The Institute of Makers of Explosives (IME) and A-P-T Research, Inc. (APT) have developed a quantitative risk assessment tool called IMESAFR (IME Safety Analysis for Risk) for managing risk from various activities undertaken in the commercial explosives industry. The first version was completed in 2006 and Version 2.0 of the software was completed in 2012, incorporating several major new features. The platform is now based on a Geographic Information System (GIS), providing a bird’s-eye-view to help visualize facility layouts and risk. Spatial data on potential explosion sites and exposed sites can now be automatically transferred from the images to ease users’ data input. Use of GIS data provides the ability to check facility compliance with quantity-distance (QD) standards such as the American Table of Distances (used by the Bureau of Alcohol, Tobacco, Firearms and Explosives, ATF), the NATO standard (used by Natural Resources Canada and other nations), or a user-defined table. Research conducted and knowledge gained over the last 10 years enabled changes in the algorithms and models that provide greater fidelity and reduce conservatism. Expert users can change global settings to more accurately match actual site conditions and the program runs using either Imperial (English) or SI (metric) units of measure. These changes and other new features are discussed and demonstrated.

In order to achieve anti-terrorism, production safety, better explosive performance, lower cost, and environment protection, we developed HMS (emulsification in borehole).Long-process PM (plant-mixed) and SM (site-mixed) emulsion trucks are reviewed and compared to a new type of short-process HM (hole-mixed) truck for onsite emulsion manufacturing. The short-process HM truck has demonstrated many advantages over its PM and SM counterparts in areas such as process safety and security, energy efficiency and environmental impacts: 1) No emulsion matrix is manufactured in the plant, transported on public roads, or even present on the surfaces of blasting job sites. Such characteristics are certainly beneficial in eliminating risks of the product being diverted and used by unlawful players; 2) This short-process involves "micro-fluid control to form super oil phase-rich" in tubular emulsification process, making it intrinsically safe; 3) There is basically no residual matrix left in the truck or on the job site to clean up, which greatly reduces environmental impact of the process; 4) Comparing with typical PM and SM trucks, the HM truck has eliminated the needs of many power equipment and critical pump pressure for turbulent flow forming a static emulsification with super oil phase -rich is only 0.2Mpa. These is therefore quite energy efficient.

"The Vegas High Roller is the centerpiece of a new development parcel adjacent to the Las Vegas Strip. At a height of 550 feet, the High Roller is currently the tallest observation wheel in the world. The design team conducted a geotechnical site investigation to characterize the alluvial soils and cemented layers encountered and to provide foundation design recommendations for the observation wheel, boarding platform, and temporary structures needed to erect the wheel structure. This paper presents a case history of the geotechnical design process, including development of a ground model and design parameters, high-strain dynamic axial load tests, and settlement monitoring during construction. Results indicated that design parameters were conservatively assumed and that the majority of the axial load was transferred to a near surface caliche layer, thereby resulting in insignificant settlement of the foundation system.IntroductionThe engineering of the Vegas High Roller is similar in concept to that of the London Eye and the Singapore Flyer. The wheel has 28 cabins, each with a capacity of 40 persons. The top point of the structure is 550 ft above ground level at the site.A geotechnical site investigation program was undertaken and subsequent analyses were performed to provide foundation recommendations for the observation wheel legs, boarding platform columns, and temporary structures directly associated with construction of the observation wheel."

For multi-site mining companies, checking the quality and consistency of the data recorded in risk registers is important for confirming how well mine safety management systems have been implemented. However, this task is complicated by the differences in scope of the site, their particular nature, the complexity of the operations and many other factors that can introduce nuances to the characteristics of the risk registers. We present here an application of a technique called Causal Network Topology Analysis for comparing the quality and consistency of risk registers. By quality we refer to, for example: - missing causal relationships between risks - location of missing controls - focus of risk treatment strategies: prevention versus mitigation controls. By consistency we refer to how causally interdependent are the risk events. There are often causal interactions between the lines of a risk register that mean that the likelihood and consequence scores that are applied to each risk event are not independent. We measure this degree of interactions by: - proportion of independent scenarios per register - efficiency of risk treatment strategy comparison. This approach can indicate quality and consistency differences between registers irrespective of the actual details of the site or operation. This occurs by comparing aspects of the structure of a causal network extracted from how the risk events, causes, controls and consequences causally interact. In this work we compare pairs of registers to demonstrate the approach.

