The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

The Brothers hydrothermal system is host to two very contrasting vent fields and to date, is the only known example of this kind for any submarine arc volcano in the world. Firstly, there is the NW caldera field. It is perched on the caldera walls and is up to 1,200 years old, and represents a more ?mature? system dominated by water/rock interactions, though there is also evidence for magmatic contributions to the hydrothermal fluids. It is host to relatively high temperature (~300°C), focused venting of metal-rich fluids. Large Cu- and Zn-rich sulfide chimneys occur at this site, with high concentrations (up to 90 ppm) Au apparent in some chimneys. Vent fluids of the NW caldera site show sub-seafloor phase separation is occurring at this site. Silica concentrations in these vent fluids are consistent with the vent fluid temperatures. Secondly, there is the cone vent field that is much younger, and which sits atop the summits of a main cone (the Upper cone) and an adjacent satellite cone (the Lower cone) that occur inside the caldera, near the southern caldera walls. This field is dominated by S-rich vents with vent fluids more diffuse, lower in temperature (<120°C), very gassy and acidic (to pH 1.9), and relatively metal-poor. Fluids of the cone site have Mg and SO4 concentrations higher than seawater values, indicating these ions have been added to the hydrothermal fluid and are not being depleted via normal water/rock interactions. Variability occurs between the two cone vent fields, with the diffuse discharge observed at the Upper cone volumetrically small and chemically different from the Lower cone. For example, from the vent fluid Mn, Li, Rb, and Cs concentrations, it is apparent that the Lower cone has experienced a lower degree of water/rock interaction (i.e., more reaction) than the Upper cone. Vent fluid pH is higher for Lower cone, consistent with more reaction and neutralization of acidic gases. Fe/Mn is lower at the Lower cone due to decreased Fe solubility at the higher pH. The lowest pH sample (1.9) is from the Upper cone that has 39.4 mmol/kg of SO4, consistent with input of magmatic SO2 and disproportionation to sulfuric acid and S or H2S. Thus, the Upper cone site could be interpreted to have a shorter reaction path and residence time between the point of magmatic degassing and the seafloor venting than the Lower cone site. Isotopic compositions of the NW caldera and cone vent fluids show evidence for magmatic water with negative dD and d180 values, while 3He/4He values show the Brothers hydrothermal system has shifted towards more magmatic conditions over the past several years with both sites affected by magmatic events. Similarly, vent fluid sulfide d34S values and those for sulfide minerals from NE caldera chimneys also indicate disproportionation reactions involving magmatic SO2. Minerals such as chalcopyrite, bornite, chalcocite, covelllite and euhedral grains of hematite occurring in high temperature chimneys from the NW caldera site are consistent with a more oxidizing, magmatic fluid, while bulk sulfide geochemistry data show evidence for a higher temperature suite of elements (e,g., Mo, Co, Se) associated with Cu-rich chimneys. Gold mineralization occurs in these high temperature chimneys and is associated with the most recent deposition of high concentrations of Cu, where d34S values are most negative. Geophysical evidence suggests that the top of a magma chamber occurs ~2.5 km below the caldera floor, beneath the cone site in the SSE quadrant of the volcano. Very low velocities of <1 km-2 are seen in the seismic data between the magma and the seafloor, and are indicative of gas release. Harmonic tremor data provide evidence for a 500 m pipe-like ?conduit? located above the magma chamber (and below the cone), linking it with the overlying hydrothermal system, providing a mechanism for magma-derived metals to enter the hydrothermal system under the cone site. The NW caldera and cone sites are considered to represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members.

