The effectiveness of the grouting of saturated, fractured rock in the vicinity of underground workings depends to a great extent on the correct interpretation of the specific hydrogeological conditions at the site. During the planning of grouting operations, calculations of the hydrogeologic co-efficients and of the parameters of the isolating grout curtain(s) and the procedures for forming the curtain(s) must be based on valid hydrogeologic characteristics of the fracture system of the rock within each hydrostratigraphic unit (Anon., 1976). This chapter presents a discussion of the background information that must be collected for these purposes. Details of testing are presented in Chapter 3. The general design of new or the reconstruction of existing underground workings requires a broadly based organization having the expertise to develop a grouting operations plan once it acquires the necessary information. The needed information includes: 1) general information about the hydrogeologic section, 2) the engineering design of the underground workings, 3) the geology of the region, 4) the hydrochemistry of the ground water, 5) the hydraulic properties of the rock, 6) the characterization of all gases present, and 7) characterization of the rock's physical-mechanical properties which is necessary to avoid or control hydrofracturing . The geological documentation portion of the hydrogeological investigation is prepared based on the results of geologic mapping, geophysical surveys and on geo-exploratory operations at a regional and local scale. Geological data from the excavation of other underground workings in adjacent areas of the region is also included. Finally the results of site specific investigations in boreholes constructed at the site of the proposed underground activity are incorporated. A section of the preliminary report entitled "General Information about the Project Site" patterned after the parent STG guidance document on this subject must be com- piled based on the contents of geological reports and on the general construction plan for a new project or the plan for reconstruction of an existing operation. This section of the preliminary report must contain concise information about the conditions under which the planned grouting operations are to be conducted. The information must cover the geo- graphic, administrative, and economic subject areas also. Information about sources of electrical power, heat and water supplies, the presence and characteristics of local construction materials suitable for making grout (particularly clay and cement for the clay-based grout), transportation, and the status of communication lines and other services must be included in this section. Map scales for this section should be on the order of 1:25,000. The technical characterization of planned underground workings is presented in a project report chapter called "General Construction Plan for a New or the Restoration of an Old Operation. " The characterization comprises concise information about the purpose of the workings, the planned depths (for shafts) and the length (for horizontal and inclined workings), the inside and excavated diameters (for shafts), the cross-sectional area (for inclined and horizontal workings), and the face and mouth markers. If excavated underground workings exist in the region, then a concise description of them must be provided. The characterization of all excavations and all operational conditions must be specified. The location within the general structure of the proposed operation is specified. Flow charts must be included in this section that show: 1) the plan for opening the deposit, 2) the plans of the mining operations, and 3) the planned geological sections as they relate to the main workings. These graphical flow charts and appendices are drawn in scales of 1:2000 or 1:5000. 2.1 GEOLOGICAL CHARACTERIZATION The geological characterization of a site of proposed underground workings includes the following principal subject areas: stratigraphy, lithology, structural geology and a characterization of the status of fracturing. 2.1.1 STRATIGRAPHY AND LITHOLOGY A description of the geological section of the rocks to be intersected by the planned underground workings is complied on the basis of: 1) research data derived from core extracted from exploratory boreholes and monitoring boreholes, 2) the documentation and mapping of all natural out- crops in the region, 3) the data from all existing under-ground workings in the regions where operations are being canied out already, along with data from adjacent regions, 4) the data from surface and borehole geophysical investigations (standard and specially developed logging methods, and 5) regional stratigraphy. The geological description of the rock must express the maximum detail possible. The description provides the name of the rock, the granulometric composition (for fragmented rock), the composition and type of stratification, the drilling characteristics of the rock, a visual estimate of porosity and density for each stratum identified, the karstic