Improperly designed support systems have led to unplanned roof falls in longwall tailgates. To prevent such falls requires appropriate support and adequately designed support systems. The National Institute for Occupational Safety and Health (NIOSH) is currently developing a standing support design methodology based on the ground reaction curve. To design the support system with this methodology requires a quantitative assessment of the ground and support interaction, which is developed from instrumented test sites installed in longwall tailgates. To compliment and expand the field data results and to optimize the support design, numerical modeling is also conducted. The models are calibrated from the test site data. In the present study, data was obtained from a longwall tailgate in the Illinois basin. The test site was located in the Herrin No. 6 coal seam at a depth of 500 ft. At the site, the immediate roof was a weak shale overlain by a competent limestone. Above the limestone, sandstone formed the intermediate roof. The floor consisted of a weak underclay. In the study, the performance and interaction with the surrounding rock mass of two different standing supports, an engineered crib and a conventional 4-point wood crib were monitored. The two cribs have similar load-displacement characteristics at least through 6 in of displacement. Beyond 6 in, the engineered crib becomes unstable and begins to strain soften and shed load. The measurements and developed ground reaction curves indicated that the tailgate at the mine was a low convergence environment until well inby the face. Because the convergence was well below their capacity, both supports provide more than adequate levels of support to the tailgate. Significant convergence and support loading did not occur until 90 to 100 ft inby the face. The results of this study were also compared with results from similar studies conducted in the Pittsburgh seam to further advance the development of the ?ground reaction curve? based support system design.

At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.

INTRODUCTION The topic of the paper is to discuss the use of micro computers in the construction industry. I will first discuss the present situation of the PCs in our industry followed by a discussion how Guy. F. Atkinson has integrated the PCs into it's organization. I will close with some general comments that any organization should review in order to enhance the use of their PCs both at the job sites and home office locations. PRESENT SITUATION OF THE PCs IN OUR INDUSTRY Today, the possible number of combinations that can be obtained when bringing together the available models of PCs, with their peripherals and software, is astronomical. With this array of equipment that can be bought, plus the new and possibly better equipment that is being put on the market almost daily, it is indeed a very difficult task for an organization to know how to invest its money in computer equipment. At the job sites, the work is fast paced with little time available to fully learn what the PCs can do to help with the required paperwork. I am still waiting for the day when someone has to tell the superintendent at the job site that he cannot start pouring concrete or shoot the next round because no one can get the computer to work.

Microseismic monitoring is becoming standard practice in the Canadian mining industry, particularly as mines get deeper. Full-waveform microseismic systems allow the operator to distinguish the event source mechanism, e.g., blast, shear slip or stress-induced fracture. At mine sites that heave a microseismic system operator blasts are manually identified by comparing the event waveform traces to the morning blast logs. However, this procedure is not routinely done at sites where a system operator is not present and this can lead to misinterpretation of the data at a later stage, particularly where the interpretation is outsourced, often many years later. It is critical to improve the microseismic data quality and consistency for processing and interpretation with a reliable technique to filter out blasts and blast related seismicity. This paper presents the development and implementation of a simple blast identification and filtering routine. The routine was developed specifically for Vale?s Creighton Mine about a decade ago, but is made sufficiently general so that it can be used at any mine site with an ESG (Engineering Seismology Group Canada) based full-waveform microseismic systems. The routine is strictly a post-processing procedure developed for use with the Access database data structure used by ESG. The algorithm was tested at Creighton Mine and a success rate of 80 to 90% was achieved, when compared to manual blast picks.

During many strong earthquakes in the past, a significant number of tailings dams failures has been recorded, leading in some cases to human life losses. However, over the last decades, seismic design of tailings dams has drawn much attention mainly due to the high environmental hazard. Although the stability of such geostructures under dynamic loading is mainly related to their liquefaction potential, there exist several technical issues that have not been adequately investigated. One of these issues is the impact of local site conditions on the dynamic earthquake stresses developed, and therefore on the inertial instability of these dams. Based on the models examined in the first part of the present study (Stability of Tailings Dams ? Part I: Static Loading), two-dimensional numerical simulations are performed in order to examine the effects of local site conditions in the dynamic response of tailings dams. Imposing dynamic loading via characteristic pulses and real earthquake records, the most commonly used types of construction methods are studied at their final stage. Emphasis is given on the special characteristics of the ground motion, while the material nonlinearity of both soil and tailings is taken into account by an equivalent-linear procedure. The results obtained indicate that local site conditions may have a significant impact on the seismic response of a tailings dam.

