The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. [Many factors impact the selection of one mining method over another for deep seated, thick seam coat deposits. Generally if an operating mine is recovering coal at high volumes from thick seams then a truck/shovel fleet is required for coal loading. The next consideration is how to remove the associated burden. If an operation has relatively small amounts of burden associated with the coal then a truck/shovel fleet may be employed for burden removal simply to standardized the entire mine equipment concept. On the other hand large amounts of burden associated with the coal can justify employment of draglines for burden removal. Specific economic, productive, and physical factors contribute to the final decision.]

"In view of the increasing number of environmental regulations that have been promulgated all over the world in the last thirty years, non-ferrous smelters and refineries have had to learn and adapt to treating process bleed waste streams containing heavy metals. The result of such treatment invariably yields a gypsum-saturated solution containing salts such as alkali metal sulfates, chlorides and fluorides. Presence of anions such as sulfates, chlorides and fluorides in the discharge streams – presently not a major problem- are coming under increasing scrutiny and will have to be addressed in the near future. It is envisaged that discharge limits for sulfate ions will be in place in the near future. Treatment of brackish water to produce drinking water also results in brine streams containing alkali salts that have to be addressed for proper disposal. This paper reviews treatment options for such streams containing high levels of total dissolved solids with emphasis on sulfate removal. Areas covered would be: a) chemical treatment for removal of various constituents that make up the total dissolved solids b) processes for sulfate removal processes –thermal and non-thermal-to recover and reuse of treated water and c) brine use and treatment options.INTRODUCTIONThe rising cost of water and meeting the ever-changing stringent environmental discharge regulations make water recycling and reuse essential. The metallurgical industry has used water as a medium for dissolving and/or rejecting metals and chemicals in addition to removing thermal energy. Any excess process effluent is collected and sent to end-of-pipeline treatment and ultimately discharged to surface water for disposal under a permit. The conventional- and probably the cheapest way -of treating metal-bearing process effluent streams is lime neutralization followed by sulfide polishing for elimination of heavy metals to produce a stream that meets NPDES discharge limits. This results in a stream containing dissolved solids.These dissolved solids normally comprises of inorganic salts. The possible constituents are cations calcium, magnesium, sodium and potassium. The anions are sulfate, chloride, fluoride, nitrate, carbonate and bicarbonate. In addition to these constituents, the treated effluent streams contain very small amounts of heavy metals, oxyanions such as arsenites, arsenates, selenites and selenates. Process streams from gold operations contain residual cyanide. Small amounts of ammonium ions are also present in these streams based on the pH of the solution."

The adsorption process, density and structural property of the oleate layer adsorbed onto a hydroxyapatite (HAP) surface at six different concentrations and three pHs (pH 8, 9 and 10) have been studied using the technique of quartz crystal microbalance with dissipation (QCM-D). The present study demonstrated the versatility and accuracy of the QCM-D for surface adsorption characterization. The real-time measurements of frequency and dissipation shifts with a hydroxyapatite-coated sensor revealed changes in the hydroxyapatite surface during the entire adsorption process. Chemisorption and surface precipitation of sodium oleate were also observed on the surface of hydroxyapatite through the use of Fourier Transform infrared spectroscopy(FTIR). Chemisorption dominated at low concentrations and high pH values and formed a rigid and thin adsorption layer. Surface precipitation of calcium oleate and micelles dominated at concentrations higher than critical micelle concentration (CMC) and lower pHs and formed a thick but dissipated adsorption layer with a high hydration level. Three distinct adsorption behaviors were identified from the different slopes of ?D-?f plots. The adsorption density was less than a monolayer at concentrations <0.164 mM, but increased significantly at concentrations higher than 0.821 mM at all three pHs. The critical concentration at pH 8 was 0.33 mM, which was lower than at pH 9 (0.821 mM) and pH 10 (3.3 mM).

This Bureau of Mines paper describes the methods and practices used at the Peck quarry of the Crab Orchard Stone Co., Inc., one of the leading producers of dimension stone in the Crossville, Tenn., area. The product is marketed under the registered trademark "Crab Orchard Stone". Another large producer of stone from the Crossville district sells its product under the registered trademark of "Tenn-Quartz". Both companies, and a number of other companies and individuals who quarry and process dimension stone from the same general geological formation, are members of the Quartzite Producers Association of Tennessee. The salable product is shipped throughout the country for use as architectural building stone. In 1959, 653,008 cubic feet of stone was produced in the Crossville area and was sold for $1,414,405. Terms and descriptions used in this report are those of the quarry and building trades. The offices, pitching sheds, wire saws, railroad siding, and storage areas of the Crab Orchard Stone Co., Inc., are on a side road 0.3 mile north from a point 2.2 miles east of Crossville, Tenn., on U.S. Highway 70. The quarry is on this same side road 2.0 miles south of Highway 70. Crossville is 62 miles west of Knoxville and 65 miles northeast of Chattanooga, Tenn.

