"As engineers, we are trained to use logical, rational problem solving to insure our mines operate at maximum efficiency. We tend to use the same technical approach to design safety into all mining systems. This works well for machines, but not so much for the human component. Recent insights in the field of behavioral economics provide useful ideas for addressing the fact that we are driven by emotions more often than by rational thought. Understanding the nonrational aspect of human behavior is an important piece of any safety system design. INTRODUCTION The most common economic model is based on humans making rational decisions; that given the proper information, we will make a logical, rational decision based on what is best for ourselves (Ariely, 2009, p. xviii). In many cases this is an accurate description of how we make decisions. As an engineer, I was trained to apply the precision of mathematics and logic to solve problems. As an engineering professor, I now teach this approach to bright young minds preparing them for a life of professional effectiveness as practicing engineers. That said, we are not only rational. Daniel Kahneman, winner of the Nobel Prize in Economics, describes a model for how we think (Kahneman, 2011). System 1 is the part of our mind that is fast, intuitive, and emotional; while our logical, slower, and deliberative mind is System 2. According to Kahneman’s model, System 1 runs automatically, most of what you think and do originates in System 1. System 2 takes over when things get difficult, including the application of math and logic, and the resolution (or avoidance) of conflict. As engineers, we would typically assume that we operate in System 2 mode most of the time. This is where the model becomes useful, for Kahneman points out two important aspects of the dynamic between the two systems in our mind. First, System 1 has biases, systematic errors that lead to answering questions with an easier answer (rather than a right answer) before System 2 is engaged. Second, we can be blind to the obvious, and also be blind to our blindness. Complicating things further, System 1 cannot be turned off (Kahneman, pp. 24-25)."

Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

On November 20, 1968, a massive explosion rocked the underground workings of Mountaineer Coal Co.?s Farmington No. 9 Mine in West Virginia. Of the 99 miners who were working in the mine at the time of the explosion, only 21 survived and escaped the mine. This group included eight who were rescued from the Mahan?s Run air shaft. Nearly 40 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory conducted oral history interviews with two of the eight survivors rescued from the shaft. The Farmington No. 9 Mine disaster ultimately led to passage of the Federal Coal Mine Health and Safety Act of 1969 (amended in 1977).

"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

HYDROMETAL is using suitable technology to reintroduce lost metal units into the industrial cycle, thereby saving resources and energy while keeping the environment cleaner. Hydrometal is treating on average 60000 t per year of complex materials through a unique hydrometallurgical recycling concept. Zn, Cu, Sn, and Pb are the most important in volume, but in the last 15 years, Hydrometal has also developed a few specific recycling treatments for the minor metals including Ge, In, Co, etc. In 2010, Hydrometal commenced the recycling of RE (Rare Earths) from wastes generated by the RE refining industry in Europe and has decided to initiate new recycling projects for the RE recovery from the magnet or glass industries. Two case studies of recycling of materials in our integrated hydrometallurgical facility (Hydrométal) in Belgium are discussed: recycling of cerium from polishing sludges; and recycling of Ni- Co from cement produced in the zinc industry.

The influence of natural electric currents, induced in the earth by changes in the earth's magnetic field, on the electric logging of boreholes has not always been recognized. Measurements made with fixed electrodes of changes in the vertical potential gradient in a hole near Calmar, Alberta, have indicated the effect of earth currents related to magnetic disturbances. It is found that appreciable errors in self-potential logging could arise during periods of magnetic storms, but the precise pat-tern of disturbance in any area seems to depend on the local structural conditions. As the amplitude of the natural earth currents increases toward the auroral zone, it is suggested that periods of magnetic disturbance be avoided, if possible, when electric logs are taken in the northern part of the western sedimentary basin. Epidote is a common hydrothermal alteration product in many copper deposits of the southwestern United States. In many of these deposits epidote, along with calcite and chlorite, generally characterize a distal or halo propylitic alteration assemblage, but the mineral can occur within the central potassic alteration zone as well. Epidote is also a common alteration mineral in deposits formed in calcareous host rocks -- the skarn or pyrometasomatic ore bodies. Within the past 15 years, studies of the major and trace element composition of other alteration phases, principally biotite, associated with base metal ore deposits have demonstrated that some hydrothermal alteration minerals are compositional distinct from their igneous or metamorphic counterparts: However, the use of major and minor element content to identify and zero in on mineral¬ized areas does not appear to be very promising. Little work has been published upon the geochemistry of epidote from this standpoint and the results of my work suggest that a similar conclusion can be applied to epidote. My work (Fellows, 1976) suggests that epidote minerals in hydrothermal alteration suites from porphyry copper deposits in the southwestern United States are generally iron-rich rather than aluminum-rich. As a group, these alteration minerals differ compositionally from epidotes of regional metamorphic terrains. I ascribe these differences to the variations in the oxidation character of the respective environments. However, it appears as though the use of major element compositional variations of epidotes as an exploration tool is severely limited. Epidote is a complex calcium-aluminum silicate. What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

THE president of a large smelting and refining company once telegraphed me that they had acquired extensive mining interests in northern Peru and requested me to inspect their properties as it would be necessary to install a system of aerial tramways between their mines and treatment plant. The concentrator was about 50 mi. from the coast, reached by a fairly good motor road. From the concentrator an aerial tramway would he required, about 6 mi. long, to their first property, a gold and silver mine. The lower terminal of the tramway was at an elevation of 4000 ft. and the mine at an elevation of 9500 ft.

