Mai- Liao, in Yun Lin province of Taiwan, which was once a remote area on the coast of the South China Sea, has been developed into an offshore industrial complex. Approximately 100 million m3 of imported sand fill were used to reclaim the site from the sea with an overall area of almost 3.000 hectares. Land reclamation started in March 1994 and was completed at the end of 1998. A total of 41 industrial plants were constructed on the site, including an oil refinery, a naphta cracking plant, a cogeneration plant, a coal- fired power station, a heavy machinery plant, a boiler making plant, water purification plant, several petrochemical plants and a new harbour. From 1998 onwards, new plants were taken into operation in uninterrupted succession. The main purpose of the ground improvement by vibro- displacement, used predominantly to form the foundations of the oil storage tanks , was to reduce the liquefaction potential of the subsoil during earthquakes. The top layer across the site was treated by dynamic compaction before the installation of the stone columns. Heavy structures such as chimney- stacks and buildings were constructed on pre- cast concrete piles driven by diesel hammer. The earthquake design criteria specified an earthquake magnitude M = 7.3 and an acceleration a = 0.21 g. Stone columns were installed by the dry bottom feed process, which was controlled by an automatic monitoring system, to depths ranging from 13 to 20 m to provide flexible tank foundations. Installation of 1.500.000 linear m of stone columns commenced at the beginning of 1997 and was completed in August 2000. 60 % of the stone columns, in particular the deep ones, have been carried out by Bauer vibrators. The Chi- Chi earthquake ( M = 7.3 ) took place on 21 September 1999 and was followed by Cha- I earthquake ( M = 6.8 ) on 22 October 1999. A survey carried out after these earthquakes showed very positive results. The maximum observed settlement was 10 mm and none of the tanks suffered any damage.

THE old Cerro de Pasco smelter at La Fundicion, near Tinahuarea, 9 miles. from the Cerro de Pasco. mines and at an elevation of 14,300 ft., has now been replaced by a thoroughly modern smelting plant at Oroya, the junction point of the company's private railroad with the Central Railway, of Peru. This site has the advantages of being closer to the Morochoca mines, as well as nearer to the port of Callao, and at the same time is 2000 ft. lower in elevation, which benefits not only the cost of transportation but also the tech-nical operation of blast furnaces , and converters. The Oroya smelter was designed with the idea of .smelting about 2500 tons of. ore per day, but having in mind the possibility of increasing its capacity, all departments of the plant can be extended within reasonable -limits; for instance, if it is found that reverber-atory smelting is cheapest, taking into consideration the cost of fine crushing and fuel, it is possible to extend the roaster and reverberatory plants accordingly. The ore handling system is modern, consisting of belt conveyors, reclaiming machines, and electrically driven calcine cars, all requiring the minimum of labor. Waste heat from the reverberatory furnaces is utilized in boilers for the production of power to operate the plant, and the power house is equipped with condensing units to obtain the highest economy. Shop installations for the making of all repairs required for the smelter are unusually complete, includ-ing iron foundry, steel foundry, forging and machine shops, carpenter and pattern shops, and an electrical shop. There is also a plant for the production of all clay and silica refractory brick used in the furnaces; this is situated on the smelter site and is conveniently arranged for receiving raw materials and delivering finished brick to the several departments of the smelter. The laboratory is in a wing. of the general office, which is a two-story brick structure, situated on the smel-ter site.

The ever increasing demand on land use has led to large areas of land being considered for development, which because of past mining activities are covered by substantial depths of fill materials. This paper examines the problem faced with the development of land infilled with open cast mining backfill, in predicting the behaviour of the fill upon development. To be able to design foundations suitable to withstand the movements that occur within open cast backfills or design a backfilling operation that produces land suitable for a proposed after development, a means of predicting backfill settlement is required. Factors critical to this prediction are the timing of backfilling operations, the compactive state of the backfill and the inundation of the backfill. The analysis of a considerable quantity of data collected from the monitoring of backfilling operations and backfill movement at a range of open cast coal sites located within the UK has given the authors a better understanding of how open cast backfills behave in terms of long-term creep settlement, collapse settlement and how these are effected by backfill scheduling. This knowledge has been encoded into a program running under Microsoft Windows that enables a user to make settlement predictions for a point, a given section or area or for the whole site. Differential settlements, critical to any development design, can also be determined between any two points taking into consideration the heterogeneous nature of open cast backfills. The program was tested with data from an open cast coal site in the UK. Compaction monitoring during the placement of the backfill material enabled a model of the backfill to be constructed taking into account backfill properties and scheduling. This model, taken as input into the program, enabled future backfill settlement predictions to be made. A comparison is given between these results and actual settlements obtained from a short-term settlement monitoring scheme.

