted mineral investigations in the 1,227,000-acre Emigrant Trail study area of Nevada during 1992. During the USBM investigation of 25 areas of development interest, 190 mineral localities were identified and 260 rock and 50 alluvial samples were taken. At least 0.5 million troy ounces of gold, 2.3 million troy ounces of silver, 3.3 million pounds of copper, 10.9 million pounds of lead, 2.4 million pounds of zinc, 500 tons of alunite, 40,000 tons of sulfur, 9,000 pounds of mercury, and 21,000 pounds of tin have been mined from the area and vicinity. Adjacent to the study area, gold is being mined at large, open-pit gold mines, the Hog Ranch and Hycroft Resources, Inc., Sulphur mines, and new production is planned at the Rosebud LAC/Equinox. Hog Ranch mine is nearing depletion, but resources of more than 0.5 million troy ounces of gold and about 5 million ounces of silver are estimated for the Rosebud LAC/Equinox project and more than 0.4 million ounces of gold for the Hycroft Resources, Inc., Sulphur mine. Significant investigations are occurring at SP Ridge and other sites near Scossa and at the Dan claims in the Southern Calico Mountains. Precious opal, placer gold, and geothermal energy resources occur in the study area and vicinity.

Artificial intelligence, and especially expert systems, are currently receiving considerable attention. Of interest to the control engineer is the utilization of these tools for real-time process control applications. To evaluate this technology, a real-time expert control system was implemented in one of the grinding circuits at Brenda Mines Ltd. The performance of this micro computer based expert system compared satisfactorily to the proven supervisory control system currently in use. The study confirmed the expectations that expert systems have potential for real-time, supervisory control of mineral processing operations.

This concept employs a viable energy saving method that uses a solvent to separate oil from particle matter; it can be used in metal forming industries to deoil sludges, oxides, and particle matter that is presently committed to landfill. If oily particles are used in their oily state, severe consequences to environmental control systems such as explosions or filter blinding, occur in the air handling equipment. This is due to the presence of hydrocarbons in the stack gases resulting from the oily particles. After deoiling, the particles can be recycled and the separated oil can be used as a fuel. The process does not produce a waste of it's own and does not harm air or water. It demonstrates the dual benefits of being commercially viable and in the national interest of conserving resources.

The Homer City Station, jointly owned by New York State Electric and Gas Corporation and Pennsylvania Electric Company is a three unit coal fired station. The first two units were put into commercial operation in 1969; the third unit became commercial in 1977. Units 1 and 2 are subject to the Pennsylvania State Implementation Plan (SIP) emission limit of 3.7 pounds of S02 per million BTU. Unit 3, having started construction later, is subject to the Clean Air Act, New Source Performance Standards emission levels of 1.2 pounds of 50-2 per million BTU.

The Witwatersrand reefs provide excellent examples of chemical and structural control on gold distribution. All mined gold appears to coma from a carbon -gold association and/or Fe-S-Au association, and also from immediately above or below unconformity surfaces. A total raliance on the current syngenetic model for Witwatersrand gold does not appear to be justified from the accumulated data and may be responsible for missed opportunities during exploration: consideration of other models is suggested especially where they better fit the data. The stratabound natura of Witwatersrand gold 1& critical to mining, but is emphasized in syngenetic models to the virtual exclusion of many other important observations. By analogy with other deposit types, stratabound character is probably a poor guide to genesis.
