The work and costs involved in controlling three large fires in abandoned mines in the anthracite region of Pennsylvania are presented in detail. The work was done under authority of Public Law 89-4. Three basic control techniques were successfully employed by the Bureau of Mines: (1) forming underground fire-containing barriers by systematically flushing incombustible material into mine voids, (2) excavating an isolation trench around the fire area, and (3) complete excavation of hot and burning material in the fire area. When methods 2 and 3 were used, the excavations were subsequently back- filled with incombustible material. Preliminary location of fire perimeters by the standard use of patterned 6- and 8-inch-diameter boreholes is discussed. Investigations into air-borne infrared scanning, shallow subsurface thermal anomalies, and the use of helium to trace the movement of mine air currents are covered. Although they are costly and time consuming, boreholes have proven to be the most efficient means to date of obtaining necessary subsurface fire data. Infrared scanning was ineffective in delineating fires under more than 30 feet of cover. Helium-tracing was shown to have a good potential for determining possible hazards to adjacent residential areas from traveling mine fire gases.

This report discusses the configuration and system deployment for the postdisaster surface seismic system for detecting and locating trapped miners. It analyzes the results of 15 field tests to define a signal model, background noise levels, and subarray performance. A waveform modeling procedure is described and compared with observed waveforms. The resulting similarity indicates that the major factors affecting the signal amplitude, waveform, and spectral character are understood. A model is presented which gives the sig-nal amplitude as a function of source type, source depth, and horizontal off-set between source and receiver. Using this model a curve is presented which gives the range at which a signal will be detected for different signal and noise levels. Finally, and most important relative to the mission of the system, the ability of the system to detect signals on one or more subarrays is put into a probabilistic framework. For a strong source it is almost certain that a subarray directly over the source will detect the signal. After signal processing, it is highly likely that signals will be detected on sufficient subarrays to locate the trapped miner. Location errors have been found to be less than 100 ft in the majority of cases. Techniques have been used that can reduce the location errors to this level even when soil layer variation between subarrays is severe.

This report presents a complete coverage of results from Bureau of Mines preliminary research and the field application of explosive fracturing techniques to prepare oil shale for in situ recovery of shale oil. Small-scale surface tests were conducted to determine the feasibility of using a nitroglycerin-base explosive for creating rock fractures. Prior to underground testing, surface and near-surface tests with liquid explosives showed that explosions in sheetlike layers simulating underground fractures would propagate effectively. Successful surface experiments were conducted using layers of explosive placed between glass plates and explosive-saturated sand confined in small-diameter metal tubes. The tests in glass-plate reservoirs and metal tubes demonstrated that nitroglycerin would detonate and the explosion would propagate in cracks as thin as 1/32 inch and through distances up to 12 feet. In a shallow field test, nitroglycerin was detonated in a vertical crack in limestone and produced extensive fracturing. Explosive fracturing tests were performed in oil shale formations on seven sites near Rock Springs, Wyo. The procedures included (1) displacing and detonating nitroglycerin in natural or hydraulically induced fracture systems; (2) detonating nitroglycerin in wellbore shots; (3) displacing and detonating nitroglycerin in induced fractures followed by wellbore shots using pelletized TNT; and (4) detonating wellbore charges using pelletized TNT. The research on oil shale formations demonstrated that nitroglycerin displaced in a natural or hydraulically induced fracture would detonate, and the explosion would propagate through the explosive-filled fracture. Shooting a pattern of wells in oil shale at 100-foot depth with wellbore charges of pelletized TNT developed a satisfactory interwell fragmented zone. Tests performed on other sites at depths to 385 feet caused fragmentation of rock around the wellbore and provided interwell communication. Fourteen methods used to evaluate the extent and degree of fragmentation in the explosive fractured oil shale are discussed.

