"Mitigation may be considered a hurdle when it comes to environmental permitting. For complex projects with site specific mitigation plans, the time to devise those plans and get them approved can be a long and costly endeavor. However, mitigation options are expanding and the mitigation banking industry has grown tremendously over the last two decades, helping projects move forward with less debate. Mining companies are recognizing the value that mitigation banks provide in helping to shore up project timelines and costs. Where possible, companies are taking advantage of the opportunities to buy credits from thirdparty providers offering mitigation bank credits. In some instances, mining companies are taking matters into their own hands by establishing mitigation banks to realize their own mitigation freedom. That can have its advantages and disadvantages, as discussed below. All in all, the expansion of mitigation options has streamlined the permitting process, introduced flexibility, improved project permitting timelines and loosened the permitting girdle.Compensatory mitigationCompensatory mitigation involves actions taken to offset unavoidable adverse impacts to wetlands, streams and other aquatic resources and authorized by Clean Water Act section 404 permits and other permits. As such, compensatory mitigation is a critical tool in helping the federal government meet the longstanding national goal of ‘‘no net loss’’ of Waters of the U.S., both in acreage and function.Section 314 of the National Defense Authorization Act for Fiscal Year 2004 required the Secretary of the Army, acting through the Chief of Engineers, to issue regulations “establishing performance standards and criteria for the use, consistent with Section 404 of the Clean Water Act, of on-site, offsite, and in-lieu fee mitigation and mitigation banking.” The provision also required that those regulations ‘‘maximize available credits and opportunities for mitigation, provide flexibility for regional variations in wetland conditions, functions and values, and apply equivalent standards and criteria to each type of compensatory mitigation’’ (73 FR 19595). The result was the Final Rule on Compensatory Mitigation for Losses of Aquatic Resources issued in 2008 (33 CFR Parts 325 and 332).”"

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), we showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/t of REEs occur in AMD and AMDp, respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits.

In many construction projects and in most quarrying operations drilling and blasting remains the only feasible method of loosening rock in the removal of rock or overburden, the development of the quarry and in the production process of crushed stone. Often, a blasting plan is required for the project or the quarry’s permit with primary concerns over safety and site security, and compliance with environmental regulations or standards. From this plan, a blasting program has to be developed considering the varying requirements of production, the advance of the mineral extraction and the environmental impact. The actual blast design requires a planning and optimization process. This optimization process is driven by the blasting technicians/engineers, project or mine management and often by community concerns. The blast design process comprises the selection of blast parameters, including the explosives, and the actual layout of the blast. Design tools and controls range from conventional methods based on established blasting practices to advanced design tools or computer models. Blast monitoring and evaluation can also range from empirical to advanced blast assessment. The data and information from each blast or a series of blasts can further be used in the optimization process. Its success depends upon recording the data, the timely transformation of the data to relevant information, and the development of process oriented knowledge. The elements of the blast design process are summarized and described with examples of state-of-the art engineering controls. The reporting and monitoring of individual blasts is discussed with respect to data management and information systems. A conceptual overview of the components and interfaces of a blasting program is given and discussed on the background of technical, management and community concerns.

Panel-scale modeling of stress changes induced by longwall coal mining is a challenging problem, particularly in deep mines of the western United States. Two common approaches to this problem are the empirical and boundary element modeling methods. One boundary element method, LaModel, was recently calibrated to field measurements at a mine in Colorado (Larson and Whyatt, 2012). However, the calibrated overburden properties were extreme, resulting in very low estimates of gob loading. Next, the empirical method was calibrated to field measurements and applied to the problem, but this approach clearly extrapolated this method well beyond the characteristics of underlying cases. This paper examines a third option, the elastic continuum boundary element program Mulsim. The program was expanded to handle LaModel-size meshes in a version dubbed Mulsim/ Large. Properties for the elastic, homogeneous overburden model in Mulsim were estimated as a thickness-weighted average of typical published elastic properties for each major stratum. These properties, along with a commonly used pillar strength equation and coal properties, produced the measured load transfer distance and reasonable gob loading without further calibration. Given the number of input parameters required for all of these methods, it is not surprising that LaModel and the empirical approach could be adjusted further to incorporate similar gob loads. However, these extraordinary measures failed to bring gate road pillar loading in line with Mulsim results. Differences in pillar load estimates continued to be significant (as large as 65% in this study). These results demonstrate that, for this particular case, the choice of analysis method impacts results in ways that cannot be removed by calibration of input parameters. Finally, the natural fit between the Mulsim model and mine conditions suggests that approximating overburden at the particular site used for this research as an elastic continuum is superior to the alternatives examined.

