"This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. BHP BillitonÆs new rotary iron ore car dumper installation at Finucane Island (Port Hedland) was constructed to increase the total capacity of the port facility from 110 Mtpa to 120 Mtpa and to allow for incremental capacity increases in future. The arrangement of the dumper is similar to other car dumper installations existing on site. To construct the facility, approximately 120 000 m3 of material was excavated in six months, to a total depth of 22 m. The saline water table was nominally 6 m below ground level and the materials excavated varied depending on depth, ranging from sand to mangrove muds. There was a need to retain the sides of the excavation and limit the amount of water from entering the excavated area. This was required to allow excavation to progress and had to be maintained during construction of the permanent concrete and steel facility. The excavation was backfilled progressively as construction progressed. Various retaining wall methods were investigated with the preferred option being sheet piles secured by walers and ground anchors. Detailed electronic models were developed and assessed to complete the final design arrangement. Dewatering bores around the perimeter of the excavation removed the groundwater to intercepted sumps within the site. A strict and methodical program was developed to monitor the integrity of the temporary works and the quality of the groundwater. The works were completed on time despite the following challenges being encountered: availability of resources and equipment, movement of mobile plant on æboggyÆ materials, difficulty driving sheet piles into material at depth, drilling of ground anchors to 32 m, grouting of ground anchors, greater than expected groundwater flows, and the risk of hydrocarbons within the groundwater. The lessons learned from the use of the retention system and, in particular, the associated construction challenges overcome, provide a sound basis for similar work in this buoyant resource market. The conference paper describes the temporary works options investigated, design considerations and processes, construction methodology and challenges encountered, and the monitoring systems developed. Lessons learned are also discussed.

The rate of dissolution of U02 was measured in acid solutions similar to those used for in situ leaching, with S04 of 10-1.82 to 10-4 M, Fe(III) of 10-2 to 10-4 M and pH's of 1.1 to 2.3. The dependence of dissolution rate on pH was small and inconsistent, probably reflecting the combined effects of a very weakly polar oxidizing complex, probably FeSO4+, and a nearly neutral U02 surface. Differences in the state of the U02 surface may explain this variability as well as contrasts between these results and results reported in other work. Changing either S04 or Fe(III) concentrations significantly affects dissolution rates. Increasing low sulfate concentrations in solutions containing 10 2 M Fe(III) at pH 2 results in formation of FeSO4+. In such solutions, rates increased with (S04)/(Fe(III)) up to 1:30, thereby indicating that the oxidation of U02 by FeSO4 is more rapid than by Fe3+. However, the dissolution rate decreased at higher (SO4)/ (Fe(III)), due either to sorption of SO42- on the UO2 surface or to formation of other less reactive sulfate complexes such as Fe(S04)2 or FeHSO4+ However, Fe(III) concentration is the dominant factor in determining solution rates. The rate was directly proportional to ferric iron concentration, indicating that the rate-determining step of the dissolution reaction is a single-electron oxidation by a ferric complex. Dissolution rates were lower in solutions of 0.1 and 1.0% H202 (0.029 and 0.29 M) than at similar concentrations of ferric iron because of formation of an insoluble surface coating of uranium peroxide, UO4?4H20. This phase may limit the value of hydrogen peroxide as an oxidant in lixiviants, not only by its very low solubility, but perhaps also by filling pores and reducing permeability in the ore body.

A portable, handheld infrared scanner has been used to detect abnormal surface temperature on dumps of flood-generated trash near Wilkes-Barre, Pa. Three of eight dumps examined had thermal anomalies on the surface, indicating temperature buildup at depth. The anomalies found with the scanner were verified by measurements with a thermocouple probe or a carbon monoxide detector. One week after the investigation was completed, open fire broke out at the site of one of these thermal anomalies; about 6 weeks after the investigation, a thermal anomaly in another dump was verified when a trench was excavated in the dump.