During the 1980s and early 1990s, the South African coal industry experienced a series of methane explosions in which well over 200 coal miners lost their lives. In addition, a fire and an explosion in the gold mining sector claimed a further 240 lives. These tragic incidents resulted in the establishment of a research facility at Kloppersbos dedicated to explosion and fires research and the funding of an extensive research program, and almost certainly influenced the government of the day in its decision to establish, in 1993, the Leon Commission of Enquiry into Mine Health and Safety. The results of this focused research program, the wide-ranging recommendations of the Leon Commission and the determination of the coal mining industry to improve its safety record all combined to result in the past 20 years without a major explosion.This paper lists some of the research outcomes and, through three case studies, illustrates what can be learnt from investigations following explosions. The paper concludes with an evaluation of some of the findings of the Royal Commission on the Pike River coal tragedy. Many of the Commission’s conclusions are pertinent and relevant to the coal mining industry worldwide and their implementation could significantly improve coalmine safety; however, a careful study of the available facts indicates there could well be an alternative explanation of the source of the methane, the location of the ignition and the size of the explosion at the Pike River coalmine.CITATION:Phillips, H R, 2015. "This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

A method of establishing the relationship between the mineralogy of a sinter and its subsequent processing behaviour in a lead blast furnace is demonstrated. It involves: 1) analyzing the Zn-spinels, hardystonite, larsenite, Pb-silicates, Pb-arsenates, Pb-(Ca)-sulphates and other femtes with an electron microprobe; 2) determining the extent of elemental substitutions in various mineral structures; 3) establishing a sequence in which the various phases formed during sintering. In this manner the relationship between the bulk chemistry of a sinter formulation and the speciation of elements into various phases in the sinter can be established. Specifically, the-substitution of Mg for Zn in hardystonite significantly influences sinter production. Mg substitution releases Zn into the surrounding matrix. This Zn reacts with the Pb-silicate to form larsenite thereby reducing the amount of Pb-silicate available for anhydrite digestion. Excessive amounts of residual anhydrite thus result if the sinter formulation is based solely on the CaO/Si& ratio.

This investigation was conducted to determine the effects of various rare-earth metal addition practices upon the macrostructure and the pattern of sulfur distribution in steel ingots. Heats of plain carbon steel were melted in a 1-ton, basic electric-arc furnace. Melts were treated with mixtures of rare-earth silicides, aluminum, and cryolite either in the furnace before tap or in the ladle after tap to determine the effects of this form of rare-earth treatment upon ingot macrostructure. Steels thus treated with rare earths in the furnace were characteristically free of the gross subsurface nonmetallics which typically result from conventional rare-earth treatments. Steel treated in the ladle showed only a few such nonmetallics, and practical techniques were developed for eliminating most of these. Results showed that furnace deoxidation was controlled by the concentration ratio of rare earths: aluminum. During casting, deoxidation was controlled by the concentration of rare earths. Oxygen contents equivalent to vacuum ladle degassing resulted from air-melt furnace treatments with the rare-earth mixtures described. Rare earths in steel inhibited the onset of equiaxed grain formation during ingot freezing, and also virtually prevented interdendritic segregation of sulfides.

Humphreys Gold Corporation of Denver, Colo., was conducting a successful placer operation in 1936 on North Clear Creek about 6 miles below Blackhawk in Gilpin County, Colo. About 3,000 cubic yards of gold-bearing gravel are dug daily (September. 1936) by two draglines and a power shovel. The gravel is screened in a portable washing plant; the trommel oversize is discarded, and the undersize is pumped to a gold-saving plant. The gold is caught in riffles in sluice boxes. The total cost of mining is about 20 cents per cubic yard. The mine is in a narrow canyon at an altitude of 7,200 feet. The Blackhawk-Central City branch of the Colorado & Southern RR. runs over the property. Freight platforms for receiving supplies were moved as the workings advanced. The workmen reached the mine on a speeder that ran on the railroad tracks from a point on the automobile highway (U. S. 40) on Clear Creek near the bottom of Floyd Hill, about 5 miles distant. The mine is 36 miles by road and speeder, or 30 miles by rail, from Denver.

Drift mining, according to California mining terminology - and it is distinctly a California development - is the blocking out and extraction (breasting) of the auriferous gravels of an ancient buried stream either through tunnels, inclines, or shafts; it is one of the minor divisions of the larger classification known as placer mining. The contribution of each of these divisions and of lode mining to the gross production of gold in California totals as follows:3 [ ] The total amount of gold recovered from the placers of California from 1848, when Marshall discovered the precious metal in the mill race at Coloma, to 1928, was $1,226,515,404. The same period saw a total gold production from all operations of $1,823,562,360.

