Previous work on the principles of comminution has shown: (I) that the surface produced is proportional to work input (Rittinger law,1a-3); (2) that there is regularity to the weight distribution of the fragments according to size.4-10 In this paper it is brought out that the surface on the fragments is distributed in definite and simple relation to size. The experimental work has involved: I. Construction of an apparatus capable of measuring the surface of mineral fragments independently of the chemical composition of the fragments and independently of the site of the surface; 2. Refining the methods available for measurement of particle size; 3. Designing and building a crusher capable of operating on very small quantities of mineral, if necessary on single crystals, and in such fashion as to minimize handling losses of material. Complete experiments have been carried out with massive quartz and individual quartz crystals. partial experiments, lacking surface measurements, have been made with glass spheres, galena, sphalerite, fluo-rite, salt and coal. Introduction The existence of regularity in weight distribution with size was noted many years ago, especially by A. 0. Gates;' the subject was also studied in detail by one of us.6 In the latter paper it was shown that rocks can be divided into two classes: homogeneous rocks, which show no preferential breaking, and heterogeneous rocks, which show preferential breaking at the grain size of the rock. It was shown, furthermore, that the fragments obtained by rupturing a homogeneous rock occur (in the fine range) in such abundance as to permit the writing of a relatively simple equation to relate the weight retained on a screen to the screen opening. With screens of which the openings are in constant ratio, the weight retained, w, is related to the screen size x by the equation w = Cxm [I] In this equation C and m are experimental constants. A plot of weight retained against particle size is a straight line of slope m if the scales for x and w are both logarithmic. In the fine range, the slopes of the size-distribution graphs plotted according to the method described above vary within a limited range. An inspection of a number of size-distribution data by various experimenters indicates that the slope very seldom exceeds 1.0, but is usually greater than 0.7. More recently, schuhmann8 proposed a method of charting that has so many advantages of its own that it has been used primarily in this work. The rate of isothermal transformation of austenite to pearlite depends upon the rate of nucleation, N, and the rate of growth, G, of pearlite in austenite. Values of N are given in terms of the number of nuclei forming in unit time per unit grain boundary area of unreacted austenite; values of C are given in terms of the linear rate of radial growth. Variations in the isothermal rate with temperature result from variation of N and G with temperature. Depth of hardening of a steel depends fundamentally upon values of N and G; changes in carbon and alloy content effect changes in N and G and thus affect depth of hardening. Quantitative studies are available on N and G for the formation of pearlite in plain carbon eutectoid steels.3 Systematic studies in this field are necessary if the phenomena are to be well enough known to furnish a proper basis for full rationalization and for theory. Accordingly, the studies are continuing, both with respect to the effect of alloying elements upon the values of N and G in the formation of pearlite and to the values of N and G for the formation of ferrite in hypoeutectoid steels. The present paper is the first relating to the effect of alloying elements upon the values of N and G for pearlite. It offers special interest since cobalt is known to have an anomalous effect upon the rate of formation of pearlite, accelerating it, whereas all other elements retard it.4 It will be shown that cobalt increases both N and G for pearlite and that this effect is inherent in the Fe-Co-C system and not dependent upon factors relating to austenite heterogeneity nor upon any recognizable adventitious factor. Inasmuch as the rate of diffusion of carbon in austenite and the interlamellar spacing of pearlite are variables related to G and possibly to N (in a manner not yet certain), measurements of the effect of cobalt upon them are also reported here. In the course of the work, measurements were made on the effect of cobalt upon the marten-site temperature and these are given. COBALT AS AN ALLOYING ELEMENT IN STEEL Properties of Cobalt Cobalt resembles iron more closely than does any other chemical element. Its atomic number is 27, hence it is the element immediately following iron in the periodic system. Philippines is a country that is richly endowed in mineral wealth. In 1988, Climax Arimco Mining Corp. (CAMC) geologists found the Dinkidi porphyry gold-copper deposit in Nueva Vizcaya province. It is the most significant mineral discovery in that country in recent times. To date, the company has defined indicated resources of 124 Mt (136 million st) of 1-g/t (0.029-oz/st) gold and 0.4% copper. This includes a high-grade core of 7.9 Mt (8.7 million st) of 6-g/t (0.175-oz/st) gold equivalent. Total contained metal is 124.4 t (4 million oz) of gold and 499 kt (1.1 billion lb) of copper. Dinkidi's discovery resulted from initial geologic reconnaissance and recognition of the intrusive complex that is exposed at surface and anomalous in its topographic expression. This was followed by systematic exploration. This includes extensive gradient array induced polarization (IP), ground magnetics, geochemical sampling and diamond drilling. This later defined a further 16 satellite porphyry targets in the Didipio region. Climax was been granted a Financial and Technical Assistance Agreement contract with the Philippine government. It allows 100% foreign ownership of mining projects. After four years of negotiations, Climax was the first company to have such an application granted. Some 120 applications from numerous international mining companies are waiting for approval following implementation of new Philippine Mining Act of 1995. Exploration history Didipio is located 200 km (125 miles) north of Manila at an elevation of about 700 m (2,300 ft) in the remote Sierra Madre mountains. This region remains mostly unexplored. The property is accessed by 25 km (15 miles) of logging track from the town of Cabarroguis, Quirino. The area experiences an average rainfall of about 3,000 mm (118 in.) a year. Most of it falls during the July-to-November typhoon season. Didipio was first recognized as a gold province in the 1970s when native Ifugao and Ilongot hunters discovered alluvial gold in the region. The region had been prospected over the years by local companies. They were mostly prospecting for alluvial gold. However, in 1988, Climax Mining geologists identified the potential of an obscure razorback ridge protruding from the alluvial valley floor. This ridge, later named Dinkidi by Climax, was the site of several small- scale tunnels. Locals had mined narrow quartz stockwork veining and sluiced soft argillic alteration zones, using irrigation canals and sluice boxes to catch free gold.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

The excavation of a longwall panel causes a continuous stress redistribution in the surrounding strata for every face advancement. The understanding of the behavior of rock to high level of stresses is instrumental to the structural design of underground mines. In order to achieve a realistic analysis of the behavior of strata, the three-dimensional finite element method is frequently used. Also the model developed for the analysis has to be designed large enough to represent the influenced strata in the study area and a sufficient number of elements has to be used to provide detailed information on the stresses and displacements. Due to the size of the model and its numerical solution the CRAY X-MP/24 supercomputer has been used for this study. The mine site selected for the analysis is a coal mine located in the Black Warrior Basin in Alabama. The mine has two longwall sections at a depth of 2,000 feet with various dimensions of chain pillars, including yield pillars. Various research programs at this mine have been carried out by Park et. al. ( 1984 ). Therefore data were already available on the geology, and physical properties of rock and coal. In addition a rock testing program has been carried out to obtain rock mass classification parameters. The progressive failure technique has been utilized to simulate stress redistributions. The failure criterion after Hoek and Brown ( 1980 ) which is based on rock mass behavior was used for the iterative technique. Simulated stress redistributions are therefore very realistic. In order to automate the process involved in the application of progressive failure technique, a computer program has been developed. The combination of a large scale three-dimensional finite element model and the automation of progressive failure simulation provided a tool that can generate a large amount of information related to the behavior of rock and coal as a response to a longwall mining operation.

This paper discusses the design, construction and performance of a 30 inch thick diaphragm wall recently constructed in Baltimore, Maryland at Inner Harbor East. The project site is an established marina and waterfront property. The geologic profile consists of fill, alluvial silt and clay, Potomac sand and clay, decomposed rock, and weathered rock on top of gneiss bedrock. The approximately 1,300 ft long perimeter diaphragm wall serves as a water cut-off, perimeter basement wall and support of excavation for the high rise project?s five levels of below-ground parking. Due to the fast track construction and the tight schedule, the initial design of the diaphragm wall was based on a limited amount of geotechnical information. Supplemental borings were then performed along the alignment of the wall to verify the design assumptions and wall depths. Additionally, the design criteria required that the wall be keyed into a competent stratum with low permeability. The Engineer of Record for the diaphragm wall, Mueser Rutledge Consulting Engineers (MRCE) completed the design and produced accelerated construction documents allowing the developer to release the drawings early for bid. This paper describes the theoretical soil parameters used to develop the loads, moments, and shears for the design of the diaphragm wall and the temporary tieback anchors. It also discusses the refinement of these soil parameters using the observed wall displacements and tieback pre-stressing forces as a baseline. This paper compares the calibrated parameters to the values used in the design of the wall. It explains how the soil structure interaction model was developed and the soil parameters calibrated using PLAXIS 2D non-linear finite element software. The paper also discusses the use of the proprietary CWS joint by Soletanche/Inquip JV as end stop between consecutive wall panels and the unique top-down construction utilized to support the diaphragm wall at the Southeast double re-entrant corner.

Water recovery from tailings for reuse in mineral processing is essential to operation of mines in the Atacama Desert of Chile. With annual rainfall of 5 mm, the prudent and efficient use of available water resources is a major issue for the Escondida Mine and other mines in the area. The Escondida Mine is located at an altitude of 3100 m, in a very arid, seismically active part of the Atacama Desert of northern Chile. The site is located about 170 km from the coastal city of Antofagasta. From 1994 to 2002, tailings were discharged into the Hamburgo Tailings Facility, which comprises a series of æpaddiesÆ located near the open pit and mill. Because water in the region is only obtainable from groundwater sources, the paddy system incorporated a number of design features with the aim to maximise water recovery from the tailings. As part of the recent mill expansion to 237 500 metric tonnes per day, a new tailings facility, the Laguna Seca Tailings Facility, projected to be one of the largest tailings facilities in the world, was commissioned in 2002. Extensive studies were conducted for the design of the new facility to predict water recovery from the conventional wet disposal of tailings. The predictions were calibrated against the performance of the Hamburgo Tailings Facility and subsequently re-calibrated against actual performance during the first year of operation at the Laguna Seca Tailings Facility. Initial operation of the Laguna Seca Facility was marked by a coincidental change in tailings characteristics from design, which highlighted the need for thoroughly understanding tailings behaviour during deposition, and the parameters and deposition techniques that could enhance water recovery. Systems have been put in place to manage the tailings deposition and respond to changes in key parameters such that water recovery targets can be reliably achieved. This paper describes the background studies that were conducted to evaluate evaporation and tailings behaviour, summarises the water balance and then presents some observations from the commissioning and start-up of the facility.

Strain-induced grain boundary migration was studied in a series of silicon-iron (3% pct Si) bicrystals of controlled orientations. Each bicrystal was given a 7 pct cold-rolling strain rind annealed at 1100°C. The direction of boundary migration was found to depend on orientation; results for several orientations related by a common [110] axis are given. Analysis of the micrographic and X-ray data is made in terms of the residual strain-energy densities within the crystals (energy per unit volurne) and a driving force on the boundary due to an energy density difference across the boundary. Relative strain energies were obtained for the various orientations investigated. A CHROME-acetic acid electroetching method for revealing dislocation sites in silicon iron was previously applied to clarify the structural features and the energetics involved in strain-induced grain boundary migration.',' The present paper is a continuation of this study, but is primarily concerned with the influence of crystal orientation. Sperry, as reported by Beck,3 attempted to determine the factors that influence the preferred growth of one grain over another in aluminum due to strain-induced boundary migration. He found that the particular grain of a pair which work hardened more was invaded, although exceptions to this correlation were noted. The index of work hardening was determined from microhardness measurements of each grain before and after cold-rolling. In the present study, orientation itself was taken as a useful variable for studying the behavior of individual grains in a bicrystal and the direction of boundary migration, since the extent of work hardening is orientation dePendent." The effect of strain on boundary migration is evident from a consideration of driving forces. Thus, in the absence of inclusions, the driving force (per unit area of boundary) for growth of grain A into grain B when a bicrystal is strained and annealed may be expressed as follows:2

An experimental study has been made of the time dependence of internal .friction and modulus of rigidity in- freshly quenched steels at room temperature. The effects of frequency, composition, and various thermal treatments are given. The kinetic 1aws observed cannot be fully explained by the so-called first stage of tempering and the transformation of retained austenite. It is suggested that the observed phenomena are due to the progressive immobilization of dislocations introduced by the martensitic transformation. It is generally agreed that the conversion of tetraginal martensite into cubic ferrite and ce-mentite occurs in three stages which at moderate rates of heating take place in the following temperature ranges:'-3 a) The first stage involves mainly a partial loss of tetragonality of martensite and the formation of ?-carbide between 95" and 175oC. b) The second stage consists of the decomposition of retained austenite between 230 and 290' C. c) The third stage covers the formation of ce-mentite between 290o and 400' C. The kinetic laws of these heterogeneous reactions have also been the subject of isothermal studies. Thus, Roberts, Averbach. and cohen3 report a very low reaction rate with a eutectoid steel at room temperature. For example, less than 10 pet of the contraction associated with the first stage is observed after 50 hr at room temperature. Hollonlon, Jaffe, and Buffum4 show that under the same conditions less than 10 pet of the tetragonality is lost. These results have led to the belief that martensite is a relatively stable phase at room temperature. On the other hand, it is well known that important structural changes occur in martensitic steels during the first few minutes at room temperature after quenching. This pretempering has at least two important consequences. In the first place, freshly quenched steels have a tendency to crack at room temperature, a fact which leads to the necessity of tempering as soon as possible after the quench. Another important consequence of pretempering a steel for short periods of time at room temperature is the stabilization of the retained austenite. Thus, as shown by Cohen,5 a very pronounced stabilization is effected with holding periods of 30 min at room temperature. Since these two effects are apparently not caused by the heterogeneous reactions mentioned above, they must be related to the rearrangement of structural defects within the martensite and retained austenite. According to the modern theory of dislocations, the shears required to effect the austenite-marten-site transformation may be realized through the motion of dislocations at the austenite-martensite interface and within the martensite plates.6 In this way, a martensitic transformation closely resembles a plastic deformation. In cold-worked solids, high concentrations of dislocations are left immediately after the plastic deformation and it seems reasonable to assume that appreciable densities of dislocations should also appear in the wake of a martensitic transformation. A considerable part of the high hardness of martensite would then originate in the obstruction of dislocations in analogy

A theoretical treatment of austenitic Fe-C-Z solutions (where Z represents a substitutional solute) was developed by extending a solution model which was previously applied to austenitic Fe-C alloys. The model assumes that each carbon atom in the solution excludes H interstitial sites from occupancy by other carbon atoms rmd thai otherwise the assembly of carbon atoms is equivalent to a modified Langmuir lattice gas. The results of the treatment provide theoretical justification for a phenomenological expression previously developed to represent the influence of substitutional solutes on the thernlodynamics of carbon in austenitic Fe-C-Z alloys. The expression is: where Kz is a parameter which characterizes the Fe-C-Z system at a given temperature and Xz and xj are the concentrations of substitutional solute and interstitial carbon expressed as atom ratios. The parameter, Kz, was associated with the differ- A number of investigators have measured the influence of various substitutional solutes on the carbon activity in austenitic Fe-C-Z alloys, where Z represents any substitutional solute. Experimental information is available for alloys containing the following substitutional solutes: Mn,' Si,' Ni,2-5 CO,'-', Cr,5, 9-11 CU,4 Al,= v,11, 12 and Ti.13 This information is essential for studying many phenomena in Fe-C-Z alloys, particularly diffusion and diffusion-controlled phase transformations For example the pffprts nf various ence between the interaction energies between carbon atorns and host-lattice atoms in the Fe-C-Z solution and the corresponding energies for the Fe-C solution. The carbon activity in a ternary Fe-C-Z alloy, ac, was obtained in terms of the composition of the alloy and the single parameter, Kz: where y° is the Henry's law constant for the binary Fe-C solution. Both y° and H crm be determined from the data for Fe-C solutions, without recourse to any experimental data for Fe-C-Z solutions. The theoretical treatment was extended to alloys containing several substitutional solutes. By neglecting interactions between the substitutional solutes, an expression for the carbon activity in multicomponent alloys was obtained in terms of the Kz values characterizing ternary Fe-C-Z systems. substitutional solutes on the rate of pearlite growth is explained14 on the basis of their effects on carbon diffusion, which result from their influences on the carbon activity in the solid phases. In addition, recent studies have emphasized the dependence of the pro-eutectoid ferrite transformation15 and other diffusional processes in austenite16 on the influence of substitutional solutes on the carbon activity in austenite. They have indicated the need for suitable analytical expressions to represent such influences. The present authors previously developed general phenomenological expressions to represent the equilibrium partitioning of carbon between Fe-C alloys and Fe-C-Z alloys.'2 The expressions are applicable to all the austenitic Fe-C-Z alloys for which experimental data are available, and are sufficiently simple to recommend their general application. A significant basemetal province is recognised in the southern part of the Bonaparte Basin, Western Australia. Epigenetic stratabound carbonate hosted Pb-Ag-Zn mineral- isation occurs in dolomites of Tournasian age within a marginal marine transgressive carbonate and fine grained clastic sequence, spatially overlying the lagoonal facies of a Late Devonian reef complex. The deposits comprise coarse grained sulphide mineralisation characterised by high Pb:Zn ratios (10:1) and high silver (50 g/t) content. They occur at shallow depth, are flat to moderately dipping, and form a discontinuous mineralised trend at the margin of the Sorby Platform, which flanks a Precambrian basement high. Host rocks are predominantly sedimentary breccias and dolomitised footwall carbonates associated with a significant local unconformity transgressed by a siltstone cap rock sequence. The deposits are structurally related to synsedimentary growth faults, local basement highs and tensional en-echelon breccia systems. Fluid inclusion studies have concluded that mineralisation was deposited from a low temperature (85¦C-115¦C) saline ore forming solution. Lead isotope work reveals a Precambrian genetic source of the lead. Locally remnant textures after sulphates are recognised within the host sequence together with common bitumen and oil shows. Reduction of sulphate to H2S was possibly facilitated by either bacteria. activity, or by residual hydrocarbons which acted as a reducing agent. An alternative source of H2S may have been afforded by the thermal degradation of hydrocarbons. A 'mixing' genetic model is proposed for the mineralisation, which conceives the expulsion of metal enriched basinal brines followed by their precipitation as sulphides after mixing with locally derived reduced sulphur solutions at relatively shallow depths in their structural/stratigraphic sites of ore deposition.

The application of square shaft helical piers in expansive soils is a standard of practice in many areas of the United States. Over 20 years of performance monitoring show exceptional performance and economy will result if proper design procedures, specification requirements and installation procedures are followed. This is true for new foundations and the repair of existing foundations, including lightly loaded wood-frame structures on expansive soils. Proper design includes: 1) site geotechnical characterization, 2) pier layout such that each pier is loaded to its maximum design capacity, 3) maximize spans between piers, 4) minimize the number of piers, 5) isolate the structure from the expansive soil with an appropriate void zone below all grade beams, slabs or other components that would otherwise be in soil contact and 6) utilize only single helix piers. Proper specification employs a performance specification that specifies: 1) the design load on each pier with a suitable safety factor, 2) the minimum installation torque, typically 4,000 ft-lbs (5.4 kN-m), or refusal, 3) a minimum pier shaft steel Fy = 70 to 90 ksi (483 to 621 Mpa) and pier helix steel Fy = 80 ksi (552 Mpa), 4) 1.5 to 1.75 inch (38.1 to 44.5 mm) square shafts, 5) smooth shaft surface, 6) the ICC Evaluation Report (ER) number of the manufacturer and 7) the manufacturer ISO 9001 certification for material quality control. Proper installation requires: 1) equipment with sufficient axial compression force (crowd) on the pier shaft so the helix engages the soil and advances to the specified minimum installation torque or refusal, 2) additional specialized techniques for expansive soils and 3) qualified specialty helical pier installation contractors experienced in expansive soils who submit and utilize pier configurations, techniques and equipment that will most effectively and economically meet the specified performance.

"The problems presented by ice formation and interference with processes, structures and mechanical operations in the mining industry can be expected to increase sharply as more of our mineraI needs are supplied from the far north. A process of rapid ice destruction is presented which lends itself to the effective removal or penetration of ice. Suggestions are offered for applying the system to problems related to mining activity in cold environments. The system can be readily adapted to large-scale operation, the reactant components being transported in crystalline form and volatilized on site.IntroductionThe number of operational mines in northern environments, relative to the number of mines in the temperate zone, will increase in the years ahead. This is not surprising, because:(a) in the past, those mines closest to centres of commerce had minimum transport charges and hence were more economic to develop;(b) great centres of commerce were far removed from northern environments;(c) the exhaustion of ores and lowering of grades in temperate zones now offset to some degree the extra transport costs applied to northern ores;(d) the abundance of excess energy in the north in the form of oil, gas and hydropower attracts mining as a means to justify its development; (e) assuming that the frequency of mineral occurrence north of the 52° N latitude is no different than south of it, there are many deposits waiting to be developed.As a result of current and projected activity in northern environments, we are faced today, and will be increasingly so in the future, with mining problems rarely encountered before-problems related to below-freezing temperatures. Engineering activity in permafrost regions will increase as new mining ventures are developed north of the 52° N latitude, roughly coinciding with the -1.1 ° C isotherm in Labrador, the upper temperature boundary for permafrost."

A background characterisation study was carried out in the Sangre de Cristo mountains, New Mexico, to: quantify naturally occurring contaminant loads from mineralised areas; define site-specific background concentrations; and to determine key factors controlling spatial and temporal variations in contaminant concentrations. The study included a comprehensive sampling and testing program (paste pH/EC, ABA, leach extraction tests) of soil/bedrock from mineralised areas (including erosional scars), and a ground water and surface water quality monitoring program in selected mineralised watersheds. Results demonstrate that high concentrations of contaminants occur naturally in ground and surface water draining the mineralised area of the Red River basin. The erosional scars were found to represent the major source of acid rock drainage (ARD) (~66 per cent) in this area due to: high rates of weathering and erosion, which continually exposes sulfide-bearing outcrops; and high rates of run-off as a result of high elevation and lack of vegetation. The scar material is generally very acidic (paste pH ranges from 8.5 to 1.5; average = 3.6) with highly elevated concentrations of sulfate and leachable metals. The composition and concentration of leachable metals vary significantly, not only between scars but also within a given scar. While all streams draining the various scar watersheds are highly acidic, each has a characteristic æfingerprintÆ of sulfate and metal concentrations. Most of the run-off from the scars infiltrates into alluvial debris flow aprons and reaches the Red River via groundwater flow.

THAT metallographic structures analogous to the martensite of steel may be found in certain copper-aluminum and copper-tin alloys has been known for many years; similar structures recently were found in certain copper-zinc alloys.1 In all three of these alloy systems the martensite structures result from transformation of the metastable ß phase when the speed of cooling from the ß range is sufficiently high to suppress decomposition into equilibrium phases. ? In the normal decomposition of solid solutions into equilibrium phases, diffusion is needed to bring about the necessary changes in concentration, and the rate of reaction falls almost to zero at temperatures slightly above room temperature. The rates of reaction for martensite processes, however, are not dependent upon temperature; the transformation does not require readjustments of concentration. For example, the marten-site transformation in 60:40 (ß) copper-zinc does not begin until the temperature has dropped to about minus 30° C., and then continues down to minus 130° C. and probably even at lower temperatures.1 Further-more, martensite processes apparently proceed only while the tempera-ture is falling, within the proper range, and cease completely while the temperature is held constant; ? and they cannot be suppressed by extremely rapid cooling although the rate of cooling for some alloys may be increased to over 10,000 times the critical cooling velocity. Isaitschew, Kaminsky and Kurdjumow2 account for these observed behaviors of martensite processes by postulating that the mechanism " . . . consists in a regular rearrangement of the lattice in such a way

For many years the City of Prescot, about 8 miles northeast of Liverpool, has been the home of British Insulated Cables, Ltd., one of the largest wire mills and manufacturers of electrical equipment in England. Since this location is close to the industrial center of the country and the seaboard, with good railroad transportation facilities, it was a logical site for the new refinery. Early in April, 1932, the writer was called upon to prepare a preliminary layout and estimate of cost of the proposed plant, and shortly afterward, following a discussion of these figures with officials of British Insulated Cables, in England, the decision was reached to proceed immediately with construction of the plant. The refinery was built by British Insulated Cables, Ltd. Designing of the plant was started early in May, 1932, orders for equipment being placed as rapidly as possible. On July 18 the first steel was erected and the first charge was cast on Jan. 5, 1933. No difficulties of any consequence were experienced in starting the plant and the grade of copper produced was quite satisfactory after the first charge. The initial capacity desired was 2500 tons of refined copper per month. Since only one furnace was to be built, it was necessary that it should have sufficient reserve capacity to catch up after unavoidable shutdowns. It was also necessary to lay out the plant so that it would operate efficiently at this tonnage and at the same time permit expansion in the future, if necessary, to several times its original capacity. In order to meet these conditions and also to take full advantage of the space available, the layout shown in Fig. 1 was adopted. The principal plant structures are a blister storage aisle, casting building, wire-bar storage building and a coal-pulverizing building. Additional smaller structures include a brick and charcoal shed, pumphouse, drill room, water-cooling tower, clay-preparation shed, substation and plant office. Incoming blister is received in either broad-gage railway cars or steam motor lorries in the blister storage aisle, unloaded by overhead electric crane to narrow-gage cars, weighed and sampled, then either sent directly to the furnace or placed in storage. Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

Goldex Mine is an underground mine located near the town of Val-d?Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long hole stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23 Mt of ore, large blasts up to 1.8 Mt are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km radius of the mine site. In addition to managing mass blasts, means must also be found to mitigate the vibrations produced by the blast to diminish the disturbance to the neighbourhood. Therefore, the mine used numerous tools to properly plan the blasts and reduce the impacts. A program to control vibrations was one of the first tools put in place. The program?s aim was to draw up an action plan to ensure a follow-up of the homes by inspecting them. The second tool was to develop a methodology to plot a reliable attenuation curve and to adequately determine the maximum charge weight for each blast. Finally, effective communication tools were developed to inform the neighbourhood. There was a huge amount of work to be done in relation to the bench. Reliable and fast loading techniques had to be found to load large blasts in a very short period of time. Adequate logistics had to be developed to send underground more than 20,000 kg of emulsion per day while performing the daily underground operations. Technology had to be developed to adapt the i-kon electronic blasting system to large blasts. Since the control of the charges was the major factor to reduce surface vibrations, it was important to employ loading techniques that would permit decking of the long holes to reduce the charge weight per delays without adversely affecting the loading. All of this work requires an enormous amount of energy but also close collaboration between the different stakeholders (various departments, suppliers and consultants).
