The Molycorp operation at Mountain Pass, California, is unique in that it is the only place in the world where bastnasite is mined. The orebody is a metamorphic carbonatite; the mineral of importance is bastnasite, a fluocarbonate containing principally cerium, lanthanum, neodymium, and praseodymium, with small amounts of samarium, gadolinium, and europium. In addition, appreciable quantities of barite, calcite, and strontianite are present. Molycorp had mined and processed the bastnasite ore since the early 1950s at a rate of about 100 tpd by a unique hot flotation process in a plant originally used for cyanidation of gold ore. The concentrate was primarily used in high quality glass polishing, lighter flints, ceramics, and in specialty steel making. Then in the early 1960s, Molycorp and the Colorado School of Mines Research Foundation developed a solvent extraction process to recover europium from the bulk rare earth concentrates. In 1965 a new SX plant was constructed to produce this material for use as a red phosphor in color television tubes. Because of the demand for this material, a new 500 tpd concentrator was designed and constructed in 9 ½ months. Then, because of a sharply increased demand for europium, the plant was expanded to 1200 tpd only four months after completion of the original construction. The crushing section of the new plant was designed similarly to those portable units used in road construction and arrived on the site in ten major pieces. Foundations were concrete piers; and after their completion, the entire crushing plant composed of primary and secondary crushers, conveyors, and a screen was erected in fourteen days by a crew of ten men assisted by a mobile crane. Pit-run ore is loaded into 35-ton trucks by a 7 yd (5.4 cu m) loader, trans- ported to .the crushing plant, and dumped into the 65 -ton concrete pocket. A 42 in. by 20 ft (1.07 m by 6. 1 m) apron feeder feeds ore to the 30 in. by 42 in. (760 rnrn by 1070 mm) single toggle jaw crusher. Crushed ore is trans- ferred by a scissors conveyor to a 5 ft by 14 ft (1.52 m by 4. 27 m) double- deck screen which produces a final ¾ in. (19 rnrn) product with the oversize being treated in a 4 ¼ ft (1. 3 m) standard cone crusher. Cone crusher product is returned to the first scissors conveyor to join the primary crusher product. Dust collection is by a wet scrubber, and an operator's control room is located to overlook the primary. The entire crushing is in the open, and a 30-ton mobile crane is used for maintenance. Molycorp’s two-stage crushing plant is an excellent example of functional design for a small mining and milling operation.

A consistent and reliable international approach to public reporting of a mining companyÆs main assets, its Mineral Resources and Mineral Reserves, has become of increasing importance in recent years with the rapid globalisation of the mining industry. Through the efforts of the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), a committee representing national resource/reserve reporting committees in Australia, South Africa, UK/Ireland/Western Europe, Canada, USA and Chile, the reporting standards in most æwesternÆ countries use almost identical resource and reserve definitions and are generally around 90 - 95 per cent compatible. New codes based on the CRIRSCO model are being developed or considered in other countries, including Peru and the Philippines. This unified approach has provided the mining industry, regulators and investors with a common framework to report and interpret mineral resource and reserve estimates, thereby facilitating funding to the mining industry through improved investor understanding and confidence. The common reporting standards are reflected in the CRIRSCO International Template, available on CRIRSCOÆs web site, a document that is kept æliveÆ by reflecting the best of the most recently published CRIRSCO-type national standards. In a significant exception to this unified industry approach, the USA Securities and Exchange Commission (SEC) requires adherence to its own standard, only partly compatible with CRIRSCO-type standards, with adverse and costly implications for companies listed in the USA. A major industry submission was presented to SEC in April 2005 which, if accepted, would bring about considerable compatibility of CRIRSCO and SEC standards. The UN Economic Commission for Europe (UN-ECE) has, since 1992, been developing its Framework Classification (UNFC) as a single global system for harmonising all existing national and international resource/reserve reporting systems, covering both government and industry requirements and both the hydrocarbon and solid minerals sectors. While few mining companies report their resources and reserves using the UNFC, the system is accepted or is being examined as a basis for reporting by some governments, including those of Russia, China and India. The UN-ECE agreed in 1999 to incorporate CRIRSCO definitions into the UNFC for those categories of resources and reserves used for market-related reporting, but a more recent edition of the UNFC removed or changed the definitions, requiring re-engagement by CRIRSCO to ensure compatibility. Since 2005, CRIRSCO and the Society of Petroleum Engineers (SPE) have been involved in discussions with the International Accounting Standards Board (IASB), which plans to develop a new Accounting Standard for the Extractive Industries as part of its International Financial Reporting Standards. At the request of the IASB, CRIRSCO and SPE have been examining any potential for convergence of resource/reserve definitions between the mining and hydrocarbon industries. Each of these systems is described in this paper and high level comparisons made.

