After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. Pressure hydrometallurgical unit operations have been in commercial use at the Fort Saskatchewan refinery of Sherritt International Corporation for fifty years. This paper traces the history of Sherritt from its origins in northern Manitoba, and the development of the first hydrometallurgical nickel-cobalt refinery in 1954, utilizing pressure hydrometallurgy, to the modern day refinery. Sherritt's involvement with pressure hydrometallurgy during the past 50 years has included the operation of the refinery, the development and licensing of technology, incorporating pressure hydrometallurgical unit operations, to more than 30 companies worldwide, the joint venture at Moa, Cuba involving both leaching and precipitation at elevated temperature and pressure, and the production of specialty metal powders. Developments in each of these areas are reviewed.

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

The U.S. Bureau of Reclamation requested U.S. Bureau of Mines (USBM) assistance in developing design data for moving lead-zinc-gold tailings from their current location without disrupting the existing chemically stable conditions. This report presents results of USBM work in determining (1) the minimum required time to air dry the tailings to approximately 20 pet moisture under various drying conditions both in the laboratory and in the field, (2) the degree of oxidation or reduction that occurs during drying, (3) the effect of lime or cement addition before drying, and (4) the likely equilibrium conditions of the dried tailings after deposition at the new location. The limited number of tests performed by the USBM in the available time frame established trends in oxidation levels but did not provide absolute statistical validity of data values. All data from drying and oxidation testing are included in appendices to this report.

Eastern Aroostook County, Maine, contains an enormous tonnage of manganese widely distributed in manganiferous sedimentary beds composed of hematitic shale, hematitic slate, and laminated siliceous carbonate rock. The bedded deposits range in thickness from several feet to over 150 feet. Manganese minerals that occur as silicates and carbonate are so minute that they cannot be concentrated by present methods of ore dressing. From a hydrometallurgical standpoint, the deposits can best be classified by amenability to acid leaching. The deposits of Aroostook County are in three geographical groups (see fig. l), designated as the northern, central, and southern districts. At least 13 deposits are known to occur in the latter district, which covers an Ewes about 8 miles wide and 15 miles long. The Littleton Ridge deposit, on the northern boundary of the southern district, previously examined by geologists from the State and Federal Geological Surveys on the farms of Donald H. Haggerty and David A. Abernethy, was pointed out in reports as being possibly the richest and largest in the southern district. The Bureau of Mines sampled this deposit by surface trenching and diamond drilling from May 1 to September 30, 1951. A total of 23 trenches was bulldozed, aggregating 5,355 linear feet, of which 8 trenches were sampled by cutting 185 channel samples over a linear distance of 1,820 feet.

The technological and economic pattern of the U. S. mining industry has undergone a rapid and continuing change since World War II. To provide realistic up-to-date cost data and to disseminate knowledge of technical developments, the Federal Bureau of Mines, with the cooperation of individual mining companies, is presenting a series of mining methods and costs reports similar to those it issued before 1939. Shaft sinking has always played an important part in mine development and [ration] and is an appropriate subject for this series of reports. Shafts [are] especially important in areas such as the Coeur d'Alene district of Idaho, where every major mine is served by one or more shafts and shaft sinking is in progress at one mine or and her almost continuously.

The Bureau of Mines determined the gas contents of 135 oil shale samples obtained from approximately 630 ft of core drilling. Drilling was done within a projected mining zone of the Cathedral Sluffs Mine, located in the Piceance Basin of western Colorado. Methane contents were determined by the modified direct method, which can measure the volumes of several gases released from or reacted with mine rock without destructive sample treatment. Over the duration of the test, nitrogen was largely unreactive, CO2 increased slightly, oxygen decreased markedly, and methane increased more than the total increase of all contained gases. The gas volumes were normalized per unit sample mass and are given in cubic centimeters per gram. Common time irzdices for test duration of 3, 40, and 125 days were used to compare methane desorption among samples. The means of the sample populations for these indices were 0.0316, 0.114, and 0.195 cm3/g, respectively. These quantities are lower than those reported in a Bureau emissions study at the Horse Draw Mine in the Piceance Basin. Oil shale samples that were gas enriched beyond the mean methane contents frequently contained bitumens and pyrite.

Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

1. Domestic Production and Use: In 1980, 13 companies operated 33 primary aluminum reduction plants, with 3 firms accounting for 62% of production. Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

Between 1927 and 1957, sodium borate minerals were mined by underground methods in the Kramer District, Kern County, Calif. In 1957, surface mining methods were initiated, and during the next two or more decades it is probable that most of the production from the district will be obtained from open pits. However, part of this borate deposit is sufficiently deep that surface mining may not be economical and, hence, at some future date underground methods may again be employed. This report was prepared to document the underground mining methods employed in the district before 1957. The general geology of the district and the detailed geology of each of four mine sites are presented, together with a mineral and mechanical description of the ore and enveloping rock. The report also describes the stoping, extraction, pillar support, methods of artificial support, and other factors that affect the structural characteristics of these mines.

The Bayer process used for refining bauxite to smelting grade Alumina serves as the linchpin of the Aluminum production industry worldwide. Even though the process is well established, the presence of impurities in the liquor affects the quality of product and imposes a major economic cost on the industry. This review article focuses on the issues pertaining to Gibbsitic (Al2O3.3H2O) precipitation circuit. The comprehensive review provides a basic understanding of the aluminum trihydrate precipitation and agglomeration phenomena. Crystal growth rate and agglomeration play a significant role in determining the output PSD of agglomerates. Hence, the effect of certain thermodynamic and hydrodynamic parameters along with the impact of impurities (oxalates, aldols, acids etc.) and additives on hydrate growth has been reviewed.

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. "A group of bisbenzylisoouinoline alkaloids has been shown to exhibit various degrees of effectiveness in preventing silica-induced fibrosis in animal models [1, 2]. The objective the present study was to characterize the binding of several of these alkaloids to phosphatidylcholine vesicles and rat alveolar macrophages using fluorometric and equilibrium dialysis methods, respectively. The lipid binding affinity of these alkaloids was found to depend upon several structural factors including hydrophobic substitutions, chiral configurations, and double oxygen bridge-restricted conformation of the benzylisoquinoline moieties. Tetrandrine, which is a highly effective agent in preventing fibrosis, showed strong binding to both lipid vesicles and alveolar macrophages. In contrast, certain analogues of tetrandrine such as curine and tubocurine, which have little or no effect on silicosis, exhibited only weak binding to lipid vesicles and almost no binding to cells. The moderate binding affinity of fangchinoline to vesicles and cells corresponded to a moderate effectiveness of the compound as an antifibrogenic agent. Methoxyadiantifoline, an alkaloid of unknown antifibrogenic potential, also exhibited high binding affinities for lipid and cells. In conclusion, the results of these studies indicate that alveolar macrophages exhibit large binding capacities for certain members of this class of bisbenzylisoquinoline alkaloids. A positive correlation was observed between binding affinity to alveolar macrophages and the reported antifibrotic potency of these compounds. These data also suggest that the ability of these drugs to interact with alveolar macrophages may be a key step in inhibition of the progression of silica-induced pulmonary disease.INTRODUCTIONInhalation of crystalline silica is associated with the development of silicosis. This fibrotic disease is characterized by the appearance of concentric hyalinized nodular lesions in the lungs with the progressive development of pulmonary dysfunction [3, 4]. Many theories concerning the etiology of silicosis involve silica-induced activation of alveolar macrophages. Evidence indicates that in vitro silica exposures result in the generation of chemiluminescence, and the release of superoxide and hydrogen peroxide from alveolar macrophages [5]. Activation of alveolar macrophages has also been demonstrated after intratracheal instillation or inhalation of silica [5, 6]. Such excess release of reactive products from pulmonary phagocytes has been associated with damage to the lung parenchyma [7, 8]. In addition, silica exposure results in the release of mediators from alveolar macrophages, which enhance proliferation of fibroblasts and collagen synthesis by these pneumocytes [9-12]."

Limit Analysis Theorems has revealed to be a powerful tool for the development of numerical models aiming the determination of the load bearing capacity of structures reached by plastic collapse. This work presents a numerical formulation for the computation of strict upper bounds of the collapse loads of rigid-perfectly plastic mechanical systems, derived within the kinematical theorem framework. A key advance of this present method is that the problem is described only in terms of nodes and discontinuities connecting those nodes rather than element or bodies. The alternative approximation procedure to the traditional finite element method might involve discretization of a given body using a suitably large number of nodes laid out on a grid, with the failure mechanism comprising the most critical subset of potential discontinuities interconnecting these nodes. Potential discontinuities which interlink nodes laid out across the problem domain are permitted to crossover one another, giving a much wider search space than when such discontinuities are located only at the edges of finite elements of fixed topology. Highly efficient interior point method solvers can be employed when certain popular failure criteria are specified (e.g. Mohr-Coulomb). By adopting this processing approach it is possible to solve very large problems which normally exceed the memory capacities of a single computer. The developed numerical tool reveals to be robust and versatile, able to solve a wide range of 2D problems. Velocity singularities are automatically identified and visual interpretation of the output is straightforward. Several numerical examples including rock slope are studied by the new method, and the results are very close to those calculated by using analytical method and FEM.