The Great Plains Coal Gasification Project is the first commercial scale grass roots synthetic fuels (SNG) plant to be built in the United States. The plant will be constructed in two phases, with each phase producing 125 million cubic feet per day of pipeline quality (970 BTU per cubic foot) substitute natural gas from lignite coal. The plant is located north of Beulah in Mercer County, North Dakota. The first phase complex, when completed, will cost about 1.2 billion dollars and will include all necessary process units, oxygen production, steam generation, coal handling and preparation, utilities and infrastructure. The plant will be owned and operated by, the Great Plains Coal Gasification Associates, a partnership consisting of the following companies: ANG Coal Gasification Company, Mid Con Corporation, Tenneco, Inc., Transco Energy Company and Pacific Lighting Co. The Project began in late 1973 with a Phase I feasibility study and site selection study. The feasibility study was completed in 1975, at which time Kaiser Engineers and C. E. Lummus, the two engineering contractors, proceeded with a Phase II conceptual engineering design for the project. The culmination of the Phase II work was the publication of a detailed scope definition and control estimate, which was to become the cost guideline for procurement and plant construction. Following an engineering slowdown period in 1979, due to continuing delays in regulatory procedures, detailed engineering effort was reinstituted in early 1980 and by mid-1981 was approximately 35 percent complete. The total home office engineering effort amounts to approximately 3.5 million man hours of work split between Kaiser Engineers and Lummus. These totals exclude the engineering effort expended by Lurgi of Germany in the process design. The gasification plant shares the site and certain other facilities with the Basin Electric Power Station. Among these facilities are the plant access railroad, peripheral drainage ditch and raw water supply system. In addition, the gasification plant will draw its power directly from the Basin main substation, and Basin will receive coal from the gasification plant, consisting of the coal fines which cannot be gasified in the Lurgi units. The overall construction program covers a period of approximately 44 months with mechanical completion and initial gas production slated for late 1984. Craft labor requirements amount to approximately 11.5 million man hours and the work force peaked in excess of 4,500 people. In anticipation of an early resolution of both Federal Energy Regulatory Commission ruling and Department of Energy loan guarantee commitments, certain work on the site was commenced during 1980. This work consisted of site rough grading, driving of piles, and erection of three of the plant auxilliary buildings. Orders and subcontracts were placed for compressors, pumps, electrical equipment, material handling equipment, piping, structural steel, boilers, oxygen plant and cooling towers. Over 40 major Federal, State and local permits were required. Among these were such diverse permits as: ? Soil conservation ?Railroad and pipeline rights of way ? Certificates of site compatibility ? Permits for structures in areas controlled by the ? U.S. Army Corps of Engineers ? Environmental permits required by the North ? Dakota Department of Public Health. The preparation of an Environmental Impact Report began in September of 1973. FPC (now FERC) guidelines and North Dakota special requirements were followed except that, at the time, the highly structured form of environmental impact statements we know today was not in use. We were required to develop a number of new sampling and evaluation techniques and reporting procedures at a time when the requirements were vague and often contradictory. In March 1975, field studies were completed and submitted to the Bureau of Recla¬mation, which then began to prepare its own EIS. Two years later, in May 1977, public hearings began on the Project. The hearings and public review of the report drew over 400 comments or questions. Responses o the comments were in¬corporated in a Final Environmental Impact Statement issued in January 1978. In March 1975, the original filing was made for an FPC Certificate of Public Convenience and Necessity which included: ? A technical feasibility study ? An Environmental Impact Assessment ? An Economic and financial feasibility assessment. An amended filing was submitted in 1976 to build the plant in two phases because studies then indicated that the cost of the plant had increased substantially. A second amended filing was submitted in 1977 to reflect the involvement of Peoples Gas (now Mid-Con Corporation) in the Project. At the time, it was believed that an FPC Certificate could be issued by December 1977. However, approval would be contingent on the U.S. Bureau of Reclamation having a complete Final Environmental Impact Statement for the Project. The present work had for its purpose: 1) the identification of crack nucleation sites in AISI 4340, quenched to martensite and tempered over a range of 'temperatures; and 2) the comparison of fatigue processes in AISI 4340 with processes observed previously in pure metals From constant def1ection-bending fatigue tests, martensite boundaries were identified as the favored crack nucleation sites in quenched and tempered AISI 4340. It, also, was concluded that the fatigue processes operating- in this lous-alloy steel were similar to Processes observed in pure tnetals. ALTHOUGH much engineering data has been accumulated on the fatigue properties of quenched and tempered martensitic steels,' fatigue as a process is not as well understood in martensite as it is in pure metals.' Important features of the fatigue process, such as the identity of the nucleation sites, have not been determined in the commercially important high-strength low-alloy structural steels. The present work had for its purpose: 1) the identification of crack nucleation sites in a low-alloy steel, i.e., AISI 4340, which had been quenched to martensite and tempered over a range of temperatures; and 2) the comparison of fatigue processes in the AISI 4340 with processes observed previously in pure metals. This comparison of the fatigue processes in the different tempers was restricted to the high-strain low-cycle part of the S-N curve. Under these test conditions, previous work on a number of metals has shown that a large number of cracks are nucleated in less than 30 pct of the fatigue life.3 Furthermore, crack nucleation sites are not restricted to inclusions but are also associated with intrinsic structural characteristics of the metal. MATERIAL A 20-lb ingot of vacuum-melted AISI 4340 (for composition see Table I) was hot-rolled to 1-in.-diam rod and then cold-rolled to a 1-in.-wide strip, 0.08 in. thick. Fatigue specimens, see insert of Fig. 1, were machined from the strip with the long dimension parallel to the rolling direction. m this orientation, the stringers of 1 to 2 p inclusions present in the sheet lay parallel to the stress axis in the specimens. The specimens were austenitited at 2050°F in order to obtain a large prior austenite grain size, i.e., 2 mm, which facilitated the subsequent identification of the prior austenite boundaries. A helium atmosphere was used to minimize decarburization. After austenitiza-tion at 2050°F, the specimens were transferred to a 1450°F furnace so that specimen distortion was held to a minimum in the subsequent oil quench. Previous work4 indicated that refrigeration in liquid nitrogen prior to tempering reduced the percentage of retained austenite in the quenched specimens to less than 5 pct. Tempering was carried out in air over the temperature interval of 200°to 800°F to produce a range of mechanical properties, Table I. The preparation of the fatigue specimen was completed by grinding about 0.005 in. from each surface and electropolishing in a chrome trioxide-acetic acid solution for 30 min. Examination of etched cross sections of specimens prepared in this fashion showed the foregoing specimen preparation to be adequate for the removal of the decarburized layer present after the heat treatment. Transmission electron microscopy showed that the as-quenched microstructure of this alloy consisted of a mixture of martensite plates containing either a high density of dislocations or microtwins. Previous work5'6 indicated that in the course of oil quenching autotem-pering resulted in the formation of E carbide on the martensite and microtwin boundaries. Tempering for 2 hr at temperatures up to about 400°F resulted in further precipitation of the E carbide. Finally, at about 400°F, cementite began to replace the E carbide on the martensite and microtwin boundaries in addition to forming a Widmanstatten structure within the plate matrix. EXPERIMENTAL S-N curves were obtained using electropolished specimens cycled at 1800 cpm as cantilever beams in fully reversed bending at selected constant deflections. The deflections were translated into surface strains by means of a calibration curve obtained through the use of strain gages. An argon atmosphere was used to minimize environmental effects. To investigate the development of fatigue slip bands, the specimens of the different tempers were unidirec-tionally bent to a surface strain of 0.005 to 0.007, photographed to record the location and appearance of slip bands so introduced, and then cycled to failure

