This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

Safety management is an important mortal and business function in construction. Contractors have traditionally tracked and reported lagging indicators, e.g. fatalities and lost-time accident rates, to measure their safety performance and stay in compliance with relevant regulations. Over the last several decades, contractors became more proactive in their approach to safety and developed programs that track leading indicators, e.g. safety audits and safety climate. In particular, safety climate measures workers? perception of safety management and its effectiveness in the workplace. Past literatures indicated that, while some industrial construction contractors ignore safety climate measures, others are limited by a lack of a formal means to measure safety climate. In this study, a survey approach is used to measure an industrial construction contractor?s safety climate through three key areas: management commitment, job control, and general safety climate. As a pilot study, a total of 214 individuals at a fabrication facility participated in the survey to verify the validity and effectiveness of the proposed survey approach. This survey study also confirms that job control and management commitment have a positive correlation and that worker demographics have an effect on respondents? perceptions of management commitment.

In March 2010 the Boral Linwood Quarry, Adelaide South Australia, implemented the blasting contractors Monte Carlo Blast Vibration Model as part of their blast design process. The Linwood Quarry was developing an area where blasting activities were marginally complying with the statutory vibration limits. Compliance to the statutory limits was only being achieved through the use of small blasts (less than 15 000 T (14 763 ton)) at a high cost to the quarry.

"Detailed design of an extensive deep mixing (DM) scheme using the Cutter Soil Mixing (CSM) technique was completed for foundation support of mechanically stabilized earth (MSE) walls for Kitimat Liquefied Natural Gas (LNG) at Bish Cove, British Columbia, Canada. The design was based on the provision of soil-cement structures, constructed in highly variable subsurface conditions that consisted of thick deposits of fine-grained soils overlying granular soils, and required to meet project-specific performance criteria, to support the MSE walls. The design, consisting of rectangular CSM panels constructed to form barrettes connecting to a longitudinal wall of continuous CSM panels, was configured to manage the distribution of stresses and strains that could be developed within the soil-cement structure.The results from 2D finite element analyses were used to determine the necessary arrangement and properties of the CSM panels to accommodate localized areas of relatively high shear, tensile and compressive stresses within the soil-cement structure. The relationships between unconfined compressive strength and elastic modulus for fine-grained and granular soil-cement structures obtained from the Bish Cove data were compared with published references and were found to be significantly different in the higher strength range materials.BACKGROUNDDeep Mixing design was completed for the development of the Kitimat LNG Facility located in Bish Cove, British Columbia, for support of two relatively high MSE walls and associated bulk earthwork operations. Deep mixing was necessary to treat the very weak native deposits in-situ to meet project performance requirements and physical constraints without the need for significant excavation and disposal work. The DM design was undertaken on the basis of adoption of the CSM technique for in-situ ground improvement of the native foundation soils which consisted of very soft to soft fine-grained marine deposits and loose to compact sandy silt to silty sand, overlying dense sand and gravel (Fig. 1). The DM area is located immediately upslope of the Bish Cove beach area, and is “L” shaped in plan, approximately 300 m long by approximately 28.8 m wide (parallel to the beach area) and 165 m long by an average width of 21.0 m (perpendicular to the beach area). The depth of the DM ranged from about 5.0 m to 30.7 m with typically 2.0 m embedment into dense granular soils. Details of the design philosophy, including an overview of the DM design and the project background information are presented by Li et al. (2014a). Details of the construction aspects of the Kitimat LNG deep mixing are presented by Wilson et al. (2014)."