MOST of the iron ore smelted in Alabama blast furnaces is mined within Alabama, although deposits in the neighboring States of Georgia and Tennessee may be drawn upon when occasion requires. Of the four commercial kinds of iron ore, the anhydrous ferric oxide, hematite (Fe2O3) ; the hydrous ferric oxide, mostly the type commonly known as limonite (2 Fe2O33H2O) ; the carbonate, siderite (FeCO3) ; and the magnetic oxide, magnetite (Fe:3O4) ; the first two are found in abundance in Alabama, the third in less than commercial quantities, and the fourth only rarely. Both the hematite and the hydroxide are found in somewhat different forms according to their geologic environment. The Red Mountain hematite, of Silurian age, that crops out in well¬defined beds for 1.50 miles northeast-southwest and 40 miles northwest-southeast is the predominant source of ore. Only a small part of this area carries ore of commercial value; Birmingham and Gadsden are now the only centers of production. The ore is of sedimentary origin, probably altered from vast deposits of greensand mixed with calcareous, fossiliferous. marine debris. Other types of hematite not vet mined commercially are in metamorphosed rocks-red ore in slates in Columbiana Mountain and specular hematite (gray ore) in quartzite in the Talladega Hills.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. During my nearly 30 years with ATF, (Bureau of Alcohol, Tobacco, Firearms & Explosives), I conducted hundreds of inspections. In many cases hours of time were wasted because the licensee or permittee, who had basically done everything right, was not prepared for the audit. In these cases, required documents were scattered, personnel were unprepared and no plan was in place. This paper will provide some simple steps to avoid these embarrassing delays. A list of common violations is also provided.

Dismantling and detachment of parts from e-scrap are essential and involve higher cost techniques in pretreatment processes for physical separation. New techniques are desired for effective recycling of minor rare metals, therefore, we are trying to develop new detachment processes such as a new break down process. The principal of this new process is an electrical disintegration by electric pulse. E-scrap is broken down by high voltage electric pulses in water. IC chips and LSI can be detached from printed circuit boards under proper conditions. Ta- capacitors are also broken down to plastic parts and Ta sinter with lead wire. This is very useful in terms of pretreatment for e-scrap recycling. Also in the case of metallurgical production, with its intrinsic potential of smelting, extraction, enrichment and separation methods, play an important role in the context of minor rare metals.

The electrodeposition of metal ions from aqueous electrolyte solutions has been a well-known process for the last half century. With numerous industrial applications such as electroplating, electrowinning and electrorefining, the kinetics of electrochemical reactions involved in the process has been extensively researched. Arrhenius-type rate equations, the Butler-Volmer equation, and the empirical Tafel equation are among the most important models to explain the rate of electrochemical reactions. The study of the kinetics of metal deposition is critical to understanding the underlying mechanisms through which a certain morphology of metal deposit is formed on the cathode. The purpose of this paper is to elucidate the influence of experimental parameters such as pH and additives on the rate and the reaction mechanism determining the rate limiting step of the electrodeposition reactions.

Deposits are global, said Barrick Gold's Smith. This means that the mineral industry, by necessity, is global. "Manufacturers have considerable freedom to decide exactly where they wish to produce whatever it is that they sell," he said. "What we sell, on the other hand, must be produced where nature chose to lay it down. The question is not so much, whether to go global, as when to do it and how to go about it." The timing of international expansion depends on external factors, often political, Smith said, and on internal ones that relate to the company's size and stage of development. "In deciding how to expand, a company is largely deciding how to adapt its existing business strategy to activity on the world stage," he said Barrick entered 1997 with 1.58 kt (51 million oz) of reserves, Smith said, annual production of 93.3 t (3 mil- lion oz) and cash flow of $463 million. Reserves in- creased 40% in 1996 and production will begin to rise again significantly in 1999. "We believe our fundamental strategy is responsible for our early development and subsequent success," he said. Barrick entered the gold-mining industry in 1983. Its corporate mandate was to create shareholder value, Smith said. From the beginning, the company took a different approach - businesslike, entrepreneurial, strategic and focused. "Many mining companies start out with a technical team and develop business and financial expertise thereafter," Smith said. "In 1983, Barrick had the business people, and then moved into mining." First, it acquired part interest in two small operations, one in Alaska and one in Ontario. Then, in 1984, it merged with Camflo Mines, which operated a low-cost underground operation in Quebec.
