Experience from Australia had identified what is referred to as nonconventional surface subsidence behavior. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence,” and far-field horizontal movements, occurring even beyond conventional “angle of draw” limits. This paper discusses such behavior recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam, leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900 ft to the north, mining at depths of 330 to 720 ft. Investigations, including a subsequent ground movement monitoring program, found a range of evidence in the vicinity suggesting that valley closure and farfield horizontal movements may have occurred, resulting from the adjacent mining. Besides discussing the phenomenon of nonconventional subsidence behavior and the Ryerson State Park case study, this paper includes an assessment of the mining, geology and subsidence impacts and suggested ground behavioral mechanisms.

Demand for metals will continue to grow as global population numbers and prosperity levels steadily increase. Consequently, there will continue to be a need to design and construct new metallurgical plants. Business success in general requires projects to be financially successful and return appropriate value to their owners. However, in the metals industry, private and public sector financing sources have become very sensitive to the perceived inability of projects to contain costs and meet other business objectives. Thus, the capital for projects has become more difficult and expensive to obtain. It is instructive to note that Ernst and Young (2011) identified that: “Delivery of predictable project results bestows competitive advantage and market confidence to those corporations who successfully instill this discipline”. The implication for future projects is that they must be systematically developed to minimize perceived risks—and more importantly—to demonstrate that the risks are managed to achieve the business case. Then, provided that the project has been developed in a well-structured way, project success can again be defined as a project with: a final cost within 10% of the budget approved at the end of FEL3, when the project is properly defined and the permit conditions are agreed upon; a start-up date within three months of the definitive, scheduled startup date; production levels at 85% of design capacity within a year of starting commercial operation; production meeting the target environmental restrictions; and with zero lost time accidents during construction and startup. The plant design is one of many integrated activities required to achieve these objectives. This book represents a valuable link between the existing engineering literature that encompasses a wide range of engineering fundamental textbooks and design manuals and the project management literature such as the Project Management Body of Knowledge, or PMBOK® (Project Management Institute, 2014). It is evident throughout this book, that the design team is a small but essential part of a much larger project team comprising the project management, construction management, and construction contractor staff. Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend towards mega-projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What’s it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible, conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions, however, companies who do not adequately plan for these future expenditures when there is no off-setting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

The mine is located on Highway 117 connecting Val d'Or to Montreal and very close to the main railway networkHistoryFive successive exploration attempts by Aur Resources resulted in the discovery of the large Louvicourt orebody in June 1989. Construction of the surface and underground infrastructures commenced in the spring of 1991. Milling operations commenced in July 1994. The entire project cost CDN$290 million, almost CDN$20 million less than initially estimated. The concentrator infrastructure cost CDN$64 million.Louvicourt mine is owned in partnership by Novicourt Inc. (45%), Teck Corporation (25%), and Aur Resources Inc., the administrator (30%).Brief DescriptionLouvicourt mine is the largest producer of base metals (Cu and Zn) in Abitibi-Temiscamingue. Its average daily production is nearly 4300 t of ore, for an annual production of 200 000 t of copper concentrate (28% Cu) and 33 000 t of zinc concentrate (57% Zn). More gold is being produced now than ever before in recorded history. All over the world huge quantities of ore are being mined and processed, thanks to historically high prices for gold and the use of processing techniques demonstrated as cost efficient in the last 20 years. Over the past 10-15 years prices for many other metals have been depressed, and gold has accounted for a significant proportion of worldwide exploration and development expenditures(l)1. The revenues generated from gold mining are providing greater return on investment, more jobs, and more tax revenues to national governments than ever before. Emerging nations are using the gold industry as a springboard for development; developed nations are continuing to fuel their economies with gold industry revenues; and China and countries of the former Soviet Union are using the gold industry to generate foreign exchange, modernize their mining industries, and take the first tentative steps toward private sector participation in their economies.