Subsidence to surface occurs in a large proportion of underground mines. Preliminary to any indication of subsidence on the surface, there is usually a breaking up and sloughing of the cover into the mine opening which, in a period of time ranging from minutes to many years, progresses to the surface, This process is referred to as subsurface subsidence. In many mining operations, information regarding the process of subsurface subsidence is important, For example, if there are buildings or other improvements on the surface, or if the direction of the subsurface subsidence might threaten other underground workings--such as shafts--or if the subsidence might be progressing in a direction which would fall outside the anticipated subsidence limits, the problem could assume special significance.

The recently opened Hera Au-Pb-Zn-Ag mine in central New South Wales has provided an ideal opportunity to demonstrate the calculation of sulfide ore mineralogy using normative methods. Normative mineralogy applies a set of sequential rules based on the species likely to be present to assign the chemical components of a sample to their respective mineral components. The dominant sulfide mineral assemblage present at Hera is galena, iron-bearing sphalerite, chalcopyrite, pyrrhotite and pyrite. A normative technique for estimating the relative abundance of each of these species from drill hole, grade control and metallurgical assay data sets has been developed. This includes a process for deriving a gangue iron value and differentiating pyrrhotite from pyrite using sulfur/iron ratios. A calculated total sulfide volume value has been utilised at the mine to improve interpretation of lode boundaries. Normative drill hole values have also been used for domaining within the orebody, with large scale mineralogical trends evident. Dry bulk density (BD) values calculated using a normative species-weighted method show good correlation with measured BD values (R2 = 0.895) and are a significant improvement on the Pb+Zn+Cu regression method (R2 = 0.646) previously used. Application of these calculations to identify errors in assay databases is demonstrated, with specific reference to the data set for the nearby Nymagee copper deposit. Validation of block model grades is also explored and a method to improve resource estimates using direct normative mineral interpolation is proposed. The integration of the normative data into the production and metallurgical data sets at Hera is described and the relationship of the normative minerals to other economic elements such as gold and silver is discussed.CITATION:McKinnon, A R, 2017. Centennial Coal operates the Springvale and Angus Place longwall mining operations that extract coal beneath the Newnes Plateau in the Western Coalfields of New South Wales. Springvale and Angus Place mines have a history of difficult geotechnical conditions, where mining operations are conducted with a thick coal roof interbedded with numerous claystone units and relatively high levels of vertical and horizontal stress. The combination of a relatively high stress regime and weak laminated roof has led to numerous roof failures throughout the mine’s life.Following underground roadway development, the mine roadways can experience high levels of roof movement that can lead to roof falls. Two-point wire extensometers (known as ‘telltales’) are extensively used for roadway condition monitoring. Along with extensive other geological and geotechnical data, monitoring data is used to prepare geotechnical hazard plans that are then used in all areas of mine planning to allow for safe and efficient operation of the mine.This paper presents a case study of the use of a new software tool that allows time-scaled visualisation of monitoring data in the context of longwall and development face positions and installed strata support. It can be used in the identification of geotechnical risk factors and their interaction with the mining process to allow a more robust geotechnical hazard process. It interfaces directly with the widely used ExtoChart database software and can be presented with scale drawings of geological/geotechnical data to allow correlation of monitoring data with risk factors.CITATION:Corbett, P, Sheffield, P and Szwec, M, 2014. This report describes an experimental method for determining parameters for the rate of reaction of CO2 with solid carbon. The method involves the simulation of a flow reactor by a mathematical model based on a hypothetical multistage reactor which permits calculation of the analyses of effluent gas and carbon consumed as functions of the flow rate and duration of the reaction. The method is applied to experimental data on the reaction of coke with CO2 in fluidized-bed and fixed-bed flow reactors. A method is described whereby two parameters may be determined simultaneously. The method involves a reiterative procedure that finds the values of the parameters that minimize the sum of squares of deviation between calculated and observed analyses of the effluent gas.

The Bureau of Mines is conducting research to determine whether the use of chemical surfactants improves respirable coal dust control and is evaluating laboratory test criteria for selecting effective surfactants. This publication presents the results from wetting effectiveness tests with emphasis on the capillary rise test. The test variables investigated included coal particle size, type of surfactant, surfactant concentration, test duration, and mineral con-tent of the water. In addition to the rise test, measurements of con-tact angle, zeta potential, and sink time for various coal and surfactant combinations were conducted. No significant correlations among the four wetting tests were observed, a surprising result which implies that each test type measures specific aspects of the wetting phenomenon and also that each test type should only be used to select surfactants for specific applications. For example, the rise test shows solution penetration into porous materials, and the sink test discriminates among surfactants for dispersing finely ground materials into suspension. Another important conclusion is that combinations of agents retain their individual wetting properties, allowing mixtures to be for-mulated to perform well in both rise and sink tests.

