Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of site-specific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

Huber, P.E., Langan Engineering & Environmental Services, New York, New York, USAThe dream to bring New Jersey Devils hockey to the largest city in New Jersey became a reality in the summer of 2005, when construction began for the Prudential Center in downtown Newark. The Prudential Center site encompasses an entire city block that had a varied history of uses ranging from a cemetery in the late 18th century, to a rail yard and train station for the now-defunct Central Jersey Rail Road in the 19th and early 20th centuries, to commercial development in the latter half of the 20th century. Each of these prior uses presented challenges to the design and construction of the Prudential Center that required innovative engineering solutions, including: archaeological investigation and exhumation of the former cemetery occupants, protection of historic buildings surrounding the site, and extensive demolition to remove old train bridge foundations.The design team was required to develop potential foundation systems for the arena. Several foundation concepts were evaluated for cost and constructability, including: driven piles, drilled shafts, and shallow foundations on improved subgrade. Following a detailed cost analysis and value engineering exercise, the decision was made to support the arena on spread footings following the completion of a multi-phased ground improvement program consisting of a combination of dynamic compaction and removal and replacement. To evaluate achievable allowable bearing pressure as part of the design, a dynamic compaction test section was performed within the building footprint prior to the start of production work; this resulted in an increase of the allowable design bearing pressure from 2 tons per square foot (tsf) to 3 tsf. This reduced the expected foundation costs by 30% and gained sufficient time in the schedule to allow for the completion of the arena in time for the New Jersey Devils 2007- 2008 hockey season.BACKGROUNDThe dream to bring New Jersey Devils hockey to the largest city in New Jersey became a reality in the summer of 2005, when construction began for the Prudential Center in downtown Newark. After several years of negotiating between the City of Newark, local landowners, area developers, and the Devils themselves, a deal was finally struck to erect Newark Arena, now known as the Prudential Center, right next to City Hall. Three sources of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2011 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

The objective of this study was to investigate the environmental effects of slaking of surface mine spoils. To accomplish this, both field and laboratory programs were undertaken, supplemented by a thorough literature search. The field program consisted of drilling the highwall as well as test pitting in recent, two-, five, and ten- year-old spoil piles at four active mining sites in the eastern bituminous coal fields. Pertinent observations were made and samples collected for laboratory analyses which consisted of several standard geotechnical, agronomic, and geochemical tests. Durability tests utilized included jar slake, cyclic wet-dry, rate of slake, and slake durability tests. Correlation between field and laboratory portions was made- and results presented. The report is concluded with a discussion of the slaking process and associated environmental impacts, proposal of a preliminary classification system for use in premine planning, and presentation of management techniques to optimize the slaking process.

In recent years, the chain-style trencher has been proven a valuable tool for installing vertical walls on challenging sites where conventional methods may be less desirable. Like many tools, trenchers are most effective when used with the right application. Trenchers are commonly used for applications that could also be completed with conventional slurry trenching; low-permeability cutoff walls, collection trenches and permeable reactive barriers (PRBs). Drawing from a wealth of experience with conventional slurry trenching and the trencher, this paper compares and contrasts the technical considerations, treatability, installation, performance, and lessons learned for recent projects.

This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

Traditionally, designers and contractors provide additional external supports to retaining walls through the use of tie-back anchors or braces. Both approaches are known to have their shortcomings; braces limit working space within excavation areas, while tie-backs are seldom used in built-up areas where intrusion into adjacent property of non-cooperative owners has to be avoided or in situations where sensitive structures exist behind the wall. This paper focuses on the design, construction and monitoring of deep excavation support systems on two separate projects located in different ground conditions in the Republic of Ireland. On both projects, conventional ground anchorage and propping were inapplicable. This led to the development and application of two different novel solutions on both projects. Methods of wall performance monitoring on both sites also differ. Wall monitoring results show these innovative methods to be safe and effective. Advantages of the novel solutions over traditional approaches are highlighted.

Over the past decade, the U.S. Bureau of Mines (USBM) has studied longwall gate road stability at four mines in the Book Cliffs and Wasatch Plateau Coalfields of Utah. These operations are characterized by multiple-seam mining, abruptly varying cover depths to 914 m (3;000 ft), and massive rigid, sandstone units in the main roof or floor. Such conditions encourage severe bumping, roof instability, and occasional floor heave problems.' Various gate road configurations have been employed to alleviate' these problems. Although the mines have comparable basic conditions, the lithologies and qualities of the immediate roof, floor; and seam ate different in each mine and often vary in a single mine. Gate road systems that mitigate hazards in one mine may prove inappropriate in another or for different areas of the same mine. This report relates the geology of the coalfields; describes the location, geologic setting, specific mining conditions, operating history, and the USBM field study and results or conclusions for each mine; summarizes the relative performance of the gate road systems; and emphasizes the need for site-specific geotechnical data to evaluate gate road conditions and performance.

This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities performed by the mineral industry.Three types of information are reported and analyzed in this annual review of international exploration: budgetary statistics expressed in U.S. dollars provided by SNL; regional and site-specific exploration activities that took place in 2015 as compiled by the USGS; and regional events that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize planned company budgets for worldwide exploration activities in 2015 for 24 nonfuel mineral commodities and metal alloys and are based on company surveys. Surveys focused on precious metals (gold, platinum-group metals and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (diamond, graphite, heavy-mineral sands, lithium, niobium, rareearth elements (REE), tantalum, tungsten and uranium).USGS data compilations and analyses are based on information provided by USGS mineral commodity and country specialists, as well as industry contacts and published trade journals. The USGS data summarize exploration site data collected for more than 80 minerals and materials, with a focus on base metals, diamond and precious metals. The USGS analyzed available information to assess the level of exploration activity in 2015 and to report trends in mineral exploration activity for the period 2005 through 2015. These analyses identify where mineral exploration is occurring by commodity and region and the intensity of activity that is taking place in each region for selected mineral commodities, and determines those factors that most affect changes in exploration activity."