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

A comprehensive monitoring program was conducted to measure the rock mass displacements, support response, and stress changes at a longwall tailgate entry in West Virginia. Monitoring was initiated a few days after development of the gateroad entries and continued during passage of the longwall panels on both sides of the entry. Monitoring included overcore stress measurements of the initial stress within the rock mass, changes in cable bolt loading, standing support pressure, roof deformation, rib deformation, stress changes in the coal pillar, and changes in the full three-dimensional stress tensor within the rock mass at six locations around the monitoring site. During the passage of the first longwall, stress measurements in the rock and coal detected minor changes in loading, while minor changes were detected in roof deformation. As a result of the relatively favorable stress and geological conditions, the support systems did not experience severe loading or rock deformation until the second panel approached within 30–50 ft of the instrumented locations. After reaching the peak loading at about two to three inches of roof sag, the cable bolts started to unload, and the load was transferred to the standing supports. The standing support system was able to maintain an adequate opening inby the shields to provide ventilation to the first crosscut inby the face, as designed. The results were used to calibrate modeled cable bolt response to field data and to validate numerical modeling procedures that have been developed to evaluate entry support systems. It is concluded that the support system was more than adequate to control the roof of the tailgate up to the longwall face location. The monitoring results have provided valuable data for the development and validation of support design strategies for longwall tailgate entries.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

The load capacity of a friction bolt has long been regarded as 4 t/m of embedment for ground support design analysis and supported by in situ pull test results. In recent years, the authors have observed lower pull test results or inconsistent results which were rarely sighted in the early 2000s. The lower pull test results indicated in some cases that reliable friction bolt capacity (≥90 per cent of results) is closer to 3 t/m of embedment with some geotechnical engineers adjusting the ground support parameters in the design work accordingly. This can be in contrast with other mines which reliably obtain 4 t/m (or greater) using the same suppliers bolt in similar ground conditions. This raised several questions: • What is the effect of poor installation (bolt twist or bolt hole deviation)? • Does the performance of friction bolts vary in different rock masses? • Does bolt performance vary between suppliers? • What effect does increased jumbo feed/percussion/rotation settings have? • Have the bolt dimensions or steel strip width changed? • Have the physical bolt properties changed? • Have the steel properties changed? This paper was aimed to answer as many of these questions as possible and discuss each variable in detail. This project included friction bolt trials at various mine sites across Australia, multiple friction bolt manufacturers, steel manufacturers and laboratory analysis. The paper also includes discussion on what the authors consider best practice for pull testing. It should be noted, the terms ‘friction stabiliser’ and ‘split set’ used in this paper are used in a generic manner and is not linked to any specific ground support supplier. Whilst its acknowledged within the industry the term split set and friction stabiliser is used interchangeably, the authors acknowledge that the term split set is a trademark of Split Set Mining Systems and has been used in context in this paper.