"The Bureau of Mines conducted research on the flocculation of various minerals with insoluble cross-linked starch xanthate (ISX) to determine its potential as a beneficiation technique for low-grade, highly disseminated ores and for selective desliming. Covellite, chalcocite, pyrite, pyrrhotite, chalcopyrite, bornite, sphalerite, galena, and molybdenite fines flocculate with ISX. Floc formation, floc size, and settling rate are dependent on pH, with the pH dependence differing for each mineral. Quartz is not flocculated by ISX. Experiments to obtain selective flocculation of sulfides from quartz were attempted. Good selectivity was only obtained for the bornite-quartz system. Post flocculation separations resulted in flocculated bornite in grades as high as 92 pct. Evidence is presented that the flocculation of many of the sulfide minerals with ISX may involve covalent bonding of the xanthate group to lattice metal site(s). The current mining operations at Newmont Boddington Gold Mine (NBG) commenced in 2008, and commissioning of the processing plant started in the latter half of 2009. Metso Process Technology and Innovation were engaged to assist NBG with commissioning and project ramp-up through the implementation of a comprehensive ?Mine-to-Mill? Process Integration and Optimisation project. This methodology entailed extensive data collection which included drill and blast audits, ore characterisation, comprehensive comminution circuit surveys and review of operational data to assess the limitations within the current mining and processing operations. The results of these investigations have been used to define the operating base line of both the mining and processing areas and identify improvement opportunities. The use of modelling and simulations, utilising actual production data, has allowed for multiple scenarios to be evaluated, minimising the requirement for actual trials and thereby minimising impact on the operation. Improvements implemented to date include: the introduction of routine rock strength measurement for inclusion in block models, modifications to blast design improving ROM fragmentation and downstream comminution process performance, and changes to improve performance of secondary crushing and grinding circuits. Close cooperation between the mine and plant personnel is playing a significant role in overcoming the challenges presented to this operation and further improvements are targeted for the second full year of process plant operation.

"Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. The Allegheny County Sanitary Authority (ALCOSAN) adopted its Clean Water Plan (CWP) in May 2020, as part of a federal consent decree to comply with the USEPA’s Combined Sewer Overflow (CSO) Control Policy. Planned improvements include constructing a new regional storage/conveyance tunnel system, promoting green infrastructure/ source control, and expanding the treatment plant. Preliminary planning for the tunnel system was completed in October 2020. The Ohio River Tunnel (ORT) project is the first of three tunnel projects that make up the regional tunnel system. The ORT project began final design in 2021. This paper discusses the advancements made to the ORT preliminary planning concepts considering property availability, alignment optimization, tunnel boring machine evaluation, contract packaging and delivery schedules.

The higher stress zone adjacent to an underground opening causes a velocity anomaly that can be mapped in favorable conditions with an acoustic cross-borehole logging system. Bureau personnel used a specialized system at the Colorado School of Mines test site near Idaho Springs, Colorado, to locate the Edgar Mine tunnel and its associated stress anomaly. Data from the logging system' were processed with a tomographic image reconstruction algorithm to map the opening and the location of the high velocity zone around the opening. The velocity imagery from tomographic analysis compared favorably with predictions from numerical modelling of the location of the stress anomaly.

In 1992, the Bureau of Mines evaluated mineral resources of the 34,043-hectare Caribou City and 41,943-hectare Stump Creek study areas in southeastern Idaho. No resources were delineated. The areas had been proposed for wilderness. Rocks underlying the study area are part of the Idaho-Wyoming Thrust Belt. At Caribou Mountain they have been intruded by diorite-monzodiorite. Where the intrusive rocks contact calcareous members of the thrust belt, skarn bodies have formed that host metal deposits. Gold, both placer and lode, occurs in the Caribou City area, and salt occurs in the Stump Creek area. Production records show 73.5 kg (2,363 ounces) of placer gold were produced; however, field studies indicate more than 2,000 kg (67,000 ounces) probably were recovered. Minor amounts of lode gold, silver, and copper were recovered from the hard rock mines. Production of salt from the Stump Creek study area in the 1860's was used by emigrants on the Oregon trail and also shipped to various mining districts for use in silver recovery. Oil and gas were drilled for, but all holes are plugged and abandoned. There are no current leases. Examined workings consisted of 25 adits, 3 shafts, 50 prospect pits, and extensive placer workings all in the northern tip of the Caribou City area, Current BLM records show 168 placer and 146 lode claims; 14 claims are patented.

Everyone has a role in site safety, even consultants. This paper presents a summary of how a geotechnical and environmental consulting firm, with field staff on construction and subsurface explorations sites, engaged their staff and leveraged relationships with contractors to assess the construction related risks to which its staff members are exposed. These findings were then integrated into their technical training materials for both new staff and those needing a refresher, so that safety is discussed at the same time as the technical work and not treated as a separate topic. The paper outlines the process of identifying and evaluating the construction related risks that staff members face and presents examples of how the consultant can engage contractors in the process. By doing this, knowledge can be shared and there is a better mutual understanding of the risks associated with common construction and exploration related field tasks. The work resulted in an increase in staff engagement in safety, a better understanding of the true risks that staff face in the field, better relationships with contractors, and lower safety metrics. HISTORY At Haley & Aldrich, Inc., we renewed our safety journey in May 2012. Like many others, we had concerns over injuries our staff experienced in the three previous years, and a potentially significant utility strike we experienced while excavating a trench. In 2009, 2010 and 2011 we experienced an increase in recordable injuries, including two significant injuries, which caused our Experience Modification Rate (EMR) (see note below), Total Recordable Incident Rate (TRIR), and Days Away-Restricted, and Transferred Rate (DART) to rise significantly. See Fig. 1 for details. This caused us to step back and review our approach to safety, and our “safety culture”. The rise in reportable incidents and injuries also corresponded to the beginning of a growth period for the company.