The Mary Kathleen tailings storage facility (TSF) contains 7.1 Mt of uranium mill tailings. This waste repository was rehabilitated in the mid-1980s using a multibarrier dry cover. At the time of mine closure, it was predicted that acid mine drainage (AMD) generation would not eventuate and that uranium, heavy metals and radionuclides would be adsorbed within the tailings and not seep from the TSF into the environment. This study reports on the environmental status of the TSF. Gamma-ray measurements indicate an intact dry cover of the waste repository. However, seepage (~0.5 L s-1) of acid (pH 5.71), saline (0.31 per cent), high conductivity (8.8 mS cm-1), slightly oxygenated (DO 2.6 mg L-1), radioactive waters occurs from the toe of the tailings dam into the former evaporation ponds and local drainage system. Seepage waters are calcium-magnesium-sulfate rich with elevated Fe, Mn, Ni, U and Zn values. Oxygenation of tailings seepages causes the precipitation of Fe and coprecipitation and adsorption of other metals (Pb, U, Y), metalloids (As), rare earth elements (Ce, La) and radionuclides (U-235, U-238, Th-227). In contrast, Ba, Ni, Sr, Mn, P, S, Ca, Mg, Na and K as well as Ra nuclides (Ra-226 and Ra-228) remain in solution until pH neutralisation and evaporation lead to their precipitation in efflorescences and sulfate-rich evaporative sediments further downstream. Dry capping of Mary Kathleen uranium mill tailings has resulted in physical containment of the wastes. The dry cover shows no signs of erosion and radiation levels are within acceptable limits. However, the flow rate of surface seepage from the TSF occurs at a much higher rate than predicted. Also, the neutralising potential and adsorption capacity of the tailings and underlying aquifer were overestimated at the time of mine closure. AMD has developed mobilising metals, metalloids, rare earth elements, alkalis, radionuclides and sulfate from the waste repository into surface water seepages.

Known resources of nickel laterites considerably exceed nickel sulfide resources and there is a growing consensus that most new nickel production will be sourced from laterites. The development of nickel laterite projects is very capital intensive due to inherently low grades, inability to concentrate ore prior to processing, complex processing technology and typically large infrastructure requirements. This has resulted in most recently proposed projects being "mega-projects," to achieve economics of scale. However, this may result in unacceptable project risk in many cases. Furthermore, many known laterite resources are not large enough to support a mega-project. This paper describes an alternative model for nickel laterite project development that allows, smaller scale and reduces capital exposure. The U.S. Bureau of Mines is conducting research on underground stope leaching of metalliferous ores to minimize the environmental impact of ore processing on the surface and to maximize minable reserves. An aspect of this research is to minimize pregnant solution losses and/or groundwater contamination by leach solutions. Bulkhead design and construction are important issues for solution control and stope leaching economics. A reinforced concrete bulkhead was designed, constructed, and tested for solution control in an underground mine near Idaho Springs, CO. This paper presents the bulkhead design methodology and construction procedure.

Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

The accumulation of damage due to localized corrosion [pitting, stress corrosion cracking (SCC), corrosion fatigue (CF), crevice corrosion (CC), and erosion-corrosion (EC)] in complex industrial systems, such as power plants, refineries, desalination systems, etc., poses a threat to continued safe and economic operation, primarily because of the sudden, catastrophic nature of the resulting failures. Of particular interest in managing these forms of damage is the development of robust algorithms that can be used to predict the integrated damage as a function of time and as a function of the operating conditions of the system. Because complex systems of the same design rapidly become unique, due to differences in operating histories, and because failures are rare events, there is generally insufficient data on any given system to derive reliable empirical models that capture the impact of all (or even some) of the important independent variables. Accordingly, empirical models have generally failed to provide a robust basis for predicting the accumulation of corrosion damage in complex systems under realistic operating conditions. The alternative prediction philosophy is determinism, in which the development of damage is described in terms of valid, physico-electrochemical mechanisms with the output being constrained by the natural laws. The differential damage is then integrated along the corrosion evolutionary path for the system (i.e., over the future operating "history") to yield the desired integrated damage, which is the quantity that is most useful to an operator. In this paper, we review the theory of predicting corrosion damage within the framework of Damage Function Analysis (DFA), with particular emphasis on the pitting of aluminum in chloride solutions and on the accumulation of damage from SCC in Type 304 SS components in the primary coolant circuits of Boiling Water (Nuclear) Reactors (BWRs). These cases have been selected to illustrate the various phases through which localized corrosion damage occurs.