he Metropolitan Water District of Southern California (MWD) supplies water to some 16 million people in a semi-arid region. Most of this water is imported. Some of the supply lines cross over the San Andreas fault, one of the most notorious and active faults in the U.S. There was a serious need for emergency water in case normal supplies should be interrupted. To fill that need, MWD had to find a reservoir site on the west side of the San Andreas fault, west of the mountains. Because of the distinctive nature of the location, it was necessary to construct a huge “bath tub” by building a dam at each end of a valley, requiring some 115 million cubic yards (88 million cu.m) of fill. In effect, two large-scale surface mining operations have been under way simultaneously. The $2.2 billion project is known as the Eastside Reservoir Project. Because of space limitations, this paper will be limited to those topics which are expected to be of primary interest to explosives engineers, principally related to large-scale rock fill production. There is not sufficient space to discuss the many diverse geotechnical questions related to site selection, geological and geophysical field testing, laboratory testing and design considerations. This brief overview may assist those who might be interested in making a tour of the project site following the ISEE conference.

Introduction Improvements in the process of rock excavation by blasting involves better control of one or more phases of the fracture process immediately after detonating the ex- plosive charge. Total control of the process involves individual control of (1) The number of fracture planes. (2) The crack initiation sites. (3) The direction of crack propagation (usually radial). (4) The stress field driving the fracture front. Fracture plane control is usually accomplished today by using the smooth wall blasting method; however, investigations by the authors (1) indicate several areas where this method could be improved. These improvements include: a) generation of stress concentration factors at the location of the initiation sites; b) protection of the remaining region of the borehole wall to inhibit initiation of any cracks not associated with the fracture plane and fragmentation pattern; c) limit peak detonation pressures to avoid borehole crushing and maintain by stemming residual gas pressure in the bore- hole during the crack propagation period. This paper describes experiments con- ducted with a charge holding device fabricated from thin-wall steel tubing which was partially slit at fracture locations. The tube lined the bore-hole in laboratory tests to simulate smooth wall blasting. Results showed close control could be achieved relative to both the number and the location of the fracture initiation sites.

Modern surface mines are among the world's largest single consumers of diesel fuel. A typical mine site can consume in excess of 200 million liters of diesel fuel per year. Delivered diesel fuel is not necessarily clean. Depending on the mode of transportation, handling practices and local climate, incoming bulk fuel can contain up to 20 mg/L suspended solid contaminants and also significant quantities of free water, which can amount to substantial quantities ? for a typical mine site 200 to 400 kg of dirt per year. Standard on-board fuel filters are not designed to handle high levels of contamination, and most engine manufacturers have specific fuel cleanliness requirements to ensure reliable engine operation. New developments in fuel injector technology, such as high pressure, common rail injectors require even cleaner fuel. In order to ensure reliable operation, it is therefore recommended to control particulate contamination throughout the entire Diesel supply chain - from the bulk storage on mine sites to the injection systems on-board through the use of particulate filtration and liquid coalescence technologies. In this work, the author introduces a comprehensive approach to contamination control for the entire fuel supply chain, and discusses the benefits of using advanced filtration and separation technologies, with a particular focus on the requirements of modern high pressure, common rail (HPCR) fuel injection systems.

Mine gas control is a major issue in most of the gassy underground coal mines, due to its direct impact on safety, production delays and cost of production. Analysis of the gas data, from different collieries in Australia showed that longwall gas emissions have increased substantially over the years. Simply increasing the number of goaf holes in the panel or decreasing goaf hole spacing seems not to be effective, in controlling high goaf gas emissions. A major research project has been undertaken by CSIRO in collaboration with mine sites to address this goaf gas control issue with the aim of developing effective and optimum goaf gas drainage strategies. The project has combined extensive field studies with computational fluid dynamics (CFD) models, to characterise goaf gas flow patterns and develop effective gas control strategies. The research work specifically involved review of gas control issues at field sites, goaf gas monitoring, tracer gas tests, CFD simulations and extensive field trials. Field demonstration studies of the new optimum strategies have been conducted at two collieries in Australia. The project results have shown that the optimum strategies were highly successful, in improving the overall efficiency of goaf gas drainage systems, at both the field sites. Results of the goaf gas flow characterisation studies and field demonstration studies are summarised in this paper.