"This paper describes an application of lightweight soil in a deep water area to stabilize an existing quay wall at the Port of Tokyo. Super Geo Material, abbreviated SGM, is a type of lightweight soil, which consists of dredged cohesive soil, cement and air foam, and is applied in coastal development work, such as port and airport construction. This paper reports a SGM construction project at the Port of Tokyo by using a SGM special plant vessel, which was deployed for the Tokyo International Airport (TIA) Expansion Project in order to achieve large-scale and rapid construction. The key issue in SGM construction is quality control. One key quality issue is control of the mix proportion of SGM in consideration of volumetric changes due to air foam-breaking during pumping and air foam shrinkage due to water pressure when SGM is placed in deep water. A smart technique for placing SGM is also necessary to prevent quality deterioration when SGM is placed in deep water, for example, increased bulk density and decreased shear strength due to water absorption. This paper introduces an actual case of SGM construction with a particular focus on quality control of SGM during construction.INTRODUCTIONSuper Geo Material, abbreviated SGM, is a lightweight stabilized soil which is used in coastal development work in Japan (CDIT 2008). SGM is applied as a backfilling material behind existing quaywalls or above underground structures in order to reduce earth pressure on the existing structure and improve seismic resistance. SGM has been applied in many coastal development projects. In particular, SGM was used at the Tokyo International Airport (TIA) Expansion Project (Haneda Airport) as the backfilling material at a quay wall at the joint between the reclaimed area and pier part in a new runway (Nagatome et al. 2010a & 2010b, Yamatoya et al. 2010, Mitarai et al. 2011). In this project, large-scale and rapid SGM construction was implemented by the special SGM plant vessels within 6 months under the condition of limited construction period.This paper introduces a new SGM construction project at the Port of Tokyo in 2011. This project employed the special SGM plant vessel, “Ryujin Mark II”, to achieve large-scale and rapid construction within a limited period. SGM was also placed in a deep water zone at the maximum water depth of approximately 15 m. Thus, quality control of SGM was a key issue for meeting project requirements. This paper describes the actual SGM construction in the Tokyo Bay area and quality control techniques for SGM, considering volume changes due to pumping and placement below water."

A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

It has been estimated that 30% of the United States coal reserves occur in the Western States at depths which would preclude exploitation by surface techniques. Much of this coal occurs in seams considerably thicker than those presently mined in other parts of the country. Recognizing the lack of technology and experience in exploiting the thicker seam range the Interior Department's Bureau of Mines is implementing a major "Mining System for Western Coal," research program which has as its ultimate objective the development and demonstration of underground mining methods and technology for extracting these seams. One investigation, being carried out by D'Appolonia Consulting engieers, under contract to the Bureau of Mines, is concerned with design of an entry system for longwall top slicing of thick western coal seams. This presentation presents an overview of some of the problems which have to be faced in designing such layouts.

We propose a dynamic biomechanical simulation method that uses motion capture to evaluate the risk of Work-related Musculoskeletal Disorders (WMSDs). Statistics show that WMSDs accounted for 33% of all non-fatal occupational injuries and illness in construction in 2009, and were a leading cause of temporary and permanent disability. Present methods rely largely on self-reports from workers, observational techniques, and direct measurements of motion and muscle activity to assess awkward postures, physical loads, repetitiveness, and the duration of exposure. While these methods have helped to prevent WMSDs in construction work, they may not be suitable for estimating the internal tissue loads associated with WMSDs. We propose a dynamic biomechanical simulation method to estimate internal forces and moments at each body joint of construction workers with motion capture data. Particularly, we explore the biomechanical loads by simulating active 3D musculoskeletal models based on measured postures and movements. To demonstrate the feasibility of this approach, we studied a ladder climbing task using a portable ladder under controlled laboratory conditions. Postures and motions were determined with a commercial motion capture system (e.g., VICON). The results were analyzed to investigate the feasibility of identifying risk factors based on biomechanical simulation. The results show that the proposed approach allows us to determine the biomechanical basis for WMSDs, and to identify postures and movements associated with excessive physical demands on each body joint. When combined with marker-less motion capture which is our ongoing work, the proposed approach has the potential to assess an individual?s motions and to provide personalized feedback for the purpose of reducing biomechanical loads and WMSD risk in real workplaces.

"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. An estimated 306 million gallons of water and coal refuse slurry drained from the impoundment into the adjacent underground mine. Approximately 230 million gallons subsequently discharged from the underground mine at two portals."