Soil next to an abandoned smelter near Socorro, New Mexico, has the highest Pb concentration in the clay-size fraction, although this fraction accounted for only 1 to 3 wt. % of the soil. The depth of contamination was determined in areas relatively undisturbed since the smelter was abandoned about 98 years ago. Lead concentration drops to background levels below a depth of 3 inches. A mineralogical examination of the fine-size fraction of Pb-contaminated soils revealed an absence of crystalline Pb compounds. We conclude that Pb is present either as amorphous phases or adsorbed on the surfaces of soil particles. Yet, because of the alkalinity of the soil, the movement of Pb-bearing particles controls Pb mobility, not chemical transport in solution. Plant material from the site contained elevated Pb levels that increased as the amount of Pb in the soil increased. Of the types of material tested, rabbit bush showed the greatest increase of Pb levels. Lead levels were highest in rabbit bush roots, whereas levels in creosote were highest in foliage. Levels in cactus varied. The amount of Pb due to dust incorporated in plant tissue is almost negligible compared to the amount absorbed through the plant vascular system.

This summary of international mineral exploration activities for the year 2009 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on industry exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2009: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2009 and were compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2009, primarily for base metals (copper, lead, nickel and zinc), diamond and precious metals (gold, platinum-group metals and silver). Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis prior to 2008. The MEG survey methodology was changed in 1999 to include companies with exploration budgets greater than $100,000, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2009 survey is reported by MEG to cover an estimated 95 percent. Companies who chose not to participate in the MEG study, private companies that do not publish data and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 86 more companies in its 2009 survey than it did in 2008.

"Engineers and developers have witnessed the growing popularity of deep basement structures as components of urban commercial and residential developments. This is often attributed to inadequate surface parking facilities in urban centres and a somewhat popular belief that underground parking facilities improve both commercial and aesthetic values of urban structures. For many years, diaphragm walls and sheet pile walls have been widely accepted as effective deep excavation support systems for basement construction in urbanised zones. However, these are now being replaced by bored pile retaining walls as preferred earth retention systems of choice on many projects for several reasons, which may include economy, faster installation process, reduced space requirement for machinery and ancillary equipment, flexural rigidity and axial capacities.However, there are complexities associated with the use of bored pile retaining walls on urban developments. These include; limitations due to vertical and horizontal installation tolerances, which is a major issue when wall is required to provide groundwater cut-off for multi-level basements as tolerances are difficult to achieve for deep piles, uncertainty associated with the prediction of wall axial capacity as piles are rarely tested, difficulties in using temporary props as wall restraint due to restricted working spaces in urbanised zones and difficulties in adopting ground anchors as restraint due to the existence of adjacent sensitive structures in built-up areas. Such complexities have resulted in cases of failure, non-serviceability and abandonment of basement construction schemes. Therefore, overcoming the intricacies associated with the application of bored pile walls is becoming a priority to the present day basement engineer.This paper is centred on the numerical modelling, design, construction and monitoring aspects of four recent case histories of multi-level basement and marine engineering construction schemes in the United Kingdom and the Republic of Ireland, which involved the use of bored pile retaining walls. The paper highlights the various customised approaches and innovative novel solutions adopted on the sites, to mitigate risks and ultimately overcome the intricacies associated with the earth retention techniques. Simple empirical equations for developing the geometry of secant pile walls for effective groundwater cut-off are presented and validated. An alternative approach for predicting axial capacities of bored pile walls is also presented; this is shown to be considerably less conservative than a common routine design approach, while also in good agreement with observations made in a recent series of laboratory-based scale model tests."