SAGDesignTM Testing for grinding mill design was introduced commercially in 2004. Up to January 2008, 18 projects have been completed and 99 samples have been tested using this method. Two papers have been published describing the patented test procedure and one of these shows how the results compare with other grinding test methods. This paper will briefly discuss the theory on which this technology is based, and explain the procedures used to develop the calibration equation. Case studies are also included to demonstrate the effectiveness of the test work being done. These case studies show how the SAGDesign test is being used today: to design new grinding circuits for commercial full scale use; to calculate throughput in existing mills for production planning; and to accurately define grinding mill requirements at the scoping, pre-feasibility or feasibility study stage of project development, in order to economically identify the size and cost of the grinding mills that will be needed for the project. This is important because if the full rec-ommended SAGDesign testing program is done at an early stage in the project, the definitive cost for a guaranteed throughput, grinding mill design (by Outotec if their mills are purchased) is available. New grinding mill design for final engineering will be represented by the test work done on the Climax Molybdenum Project for Phelps Dodge (now FMI) in Colorado, USA. The SAG mill and ball mill for Climax are now in fabrication with project start up in late 2009. Next, the sizing of grinding mills at the scoping, pre-feasibility or feasibility study stage of mine development will be represented by a large metal mining property in Russia. Finally, calculation of the throughput for existing mills will be represented by work done at a base metal mine, in eastern Canada. Test work for designing SAG mills is now done in four laboratories at the time this paper was written. One in the USA at Dawson Metallurgical Laboratories, Inc. in Salt Lake City, two in Russia at the TOMS Research and Design Institute and at the Irgiredmet Research Institute, both in Irkutsk, and a fourth mill has been installed in Australia at AMMTEC Limited?s lab in Perth. A fifth SAGDesign test mill for radioactive ores has been built by Starkey & Associates, specifically for testing uranium ores and can be moved to any licensed lab in the world on a project basis.

It is believed that considerable economic benefit would arise if run of mine (ROM) coal from the underground mines in the Winifrede seam could he enriched before shipment to the preparation plant by partial removal of the shale. Shale could comprise up to 50% of the ROM product. Complete mine-mouth separation is not necessary, but any process must be dry and have high Btu recovery. We have conducted a preliminary analysis of coal/shale mixtures from the Winifrede seam and we find that it is quite possible that a 50-50 ROM mixture of coal and shale could be converted to a 60-40 coal-shale mixture by inspection of individual lumps coming from the mine. The device would consist of a feeder/siever section to deliver the ROM coal > 5 cm (2 in) to an inspection station via a conveyor belt. This inspection station decides if a piece is coal or shale, and if it is shale, activates an air jet to blow shale off of the belt. We have evaluated a dielectric loss technique for the inspection device. The potential advantages of the dielectric loss method are high throughput, low capital cost, and no special handling or licenses would be required. Such a single lump inspection technique is made possible because of advances in high speed electronics and servo systems. This paper provides a summary of our analyses on the Winifrede coal sample, a description of a proposed apparatus to separate coal from shale, some of the experiments needed to demonstrate our ideas.

High productivity of the equipment employed is one of the key factors in reducing production cost in mining. One of the best ways to achieve it is an increase in availability. In order to identify the most adverse factors affecting it, reliability and maintainability analysis ought to be done. If its results are to be conclusive, a sufficient amount of credible and consistent data is indispensable. Following the experience from field studies done in underground mines, this paper discusses the current status of failure and maintenance reporting, as well as problems encountered. It exposes the importance of adequate data collection on failures and downtime as well as it reviews the benefits of analysis based on such material. The question of benchmarking with regards to mining equipment performance is also addressed. The paper concludes with some recommendations on data collection and processing, as well as stresses the need to standardize the most important reliability/ maintenance notions throughout the mining industry and to conceive appropriate performance measures.