Tailings management aims to dispose of tailings at the minimum cost consistent with meeting or exceeding imposed standards, including legislative obligations. This simple business objective requires managing the tailings storage facility (TSF) risks associated with surface water, groundwater, dust, sustainable closure, and potential catastrophic failure. The individual nature of every orebody and specific site topography ensures that no one size fits all. It has been suggested that paste and thickened tailings (P&TT) provides the ability to tailor the production and transportation of tailings to suit the deposition site, rather than the traditional approach of accepting that the deposition site has to accommodate tailings of high variability. While the traditional approach can be made to work, it is directly linked to the catastrophic failures of tailings impoundments, where large volumes of decant water have triggered failures due to overtopping, piping or slope instability, or saturated tailings have simply liquefied. P&TT offers an ability to mitigate these risks, and when implemented into new projects with variable tailings streams there are significant benefits to be realized. This paper identifies the interdependencies between the various tailings disposal processes, such as thickening, pumping, and deposition. It demonstrates that there are benefits in taking a more integrated approach to the design and operation of tailings disposal facilities. A collaborative industry project to tackle this challenge is described.

The Yallourn North Extension (YNX) open cut mine ceased mining operations in early 1989. YNX may be used again for coal supply at the discretion of the Coal Corporation Of Victoria (CCV); this has resulted in the need for interim rehabilitation of the site which may last many years, or indeed, permanently.The site has suffered substantial surface erosion over the years with large areas of bare clay and coal batters remaining exposed. The first priority is to reduce the quantity and improve the quality of stormwater runoff from the site. This is best achieved by appropriate revegetation and the use of existing landform depressions as silt trap/wetland areas. Proposed rehabilitation needed to take into account the sensitive fire safety of the open cut and the option to re-open the mine if CCV deems appropriate.The authors detail the factors involved in the rehabilitation proposal and the multi-disciplinary approach to planning including engineers, scientists, a forester, landscape architects and community input. The rehabilitation design included early consideration of land use and ongoing maintenance issues linked to water quality improvement factors including vegetation. Engineering input was required for reshaping and clay covering exposed coal batters and the design of silt traps which will revert to wetlands in future. The integration of each discipline has produced a rehabilitation design pleasing to both the SECV and community alike.

The objective of the paper is to develop an understanding of the influence of caving on powered support rating by examining the geology and support performance at two sites which represent the current extremes in support rating, ie 6/240 Ton supports operating in the Hirst Seam at Solsgirth Colliery, Scotland, and 4/900 Tonne supports operating in the Bulli Seam, West Cliff Colliery, Australia. A conceptual model is introduced which considers the coal ahead of the face, the powered support, and the caved waste to be three yielding foundations which interact to control the subsidence of the roof strata. Different caving mechanisms are identified for the strata of the Hirst and Bulli Seams, ihese mechanisms being related to rock properties, ie to the palaeogeography and depositional conditions at each site, producing caved wastes with different yield characteristics. The results obtained for convergence and support reaction during production cycles at both sites are analysed to show the manner in which support reaction is developed, indicating the importance of high setting load densities in the Bulli Seam. Evaluation of the work done on the subsiding roof strata during typical production cycles by two of the yielding foundations, ie the powered support and the caved waste immediately behind the powered support, is used to further demonstrate the influence of caving mechanisms on support rating.

The Worthing Mine near Hallett Cove. 20 km southwest of the cite of Adelaide, belongs to Aus- tralia's first mining era, which took place in South Australia between 1841 and 1851 (Figure 1). Oper- ations began in 1849 only six years after the com- mencement of metal mining in Australia at Glen Osmond. Although not as historically significant as Glen Osmond (1841), or the much larger copper mines of Kapunda (1844) or Burra (1845) its importance lies with its Cornish enginehouse and chimney. The Worthing enginehouse, built in 1851-1852 is the oldest remaining in Australia and certainly the most significant relic of Australia's first mining era. Six other stone enginehouses were built during that period: at Kapunda in 1848 and 1850: at Burra in 1849, 1850 and 1851; and at Tungkillo in 1849. All of these houses have long since dis- appeared although the foundations of one (Kapunda, 1850) still remain. The significance of the Worthing site is enhanced by its magnificant environmental setting in the bare, steep valley of Field River. Currently (1986) the Worthing Mine is the only site within the City of Marion which is on the Register of State Heritage Items. The site is also included in the Classified List of the National Trust of South Australia and on the Register of the National Estate.