Many developing countries with little or no previous environmental regulation are now promulgating air quality regulations which require facilities to demonstrate compliance with both process parameter based emission limits and ambient air quality standards. For many companies with operations in developing countries, an air quality compliance program at the facility level is lacking and these companies have very little background information to work with in developing a program for assessing and maintaining compliance. This paper will present a methodology for development of a comprehensive air quality compliance program for operations located in developing countries with new environmental regulations. The experiences of the authors in developing an air quality compliance program for a mining operation located in South America will be used as a basis. A program for meeting new air quality requirements can be developed in seven steps. The seven steps are: (1) regulatory review and project scope; (2) design and implementation of a baseline air quality monitoring program; (3) site visit, (4) development of a complete air emission inventory; (5) dispersion modeling; (6) compliance analysis and compliance plan; and (7) project completion.

Management of caustic red mud wastes at the QAL bauxite refinery uses an innovative approach . involving neutralising the red mud with seawater; solids settle in a Red Mud Dam and residual water (pH = 8.6) is discharged to a tidal inlet. A survey of 18 trace elements in sediment, water, mangroves and molluscs, and an ecological survey of benthic fauna in the inlet, and at near-pristine control sites, revealed no significant trends that were linked to the discharge, except for the concentration of Al which was slightly elevated within 100m of the outfall. Trace element concentrations in water samples were close to, or below, world average seawater values and oysters collected near the outfall were acceptable for human consumption. The impact of discharges is minimised by a high tidal range, >60% flushing of the inlet in each tidal cycle, and the very high trace element binding capacity of sediment in the dam (> 100meq/ 100g dry mud).

Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. Epoxy and polyester-type resins were injected into coal-mine roof strata of the thick Freeport coal seam in Allegheny County, Pa., at test sites in roof that had been exposed several weeks, in newly exposed roof, and in strata over solid coal. Test results indicate that the method of strengthening bituminous-coal-mine roof by injecting a bonding material into the roof strata can be developed into a safe, efficient support system. If roof bonding will become a standardized method of roof support and reinforcement or if it can be effective when used with other types of roof support can be determined only by extensive experimentation in various coal beds. Observations and conclusions are shown at the end of this report.

"This summary of international mineral exploration activities for the year 2016 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY), and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2016 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported. The SNL data summarize budget estimates for worldwide exploration activities in 2016 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup platinumgroup metals (PGMs) and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash) and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2016 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data and government-funded exploration activities."

This study evaluates selective environmental impacts of two distinct in situ mining techniques. In situ leaching of uranium, porphyry copper and native copper and in situ borehole (slurry) mining of uranium, sandstone, and pebble phosphate ores are the techniques and minerals investigated. The potential impacts onsite in the desert southwest (porphyry copper), Michigan (native copper), Texas and Wyoming (uranium), and Florida and North Carolina (phosphate) are addressed and discussed. The study emphasizes those impacts which are unique to in situ solution leaching and borehole slurry mining. Impacts which are characteristic of all construction projects in the general geographical areas investigated, such as socioeconomic effects on surrounding communities and site-specific impacts, such as rare and endangered species, are beyond the scope of this study. For each of the in situ processes and associated ores investigated, the physical and chemical characteristics of the systems are described, the toxicity of the leaching solutions are presented, and the potential impacts on the environment are developed.

In March 2003, Rio Tinto Coal AustraliaÆs (RTCA) new Hail Creek open cut coal mine commenced operations in the Bowen Basin. Hail Creek is a two-seam strip mining operation utilising two 90 m3 draglines and a fleet of excavators and trucks to remove the overburden. All overburden at Hail Creek is blasted prior to excavation. The mine conducts its own drill and blast operations while engaging Dyno Nobel for the provision of explosives supply and loading truck (bulk explosives vehicle û BEV) services. This arrangement was favoured over outsourcing the entire blasting function to a contractor. Subsequent to a value engineering review, the mine set about developing and implementing a blasting operation that did not rely on the need to store bulk quantities of ammonium nitrate on site. There were advantages identified in doing this, in particular the reduction of capital expenditure required and reduced exposure to a number of recently introduced security requirements. This approach also makes sense operationally. The establishment of reload facilities for the BEV close to the blasting location, where turnaround times are kept to a minimum, increases the productivity of the BEV. For this strategy to be successful the logistics of ammonium nitrate supply into the blasting operations has to be well planned and thoroughly executed. This means a robust planning and forecasting arrangement needs to be established with the supplier and transporters of the ammonium nitrate. To date, 80 million bcm of overburden has been blasted at Hail Creek and each year the quantity of overburden requiring blasting is increasing. The purpose of this paper is to present the findings of a study: evaluating the effectiveness to date of the strategy to conduct blasting operations without ammonium nitrate storage on site, and identifying whether there is a limit to which this strategy can operate after which the introduction of bulk ammonium nitrate storage facilities are necessary.