"Dynamic centrifuge tests were performed on unimproved and improved soil with soil-cement column models. The reinforcing effect of isolated soil-cement columns for reducing liquefaction potential and ground deformation in improved soil were investigated. This paper presents the observed acceleration, pore pressure, and settlement responses under an earthquake base motion for both unimproved and improved soil models. In addition, lateral reinforcing effects of soil-cement columns were also investigated in terms of site stiffening effects and the increasing natural frequency of improved soil. The test results show that the soil-cement columns were rather ineffective in preventing liquefaction triggering in improved soil and in significantly reducing the magnitude of the resulting soil settlement compared to the model with unimproved soil profile. Furthermore, the predicted natural frequency of the improved soil profile estimated using existing design equations is shown to be significantly higher than the observed natural frequency inferred from centrifuge tests results. These design equations assume shear strain compatibility between the columns and the surrounding soil. On the other hand, revised design equations that account for shear strain incompatibility between column and surrounding soil are shown to give reasonable estimates compared to the observed natural frequency of the improved soil model.INTRODUCTIONGround improvement using stiff columns (e.g., stone columns, deep-soil-mixing columns, and jet-grout columns), are often used in practice to reduce liquefaction potential (and associated deformations) in loose soil sites. Typically, saturated silty soils are difficult to densify or drain rapidly due to their lower hydraulic conductivity, so densification and drainage techniques of improvement are often found to be ineffective. Instead, the shear reinforcing mechanisms of stiff columns are considered effective for reducing the seismic stresses and strains, and thereby reducing liquefaction potential in the enclosed saturated silty soils (Baez 1995, Adalier and Elgamal 2004, Mitchell 2008)."

In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.

Construction of the 5,932-ft Reedy River Basin Sewer Tunnel in Greenville, SC was marked by a critical transition from drill-and-blast mining in mixed-face conditions to TBM excavation with limited rock coverage. In this paper, we discuss the geological, geotechnical, and risk management considerations for transitioning to TBM operations in variably weathered gneissic bedrock. After construction of an unexpected 230-ft starter tunnel due to differing site conditions, the 11-ft diameter TBM was successfully launched in December 2019 without significant ground support issues. This project highlights the effectiveness of extensive rock probing to fully characterize bedrock topography prior to the TBM launch.

In arid and semi-arid areas evapotranspiration (ET) cover systems are often used to mitigate contaminated seepage from hazardous mine waste into the adjacent environment. The theory of ET covers is based on the water balance equation with the aim of minimising seepage. While cover systems are commonly trialled, the influences of variability in climate and cover structure on water balance equation parameters are seldom investigated.Water balance equation parameters and their variability were analysed for two ET cover trials constructed from benign waste rock in semi-arid Australia. Seasonal and inter-annual variations in rainfall critically influence cover performance. For successful cover system operation, the average return periods for higher than average rainfall should be taken into account. In addition, failure of ET covers has a higher probability in areas with marked rainfall seasonality. Water holding capacity and plant available water content are low in covers constructed from waste rock. Changes in water holding capacity due to variation in particle size distribution are likely and critically influence cover performance. The application of topsoil can be beneficial for water ingress control through run-off, but a balance has to be struck between run-off, erosion and plant available water. Changes in vegetation composition only influence evapotranspiration water losses at plant coverage exceeding 50 per cent, which is unrealistic in semi-arid areas. This study showed that the capacity of ET cover systems to hold and dispose of received rainfall is often lower than assumed by industry practitioners. This proposal, based on the CIEMAN Cajamarca - Hualgayoc initiative, focuses on “Transforming Abandoned Mine Lands’’ We aim to study and assess the feasibility of an innovative rehabilitation method. Contaminated soils will be moved from the upper to the lower site, encapsulated with geosynthetic barriers, and covered with topsoil. The decontaminated upper area will be used for planting trees and large-stemmed plants for hiking and tourism, while the lower encapsulated area will support livestock and short- stemmed crops. This study will evaluate the economic viability and multi-use potential of this technique, promoting sustainable land recovery in Cajamarca, Peru.

