Geotechnical practice combines the site engineering geological model with engineering design and operations to control risk. The responsibility of the geotechnical professional is to present relevant engineering geological information to an engineer to effectively impact an outcome. Return is enhanced by understanding expected operating and capital cost due to ground conditions.   Risk is effectively communicated by a successful geotechnical practitioner. In a mining environment the need is to assess ground conditions accurately and quickly, and to effectively communicate expected ground response due to mining. A good engineering geological model includes a description of geotechnical engineering parameters to design assuming reasonable expected soil, rock and water conditions. Pit slopes are steepened, stope spans widened and waste foundations and land forms are constructed all under geotechnical control.   The responsibility of the geotechnical professional is to collect, assess and disseminate relative engineering geological information. The geotechnical professional is a person advising on ground related engineering, and generally operates within geology and engineering end members.   Return is better assessed on an understanding of ground cost. In operations the goal is to meet production at lower cost. In evaluation, regional and exploration geology, mine design and expected operational factors influence expected cost and project return. Return allows companies to meet shareholder expectations, attract equity to develop and add value to the community.   This paper presents a discussion with some examples to present an approach and design philosophy for geotechnical practice in the mining industry.

One of the strategies introduced within Pasminco Mining to survive low commodity prices is to formally implement a `Quality Education System'. The net result has been a consistent approach to quality within and across mine sites. This `quality system' has been adopted in the technical computing environment and the immediate benefits have been: ò A clearer understanding of the systems, processes and relationships that involve technical computing. ò A re-focussing on customer (user) requirements. ò Inclusion of managers as customers with their own requirements of performance and quality, in addition to access to Executive Information. ò New ways to measure the `performance' of a technical computing environment which includes using maintenance costs. Observations are that there is an overlap between `traditional' information technology (IT) methodologies and quality systems being put in place in the broader workplace. This overlap is most apparent in the area of analysing customer requirements. In the IT environment customers are viewed as users, and their requirements determined by undertaking a requirements analysis. A data flow diagram traditionally used in the IT environment and not as a tool in quality systems, has been used in a novel manner to help identify the customers of the technical computing department. It has also been useful in illustrating the work processes and relationships between the entities in this diagram and in directing the future initiatives needed to fulfil the customers' changing requirements.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. The long awaited new Mining Engineering Handbook is taking shape under the leadership of A. B. Cummins, Chairman of the Editorial Advisory Board for the SME Mining Engineering Handbook, and Ivan Given, Editor-in-Chief. The last Mining Engineers' Handbook, the Peele edition, published by John Wiley and Sons, was last revised in 1941. This book was and still is a virtual mine of information although a good deal of its content, especially the cost tables, is becoming rather antiquated. The new one-volume work will contain approximately 1600 pages and be divided into 36 sections. The Rhodesian approach to the vegetating of slimes dams by J. R. C. HILL, B.Sc.(Agric.) (Visitor) and W. F. NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

Metallurgical accounting can be defined as the monitoring of the valuable metals from the time the ore is broken at the primary crusher until the time that we have the saleable products and residues. The overall purpose of metallurgical accounting is to provide management with up-to-date inform- ation that can be used to control mining and metallurgical oper- ations. The decisions that are taken on the basis of the information that the metall- urgical accounting system provides should result in improved control and, ultimately, increased revenue. The current state of accounting is a result of an extended evolutionary process and will continue as process plants bec- ome more sophisticated. Differences in mine æcall factorsÆ and grade control reconciliation can lead to frustration between the siteÆs geoscie- ntists and its metallurgists leading to a level of distrust in the mill grade. Metallurgical accounting is not included in sufficient detail in undergraduate courses and the acceptable industry standards have developed based on what is considered acceptable to industry personnel and consultants. There is now the AMIRA P754 Metal Accounting, Code of Practice and Guidelines Handbook or reference manual. Computer based databases and spreadsheets have transformed tedious bookkeeping into an important management tool. Over time these standards have improved with developments in analytical procedures, weighing technology and sampling. This paper provides anecdotal examples of problems and improvements observed over a number of years within the gold industry in Australia and overseas.