The “BIOMOre” project aims to prove the technical feasibility of indirect in situ bioleaching of sulfide minerals contained in a deep underground deposit, by bringing together the disciplines required to make a success. The underground location in Poland was provided by project partner KGHM inside an operating copper mine. Key components of this project were the design and construction of a pilot plant, and its operation in an underground environment. This project also included a ∼250 t (100 m3) fragmented rock reactor hydraulically connected to the pilot plant. The pilot plant consisted of several tanks and pumps, a fluidised bed ferric iron generating bioreactor containing immobilised acidophilic iron oxidation biomass, and all the required instrumentation and utilities. Before the bioleaching phase could start, the rock reactor had to be flushed continuously firstly with water to remove chloride salts that are corrosive and also harmful for the bacteria used in the bioreactor, and secondly, with sulfuric acid solution to react with the carbonates present in the ore matrix. This paper summarizes the design, construction, commissioning, and operation of the pilot plant.

The adsorption of gold onto activated carbon in iodide solutions has been studied. The adsorption rates were determined as a function of temperature, salt concentration and pH as well as activated carbon concentration. A kinetic model was also developed for the adsorption. The adsorption rate was believed to be controlled by a mixed mechanism of film diffusion and pore diffusion, but the film diffusion had a major contribution to the overall rate. Experimental findings were in good agreement with the model developed. The apparent activation energy was found to be 14.9 kJ/mol.

"In flotation, depressants are used to reduce the amount of gangue that reports to the concentrate and hence increase the selectivity of the flotation process. At the University of Cape Town extensive batch flotation tests are carried out to evaluate industrial depressants and standard procedures have been developed over the years.This study was conducted in order to develop an improved method for comparing depressants using machine vision as an aid. The modified method of batch flotation involved a test with prolonged intervals between scraping to allow more time for the froth to build up and mature.This method of testing showed increased differences between the flotation performance obtained as represented by grade recovery curves for carboxymethyl cellulose and guar depressants when compared to the standard method of testing with shorter scraping intervals. The improvement was attributed to reduced entrainment resulting from longer drainage time in the froth and therefore yielded a better test for comparing depressants on the basis of true gangue flotation with minimized entrainment. As expected, the sulphide recoveries were unaffected by the change in method. The machine vision system also added to the information obtained during these tests by recording bubble size trends throughout the tests which were later analyzed and related to the amount of flotable gangue in the froth. Modifications are recommended to improve the usefulness of machine vision in batch flotation."

"The pace at which mining will occur in Northern regions and Arctic lands will depend on the answers to a number of questions. Who are the local aboriginal participants? What land uses are they pursuing? What are their objectives? What is their understanding of the process of mining development? This paper will focus on the last question, communicating the process of mineral development to local aboriginal communities.IntroductionIn the environmental impact hearings for the BHP-DiaMet diamond mine, the smaller Dene Treaty 8 Nation argued for the settlement of its Land Claims as a pre-condition to development. However, the larger Dene Treaty 11 Nation were prepared to permit the mine to proceed on the basis that their people would receive benefits during the construction and operation of the mine.Wherever mining is the significant basis for tax revenues and economic development expectations may be encouraged beyond the realities of the situation. Izok Lake has been known for several decades as a significant mineral deposit but because of its size and the transportation costs involved, it is now a “frozen” ore body. The extent of its mineralization at current metal prices will not support the mining and processing costs without substantial government support for infrastructure and roads. At the opposite side of Canada, Voisey’s Bay clearly satisfies all technical criteria but, nonetheless, two Inuit groups, the Innu, and Métis, have all made LandClaims relating to the mine area.Contrasting the mineral deposits at Voisey’s Bay and Izok Lake emphasizes that the timing of production is dependent on factors such as the grade and amount of reserves, their market price, location and availability of government support. Nonetheless, it is this author’s thesis that given an economic orebody the next most important factor is good communications. It is his view that Arctic mineral development will occur quickly only where good communication has resulted in the trust and mutual respect necessary to implement the mammoth cultural changes required."