Traditional engineering design for flotation circuits use the “Rule of Thumb” approach. Typically this uses a nominated maximum head grade for design. A scale-up factor is applied to laboratory flotation tests for residence time. This scale-up factor is usually based on a designers experience at other flotation sites and may or may not be relevant to the circuit being designed, or the flotation equipment being used. A small number of locked cycle tests are assumed to represent the ore body and the results of these are often used for financial analysis, independent of changes in mine plan throughput and mineralogy.The engineering “Rule of Thumb” approach is only strictly accurate where there is very little variability in throughput, head grade and mineralogy. It may provide accurate design for mature established operations where a brownfield expansion is being considered but is unlikely to provide accurate design for a new, greenfield site.The use of geometallurgical modeling with floatability component simulation provides a design methodology with significantly less associated risk. The use of geological data for optimisation of operating plants has become a significant part of the modern process mindset. The underlying principle is to use spatial metallurgical information to drive production planning, mine planning, blast design, blending strategies and plant set-up. At a design stage the process designer can use geometallurgical information to evaluate bottle necks and potential design flaws and propose the best investment strategy for the project benefit.This paper details the geometallurgical characterisation of the Andash deposit and methodology used to review the project’s detail design and projected production.

A proactive design and construct approach was used to remediate the Warm Springs Ponds Complex near Anaconda, Montana under "Superfund". The pond complex is used for treatment/settlement of heavy metals and is a repository for 19,000,000 cubic yards of tailings, precipitates and associated sediments. Remediation has resulted in treatment/settling capacity for flows up to the 100-year flood (3,300 cfs); expansion from 5 to 11 ponds in series requiring 12.5 miles of new or improved embankments with associated hydraulic structures; flood protection for the 0.5 Probable Maximum -Flood (PMF) (70,000 cfs); and closure of exposed tailings along with aquatic and terrestrial habitat enhancement.

"Corrosion of support system components (e.g., bolts, mesh, plates) is a safety and economic concern in underground mines. This paper reports the results of a five-year study wherein corrosion coupons were installed at select locations in participating mines, recovered at regular intervals, analyzed for signs of corrosion, and tested to quantify loss in capacity. Complementary tests were conducted on recovered mesh and friction bolt specimens. The data provide insights into contributing factors for support systems corrosion, which aid in the selection of appropriate support strategies and reliable assessment of the useful life and need for rehabilitation of a support system.RÉSUMÉ La corrosion des composantes des systèmes de soutien (p. ex. boulons, grillages et plaques) est une préoccupation économique et de sécurité dans les mines souterraines. Cet article présente les résultats d’une étude de cinq ans pendant laquelle des coupons de corrosion ont été installés à des endroits spécifiques dans les mines participantes; ces coupons ont été retirés à des intervalles réguliers, analysés pour des signes de corrosion et mis à l’épreuve pour quantifier la perte de capacité. Des essais complémentaires ont été effectués sur les grillages récupérés et sur les échantillons de boulons d’ancrage. Les données aident à comprendre les facteurs qui contribuent à la corrosion des systèmes de soutien, ce qui est utile dans le choix de stratégies appropriées de soutien et pour une évaluation fiable de la durée de vie utile et du besoin de remise en état d’un système de soutien."

The design and construction of temporary working platforms for cranes and piling rigs is a high-risk activity. It requires the careful selection of the appropriate input parameters to obtain the correct load cases, as well as the application of robust and reliable design methods to assess the required thickness and stiffness of the working platform. The document introduces some of the most common and most relevant guidelines for working platform design which are currently used in Australia and New Zealand. The authors will also discuss the basic assumptions and considerations about load transfer from construction plant, debate ground risk, compare the applicability of different design methods for various ground conditions and suggest some common verification methods for working platform certification.

Stillwater Mining Company is developing a second underground palladium and platinum mine approximately 21 km (13 miles) west of their existing Nye operation in south central Montana. A 5650 meter (18,550-foot) tunnel is required to gain access to the ore bearing horizon (J-M Reef). Access and primary mine development can be accelerated through the use of two 4.6 meter (15-foot) diameter tunnel boring machines (TBM). One TBM was purchased new while the other was purchased used. Machine specifications, site support facilities, portal/launch chamber construction, TBM assembly, startup and operation are discussed in this paper.

Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. The metal scavenging nature of ferromanganese minerals should be considered as a radioactive waste disposal matrix. There is no doubt that the greatest challenge will be