"At most operating mines, geostatistical are reserve estimation methods have been implemented by head office or consulting groups . With recent advances in small computer technology it is now possible for a remotely-located mine department to independently implement a geostatistical package.This paper describes the evolution of geostatistical routines to calculate the mineral inventory for porphyry type copper/ molybdenum or similar are bodies. The problems encountered in down sizing the geostatistical routines to run using limited minesite computing facilities are discussed. The high quality of the results, in spite of some compromises to geostatistical theory, is emphasized.The first stage entailed the development of a mineral inventory based on diamond drill data. The difficulties in fitting variogram models to two metals, copper and molybdenum, and the shortcomings of the mineral inventory due to the mixing of lesser quality exploration data with data from more recent diamond drilling are discussed.To improve the ore reserve estimates for short-term planning, a mineral inventory was produced using both the diamond drill and production blast hole drilling data. This inventory, when compared to actual grades, was found to be quite satisfactory for short-term planning. The inventory also provided a reliable data base for long range pit design and financial planning. "Underground coal gasification (UCG) is recognized as an efficient mining technique capable of chemically converting the coal from deep coal seams into synthesis gas. Depending on the main constituents of the synthesis gas, chemicals, electricity, or heat can be produced at the surface. This paper provides a high-level graphical method to assist practitioners in developing preliminary gasification processes and experimental programmes prior to detailed designs or field trials. The graphical method identifies theoretical limits of operation for sensible gasification within a thermally balanced region, based primarily on the basic coal chemistry. The analyses of the theoretical outputs are compared to actual field trials from sites in the USA and Australia, with very favourable results. A South African coal is studied to determine the possible synthesis gas outputs achievable using various UCG techniques: controlled retractable injection point (CRIP) and linked vertical wells (LVW). For CRIP techniques, an important result suggests that pyrolysis, and subsequent char production, are important intermediate phenomena allowing for increased thermal efficiencies of UCG. The conclusion is that South African coals need to be studied for pyrolysis-char behaviour as part of any future UCG programme. The results also suggest that UCG with CRIP would be a preferred technology choice for Bosjesspruit coal where pyrolysis dynamics are important. Lastly, the use of CO2 as oxidant in the gasification process is shown to produce syngas with significant higher heating value. Introduction and literature surveyCoal is a commonly utilized fossil fuel, providing over 40% of global electricity demand and about 90% of South Africa’s primary energy needs. However, less than 20% of the known world resources are suitable for possible extraction using conventional surface and underground mining techniques (Andrianopolous,, Korre, and Durucan, 2015). Underground coal gasification (UCG) has the potential to recover the energy stored in coal in an environmentally responsible manner by exploiting seams that are deemed unmineable by traditional methods. The UCG process, if successfully developed, can increase coal reserves substantially. For example, in the Limpopo region of South Africa alone, the estimated potential for UCG gas, based on existing geological records, is over 400 trillion cubic feet (TCF) natural gas equivalent – this is about a hundred times more gas than the existing 4-TCF Pande-Temane natural gas field reserve in Mozambique (de Pontes, Mocumbi, and Sangweni, 2014)."

Successful management of geotechnical risk at a mining operation is more than just having a good ground control management plan or using advanced numerical modelling and the latest monitoring technologies. The fundamental requirements for effective geotechnical risk management include identification of potential failure modes, identifying and implementing appropriate controls, and demonstrating the effectiveness of those controls. Effective geotechnical risk management requires an integrated approach by confirming that appropriate risk management systems have been identified and implemented (management plans, procedures etc), and that these systems are executed consistently in the field across all working areas. Development of a thorough integrated auditing process executed by an experienced team of technical subject matter experts with substantial operational knowledge, provides a more complete picture of catastrophic hazard management. Following consistent evaluation criteria allows benchmarking of systems and implementation compliance between the sites being audited, and the results can then be ranked against other operations in an industry database.

The developed processes, the subject of this paper, extract the hydrocarbons, halogenated organic compounds and metal contaminants from hazardous soils, rendering them non-hazardous and ready to be placed back on the ground. The processes first segregate a non-contaminated fraction from the contaminated soil. This initial task is performed using available minerals processing technology: sizing, gravity separation, magnetic separation, froth flotation, etc. The remaining contaminated fraction, is submitted to two leaching operations for the removal of organic and metal contaminants, whenever both are present or to a single leaching operation if only one type of contaminant is present. The decontaminated soil fraction is mixed with the non-contaminated fraction and is placed back on the ground. The leaching liquors, used at neutral pH, are non- hazardous. After decontamination the liquids are processed to extract the contaminants, now valuable materials, for commercialization. Organic contaminants are removed by distillation of the solvents. The metal contaminants are precipitated in their oxide form. In both cases the regenerated solvents are recycled. The decontamination processes are economically competitive with transportation and disposal of the soils to permitted facilities for hazardous materials, and most importantly the developed processes remove the liabilities from the Responsible Parties. The law establishes that these liabilities do not disappear with either fixation nor with transportation and disposal since the environmental liabilities are of the ? cradle to grave? type.