"The “Biohydrometallurgical Center for Strategic Elements (BHMZ)” is a cooperation of 13 departments of the Technical University Bergakademie Freiberg fostering interdisciplinary research along the whole (bio-) hydrometallurgical process chain to extract indium and germanium from sulphide ores. Research comprises methods to (i) bring the respective metal from the source material into aqueous solution and (ii) different approaches to extract pure metal or metal-containing materials from the solution. Within the BHMZ the Department of Underground Mining Methods deals with the design and implementation of an underground testing facility for bacterial in-situ stope leaching in its own “Research and Educational Mine”. The intention is to investigate innovative approaches for leaching technologies by crack initiation due to hydraulic fracturing or water pressure blasting under consideration of leaching kinetics and underground conditions. It is planned to set up two testing units comparing energy input and the metal output of conventional (blasting) as well as one of the innovative technologies. Aim of subproject is to establish an innovative and sustainable method ready for up-scaling. BACKGROUND Metals like copper and zinc mainly occur as sulphide ores in nature. Due to the insolubility of these sulphide minerals the respective metal is commonly extracted by pyrometallurgical processing methods. These methods require several steps of enrichment of concentrates such as flotation and roasting (Figure 1) under extensive energy utilization. Additionally, this arouses the emission of sulphur dioxide gas which can have a negative impact on the environment in form of acid rain, as long it is not caught by sulphuric acid facilities (Schippers et al. 2011). However, to treat the ore on the surface either open pit or underground mining operations are necessary. This implies operation steps from excavating, loading, and conveying/hauling, to dumping with the sub-processes crushing and stashing. Due to the tendency of increasing depth, more complex ores and decreasing ore grades of the mineable deposits as well as increasing energy and environmental costs these conventional mining and processing methods become in general more costly and difficult to apply. Hence, hydrometallurgical processes and especially the suitability of bioleaching as an alternative in-situ method for future mining projects should be examined. Leaching by means of microorganisms is a combination of mining and processing by converting the insoluble metal into an aqueous form. This technology is an economically beneficial and environmentally friendly alternative to pyrometallurgical processing methods especially for primary and secondary low grade ores. Mainly the extraction of copper but also of zinc and lead from sulphide ores is state-of-the-art in surface leaching operations like heap and dump leaching (Figure 1)."

The Bureau of Mines stabilized 10 acres of windblown copper mill tailings at McGill, Nev., by a combination chemical-vegetative procedure. Legumes, winter wheat, wheat-grasses, and wild rye were seeded, and the area was subsequently sprayed with a resinous adhesive chemical to stabilize the sands until the vegetation could grow. During the year since treatment, the area has been well stabilized against wind erosion. The established vegetation appears to be capable of self-perpetuation and renewal without irrigation. The cost of stabilizing the area was $135.50 per acre.

Since closure in 1968, the Wedge Mine, situated adjacent to the Nepisiguit River in New Brunswick, has been flooding with acidic water containing toxic levels of heavy metals. Cominco Ltd. has undertaken a series of pollution control measures to mitigate the threat posed to the river quality. Included has been a successful treatment campaign in 1976 which discharged in excess of 30 million gallons of high-quality effluent from the accumulated volume of mine water. The sources of contamination have been identified as actively leaching waste dumps. A comprehensive program of permanent corrective measures has been prepared which will culminate in mine backfilling. Once completed, the unacceptable burden of water treatment in perpetuity at a non-producing property will be removed.

The Bureau of Mines studied environmental blast effects in six occupied residential structures. Airblast, ground, and structure vibrations were measured both inside and outside residences for seven quarry production blasts. Walls and floors responded to the blast noise and vibration by shaking at their own natural frequencies, often with greater peak particle velocities than the ground outside the structures or their foundations. The vibrations of the houses generated noticeable internal noise, correlating with the arrival of the groundborne energy. The later arriving airblast wave was predominantly at low infrasonic frequencies (1.0 to 1.5 Hz) and had similar amplitude and frequency characteristics both inside and out-side the structures. Significant structural motions resulted from the air-blast overpressures for at least two of the seven blasts. The most severe airblast effect occurred at a house 1,800 feet from a 5,047-pound (200-lb/ delay) blast. This stucture was subjected to a peak 0.16-in/sec particle velocity and 130 dB(L) airblast. The wall of the second floor responded to the ground vibration and airblast by shaking at particle velocities of 0.15 and 0.28 in/sec, respectively. Analysis of these data and those from additional field studies will be used to identify appropriate, safe, and reasonable impulsive noise levels, measurement techniques, and factors of design applicable to minimizing the adverse environmental effects of blasting.