"A theoretical framework based on a detailed analysis of mine operations data from an oil sands mine in northern Alberta and the static simulation of truck cycle times are developed, verified, and validated in this paper. Implementation of this framework provides better results than existing tools that rely solely on manufacturer data. This, therefore, aids in efficient equipment planning for the life of the mine. The use of this framework to modify existing productivity curve estimation methods currently in use at the mine site is also proposed. This method replaces “loaded flat haul” with “loaded effective flat haul” in the productivity estimation. The Respiratory Hazards Control Branch of NIOSH routinely conducts laboratory and mine-site evaluations of dust control technologies. Gravimetric and instantaneous dust sampling instruments are used in these evaluations to measure and document dust levels to determine worker exposure. The Thermo personal DataRam (pDR) is an instantaneous sampler that uses light-scattering technology to provide relative measures of airborne respirable dust. The pDR can be used in active and passive modes to measure respirable dust levels. Tests were conducted to evaluate the sampling performance of active and passive pDR operation relative to each other and. against a gravimetric sampler (the accepted standard for respirable dust measurement). The purpose of the test was to determine if the pDR can be used effectively in the passive mode in higher velocity airflows (up to 5.1 m/s (1000 fpm)). Studies of the pDRs in both modes of operation were conducted in a controlled laboratory environment and in field situations. Dust measurements using pDR units in both modes of operation were recorded in ve¬locities ranging from 1.0 to 5.1 m/s (200 to 1000 fpm). Tests were conducted in ambi¬ent air and in air with the addition of moisture. Results show that, although the units measure different concentrations in their respective modes of operation as compared to a gravimetric sample, the relative readings can be corrected to yield accurate dust measurements.

"The Blind shaft boring method is a mechanised process of excavating large diameter vertical shafts downward from the surface. It is a rotary drilling technique eliminating any requirement for personnel to enter the shaft or access underground workings during drilling and lining phases. Excavated material is delivered to surface carried by a flow of circulating fluid through the centre of drill rods. The drill assembly is suspended from a large A-frame rig and powerful winch at ground level providing vertical thrust to a hard rock cutter head. INTRODUCTION The Southern Coalfields Ventilation Shaft was constructed at a mine, 45 km north-west of Wollongong. The 5 m finished diameter (6.2 m drilled) shaft reaches a final drilled depth of 517 m, the deepest, fully lined blind bored vent shaft to date in Australia. Operated by a mining company in the Southern Coalfields, the expanding mine required a new ventilation shaft and associated surface infrastructure to service future operations. An assessment of future ventilation requirements for the coal seam operations identified a need to improve the capacity and reliability of the existing underground ventilation system in order to ensure a safe and efficient underground working environment. Installation of the new upcast ventilation shaft was determined to be the most cost effective and reliable solution to provide adequate ventilation for underground operations. The completed shaft is smooth and fully lined with steel/concrete composite liners that are hydrostatically sealed. The shaft lining is designed to meet the mine ventilation requirements for a service life of 20 years. The shaft intersects the top of the working section of the coal seam at approximately 513 m of depth. This includes the shaft collar depth and shaft bottom profiled intake section.PROJECT METHODOLOGY AND INDUSTRY BEST PRACTICE The shaft was drilled using the blind bore method, an innovative construction technique and an alternative to the traditional methods of sinking deep and large diameter shafts, such as raise boring and conventional drill and blast shaft sinking. The blind bore method allows the shaft to be drilled from the surface down without anyone having to enter the shaft or the mine during the construction process. This is by far the safest method of shaft construction and is especially suitable for difficult ground conditions where there may be unstable or water-charged strata. As this method involves drilling from the surface downward, shafts can be completed ahead of the underground mine development. Thus, allowing underground operations to focus on development and production without the conflicts of managing ventilation priority for underground contractors and mucking out spoil from excavation workings."

A foundation value engineering redesign is a collaboration between the project owner, original design team, general contractor, foundation contractor and redesign team. Without the acceptance and collaborative effort of all the stakeholders, the redesign process is doomed to failure. For the addition at the Hackensack (New Jersey) University Medical Center (HUMC) we had just such a collaborative effort for the drilled shaft redesign. For a successful redesign effort, the collaboration between the foundation contractor and their redesign team needs to fully exploit the contractor’s specific equipment and experience and convey how to apply this to the project as a whole to ensure everyone is confident that the project design goals are being met. For the HUMC project, applied load testing of the drilled shafts (bi-directional and lateral) were used to provide ultimate geotechnical design values for the redesign effort. By utilizing the contractor’s preferred equipment and the redesign team’s testing and application expertise, the redesign collaboration was able to enhance a good design and make it into a great project.