"The interest in the use of sensor-based particle ore sorting has increased significantly with the recent advances in the sorting technologies and higher capacities per unit. This technology has the potential to provide great value in processing lower grade ores from the mine whilst delivering higher grades to the mill as well as in upgrading waste rock into ore. Typically, the focus is on the amenability of the ore to ore-sorting and associated reductions in the consumption of energy, water and consumables. However, layout has a significant impact on the installed cost of a concentrator and the layout impacts from fitting an ore-sorting circuit into the concentrator plan need to be carefully considered. This paper examines layout considerations that play an important role in ore sorting projects. These include additional crushing and screening requirement, transportation of the rejected material back to the waste stockpile (mine fleet requirements) and effects on concentrator footprints.INRODUCTION Ore sorting has been practiced throughout history with an early report by Agricola in 1556. Metallic and non-metallic minerals were extracted from rocks by laboriously breaking them with hammers and picks and hand-picking selected material with higher grade off a table. The concept has not changed but the sorting technology has evolved significantly over the last 20 years. Ore sorting is usually a dry process in which a portion of the material is rejected based on mineral properties and/or grade. The methods used for sensing ore particles cover a large range of physical properties. A variety of sensors are available that differ on the discrimination technique that is used, which include: photometry, radiometry, conductivity, magnetism, microwave, X-ray transparency: X-ray transparency and luminescence and UV fluorescence (Sivamohan and Forssberg, 1991; Wotruba, 2006). There are two main ore sorting techniques: particle ore sorting and bulk ore sorting. According to Nadolski et al (2018), the potential for sorting is determined though analysis of grade heterogeneity within the orebody (greater heterogeneity represents more opportunity to add value to a project) at the scale of the intended sorting unit size."

In a tunnelling site in Japan, it was found that detonators failed to initiate with their shells and primary explosive intact. Their capacitors, however, were discharged due to some damage on the application-specific integrated circuits (ASICs). These detonators are distinctly different from other commonly observed failures, where the shells are rather crashed due to excessive dynamic pressure received from neighbouring blastholes which fired earlier. Such incident has not been reported elsewhere. Detonator failures during a blast are deemed not safe and can cause disruption on the project productivity. It is therefore desirable to understand the origin of such event. Various measurements were conducted to diagnose the problem, but the root cause had yet to be identified. This paper applies a discovery from a 60-year-prior-laboratory experiment and formulates a theory that could explain the observed detonator failure and predicts the measurements and observations.

AGGREGATE With an annual domestic production of over 1.6 billion tons at a value of over $2 billion (see Table 15.1.1), the production of aggregate (crushed rock, sand, and gravel) is a basic industry of utmost economic importance. Because of the role of aggregate materials as essential ingredients of concrete, asphalt surfacing, and plaster, their delivered prices are major factors in determining the cost of construction. The annual domestic production comes from nearly 10,000 plants. About 15% of these plants account for over one-half the production. In a rapidly inflating economy, the average mine sales price of aggregate has remained relatively stable. The actual mine sales prices, however, vary greatly depending on quarrying costs in various parts of the country. Of much more importance in construction costs, however, is the delivered price of aggregate. This varies for each job, depending on the distance from the quarry and resulting transportation costs, as well as the initial cost at the mine. Because of a proliferation of regulations limiting new quarries in the vicinity of the encroaching urban sprawl, the average distance which aggregate must be transported has been increasing rapidly. Although it is impossible to derive an average delivered cost for aggregate, it should be noted that even an increase of only $1 per ton in average delivered cost over the last decade (probably a minimal assumption) would mean an annual cost $1.5 billion higher than ten years ago. In recent years, structural engineering considerations, as well as an increasing use of lightweight concrete blocks, have resulted in a rapidly increasing demand for lightweight concrete and plaster, the essential ingredient of which is lightweight aggregate. Principal lightweight aggregates are: pumice, slag, perlite (thermally expanded hydrous volcanic glass), vermiculite, and expanded shale, formed by the thermal expansion of shale and slate. The United States now has the capacity to expand, annually, over 13 million tons of shale and slate and to expand over 600,000 tons of perlite. In locating a site for aggregate production. the following factors must be considered: (1) tonnage available; (2) quality of aggregate (including local variations); (3) distance from major use areas; (4) transportation costs, including those resulting from present and possible future haulage restrictions; (5) zoning regulations; (6) operating costs, including the cost effects of compliance with local regulations governing blasting, air pollution, water pollution and drainage, noise levels, and operating periods. At one time, locating a suitable site for the production of crushed rock, sand, or gravel, in most areas, was regarded as an extremely simple task. Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.