The Bureau of Mines performed a comparative study of nine sites at eight surface coal mines to determine if the presence of near-surfaced underground abandoned workings resulted in the generation of adverse long-duration, low-frequency blast vibrations. Six of the nine sites had underlying workings, and two had thick layers of low-velocity unconsolidated surface material.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA&apos;s National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

"Yorkville Plaza II, a 40-storey signature condominium residence, is scheduled to open on Avenue Road in Toronto’s prestigious Bloor-Yorkville neighbourhood in spring 2017. In close proximity to Toronto’s subway system, the new tower requires six levels of underground parking, founded in wet, silty sand.Isherwood Geostructural Engineers (Isherwood) was retained in April 2012 by developer Camrost-Felcorp to provide a shoring and excavation solution to address the challenging site conditions. A 31-storey upscale residential building under renovation with three levels of parking, owned by Camrost-Felcorp, flanks the site on the north. Situated on the eastern border is a 7-storey building with three levels of parking. Avenue Road, a four-lane arterial road that brings heavy commuter traffic into downtown Toronto, runs along the western border, and on the southern border of the site is a busy City road that brings traffic into the popular Yorkville area. The tunnel for the Toronto Transit Commission’s (TTC) overburdened east-west subway is located 14.5 m to the south, running below an existing 26-storey neighbouring building. Electrical and communication utilities (Bell) are closely located along the southern side. Non-documented existing excavation shoring, installed in the early 1970s, on the southern and western sides compounded the difficulties presented by the TTC tunnel.This paper presents the unique, non-conventional hybrid shoring solutions Isherwood developed to address the challenges presented by the site, as well as other complications that surfaced during the project: non-encroachment requirements (no tiebacks) beneath uncooperative neighbours, tight geometry to install shoring, and Toronto’s two coldest winters in decades.THE PROJECTBecause of circumstances associated with this site, for this project Isherwood designed two unique shoring walls which drew on their experience and expertise they had gained over the last 40 years. The following is the story of this site:Yorkville is an affluent neighbourhood in the heart of Toronto with a vibrant mix of high-rise towers, residential homes, tony restaurants and flagship shops. The development requires six levels of underground parking (a 20m deep excavation), with three levels undermining the high-rise buildings to the north and east and extending into wet, silty sand.Isherwood was retained in the spring of 2012 to design the excavation shoring. Isherwood’s scope also included field support, design, verification and monitoring. Finite Element Analysis was employed to confirm Isherwood’s design and anticipated movement of the south shoring wall and the TTC subway tunnel.The existing site was severed in two, with the proposed condominium tower slated for the southern portion. On the north half of the site stands a 31-storey building (Yorkville Plaza I at 21 Avenue Road), with three levels of underground parking, sitting on belled caissons which were one foot from the back of the proposed shoring wall so this would have to be considered in relation to the design and drilling methods. Constructed in the early 1970s, Yorkville Plaza I is currently being converted from the Four Seasons hotel to luxury condominiums by Camrost-Felcorp. To the east, directly adjacent to the proposed shoring, stands a 7-storey building (164 Cumberland Road) with three levels of parking, supported on spread footings founded on stiff clayey silt. The tunnel for the TTC’s busy east-west subway, a double box structure built by cut-and-cover in the 1960s, is located 14.5 m to the south, 9 m below grade, and running below an existing 26-storey building. Bell fibre optic communication cables and electrical lines, along with storm and sanitary sewers, are situated on the south and west sides of the site, leaving limited room to install shoring. Due to the heavy volume of commuter traffic on the four-lane arterial road (Avenue Road) to the west, site access and lane closure were not permitted here."

The U.S. Bureau of Mines has developed a system for estimating mining and processing costs as a function of process feed rate with the objective of applying this system to abandoned mine tailings and to evaluate the benefits, if any, of metal recovery. Cost analysis was applied to the mine wastes of Smelterville Flats: an extensive area of mine tailings in the Bunker Hill Superfund Site with high concentrations of lead, zinc, and other sulfide minerals. Results from previous site characterization and metallurgical processing studies were used as the input for the cost analysis. This analysis indicated that processing this site at an optimum production rate of 3,500 short tons per day (st/d) could generate a positive cash flow.