"Extracting any metal, especially specialty metals and rare earth elements, requires an in-depth analysis of the costs and potential revenue as well as a due diligence study of other stakeholder interests. Rare earth projects are generally in the billion dollar US range or above, and thus failure to accurately predict any loss of revenue caused by impurities within the product or additional effluent treatment costs can destroy an otherwise viable study. Two prime sources of input impurity are considered: impurities in the material feed and from reagents. The effect of these impurities factor on both the product (in reduced revenue) and on residual “tailings” that may incur additional unforeseen costs.INTRODUCTION“Truth passes through three stages. Today’s engineer must design with confidence; but do so amidst proprietary secrets and unfamiliar pollutants, which present a myriad of interesting challenges. Is it possible to build a viable rare earth plant to a realistic budget, without destroying that which we cherish? Some see this as contradictory but in reality it is the only viable option.WHEN GOOD PROJECTS FAILWithout rare earths the Copenhagen agreement might be null and void. Running a wind turbine with a 30 tonne conventional magnet requires some hefty engineering and prohibitive investment. Despite their ‘Green metal’ applications, production of rare earths have created environmental nightmares, as Folger stated in 2011 when visiting Baotou, or has Jaing Mainheng who has been quoted by Ambrose Evans-Pritchard 6 Jan 2013. This comment is not a criticism of China; the details are from a 2012 white paper published by the Chinese Government that initiated a $6 billion environmental clean-up. Nor is China unique; other plants have had problems as well. There were toxic leaks in the 1990s from Mountain Pass, and the Mitsubishi Bukit Merah Plant (built in Malaysia in 1958) required a $100 million clean-up."

"One million seven-hundred thousand cubic yards of deep mixing were installed to support an elevation raise of an earthen levee known as LPV 111, which is located in east New Orleans. The deep mixing was done by two contractors using somewhat different technologies, but producing elements of the same size. As part of the quality control and quality assurance program, 507 deep-mixed elements were cored and 5,082 specimens were strength tested in unconfined compression. This paper presents data from the coring and testing program. Very high percentages of the core run lengths were recovered, except during one period for one mixing technology. The coring methods are described, and reasons for the isolated episode of low recovery are discussed. The strength data show that the specification acceptance criteria were satisfied. Statistical parameters of the strength data are provided, and trends between strength and the following factors are discussed: depth, soil type, binder factor, and project-specific experience. Photographs of longitudinal cuts of core specimens are presented. Important lessons learned from this unusually large project are described.INTRODUCTIONThe Lake Pontchartrain and Vicinity Hurricane Protection system included a project known as LPV 111, which is an approximately 5-mile long segment of levee and floodwall located in east New Orleans along the Gulf Intracoastal Waterway and adjacent to Bayou Sauvage National Wildlife Refuge (Cali et al. 2012). The majority of the project consisted of a raise of an existing earthen levee from an existing crest elevation of about 18 ft to a new crest elevation of about 28 ft. The underlying soils were weak and compressible, providing inadequate support for the raised levee. Ground improvement in the form of deep mixing was selected to provide the necessary stability and settlement control for the raised levee.The US Army Corps of Engineers (USACE), New Orleans District, was the governmental agency in responsible charge of the project, including approval of design, construction, and payment. The lead designer was URS Corporation, and the general contractor was Archer-Western-Alberici (AWA), working in alliance with TREVIICOS South (Trevi), who, together with Fudo Construction (Fudo), performed the deep mixing.As part of the quality control and quality assurance program, over 500 production deep-mixed elements were cored, the cores were carefully logged, and over 5,000 unconfined compression tests were performed. In addition, selected specimens were carefully photographed before and after longitudinal saw cuts to expose the interior of the specimens. This paper provides a summary of the coring and testing performed on the production deep-mixed elements."

"Since 1984, the date of the first recorded fatality involving a remote controlled continuous mining machine, 38 miners in the United States have been killed when they were struck by a continuous mining machine. Proximity detection is a valuable tool for preventing fatalities, and the use of these systems is expected to significantly improve safety. Proximity detection provides a means to prevent accidents like these. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a series of underground tests to evaluate the accuracy and repeatability of proximity detection systems under a number of conditions such as varying the orientation and height of the personal wearable device (PWD), moving the PWD close to the trailing cable, and activating the machine’s mining mode. At the 2014 SME Annual Meeting, results from tests on first-generation proximity detection systems were presented. This paper will provide results from the similar tests performed with second-generation systems. The results show that performance has improved. For example, the negative impact of PWD orientation and the trailing cable has been reduced. However, some inconsistencies remain. Notably, performance changes dramatically when mining mode is activated. INTRODUCTION Since 1984 there have been 38 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM) [1]. In August 2011, the Mine Safety and Health Administration (MSHA) published a proposed regulation that would require proximity detection systems on all continuous mining machines except full-face machines [2]. Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHA-approved proximity detection systems are commercially available. MSHA estimates that of the 38 fatal striking and pinning accidents that have occurred since 1984 involving CMMs, the use of proximity detection could have been a preventative factor in at least 28 cases [1]. Furthermore, MSHA estimates that proximity detection could prevent 20% of all deaths throughout the industry [3]. NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system [4] and have recently conducted research intended to develop more advanced proximity detection technology for CMMs [5,6,7,8]. In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate [9,10] and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators [11,12]."