Blast vibration induced by mining activities, such as stope production blasts, could lead to the initiation of seismic events that inflict damage to mine openings. In this paper, the effect of stope production blasts on nearby fault is examined. First, validation of blast vibration attenuation is performed with a numerical model representing a single blast hole through comparison with that calculated from charge-weight scaling law derived from in-situ data. Subsequently, a mine-wide scale model with a fault parallel to a steeply dipping, tabular ore deposit that is mined out with sublevel stoping method is generated, and the stopes are extracted and backfilled with static analysis to simulate burst-prone conditions on the fault. Based on the stress states, dynamic analysis is performed, in which blast vibration is applied to grid points on a stope wall on the hanging wall side. This assumes 9 blast holes located close to the wall, and blast-induced particle velocities that consider the positional relationships between the assumed blast holes and the stope wall are applied. During the dynamic analysis, blast sequence is considered, and stress states and shear displacement on the faults are examined. It is found from results that, after a rise in normal stress on the fault due to compressive waves induced by the blasts, the normal stress decreases because of the reflection of the compressive waves on the fault. The reduction in the normal stress due to the reflected waves is found to be large enough to cause the fault to slip. The results also show that the level of normal stress eventually keeps decreasing with time as the blast sequence proceeds and that an increase in shear displacement on the fault is accompanied by a decrease in normal stress. This study clarifies the mechanism by which blast vibration causes the fault to slip. In addition, the simulation technique to apply blast vibration that takes into account blast sequence and the locations of blast holes to a stope wall is developed.

"The variability of copper mineralization at Kansanshi mine significantly affects the efficiencies of the processes used to recover copper. Quantifying this variability is therefore essential for monitoring and optimizing the performance of the concentrator, which comprises three different flotation circuits (sulphide, mixed, and oxide) and an atmospheric leach circuit. Onsite automated scanning electron microscopy with energy-dispersive X-ray spectrometry (Auto-SEM-EDS) is used to analyse routine weekly composite samples for each circuit, providing detailed analyses of bulk mineralogy, copper deportment to different minerals, mineral liberation, and associations. Weekly mineralogical trends are used to assess changes in process performance, and characterization of the copper losses has inspired a number of projects to target the specific particle types responsible for the main losses. In this paper we describe the relationship between mineralogy and plant performance at Kansanshi, and discus IntroductionKansanshi is a copper and gold mine located in the Northwestern Province of Zambia, with an annual production in the region of 250 000 t of copper and 160 000 ounces of gold. Ore mined from the epigenetic vein-hosted deposit is classified into three ore types based on the extent of oxidation and supergene enrichment. Sulphide, oxide, and mixed ore are fed to separate mineral processing circuits tailored for recovery of the dominant copper minerals in each. After comminution to a target grind size of 80% passing 150 µm, each ore type is subjected to flotation to recover the copper sulphide minerals (chalcopyrite, bornite, chalcocite, covellite). The oxide float tails and a large proportion of the mixed float tails are then treated by atmospheric leaching to extract copper from the remaining copper-hosting minerals, which include cuprite, malachite, chrysocolla, and delafossite. Some native copper is recovered by flotation and some of it is recovered by leaching. A small portion of the combined concentrate from all circuits is subjected to high-pressure leaching and the rest is sent to the smelter. Sulphuric acid produced during smelting is used for the atmospheric leach."

"This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

"A significant effort is expended on preparation of the capital estimate for feasibility studies. The development of the operating cost estimate is usually allocated a significantly smaller budget and less emphasis is placed on ensuring the accuracy of the operating cost. This paper presents a comparison of capital and operating costs of hydrometallurgy processing plants in order to demonstrate the importance that variations in operating costs have on the overall life-of-mine costs. The analysis is supported by a case study on the operating costs of a water treatment plant at an existing Australian hydrometallurgy facility at the feasibility design level. INTRODUCTIONDetermination of the economic validity of a minerals processing project is a critical outcome of a feasibility study. In many cases, the financial results of the feasibility study will determine if the project should proceed to execution. Ensuring that these results are reliable and built upon sound engineering practices allows companies to make informed decisions on resource opportunities and the selected technology.The methodology for developing a capital cost estimate at the feasibility level is well established. Specialist engineering estimators use budget quotations, first principle estimation and rules-of-thumb to develop an estimate with an accuracy of typically -10% to +15%. Cost reporting software packages are used to methodically build up the estimate from design information supplied by the engineering disciplines. Risk analysis and capital expense workshops are carried out to identify potential deficiencies in the estimate. It is widely recognized that in order to successfully produce a feasibility level capital estimate with an appropriate level of accuracy, a rigorous development process is necessary.The development of the operating cost estimate is typically less rigorous than the capital cost estimate. The operating cost is normally derived by the process engineering discipline and rarely are specialist estimators used to support the development. The allocated budget for producing an operating cost is usually smaller and less emphasis is placed on ensuring the accuracy and contingency reflect the most likely operating cost scenario."