There are many factors that can result in a site characterization being limited. For example, a client may undervalue the importance of a good geotechnical report, or an owner may feel that it would take too much time to perform an appropriate investigation among other reasons. For this project, neither was the case. The challenge was that the construction sequence of work required wick drains to accelerate the settlement of soil that had yet to be placed, resulting in the need to create a wick drain bid package based on unknown settlement parameters. This wick drain project took place in Long Beach, California, at the Long Beach Middle Harbor Re- development. For much of the past decade, the Port of Long Beach undertook a $1.5 billion redevelopment of two outdated terminals to create the Long Beach Container Terminal (LBCT). To achieve this goal, the existing terminals were demolished and the slip that serviced one of the older terminals was designed to be infilled to create the new area that would allow for the LBCT to manage 3.3 million TEUS (a commonly used freight term meaning twenty-foot equivalent unit) of cargo each year. Ultimately, the construction of the LBCT would be performed under multiple contracts to allow the new terminal to begin operation in a phased approach. Menard performed the wick drain installation under two out of three contracts, and this case history focuses on the challenges anticipated and faced under the second of these awarded contracts.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. "While time and again many authors have categorically stressed the restoration of the environment, very little effort has been made in the mineral industry to develop the economy of environmental control. There are many abatement procedures that search a maze of variants. Among them pricing environmental damage seems to be more logical and easily implementable.IntroductionMining as an operation has a severe impact on the Earth's natural resources. While economical environment control is much sought after, solutions are often varied and complex, and can differ in the problems of single or multiple mine sites.Determination of Optimum use LevelsIn “mining environmental control"" it is required to strike a balance to find optimum use levels. The solution is to find where the welfare benefits equal the cost involved to curb the degree of environmental damage (Fig . I) . In the mining industries this can be done by modifying the production/extraction process itself. For most pollutants, the marginal costs of control will exceed the benefits from further reduction of damage long before the zero pollution damage point is reached (Fig. I). From an economic perspective the optimal alteration of environment by mining would occur at z; pollution continues to be caused by ""zy"" control units, but it would be inefficient to pursue the redemption efforts further because the marginal cost involved would exceed marginal welfare benefits."

A Norbridge review of 25 top mining companies highlighted financial problems for many firms. To better understand these results, Norbridge benchmarked 17 mining companies to understand the problems that companies face, the methods being used to improve performance, and the results that have been achieved. The study indicates that many mining companies in three sectors-coal metals, and non- metallic minerals-have implemented new strategies to improve performance. Many of these strategies supplement traditional initiatives with two types of process improvement efforts, facility-specific and company-wide, to help generate performance gains. The study compares the results of these strategies in each sector. INTRODUCTION imes are tough in the mining industry. Norbridge reviewed financial results of 25 top mining companies for the past 2 years-seven coal companies, twelve metals companies, and six non-metallic minerals firms.*The study found that 40% lost money in 2002, and * Coal companies include Alliance Resource Partners, Arch Coal, Consol Energy, Massey Energy, North American Coal, Peabody Energy and Westmoreland. Metals producers include Barrick Gold, Cleveland-Cliffs, Coeur d'Alene, Falconbridge, Freeport McMoran, Grupo Mexico, Inco, Newmont Mining, Noranda, Phelps Dodge, Placer Dome, and Teck Corninco. Quantification in recording geologic phenomena and application of well-known geologic principles to engineering works continued at an increasing rate during the year. Highway departments, water resources agencies, private firms and governmental agencies involved in tunnel excavations, dam site locations and construction, consultants and government experts in subsurface liquid-waste disposal, designers of underground storage facilities and city and regional planners all confirmed greater use of applied geology in their planning and implementation of plans. Applications of quantified geologic data to highway locations, slope control of cuts, raw material sources, water sources and water run- off showed a striking increase in number. Environmental geology and geologic hazards became part of the jargon of the geologic profession, and the American public began to realize more fully the significance of where they live, and on what and near what geologic phenomena which might effect their well-being. Tunnel work for water projects of almost dream-like magnitude kept geologic engineers busily engaged in predicting and testing local geologic conditions for construction projects. Disposal of industrial and radioactive liquid wastes continued as problems, but use of stratigraphic data, fluid flow rates and direction of flow helped solve some critical waste disposal problems. Unusual applications of seismic networks, remote sensing methods and X-ray techniques in geological engineering applications added other tools to this increasingly important profession.

This paper presents an approach for representing and analyzing random motions and hazardous events in a simulated three-dimensional workplace, providing designers and analysts with a new technique for evaluating operator-machine interaction hazards in virtual environments. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. The project's methodology includes human factors design considerations, ergonomic modeling and simulation tools, laboratory validation, and collaboration with a mining equipment manufacturer. Hazardous conditions can be analyzed in virtual environments using collision detection. By simulating an operator's random behavior and machine's appendage velocity, researchers can accurately identify hazards, and use that information to form safe design parameters for mining equipment. Analysts must be discerning with the model and not read more from the databases than what the simulation model was designed to deliver. Simulations provided an interesting approach to data gathering in that there was no need for live subjects and logistics - test sites and costs associated with experiments-became insignificant. Collisions versus speed, operators' size, and risk behaviors proved the versatility found in the data obtained from the model. Preliminary results show that response time significantly affects the number of collisions experienced by the virtual subject. Also simulation data suggests that more mishaps occur with hand-on-boom-arm risk behavior.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. The main advantage of the New Austrian Tunneling Method over conventional drill and blast techniques, TBMs and shields is its outstanding flexibility. Many different support concepts help to cope with all but the most adverse conditions. A considerable variety of unique additional support measurements provide a functional tool when dealing with particularly difficult conditions or restricting requirements. The resulting adaptability of NATM with respect to geometric and geologic changes is a cornerstone to providing an economic design and to a safe and unhindered execution of the tunnel work. To take best advantage of this flexibility and to emphasize its cost-saving capacity, NATM explicitly extends the design period into the construction phase. In accordance with corresponding ground classes or other anticipated conditions, a number of basic support categories and an array of additional support measurements are established during the actual design phase. The decision for applying a particular support category at a specific location and for necessary additions to the given support scheme, however, is regularly made on site after each advance, and is determined by the key persons involved in the construction. Contract documents must reflect this approach to facilitate the execution of the work and to curtail construction costs. Biased distributions of risks, however, can adversely effect the envisioned benefits. Consequently, the respective responsibilities of engineer, contractor, and client need to be redefined.