Helical piles have become a widely used deep foundation system in recent years due to their many inherent advantages. The cone penetration test (CPT) is commonly used in geotechnical practice to evaluate subsurface conditions for deep foundation design as the method provides a continuous soil profile in a short amount of time, measures in-situ soil strength, and in many ways behaves similar to a “mini pile” during penetration. In the CPT test, an instrumented cone is hydraulically advanced into the soil at a constant rate. As the cone is advanced, strain gauges embedded in the cone body continuously measure the tip resistance and side friction. In addition, a piezometer element is commonly used to measure the (dynamic) pore water pressure in the soil as the cone is advanced. A study was conducted comparing the CPT tip resistance to helical pile installation torque and capacity. In this paper, the outcome of this study was compared with historical data of helical pile installation torque records, static analysis predictions using commonly used techniques, and pile load test results over a wide range of soil conditions. A literature review was also conducted where a comparison was made for CPT tip resistance and helical pile installation torque data with previously published correlations.

"This paper presents a case study on the design and construction of a deep underground pit structure constructed inside almost a century old existing plant building. The complexity and challenge for the design and construction lay in executing the work in a difficult subsoil condition especially the presence of deep mica schist. The limited space availability in the existing plant for construction work without hampering regular production in other adjoining areas of the plant made the execution more challenging. Experience with difficult subsoil and proximity to old foundations entailed a non-conventional engineering approach while ensuring complete safety in spite of maintaining the normal operation.INTRODUCTIONTata Steel Processing and Distribution Limited (TSPDL) is a subsidiary unit of Tata Steel Limited (TSL) having a CR processing facility inside the premises of Tata Steel Limited. TSPDL intended to install equipment for a new slitting line inside the existing shed including construction of very deep structure called “loop pit” where the strips from cut CR sheets collect in the form of loops and are recovered as scrap. The entire plant is located within the shed of existing plant. The construction of all foundations including the loop pit is to be executed in the limited area without disturbance to normal production work in balance areas of the plant and also maintain safety and integrity of existing structures.The existing shed is an old structure constructed approximately 80 years ago. The building column foundations are gravity type design of brick masonry supporting only the vertical load from the columns. This type of foundation designed with no eccentricity of loading provides no allowance for implementing any foundation stabilizing design. The present project required civil construction for the new equipment foundations safely within this area."

"THE CHALLENGE The 14km long, Arlbergtunnel, closed for public traffic during summer 2015, receiving a comprehensive and substantial renovation from 2015 to 2017. The main works discussed here, carried out during 2015, comprise 37 drill and blast SEM/NATM emergency escape tunnels from road level to the ventilation duct plenum have to be constructed as well as eight additional lay-by niches and three transformer tunnels. This presentation comprises the construction ventilation design, designed according to national regulations, suitable for 150 employees working 24/7 simultaneously at more than 40 single working sites lined up along the tunnel. The ventilation-system chosen was utilising two existing shafts for intake/discharge and a cross passage to surface, to handle a total fan power of 1.600kW. DESCRIPTION OF RENOVATION WORKS Linking Tyrol and Vorarlberg, two Federal States of Austria, the Arlbergtunnel is a single tube two-way road tunnel with vent duct plenum, constructed in the mid-1970s. According to latest EU legislation, additional escape exits have become obligatory. The existing seven cross passage links to the adjacent Arlberg Railway Tunnel, with average spacing of about 1.500m constructed in 2007, an additional upgrade to shorter escape spaces of approx. 400m was now required to comply with the updated legislation. Additional transformer tunnels, lay-by niches and small niches for emergency maintenance use, cleaning and other purposes, as well as a the installation of a new fire main in the invert, coupled with the simultaneous replacement of virtually the entire power and signaling cables, generated several dozen small and large single sites distributed along the 14km of tunnel.Purpose of the 37 walkable emergency escape tunnels is to reach the “upper deck” of the Arlbergtunnel, the vent duct plenum. These have an 180deg curve in plan, inclined at 10% and approx. 60m (65yd) long tunnels, excavated using drill and blast method starting from road level and working upwards to the level of an “intermediate soffit”, the vent duct plenum in the crown of the tunnel. The vent duct plenum is separated into a fresh air part and an exhaust air part, shown in Figure 1. The escape tunnels end with a pressure door in the fresh air section of the ventilation duct plenum. From there illuminated signs show the shortest escape route to the safe area between the road tunnel and the railway tunnel, as shown in Figure 2."