IN 1932, Horace Onyett at Oroville, California, built a practical floating washing plant along the general lines as now known, using a 24 in. by 12 ft. trammel; it was fed with a ½ yard dragline bucket, rated then at 200 yards per day. Onyett dubbed his plant a 'Doodlebug' which name has clung to this type of operation ever since. In general, the 'Doodlebug' dredge is the outgrowth of the depression of 1929, wherein many dirt contractors had surplus idle equipment and a few of them ventured to use it for placer mining. Many such plants were impractical and poorly designed and adapted often to locations not suited to the purpose. However out of the general idea came refinements until today dragline dredging has a very definite place in the gold production of the world. Many of the early operators, being mainly contractors without mining experience or technical knowledge of gold saving, geology, or mechanical design, naturally went through stages of trial and error until a workable unit became standard practice. Credit should be given Bodenson Iron Works of San Francisco, who did a notable job of pioneering and building of floating washing plants; also, to Lord and Bishop, contractors of Sacramento, who were among the early operators, and to several others who built and rebuilt their plants until the weak spots were strengthened to take the beating required, and yet deliver a high degree of efficiency.

Traditional engineering practice for concentrator design uses a mixture of risk minimisation options and capital minimisation approaches. Often this is based on the preferences and experiences of the engineers involved.A geometallurgical approach involves identifying primary lithology, alteration, and mineral dispersion patterns within a deposit to allow representative samples for test programs. This provides a method to infer from laboratory test results meaningful production data for larger amounts of the ore body. Geometallurgical models can be integrated into the resource block model and subsequent mine plan and can assist in predicting when difficulties in the processing route might be expected, allow adjustment of the design to compensate for these or provide an early warning system so that production forecasts can be more adequately developed. Simulation modelling is the process of creating a computer model of a real system based on mathematical logic. In simulated time, the model explores the randomness and chronological sequencing of events observed on real systems. The objective is to mimic the real system with sufficient accuracy to make predictions of real behaviour under experimental conditions. Amec Foster Wheeler often use the ‘discrete-event’ simulation modelling technique. This method is well suited for inclusion of the statistical variation of effects in unit operation, mechanical availability, throughput and operating strategy (based on historical operating data for equipment downtime), operating schedules and equipment capacity. "When utilizing high recovery underground mining methods, such as longwall or high-extraction room-and-pillar mining, the movement and deformation of the overburden propagate toward the surface and may affect the integrity of overlying surface streams (Peng et al, 1996). Published studies cite three major mechanisms of subsidence as most likely to impact streams: displacement, slope and strain. While subsidence-induced vertical displacement cause little structural damage to the stream bed, it may create adverse drainage and stream flow issues as the subsidence trough allows for ponding (Dawkins, 2003). Subsidenceinduced changes to the slope, or tilt, of a stream may have adverse effects on water flow. As the stream enters the subsidence trough, the gradient increases providing potential erosion control problems. When exiting the subsidence trough, a reduction of the gradient may inhibit stream flow, causing localized ponding (Peng, 2008). While vertical displacement and tilt both may have detrimental effects to surface streams, the resulting strains have been documented as being the most damaging to surface streams and structures causing distortion, fractures, or failure (Singh, 1992). When stream beds are subjected to high tensile strain, tensile cracks may form at the surface level allowing for the direct loss of stream flow through fissures. When stream beds are located in areas of high compressive strain, rock layers forming the stream bed can fail as the stream bed ruptures, upward, blocking stream flow or having the stream diverted into the fracture zone at the base (Iannacchione, et. al., 2010).Recent investigations on the effects of underground mining on surface bodies of water suggest that to determine the degree of stream impact one must also consider the geologic structure and thicknesses, surface topography, watershed drainage areas, width of river bed and rate of mining. Due to the complex nature and number of parameters affecting surface streams, subsidence modeling tools and software packages should be implemented throughout all stages of subsidence planning, prediction and control. The Surface Deformation Prediction System (SDPS) utilizes the influence function for the calculation of final subsidence deformations with respect to the angle of influence, supercritical subsidence factor as a function of the percent hard rock, edge effect offset distance, and surface topography. Developed more than 25 years ago, SDPS has been continually updated with new analysis and prediction features, providing a reliable and versatile program for subsidence management methodologies. Most recently, the program has been updated to evaluate the effect of varying surface topography in the prediction of horizontal displacements, referred to as ground strain, allowing for the accurate three-dimensional representation of surface deformations in mountainous terrain (Agioutantis and Karmis, 2014). Ground strain has become one of the predominant deformation indices used in the evaluation of potential damage to surface structures (Karmis et al., 1995). Ongoing work with SDPS software seeks to investigate the calculation of ground strain in SDPS and its ability to accurately and realistically predict damage to surface streams due to underground mining operations."