The Mitsubishi Higashitani limestone mine is a ten million tonne per annum operation located near the city of Kitakyushu on JapanÆs western island of Kyushu. Higashitani is one of the largest limestone mines in Japan and accounts for about five per cent of national production. Blasting practices at the Higashitani mine involve the use of bagged ANFO, dynamite primers and non-electric detonators. Regulations in Japan prohibit the use of site mixed bulk explosives. Blast size is usually around 17 000 tonnes with 20 holes in a single row, two or three blasts are fired per day at a powder factor of between 0.25 and 0.32 kg/m3. As part of a program looking at oversize reduction Mitsubishi, Asahi and Orica agreed to conduct a joint project at the Higashitani mine to investigate the relationship between the powder factor and fragmentation. The first stage of the project was to benchmark the current blasting performance. Five blasts were monitored in each of the 210 (hard rock) and 220 (soft rock) areas of the mine. OricaÆs Powersieve« software was used to measure fragmentation and total rock breaker hours were also recorded for each blast. OricaÆs computer blasting simulation model Sabrex« was used to prepare revised blast designs with a higher powder factor and predict their performance. The performance of these blasts was monitored using the same methods.

The use of explosive energy to displace overburden or waste material can provide substantial savings to operations which normally rely on mechanical means for material removal. To optimize the available explosive energy, it is important to quantify the rock's response to the type of explosive and explosive accessories used. During a blast, rock breakage and movement occur so rapidly that the naked eye cannot detect the details of the fragmentation process. A relatively high speed motion picture camera (500 frames per second) can provide the extended time base needed to analyze in detail the site-specific rock response to the explosive detonation. The data of importance to blast casting that can be quantified from these films includes initial face movement, trajectory of rock, and differential face velocities of the material shot. In addition, the ground swell velocities, stemming confinement, and stemming ejection velocity can be determined. The performance of explosive products and delay element accuracy can also be ascertained. The use of high speed motion picture photography and analysis can reduce the number of field trials necessary to maximize explosive performance and increase the benefit provided by blast casting, and in turn, lower production costs. This paper will discuss the methods used for data accumulation and analysis. In addition, three field studies conducted at three separate mining operations will be presented.

The Cerro Vanguardia mine is an AngloGold Limited operation in southern Argentina that includes multiple open pits and a hybrid Merrill-Crowe and CIL circuit to recover gold and silver from oxide ore. Operations were commissioned at the site in 1998, which included a plant in the metallurgical circuit to recover cyanide from mill tailings. The cyanide recovery plant was initially configured to process tailings slurry and achieved greater than 90% cyanide recovery from tailings containing about 600 to 800 mg/L WAD cyanide (as CN). The cyanide recovery circuit was operated in this manner for approximately eight months, during which time the consumption of sulphuric acid and sodium hydroxide was relatively high, leading to high rates of scale formation in the acidification tank and stripping towers. In July 1999, several piping changes were made in the cyanide recovery system to permit its operation with clear solution, which reduced the sulphuric acid consumption and eliminated scale formation in process equipment. The cyanide recovery system currently operates with a two-stage counter-current decantation (CCD) circuit which provides clear solution for processing in the cyanide recovery plant. The cyanide recovery efficiency now averages about 90% to 92% from solution containing about 350 mg/L WAD cyanide (as CN). Recovered sodium cyanide now accounts for about two-thirds of the total cyanide added to the leaching circuit. This paper presents a description of the cyanide recovery plant and details regarding its current operating efficiency.

The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. Eight proportioning bins located below but adjacent to the south end of the patio will be used for actual charge make-up from which concentrate, ore and flux will be proportioned to the feed belt and conveyed to the roaster feed hoppers. In the course of reviewing grade control practices at the Marvel Loch gold mine in Western Australia in 1992, FSSI Consultants developed and implemented a novel approach to ore selection using a method to maximise financial return (the MP method*). The approach was based on improved grade control sampling and an ore selection method which directly incorporates both a measure of the uncertainty in knowing the true grade of selection units in the definition of ore, as well as the operating cost and revenue parameters of the mining operation. During the past four years, FSSI Consultants have evaluated and refined the use of this approach and have implemented customised variations of the MP method at seven gold mines and a gold-copper mine in Australia. The previous methods of ore selection at most of these operations were based mainly on polygonal - sectional methods of grade estimation. At all of the sites where grade control optimisation has been given a fair trial over several months of production, the use of the MP method has been consistently rewarding to the mining operations. The benefits include increased run of mine ore stockpiles and low-grade stockpiles and decreased fluctuation in the production grade. Most operations have also benefited from a consistent ability to improve production grade through high-grading of the increased ore production. The increase in ore production has the logical benefit of reducing stripping ratios, increasing mine profitability and mine life.

Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.