The famous Homestake gold mine in Lead, SD. closed recently alter 125 years of operation. However, the mine may receive a new lease on life as a National Underground Science Laboratory (NUSL) supported by the National Science Foundation (NSF) and dedicated to high-energy physics experiments involving neutrinos. These experiments require the construction of many large underground chambers tells of meters wide at depths of over 21 18 m. Construction of such large openings at such extreme depths has few precedents m civil-engineering-type construction. The Spokane Research Laboratory has a long history of ground control research at the Homestake Mine and has supported NSF and the physics community in their efforts to develop a NUSL at I Homestake or other suitable location. This paper will summarize underground science and describe proposed underground science laboratories ill the United States, in particular tile proposed NUSL at Homestake. Next, the paper describes an empirical design approach using the Q system of rock mass classification for these large Openings. .M initial site investigation that produced three good case histories is described. The actual support system used at the three sites agrees well with support recommendations from current support design charts, giving credibility to estimates of the classification parameters and Q. Feasibility of, and support requirements for, 25-, 50-, and 100-m spans arc estimated in the anticipated rock mass. This analysis indicates that 25- and 50-m spans are probably feasible, but a stable 100-nn span may be unachievable. The empirical predictions are then compared to detailed numerical analyses. The paper concludes with preliminary support recommendations and necessary site investigations needed to make a proposed NUSL a successful reality. These studies have been important input to NSF for their decisions on the technical feasibility of developing the proposed NUSL. If NUSL is developed, it could enable scientific experiments in areas beyond high-energy physics. "Concurrent with the continuing demise of many Canadian mining towns is the rise of a new method of providing remote mine sites with a workforce. This is the Long Distance Commute (LDC) which uses commuter labour and requires no permanent settlements to support the mine operation. It provides a flexible and cost effective method of operation to the industry and relieves both governments and industry of the expense of building and maintaining mining towns. However, little attention has been paid to the effect on workers or their families of the LDC work schedule whereby workers spend a fixed number of days at the site followed by a fixed number of days at home. Off-shore oil rig experience would indicate that negative social impacts may be expected. Research leading to an understanding of the problems involved seems to be indicated. One innovative suggestion has been to use already established but dying mining towns as workforce pick-up points for new LDC operations further north.BackgroundUntil recently, mine towns were considered as a necessary component of mine development. This was a natural symbiosis resulting from the need to provide workforce accommodation close to isolated mine sites. The early mine communities in Canada were often just a huddle of shacks around a head frame. Gradually mining companies began to provide housing which varied from basic duplexes and quads in grid pattern layout to professionally planned and designed towns, either model company towns or the more recent suburbs-in-the-bush, the so-called ""instant towns"" of the postWorld War II era of resource development. The improvement in accommodation reflected the need to attract a stable workforce as mine operations became more sophisticated. City amenities were expected and offered in these mine towns as a way of encouraging a permanent community of mining families. Indeed in towns like Manitouwdage, Schefferville, and others, it was not unusual to find a significant percentage of two- and three-generation families apparently providing the permanent mining communities so desired by mine operators."

"The Quintette Coal Limited property is located in the northeast coal area of British Columbia.A basic agreement with the Japanese steel industry was executed on January 27, 1981 for the sale of 69.5 million tonnes of Quintette metallurgical coal over a 14.5-year period. This contract period can be extended by five years by mutual agreement. Sale agreements have also been signed for the sale of 19.4 million tonnes of oxidized coal over a 15-year period.Work started on site development in the late summer of 1981, and at present, two of the four eventual pits-the McConkey and Frame-are under development.The pits are currently in a prestripping phase. These pits are notable for the stripping volumes that have to be removed from relatively small pit areas. In order to provide for the required detailed rapid short-range planning of these pits, engineering will be computerized, as will the truck dispatch system.The mining area lies 21.1 km from the plant site by road and the transport of raw coal to the plant is by means of a high-speed conveyor system which has a total length of 13.4 km with a vertical drop of 740 m.The surface plant facility was designed on a modularized basis to facilitate maintenance, and is designed to enable the use of gravity f low of raw coal and heavy media in the plant to minimize the use of pumps.The construction of the plant and mine site facilities is ongoing, and the first coal production is scheduled for early December 1983.IntroductionQuintett e Coal Limited is a Canadian company incorporated in the province of British Columbia in 1971. With increasing environmental constraints on the levels of disturbance induced by blasting operations upon nearby residents, there is an increasing need to be able to design cautious blasting with greater precision. Therefore, determination of maximum amount of explosive per delay for a certain distance especially in large blasts is of great importance for the elimination of these environmental problems. Although too many research studies had been carried out in the past in order to eliminate environmental issues produced from blasting unfortunately a general approach or formula has not been established yet because of the complexity of the matter. In addition to the wave and ground motion characteristics, the complexity of blasting parameters and site factors restrict the developing a general criterion. So experimental site-specific studies should be still done in order to predict and control blasting effects. This paper presents the results of ground vibration measurements carried out in Espey Open-Pit Boron (Colemanite) Mine located on the west side of the central Anatolia near Kütahya province in Turkey. Within the scope of this study, ground vibration components were measured for 13 shots during bench blast optimisation studies in order to predict peak particle velocity level for this site. In blasting operations; ANFO and Powergel Magnum 600 (blasting agent), Powergel Magnum (priming) and delay electric detonators (firing) were used as explosives. Parameters of scaled distance (charge quantity per delay and the distance between the source and the station) were recorded carefully and the ground vibration components were measured for all blast events using 4 different types vibration monitors (3 White Mini-Seis and 1 Instantel Minimate Plus Models). Then, the data pairs of scaled distance and particle velocity obtained from the 38 record events were analysed statistically. At the end of statistical evaluation of the data pairs, an empirical relation which gives average line at 95% confidence level and upper bound 95% prediction line with a reasonable correlation coefficient was established between peak particle velocity and scaled distance.