ITEC Environmental Colorado has begun reprocessing the tailings from old mining sites near Boulder, CO. And if the technology behind ITEC&apos;s pilot project at Gold Hill proves successful and profitable, the company plans to launch similar reprocessing operations in other parts of the state. The pilot project is under the watchful eye of state and federal authorities. They hope the technology becomes the answer to cleaning up old mining sites throughout the West. Remining and environmental cleanup on an economic basis, then, are ITEC&apos;s hopes in one the most environmentally conscious counties in the state. Clean up the mine dump sites and recycle the land, for a profit. In June 1998, ITEC Mineral Inc., ITEC Environmental Colorado&apos;s Canadian parent, acquired the Gold [ ] Hill Mill facility in Boulder County. Included in the acquisition was 4.4 hm2 (11 acres) containing the Gold Hill Mill and 283 hm2 (700 acres) of additional properties adjacent to the facility. ITEC estimates that there are about 910 kt (1 million st) of dump rock in the area. That is enough to make the operation viable. ITEC will sell the metals recovered through its reprocessing operations. However, due to low metals prices, ITEC is not expecting to make much money on the recovery of precious and base metals. Instead, the company plans to resell the reclaimed land for residential and commercial development or open space. The Gold Hill Mill site is the first of 17 sites in Colorado that ITEC Mineral hopes to clean up and recycle the land. Most notable among the sites is the historic Central City/Black Hawk mining district, which ITEC believes holds considerable potential. The Gold Hill Mill is located 14 km (9 miles) west of the city of Boulder and less than a half mile from the small town of Gold Hill. The mill was. last operated in 1992. The operation was forced to close that year due to environmental and cash flow problems. Gold Hill is in the middle of a region with more than 32 Mt (35 million st) of mine tailings. Independent geologists have&apos; established the average grade of the Gold Hill mine tailings to be 4.5 to 5.3 g/t (0.13 to 0.155 oz/st) of gold and 28 to 44 g/t (0.83 to 1.29 oz/st) of silver. According to these studies, the Gold Hill mine tailings are five times richer in precious metals than the tailings of the Norebec Manitou property in Canada that ITEC is also remining, reclaiming and restoring. Upon acquiring the mill, ITEC undertook a refurbishing program that included adding a second ball mill. This increased the Gold Hill Mill&apos;s capacity to 180 t/d (200 stpd). The operation employs 15 people. "The Gold Hill Mill site will demonstrate the efficiency of our integrated remining, reclaiming and restoration process," said Maxine Stewart, president of Denver, CO -based ITEC Environmental. "The abundance of similar mine sites in Colorado presents a number of opportunities to bring the benefits of the ITEC system to other communities around the state." Holly Huyck is technical advisor to the Clear Creek Watershed Advisory Group. She said: "ITEC is cleaning up an orphan mine site that otherwise would continue to contaminate the Boulder Creek watershed with acid and excess metals. This is a win-win situation: ITEC gains marketable minerals while it reclaims mined land and helps to improve the watershed."

This report presents the results of reconnaissance-level investigations of the mill refuse disposal systems for 15 plants throw-heat the conterminous United States. The sites visited represent a cress section f the copper, iron, lead and zinc, and phosphate industries&apos; practices in the field of fine-grained refuse disposal. The reconnaissance-level investigations were carried out to gather supplemental data to tae in-depth studies of Kennecott&apos;s Magma and Phelps Dodge&apos;s Morenci tailings deposits and Kennecott&apos;s Chino leaching dump. The various sites visited were classified according to the different systems and techniques used by the mining industry. The probable effects and relationships between site conditions and disposal methods were determined and evaluated to the extent feasible by a reconnaissance level investigation.