This publication summarizes, for potential contractors and other interested parties, the proposed research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1977 (October 1, 1976-September 30, 1977) under its Advancing Coal Mining Technology program. The objective of these projects is to provide an ordered and sequenced series of advances toward the overall goal of providing the system technology required to increase the productivity of the coal mining process.

To date, Anglo American Research Laboratories (AARL) has carried out several projects, based on the techniques developed in AMIRA International LimitedÆs (the mineral industries research association) AMIRA P9 project, to develop models for several Anglo Base Metals flotation plants. Further detailed analysis of the data which was generated has realised additional benefits: the various hydrodynamic measurements were useful in comparing cell operating parameters to literature sources, while the laboratory batch tests give an indication of plant recovery potential. A detailed cell by cell mass balance, which is a critical feature of the modelling process, is in its own right a valuable diagnostic tool. Several examples of how this can be used to highlight potential improvement areas in the plants are presented. The added understanding gained from sampling each cell is clear and this is shown to more than compensate for any necessary modifications needed to allow sampling to take place. The model fitting process generates an ore floatability distribution, which is used in the JK SimFloat simulation package to assess the effect of possible changes to each of the circuits. An example of an actual circuit change as a result of this approach is presented. The current limitations of and the potential improvements to the modelling process are also briefly discussed. Future models will be extended to include enhanced size and mineralogical information where the basic models suggest this has potential to improve understanding.

Poland lies at the junction of three geologic provinces: the East European Precambrian platform, the Middle European Paleozoic platform, and the Alpine orogenic belt comprising the Carpathian Mountains. However most of the rocks that contain mineral deposits and many of the recently explored and mined deposits are commonly hidden under thick overburden, sometimes up to over 500 m thick. The discovery of these mineral deposits was due to the combination of geologists talents for inference and the keen interpretation of geophysical data ultimately tested by drilling. Examples of such use of the state-of-the-art geology include the following: 1. Sedimentologic and paleogeographic reconstructions led to the discovery of 8.8 Gt of bituminous coal under 500 m of Jurassic and Cretaceous cover in the Lublin basin, 2. Tectonic and paleogeografic data suggested a potential for discovery of burried Upper Permian copper de-posits on the Foresudetic monocline; subsequent exploration discovered 75 Mt of copper and 0,17 Mt of silver, 3. Geological interpretation of gravity and magnetic da-ta combined with sedimentologic data and regional subsur-face geology resulted in the location of 1.3 Gt of Fe-Ti-V ore in the Precambrian basement of northeastern Poland under -500 m of cover 4. A combination of metallogenic theory and geological interpretation of regional geophysical mapping led to the discovery of Caledonian-Hercynian granites and grano-diorites with accompanying porphyry-type Mo-W-Cu ores below 300 m cover on the northeastern border of the Upper Silesian coal basin 5. Tectonic reconstructions based on gravity and seismic data combined with theory on the origin of native sulfur led to the discovery of 1.0 Gt of native sulfur under cover up to 300 m thick. Five deposits were found at the northern margin of the Carpathian Foredeep. The other deposits found include lignite, polyhalite, lead-zinc ores.

Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations. "A worldwide decline in competency levels of practicing metallurgists over recent decades has become clearly evident and is a common topic of discussion among senior practitioners and professional associations. The associated impacts on the industry are material and include operational inefficiencies, missed optimisation opportunities and suboptimal new plant designs. There are many contributing factors to this condition. Decrease in competency is particularly evident both in regions where imbalance between supply and demand has led to a general reduction in experience levels for comparable roles over time and in emerging regions where a rapid rise in demand for practitioners has occurred in conjunction with rapid economic development and industrialization. The context, depth and breadth of education curricula and levels vary with location such that solutions to the technical competency dilemma may need to be developed specifically for each region with these influences in mind. Delivering, demonstrating and maintaining competencies are a critical requirement of undergraduate training and ongoing professional development. Other factors such as generational and cultural characteristics and expectations, political influences, role requirements and employment reward and recognition systems all play a critical role in determining if core competencies can be effectively developed, applied and subsequently maintained. This paper reviews factors impacting and some common approaches to competency development. The authors’ experiences in the management of professional development efforts within the global industry are reviewed and a blueprint proposed to address industry requirements in this area."