The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. The Geita Gold Mine is located 80 km southwest of the town of Mwanza in the north-west of Tanzania and is 100 per cent owned by AngloGold Ashanti Limited. Open pit mining commenced at Geita in 2000. In 2011, the operation produced 494 000 oz at a cash cost of US$536/oz. This is a significant improvement from 2008, when 264 000 oz were produced at a cash cost of US$742/oz.A period of relatively poor operating performance at Geita was recorded over the period from 2006 to 2009. A period known at Geita as æthe turnaroundÆ commenced in 2009, and has been remarkable to say the least. Over the last couple of years the mine has embarked on a journey, which saw various interventions and initiatives. Among the key initiatives were Project ONE (which focuses on business process framework, systems for people and safety transformation), asset integrity, fatigue management and contract mining of satellite pits.Since the commencement of the turnaround at Geita, gold production has matched market guidance. The mine has returned to positive cash flow on the basis of strong performance on cash management, improved production and increased gold price.This paper explains some of the details of the mine operationsÆ improvements, how they were implemented, their relative contributions to improved mining performance and the path ahead to best practice. "The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."

This paper will describe the large caisson pier foundations for four of the bridges crossing the Mississippi River in the New Orleans area; and will discuss some of the unusual problems encountered during their sinking. Certain settlement phenomena experienced during their service life will also be related: The four bridges in order of their construction: The Huey P. Long Bridge, River Mile 106.1, completed in 1935 The Greater New Orleans Bridge No.1, River Mile 96.0, completed in 1958 The Hale Boggs Bridge, River Mile 121.6, completed in 1983 The Greater New Orleans Bridge No.2, River Mile 96.1, completed in 1988 Each of these bridges employed large open-dredged concrete caissons as foundations for one or more of the river piers, with the smallest being the 65ft by 102ft caissons for Piers I and II of the Huey P. Long Bridge and the largest being the 99ft by 214ft caisson for Pier II of the Greater New Orleans Bridge No.2. The Huey P. Long caissons are founded in a dense fine sand at -170 while all of the other bridge caissons are founded in hard preconsolidated clay at elevations varying from -150 to -185. The Huey P. Long Bridge is currently being widened without increasing the caisson foundations under any of the river piers; and the design reasoning that led to this decision is presented.