Many massive sulfide deposits and districts around the World contain rocks that are variously referred to as ?exhalites?, banded iron formation (IF), ?Algoma-type? IF, ferruginous chert, jasper, jasperoid, cherty tuff, tuffite, tuffaceous exhalite, chloritic IF or sulfide IF. With few exceptions, such rocks are thought to be (in part) fossil hydrothermal sediments deposited from hydrothermal fluids vented into a submarine rift environment. Such hydrothermal sediments are associated with a wide variety of ancient base-metal sulfide deposits (e.g., Cyprus-, Besshi-, Kuroko-, and Broken-Hill-type deposits), and hydrothermal sediments are commonly associated with some of the largest base metal sulfide deposits in the world. Analogs of ancient hydrothermal sediments can be found around many modern seafloor hydrothermal deposits which themselves precipitate from high-temperature (350°-400°C) hydrothermal fluids. Hydrothermal fluids are quenched on contact with ambient seawater, and most of the metals are immediately precipitated to form the mound and chimney deposits. However, for kinetic and solubility reasons, not all metals and other species are immediately precipitated at the vent site. Fine particles (up to several hundred microns in diameter) of sulfides, sulfates, carbonates, oxides, silica, Fe-oxyhydroxides, clays, and other phases are precipitated from the hydrothermal fluids in the water column above the deposits. These particles or "particulates" are carried upward for several hundred meters in a buoyant hydrothermal plume (which is typically several hundred meters thick) until it reaches a neutral density, and disperses laterally from the vent site. Modelling of plume dynamics has shown that the majority of particulates are deposited by gravitational settling a few hundred meters from the vent site, and Å99% of particulates are deposited within 3 kilometers. However, signals from modern plumes have been detected even hundreds of kilometers from their source. Factors which can affect the morphology of the plume (and the resultant fallout pattern) include: particulate size, shape and density, bottom topography, and the direction and velocity of bottom currents.

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), the authors showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/tonne of REEs occur in AMD and AMDp respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits. Geospatial analysis identified a total resource of 340 tonnes stored at the 141 sites sampled in this study. While this analysis did not quantify the basin-wide REE inventory, it does indicate the impact that processing cut-off grades will have on the overall AMDp resource base.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

"Prior to the 1950s in the USA, surface coalmines were generally left without any reclamation. As government regulations advanced, mine operators were required to backfill the area and plant grasses or trees. After the federal Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977 in the USA, mine operators were required to conduct pre-mining analyses of the site and to designate a land use that could be achieved after the mining. Common post-mining land uses in the USA are: agricultural uses such as prime farmland reclamation with crops, hayland and pasture, and biofuel crops forestry wildlife habitat building site development.Provisions and regulations for each post-mining land use were developed and practices to achieve successful and sustainable land uses were established. Post-mining conditions should provide ecosystem services and produce lands capable of supporting societal needs in the future.CITATION:Skousen, J and Zipper, C?E,?2014. In Alberta, Canada, heavy industrial projects are constructed using a prefabrication approach: spools and pipes are produced in the factory, and are assembled into modules that are transported to the industrial plants for installation by mobile cranes. Planning the onsite mobile crane operations is critical to the project budget and schedule. However, due to the large magnitude of industrial projects, manual heavy lift planning is tedious, and the results are not particularly responsive to site changes. This paper introduces an integrated mobile crane management system developed by PCL Industrial Management Inc., in collaboration with the University of Alberta, which investigates crane location selection and path checking for field module assembly. The project information is stored in a database, and the proposed system retrieves data, performs the calculations, and records the results back to the database; the calculations involve automatically selecting locations for the mobile crane, considering the crane capacity, lifting range and utilization. Lift paths for modules are checked for feasibility based on selected locations, satisfying the site and crane configuration constraints, and crane walking paths are planned if needed. The designed system is tested in an industrial project to validate the effectiveness of the system.

Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry