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. Copper ores from small mines in the area south of Tucson, where the Twin Buttes mine is located, were first operated in the 1880's. Today this area is one of the great copper mining centers of the world. In 1963, Anaconda Company acquired the property from Banner Mining Company and in recent years joined with AMAX in a 50/50 partnership to work the Twin Buttes property. From the beginning, Anaconda had relied on conveyors to remove overburden, oxide material for eventual leaching, and ore from the open pit. In the large st preproduction stripping program in mining history, Anaconda in a four-year period (1965 to 1969) removed 266 million tons of overburden of an average depth of 500 ft (152 m) lying over the ore body. The alluvium overburden was stripped by scrapers carrying 70 to 80 tons and push-loaded by two D9 tractors operating in tandem. The scrapers delivered their loads to bins which fed a 60 in. (1.52 m) conveyor having a capacity of 8500 tph. The 25% slope belt conveyor, which was 2100 ft (640 m) long, transported the material to the brow of the pit, where it was transferred to an 8300 ft (2530 m) surface belt to a 1000 ton loadout bin. At this point, the overburden was trucked to the sites of the tailings ponds, where it was used for dam construction. During 1976, the one billionth ton of overburden was removed from the Twin Buttes mine. The Twin Buttes quartz monzonite porphyry contains only scattered mineralization of which chalcopyrite is the most abundant mineral, associated with chalcocite, covellite, minor bornite, and several oxide minerals. Oxidation has progressed to variable depths of up to several hundred feet below the base of the alluvium. Because of the depth of the sulfide and oxide ores and hard rock waste, two in-pit crushers and conveyor systems were also installed for their transport out of the pit; and in 1976 a third crusher and conveyor system was installed lower in the pit for waste rock only. The two initial crushing and conveying systems were designed to handle any of three functions: crushing waste to be disposed of by a rail-mounted stacker -conveyor, crushing oxide ore for conveyor and then truck transport to stockpiles for future leaching, and primary crushing of sulfide ore for conveyor transport to the two 30 in. by 70 in. (0.76 by 1.78 m) secondary crushers and the two 7 ft (2. 13 m) standards and four 7 ft shortheads in the third and fourth stage crushing plant. A third standard crusher has been in- stalled recently. Provisions of adequate thrust Conclusions INTRODUCTION In South African gold mines some 100 million tons of rock are broken each year by drilling and blasting. Only minor improvements to this method of rockbreaking have been made since the general introduction of pneumatic rockdrills for stoping 50 years ago and, more recently, of drillsteels tipped with tungsten carbide. The combined total cost of drilling and blasting amounts to almost R0,50 per ton of rock broken, which is just short of one quarter of the direct cost of stoping or development. Rockdrilling accounts for about R0,25 of the total cost of rockbreaking, of which RO,12 represents labour costs and R0,13 the cost of drillsteels, rockdrill spares and power. Mine air compressors use over 7 X 108 kWh of electric energy a year, amounting to 7 percent of the total electric power used by the gold mining industry. The efficiency of percussive rockdrilling is, therefore, of considerable significance to mining costs. Over the past four years the Mining Research Laboratory of the Chamber of Mines of S.A. has been engaged in experimental studies of percussive drilling. These experiments were conducted at test sites on Robinson Deep Gold Mine and Vlakfontein Gold Mine, made available by Gold Fields of South Africa, Limited. Three rockdrills, designated types A, Band C, of different manufacture, were used in the experiments which involved the measurement of the following operating characteristics: 1. Throttle air pressure 2. Applied thrust 3. Penetration rate 4. Air consumption 5. Blows per minute 6. Drill steel revolutions per minute. The results of these investigations are presented in three parts. Part I, "The theory of percussive rockdrill operation" which provides a concise, mathematical description of the performance of a percussive rockdrill in terms of its principal mechanical dimensions and operating conditions, and an analysis of the bit and gauge wear of drillsteels. Part II, "Measurements of percussive rockdrill performance" in which the experimental results are presented in terms of thrust-penetration rate curves at different throttle air pressures and throttle pressure-air consumption curves, which are shown to agree well with the predictions of theory. In addition, data relating gauge wear on the drillsteel and penetration rate to the distance drilled are discussed. Part III, "Practical implications" in which an analysis of the status of thrusting devices is made and the benefits that would derive from using uptimum thrusts are discussed.

A mathematical model based on the finite element method of stress analysis has been used to describe the behavior of the western wall of the Kimbley Pit as its slope was steepened from 45° to 57°. Theoretical stress changes because of slope modification are slight except at the toe of the modified slope. Magnitudes of stress created are small when compared with the strength of a competent rock. Resulting displacement patterns point out the need for determining the in-situ state of stress at a site prior to excavation or modification. A comparison of model results with field measurements shows that, in general, the model has described the measured behavior of the west wall of the Kimbley Pit remarkably well. The Bureau of Mines and the Kennecott Copper Corp. began joint research on open-pit slope stability at the Kimbley Pit, Ely, Nev., in 1961. The initial or planning phase of this research dealt with a detailed geologic study of the Kimbley Pit, determination of in-situ stresses in the district, laboratory and field tests to determine rock properties, and the design of a full-scale experiment to study the behavior of this pit as its western wall was steepened from 45° to 57°. Fig. 1 shows a cross-section of the original pit outline, the steepened pit outline, major geologic features, and the two instrumentation adits. After the final or slope modification phase of the research began, a laboratory research program was initiated to develop a mathematical model that would analytically describe the behavior of the pit as its western slope was steepened. This theoretical model study of the slope modification at the Kimbley Pit was conducted with the finite element method of stress analysis. The results are described in this report.

A thorough examination of a coal, to determine whether it can be washed successfully and the best and most economical process for securing a satisfactory grade of washed coal, calls for mine sampling, analytical work, and experimental coal-washing tests which may require several months' time and the expenditure of considerable money. Having collected the required data on the characteristics of the coal and the results secured with different types of machines under different sets of conditions, it is necessary to decide what method of treatment should be used. The interpretation of the experimental data is no small part of the problem. The first step in the investigative work is to determine from the characteristics of the coal and the manner of occurrence of the impurities whether it is possible to separate the dirt from the coal and produce a washed coal of the required quality. Then it is necessary to select the type of washer or the system of treatment that will produce the greatest amount of washed coal of this grade for the least cost. To secure this information, tests may be made at laboratories operated by consulting or contracting engineers, at the testing plants of machinery manufacturers, at commercial washeries, or in an experimental washery erected on the site of the proposed plant. Such tests will produce figures in which every factor, including analyses of raw coal and washed coal and yield of washed coal, may vary widely. The coal mining industry is an important sector of Canada?s economy. The cost of mining and haulage of coal in Western Canada is a major focal point when compared to inexpensive coal from Australia. Spot coal price volatility affect contractual price arrangements and this creates pressure on companies? profit margins and their competitive edge. In order to alleviate this pressure, companies may have to take short-term drastic measures that may hurt their strategic positions in the long-term. Companies must also create a mix of their products to ensure effective maintenance of profit margins given various quantity and quality constraints. In this paper the authors provide extensive analysis based on detailed probabilistic production systems for coal extraction and haulage in Western Canada. An optimization model is formulated for typical coal mining operations, processing and haulage from mine sites to the Vancouver Ports using linear programming algorithm. A stochastic model is also formulated to analyze the associated risks and uncertainties. These models are validated using data from five operating mines in Western Canada with varying quantity and quality products and uncertainties. The results show that the five mines studied have to produce between 180,000 and 2.10 million tonnes of metallurgical coal and between 70,000 and 2.16 million tonnes of thermal coal to enhance their profitability given the underlying constraints. The average expected probability of success associated with production capacities from these mines is about 66%. This results in a failure probability of 36%, which is extremely high under contractual arrangements. The results also show that management?s profit expectation of $83 million can be achieved at a zero percent failure probability. With a higher risk of failure of 10%, this expectation increases by 21% to $100.3 million.

"Line Creek Resources Ltd. produces three million clean tonnes per year of metallurgical and thermal coals for the international market. The mining operation, which is located in the mountains of southeastern British Columbia, produces coal from four pits by conventional truck and shovel methods.The South Pit, which has been in operation since J982, has a benched highwall 490 m in height. Shallow dipping coal seams at the base of the syncline formation will be exposed in the highwall over the next four years of pit life. The first of these seams, which will measure 500 m in final highwall length, was exposed in J994. An auger, powered by a 1250 hp engine capable of cutting 2.2 m diameter holes, was brought on site in J994 and has proven to be a successful means of recovering coal from the J3 m thick seam.This paper covers the background to the selection of an auger mining method to recover highwall reserves together with the geotechnical and methane considerations for this approach.IntroductionLine Creek Resources Ltd., a wholly owned subsidiary of Manalta Coal Ltd., owns and operates the Line Creek mine. The operation which consists of four active pits, a processing plant, and rail loadout is located in the southeastern coal fields of British Columbia. Figure 1 shows the general area.The coal bearing sequence at the mine is preserved on the east and west limbs of a major syncline. Up to twelve mineable coal seams, ranging in thickness from 2 m to 15 m are contained in the formation. Within the pits the seams are stratigraphically consistent and structurally undisturbed, except for small-scale thrust faults that create multiple repeats of the seams."

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

The existence of phosphate of lime within the State of Florida has been known for over a decade; but until the spring of 1887, the extent and value of its deposit.;, possibly with one exception, were unsuspected. In that year Col. T. S. Moorehead, induced by a statement made by Mr. J. F. Le Baron, examined the gravels of the Peace river, recognized the importance of the deposits, acquired such tracts as were regarded as desirable, and established the pebble-phosphate industry, making his first shipment in May, 1888, to the Scott Manufacturing Company, of Atlanta, Ga. The establishment of the pebble-phosphate industry upon Peace river was followed, a year later, by the discovery in Marion county of an entirely different class of phosphate, now commonly known as hard-rock phosphate. This discovery was made early in June, 1889, by Mr. Albertus Voght, in a well which he was sinking upon his place near the site of the present town of Donnellon, about 20 miles southwest of Ocala. To it, more than to any other cause, is due the rapid and remarkable development of the present great industry of the State. It was, however, Mr. John F. Dunn, of Ocala, who turned to advantage the accidental discovery of Mr. Voght. After acquiring a knowledge as to the chemical composition and value of the material, Mr. Dunn and hid associates purchased several thousand acres of land and organized the Dunnellon Phosphate Company for active operations. From Dunnellon as a center, prospecting rapidly extended in all directions, until at the present day important mines have been opened over a well-defined tract more than 200 miles long and about 6 miles wide. Properties of surface films on chalcopyrite and pyrite differ due to variations in the mechanism of oxidation of the two minerals. In the case of chalcopyrite the first step in the oxidation is the release of iron as ferric ions, which hydrolyse depending upon conditions prevalent in solution. The iron oxide/hydroxide layer formed by hydrolysis of ferric ions is quite porous and easily detachable from the surface of chalcopyrite. When the surface oxide layer is detached a sulphur-rich layer is exposed making chalcopyrite hydrophobic. The thickness and properties of the sulphur-rich layer determine its flotation response, both in the absence and presence of collectors. In the case of pyrite, on the other hand, iron is released as ferrous ions which require much higher pHs to hydrolyse. These ions remain adsorbed on the surface of pyrite making the surface hydrophilic. When the iron species are complexed with chelating agents such as ethylene diamine tetra acetic acid, pyrite was hydrophobic. Siderite forms in the presence of carbonate ions, which might be present in several flotation systems. Siderite nucleated on isolated sites at the surface. The presence of such a precipitate is likely to influence the interaction of pyrite with various reagents thereby altering its flotation behavior. To determine the mechanism of oxidation, kinetics of oxidation of chalcopyrite and pyrite was studied using several electrochemical techniques, namely, cyclic voltammetry, polarisation and impedance spectroscopy. Floatability of the minerals was investigated by measurement of contact angles on mineral electrodes and by Halimond tube flotation. Impedance spectroscopy was especially useful for estimating various properties of surface film for both the minerals. Properties such as charge transfer resistance, porosity, and capacitances of the surface films on the two minerals are compared under several conditions of oxidation. These properties were found to be a strong function of the rate and the extent of oxidation.

The hydro-electric plant of the Peninsular Power Co. is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 3I/2 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co, are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers' substations, and of the main and secondary transmission lines, follows later in this paper. General Layout The relative location of the dam, forebay, and power house will be understood by referring to Fig. 1. The dam is constructed on a ledge of solid rock which forms Lower Twin Falls. This rock ledge offers an excellent location in that the height of the dam, and therefore the amount of concrete, are thereby reduced, and also in that practically no pumping was required in unwatering the dam site. It is necessary to fully understand roof geological features in order to design a proper roof support system for underground coal mines. These geological features include: rock type, rock strength. rock layer interfaces, voids, cracks, and bed separations. Traditionally, engineers have relied heavily on the use of surface borehole log data to identify geological features. Since surface boreholes very expensive to be drilled in close spacing, log data are often insufficient to provide detailed information on the roof geology. Recent advances in control technology have made a large amount of roof bolter drilling data available to mine personnel. These data can be obtained during normal roof bolt installation cycle with little or no interruption in mining operations. This research project has developed several methods to identify geological features in a mine roof from measured drilling parameters. Power trend line analysis can be used to locate discontinuities and interfaces in mine roof. Power averaging can be applied to determine the relative strength of roof strata. Thrust trend line analysis can be used to locate fractures in mine roof. The results of these methods are combined to produce a mapped roof geology In a production environment, manually interpreting and managing collected drilling parameters is not practical since hundreds of holes will be drilled during a production day. A new software package, MRGIS, has been developed to allow mine engineers to make use of the large amount of roof drilling parameters for roof support design. An actual underground test site is presented to demonstrate the analysis and display capabilities of MRGIS.

Micropiles are employed to retrofit existing foundations, including underpinning prior to future construction operations and resupport of existing structures that have experienced distortion and settlement. This paper presents analyses of the two case histories requiring the use of micropiles in these applications. The first case history involves micropiles used to resupport a settled pump station next to an excavation which had suffered basal failure and ground loss. A compression load test pile experienced plunging failure which, after analysis of the strain-gauge data acquired during the test, was attributable to a greater degree of disturbance to the subsoils beneath the site than anticipated. After construction of the micropiles around the pump chamber a synchronized jacking system was used to lift and right the 320 kip chamber structure, followed by resupporting it on the newly constructed piles. The second case history entails the use of micropiles for direct underpinning support of existing columns prior to a utility tunnel installation within an existing high-bay warehouse structure. The design constraint that most significantly affected the successful completion of this project was the desire to bond the new piles into the existing reinforced concrete foundations. As a result of the coring method through the footing, the ultimate bond stress measured during a pullout test was more than twice that assumed in the design. Monitoring of the underpinned columns during trench excavation indicated that the system performance was acceptable. These case histories reinforce the concept that lower capacity micropiles can provide a rapid means to underpin and retrofit existing structures.

Open cut mining in Australia is facing the greatest challenge in its history in attempting to compete not only with other operations internationally, but also with underground operations domestically. Most flat dip and shallow depth surface-mineable coal reserves have been depleted during the last two decades and new open cut operations must extract deeper coal deposits. As open cut coal mines move into deeper areas and the stripping ratios increase, the relative cost of overburden removal also increases. It therefore becomes even more important to design the mine around the optimum overburden removal scheme. The deeper mines are usually multi-seam operations with a more complex geology and with more geotechnical and hydrological problems. Deeper mines are subjected to greater problems requiring more detailed mine planning and design, such as selection of the optimum mining method and pit layout. In planning and design of such operations, the number of alternative methods which need to be considered is consequently greater.Dragline productivity and its stripping capabilities are directly affected by the selection of digging method, strip layout and pit geometry. Every mine has a unique combination of geological conditions. The operating methods that work well at one mine may not necessarily work at another site. Selection of an optimal stripping method, strip layout and pit geometry for a given dragline must be considered with respect to the geological conditions of the mine. With increasing geological complexity of Australian strip mines, it is becoming more important to use sophisticated techniques such as computerised mine planning methods to assist in optimising dragline operations.

Chromite ores have a long history of low pricing and for AustraliaÆs only chromite mine this has been a particularly tough challenge, especially as the mine is located nearly 400 km from the nearest port at Port Hedland. A stockpile of chromite fines (-16 mm) has been built up since 2003. The opportunity to develop a facility to treat this material to produce a chip (-16 + 1 mm) product and a sands (-1 mm + 45 micron) product was taken when the price increased to above US$140/t. A simple add-on plant containing a heavy media cyclone circuit for the chips and a spiral circuit for the sands was designed and developed. During construction of the fines plant the price of chromite reached a level where the payback for the entire project was less than eight weeks. Soon afterwards the price and the demand for chromite plummeted and the site was put on care and maintenance, except for the commissioning of the fines plant. This put considerable pressure on whether to continue to operate the plant or to place it in care and maintenance. Times of boom and bust provide management with almost totally opposite views. By not taking a conservative view on prices and costs, the effect of extremely low prices and minimal demand can be devastating to a good project. Designing and building plants with conservative costings in boom times gives a greater chance of keeping projects alive during the bust periods that tend to follow.

The vibration effect of the buried oil pipeline caused by tunneling blasting affects the pipeline safe transportation, tunnel construction schedule and its construction cost. The dynamic response characteristic of the buried pipeline under blast loads is the foundation of designing blasting scheme as well as the prerequisite to pipeline safety. Taking the blasting engineering of Xiannvyan tunnel passing through a buried oil pipeline of the high-speed railway from Xi’an to Chengdu as the background, according to the space relation between tunnel and pipeline as well as the charge structure of V-cut blasthole, the 3D non-linear dynamic finite element model of tunnel-pipeline was established in the light of the equivalent explosive. The vibration response of the ground surface over pipeline resulting from V-cut blasting was simulated by LS-DYNA finite element program. Comparing with the measured vibration velocity waveforms in site, the accuracy and reliability of the numerical model are well verified. On the base of the simulation method, the coupling dynamic response characteristic between buried oil pipelines and soil was further studied and the Von-Mises stress distribution of pipeline wall was obtained. The safety of buried oil pipeline was quantitatively analyzed through the inside stress data of pipeline given by the simulation calculation above. The analytic results show that the maximum vertical vibration velocity of pipeline on the interface between pipeline and soil is 1.62~5.07 times as large as that of soil. When the buried pipeline is located over the tunnel and 13 m (42.6 ft) away from tunnel, the maximum vertical vibration velocity of ground surface caused by V-cut blasting with charge weight 17 kg (28.6 lb) is 3.17cm/s (1.25 in/s) and the vertical peak vibration velocity of pipeline top is about four times as the ground location directly above the pipeline. Meanwhile, the peak dynamic stress of the buried pipeline caused by blasting vibration is only 2.35% of the allowable stress of steel pipeline. The maximum superimposed stress of the blasting dynamic stress and the hoop stress produced by the pipeline internal pressure is 242.56 MPa (35 180.36), which implies that the buried oil pipeline is completely safe under the conditions of the given tunnel blasting scheme.

Introduction The procedures used to design slopes in rock have only been developed over the past 10 years. Therefore, continued review and assessment of field experience by the publication of case studies is necessary to determine the accuracy of the theory and the application of the design techniques being used. Where failures have occurred, mine management should insist that the slides be 'back analyzed' to determine the shear strength parameters at failure. These values should be used for any pit design as they reflect site conditions more accurately than any other procedure. The previous papers have dealt with the basic concepts and factors that influence stability. To illustrate the application of these concepts in the study of practical stability problems, six ease studies have been selected for review. The examples include failure of tailings dams due to an earthquake, failure and redesign of a slope in overburden, review of failures of rock slopes, calculation of the amount of seepage into a pit and influence of the groundwater on stability, and the design of slopes for a proposed 2,500 ft. deep open pit mine. All but the first example are drawn from the authors personal experience. EXAMPLE 1 Failure of Tailings Dams Due to an Earthquake On March 28. 1965 a serious earthquake occurred in Chile with the epicenter located near the town of La Liqua, about 80 miles north of Santiago. The earthquake had a rating of 7 to 7.25 on the Richter scale. A record of the acceleration was taken at Santiago where a maximum horizontal acceleration of 0.18 g. was recorded. Many small mines are located in this region. Each of the mines provided impoundment storage for tailings with one to three dykes. As a result of the earthquake, most of the dams failed. The most serious failure involved two dams at El Cobre where more than 2,700,000 cu. yd. of tailings flowed into the valley, travelled over 7 miles in a few minutes, destroyed part of the town of El Cobre and killed more than 200 people. The Chilean government commissioned an investigation into the failures. A summary of the findings was published by Dobry and Alvare7 in 1967 (1).