"This paper presents a phenomenological model of the rate of iron(III) precipitation in batch and continuous autoclaves at medium temperature operating conditions. The rate expressions are based on information obtained from the literature and experimentation at low and high pulp densities. Special allowance is made for the formation of surface nuclei, which appears to be promoted at a higher iron(III) precipitate surface area, especially in suspensions of lower terminal acidity. This leads to the formation of secondary particulates and provides the required link to simulate high pulp density leaching-precipitation systems, using low pulp density batch precipitation data. In particular, the model allows direct application of the simulation to the autoclave oxidation of iron-containing copper sulfide concentrates and provides a good estimation of the relative precipitation rate of hematite, the preferred product, compared to hydronium jarosite. Some interesting mechanistic understandings of iron(III) precipitation in autoclaves are further elucidated.INTRODUCTIONThe objective of this work is to describe the rate of iron(III) precipitation and the relative amounts of hematite compared to hydronium jarosite precipitation during batch and continuous chalcopyrite oxidation under medium temperature (MT) (~130 to 160ºC) autoclave conditions. Published information has not yet revealed sufficient mechanistic insights about this sparingly soluble salt system under these conditions. The rate expressions in this paper are based in part on current literature information, supplemented by qualitative experimental observation at low pulp density conditions, in particular the high-resolution backscatter electron (BSE) images and particle size distributions (PSDs) of the precipitates. A summary of this work and insights from the literature are presented first, after which the behaviour of iron(III) in high pulp density leaching systems is used to derive a phenomenological expression of the effect of existing iron(III) precipitate surface area on the precipitation rate. The overall regression encapsulates all the experimental results, i.e., those obtained in both batch and continuous autoclave configurations (Steyl, 2012a)."

The problem of estimating pillar capacity in coal mines has motivated development of a variety of empirical equations. Most of these equations have arisen from experience and a very limited set of measurements that have, necessarily, been focused on particular regions or coal fields. Their applicability is often limited to a specific range of pillar sizes. This is of particular concern in the design of large gateroad pillars and small barrier pillars between panels. The result has been a variety of equations and equation coefficients that can calculate load estimates to size pillars. Inclusion of these equations in more sophisticated loading models, such as boundary element methods (e.g. LaModel and MULSIM) has been hampered by absence of a function that describes specific variation of coal strength within the pillar. A singular exception, to our knowledge, is a function corresponding to the Bieniawski pillar strength equation. Because of this, it is the only coal strength criteria inherently available in most boundary element models. This paper presents a general method for deriving local coal strength, as a function of distance from the pillar rib, for an arbitrary pillar strength equation. Integration of this function provides the strength of pillar regions, or cells, needed for boundary element models. The method is demonstrated for the Bieniawski, Maleki and Holland-Gaddy equations. The Maleki and Holland-Gaddy equations contrast strongly with Bieniawski as strengths are extrapolated to large pillars and barriers. This development provides a tool for incorporating any of the proposed empirical equations into a boundary element model, thereby allowing the analyst to choose the most appropriate equation for a particular region, coal seam and/or pillar size.

The top submerged lancing Sirosmelt system has been developed through laborator.y scale testwork and pilot plant trials for recovery of zinc from ISF slag. The effects of the process variables of gas injection rate, method of coal feeding, and temperature on zinc fuming rates were studied in the laboratory. It was found that the rate of zinc elimination was dependent on all of these variabl.es. The rate of zinc removal from slag was independent of zinc content of slag down to approximately 1.5% Zn, below which the rate was proportional to zinc content in slag. Pilot plant trials were carried out to evaluate a proposed process and results followed predictions from the laboratory scale tests. A comparison of the proposed process with conventional slag fuming operations is made and it is shown that the process has a number of advantages which have a significant impact on the economics of zinc slag fuming.

In spite of the fact that mining has been more or less active in the northern part of Vancouver island since the late &apos;nineties&apos;, there seems to be a remarkable lack of information regarding the nature and development of the region. Recently the operations at the Old Sport mine of the Coast Copper Company, Limited, and spectacular copper discoveries in the vicinity of Nimpkish lake, have directed the attention of the mining fraternity to the district. The writer spent the summer of 1929 making a reconnaissance examination of the general geology and mining properties of the area between Quatsino sound and Nimpkish lake, and he feels that a short paper describing the nature and mining possibilities of the region should be of interest at this time. A more detailed account of the ?geology and of the mining properties will be published in the forth- coming Summary Report of the Geological Survey. A short paper dealing with the Nimpkish Lake district was presented at the Annual Meeting of the British Columbia Division, held recently in Vancouver.