Preservation of groundwater quality is a major environmental concern. The disposal of hazardous material from urban waste dumps, milling wastes in tailings ponds, and industrial wastes in injection wells may contaminate potential sources of potable groundwater. The containment or migration of contaminants in the subsurface depends on bedrock characteristics and type of overlying sediments. Fractured bedrock and permeable sediments that may provide pathways for the transport of potentially harmful contaminants should be avoided when selecting a disposal site. The role of borehole geophysics in hazardous waste-site investigations is reviewed in three categories: (I) site selection; (2) determination of the extent of contamination at existing sites; and (3) long-term monitoring of migration of contaminants. In the first category, borehole geophysical techniques developed for lithology and fracture identification, and for porosity determination, provide some of the necessary information for understanding the subsurface hydrogeology. Lithological information can be obtained from gamma-ray, electrical resistivity, induction, magnetic susceptibility, and sometimes induced polarization logs; fracture detection and characterization can be accomplished with the use of caliper, density, resistivity, temperature, and acoustic televiewer logs. Estimates of porosity are derived primarily from neutron-neutron, resistivity, density, and soniclogs. Borehole geophysical techniques used in water quality determinations include self-potential, fluid resistivity, Eh (redox potentials) and pH measurements, and these can be used to map the extent of contamination at an existing waste site. Cross borehole and borehole-to-surface electrical methods can also be used in this application. Long-term monitoring of contaminant migration in boreholes can be accomplished with techniques that respond to changes in electrical conductivity, temperature and fluid chemistry caused by the presence of contaminants.

Field Demonstration of the Remote Mine Sealing System in a Coal Mine 8. 1 Selection of Field Test Site Eastern Associated Coal Corporation (EACC) offered its Federal No. 1 coal mine in Grant Town, West Virginia as the site for field testing of the remote sealing system. The choice of Federal No. 1 mine was particularly appropriate as the first attempt at fire control by remote sealing was done in this mine in 1963. EACC provided the men and equipment required for much of the initial preparation. Considerable assistance, advice, and background on coal mining technology was given by Mr. William Laird, Vice President for Research and Development, EACC, and by Mr. Lawrence Jackson, Resident Engineer at the Federal No. 1 mine. District 3 USBM office, the West Virginia Bureau of Mines, the Technical Support Group of the USBM, and Local 4047 of the United Mine Workers of America also cooperated. 8.2 Preparation of Field Test Site 8.2. 1 Underground Site Preparation The underground site chosen for the field testing was in a non-working portion of the mine within a few hundred feet of the main haulage road, as shown in Figure 80. Known as "Seven Switch, " this area was a 20 minute walk or 5 minute "jeep" trip from the man-trip shaft. Ten years having passed since this area was actively worked, considerable effort was required for gob clearing, roof bolting, rock dusting, and rejuvenating the track from the haulage road to the test area. The distortion of crystal structures referred to as "biege gleitung",1 "local curvature"2-4 and "deformation bands"5,6 is believed to be an unavoidable characteristic of deformed single crystals. The presence of asterism on Laue photograms of Al single crystals either deformed by pure shear7 or extended in a condition relatively free from the grip effect2 indicates strong evidence substantiating this point of view. The type of localized bending described in connection with the bending test of Al single crystals by Yen and Hibbard8 could conceivably exist either microscopically or submicroscopically in all types of deformation. The purpose of this note is to extend this idea to the postulate of a hypothetical "microbending site," as applied to the mechanism of slip in a general sense. The mosiac structure, as postulated by Darwin,9 is that crystals were actually composed of small blocks which have a linear dimension 10—4to 10-6 cm on the edge and deviate from each other by an angle of about one-tenth of a degree. The following discussion is based on the assumption that when slip is propagated from one mosaic block to the adjacent one, bending of the lattice at the region of their boundary is produced in order to maintain the continuity of the gliding process along a certain slip plane. Consider a two-dimensional diagram of two ideal mosiac blocks on the cross-section perpendicular to the slip plane and containing the active direction of slip. When an external force is applied, the localized bending or "microbending site," would be generated at the region as illustrated in Fig 1A at point B. A schematic diagram of a "microbending site," generated at a mosaic boundary, is illustrated in Fig IB. It may be seen that once the curvature of the bending site reaches sufficient magnitude, the interaction force encountered by pairs of atoms symmetrical with respect to the center of the bending is equal but opposite in sign. Consequently, the overall energy required to displace the atoms near the center is approximately zero.10"12 Based upon the finding that the misalignment between two mosaics is 0.1 degree,9 the assumption is made that "microbending sites" may possibly exist in the region where one plane will have one more row of atoms than an adjacent plane. It is probable that the origin of the bending site will be where the distance between two mosaic boundaries is "2d" as shown in Fig 1A at point B, where " d" is the interatomic distance. Thus, the distance between two "microbending sites" is in the range of about 600 interplanar spacings. In the case of aluminum, the spacing between two octahedral planes is about 2.33 A. The distance between two bending sites will be approximately 2.5 X 10"5 cm. Rock-breaker automation and remote operation improves the safety and efficiency of mining operations. This article presents an overview of the Rocklogic rock-breaker automation system architecture that provides collision avoidance, automated parking, and remote operation functionality. The system consists of a distributed computer control system that interfaces with sensors attached to the rock-breaker, the rock-breaker hydraulics, and the site infrastructure. We present results of an automated Transmin rockbreaker installed in a production environment at an underground Australian mine site. The system has been in production use for over 900 days during which there have been no reported collisions, and 100% adoption of the remote operation technology. As a result, Rocklogic has significantly improved the safety of rock-breaking operations and reduced the rock-breaking cycle time, thereby improving the sites overall throughput.