When construction sites are in a densely- populated area or near roads, railroad or river, restrictions upon the ways of handling and using explosives such as dynamite and large demolition equipment are being increasingly stringent, in consideration of environmental pollution such as noise, vibration, dust, flyrocks etc., and safety precaution. In view of this, the development of safe and pollution-free technology for demolishing rocks at mines and reinforced concrete structure at building sites is strongly required. To meet such requirements, the demolition by means of expantion of mineral substances has been considered long before. Recently with the demolition technique using non-explosive demolition agent developed by ONODA CEMENT CO., LTD., holes are drilled into substances to be demolished, such as rocks and concrete before-hand. Then, slurry of such agent mixed with an appropriate quantity of water is poured into the holes. It hardens and expands with the passage of time, and the expansive stress reaches more than 3m/m2 in 10 to 24 hours. This expansive stress causes the material to crack. In this article, descriptions of the non- explosive demolition agent, BRISTAR manufactured by ONODA CEMENT CO., LTD., TOKYO, JAPAN, are given briefly with regard to its physical and chemical properties and its method of use; and the way it is used at an actual construction site is reported.

An investigation into the reliability of the data being collected at the Mount Isa Mines site operated by Glencore in Queensland allowed on-site ventilation personnel to scrutinise pressure and volume measurements collected from the primary surface fans. The investigation effectively identified discrepancies being reported to the on-site remote monitoring system. The difference between the real-time and static measurements on the P63 RAR shaft identified that the in situ differential pressure transducer and piezo annubar system was not operating correctly. This indicated a deficiency of approximately 30 per cent reporting back to the remote monitoring software versus the live readings measured with the Pitot tube bomb and ALNOR AXD610 pressure micro-manometer.Constant monitoring of an operations ventilation network is imperative to ensuring that the underground atmosphere provides a safe and healthy workplace. Further benefits to real-time monitoring allows for the early indication of network failures and promotes increased availability. An innovative approach to out engineer and improve the existing measuring equipment from the 1970s was sought.The use of ultrasonics in the mining industry is not new with ventilation management systems (VMS) equipment available within the marketplace. The introduction and implementation of a reliable product for real-time monitoring was a challenge to overcome due to limited access and suitable measuring points within the mine. The available equipment on the market through mainstream suppliers was not suitable for the unique application required due to the in situ installation of the surface fans. A solution was identified in the oil and gas industry through collaboration and innovative thinking. "Tulawaka Mine is a joint venture between Pangea Minerals Limited 70% (a wholly-owned subsidiary of Barrick Gold Corporation) and Northern Mining 30%. Tulawaka Mine is located in North West of Tanzania in the Lake Victoria Goldfields. Tulawaka Mine is scheduled to process 360,000 tonnes per year at an average 11.5 g/t head grade over a 4 year mine life.The Tulawaka Process Plant uses single stage crushing, single stage SAG milling, gravity, intensive leach of gravity concentrates, CIL, Zadra desorption and cyanide detoxification to process the ore. Gold recovery exceeds (or is expected to) 95%.The Process Plant was designed and constructed under the supervision of Ausenco Engineering of Australia. Site works commenced in January 2004, Process Plant construction commenced in July 2004 and the first ore was presented to the Process Plant 26th February 2005. The first gold was poured on 15th March 2005. All construction contractors were demobilized from site 7th April 2005. Major achievements have been 3.4 million hrs LTI free during construction and operation to date, training of the Tanzanian workforce at Bulyanhulu Mine prior to commissioning, a succession plan to replace expatriate personnel with Tanzanian staff and significant over performance of the Process Plant against design.INTRODUCTIONTulawaka Mine is situated approximately 160 km south west of Mwanza in the western Lake Victoria Goldfields District of north western Tanzania. The property is held under a joint venture between Pangea Goldfields Inc (70%), a wholly owned subsidiary of Barrick Gold Corporation, and Explorations Minieres Du Nord Ltée (30%). A location map showing the position of the operation in Tanzania is shown in Figure 1.Mine site staff at Tulawaka comprises a combination of Tanzanian and Expatriate personnel. All Pangea personnel live on site and commute to their place of residence for their R&R on a 9 weeks on 4 weeks off roster."