"The legacy of abandoned mines in Canada creates issues that impact on both the health and safety of Canadians and the environment. Solutions to the problems of abandoned minesites require a detailed understanding of site conditions, the engineering solutions which may be relevant, and planning for effective use of the land. In this paper, the authors outline the basic thrusts that have been developed at CANMET to address this problem. These include: multiprovincial agreements to develop a national database; methods of site rendering; a ten-year research program to develop engineering approaches; the review of a large number of case studies; and outlining the associated risks. Examples of the applications of this research are provided in the areas of: municipal, provincial, and federal co-operative projects; site-specific applications; and international linkages."

Congress, under the Nuclear Waste Policy Act of 1982, as amended, charged the U.S. Department of Energy (DOE) with the responsibility for safe and permanent disposal of high-level radioactive waste in a geologic repository. The waste will consist of spent fuel from commercial nuclear generating plants and reprocessing activities. Under direction of this law DOE is currently evaluating Yucca Mountain in Southern Nevada as the candidate site for a potential high-level radioactive waste repository. Presidential, Congressional and State of Nevada approval are needed for repository construction to proceed after successful completion of site characterization and recommendation of the site to Congress. The DOE will submit a license application to the Nuclear Regulatory Commission (NRC) to construct the geologic repository. Following successful construction DOE will update its license application to operate the repository.

Coastal and marine mines affect the seabed?s biological resources, eg fisheries, when large volume wastes such as tailings are placed on the seabed, and by the extraction processes from marine mining. Worldwide monitoring of such effects for the past 30+ years now provides information to describe Best Practice design, construction and monitoring procedures. The critical environmental factors for submarine tailings placement (STP) are the selection of an appropriate deposition site and discharge depth, the deposition rate of the tailings, and the speed of biodiversity recovery to a sustainable ecological succession. These should be predictable at new sites using current modeling and experimental procedures. Prediction procedures are still needed to minimize potential destabilization of deposited tailings, and consequent biodiversity recovery setbacks. Comparable environmental information is needed from marine mining sites.

Predictions of creep closure for periods ranging up to more than 1,000 years are needed for designing a radioactive waste repository in a salt formation. Such long-term predictions must be based on the use of laboratory and field test results extrapolated by numerical modeling. Laboratory test results are presented which show highly variable creep behavior for salts from different sites as well as salts from the same site. Comparisons of measured creep closures against predicted closures are presented for two deep boreholes in Louisiana salt domes and for an exploratory shaft and drift in southeastern New Mexico bedded salt (WIPP). These data illustrate the significant uncertainties involved in long-term closure predictions and indicate the critical need for site-specific, in situ closure measurements over extended periods of time for repository design.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.