The urban environment presents special challenges for the design and construction of earth retention systems. Complications arising from difficult subsurface conditions are compounded by the presence of urban infrastructure and existing and prior construction. The proximity of adjacent structures as well as intense prior use can cause special concerns including the potential for archeological artifacts or contaminated ground or ground water. Utilities and structures may be particularly vulnerable to the effects of ground movement, dewatering and vibrations. Difficulty of access, congestion and limited work areas may severely restrict means and methods of construction. Dewatering may be limited or prohibited because of concerns for disposal of clean or contaminated water, depletion of aquifers, drawing of contaminants to the site or dewatering induced settlements.

"Careful review of site conditions and constraints is essential to select the appropriate shoring system for each project. Key evaluation criteria include the geotechnical profile, groundwater and environmental conditions, adjacent buildings and utilities, schedule and any project specific access or other constraints. Typical earth retention schemes range from rock or soil nail walls, through conventional anchored pile and lagging walls to deep internally braced cut-off systems. The Owner’s design team will often develop the conceptual approach under their design studies, and this is refined with Contractor input through Design-Build or Design-Bid-Build procurement. In downtown San Francisco, underground construction must accommodate a unique combination of variable fill, soil, rock and groundwater conditions, potential for severe seismic loadings, and constrained sites within a dense urban environment. The quarter square mile of San Francisco’s Transbay and Rincon Hill districts has seen repeated cycles of development, destruction and re-building through earthquakes and the economy, and has been intensely redeveloped over the last decade. Over 50 acres of this land has been reclaimed from the Bay since the Gold Rush and within 3 city blocks the bedrock slopes from over 250 FT depth below the fills up to outcrops over 100 FT above sea level. A series of project examples from within this small area illustrate how varied shoring systems have accommodated the highly variable subsurface conditions while offering best value in terms of cost, schedule and appropriate protection of adjacent facilities.INTRODUCTIONA walk of 3 blocks from Rincon Hill on San Francisco’s Harrison Street, north through the Transbay area to Mission Street will traverse an urban zone which has been reinvented twice within its 150 year history in response to major seismic events. This small area highlights the range of subsurface conditions and urban environments which are encountered and accommodated in shoring schemes throughout the city. This route down the north side of Rincon Hill overlies a steep bedrock slope, outcropping over 100 FT above sea level at its south end and dropping to over 250 FT below sea level at Mission Street. A complex overburden soil profile, shaped by seismic activity and changing sea-levels has created layered soils ranging from soft estuary muds, dense sandy strata and deep clay layers, in turn topped with urban fill, frequently contaminated with debris from the Great 1906 earthquake. This route runs parallel to, and 350 yards inland of, the San Francisco shoreline resulting in groundwater elevation close to sea level with almost limitless recharge within granular layers. On the higher slopes of Rincon Hill, groundwater is typically observed flowing on top of and periodically within the fractured bedrock formation. The Transbay and Rincon areas were developed early in the Gold Rush era of San Francisco. After destruction in the 1906 earthquake and fire, they became a transit gateway into the city throughout the 20th Century. Demolition of the Embarcadero Freeway in response to earthquake damage and social pressure has opened this large area to redevelopment within the last 20 years, creating a new commercial and residential hub for the city. In its latest wave of building, planners are developing taller structures with deeper basements, in turn creating new construction challenges. Selection of shoring systems appropriate for these developments requires detailed evaluation. The process must address both the rapid spatial changes in subsurface conditions and the constraints surrounding, and specific to, each site in order to define shoring performance requirements. This paper presents an overview of the subsurface conditions and land use development of the Transbay and Rincon Hill areas, with examples of the shoring systems selected to meet site-specific conditions and requirements. By integrating field observations, OSHA data analysis, systems mapping, and a hierarchical occupational health pyramid, this framework identifies site-specific hazards while addressing broader socio-cultural dynamics. The approach improves upon existing safety programs by suggesting actionable, locally sensitive solutions that prioritize higher-order controls such as hazard engineering interventions and administrative controls. This study contributes to enhanced worker safety, efficient environmental restoration, and engagement in marginalized communities with abandoned mine lands.

Earth resistivity surveys using the Wenner electrode configuration were made in unmined areas and reclaimed spoils at three surface lignite mines in western North Dakota. The study sites were the Center, Indian Head, and Falkirk Mines. Automatic interpretation of the curves was accomplished with the method of Zohdy and Bisdorf (1975). Overburden materials become more homogeneous with respect to resistivity during the mining and reclamation process. The spoils curves show localized hetero-geneities probably related to discontinuous moisture content variations in the spoils. Consistent resistivity differences in spoils occur between mines with over-burdens of different mineralogic compositions. Groundwater chemical composition in terms of total-dissolved-solids (TDS) is inversely correlated (r=-0.61) with apparent resistivity at the 80-foot spacing from a survey centered at a piezometer screened near the base of the spoils. Better inverse correlation is probably pre-vented by high variability in TDS within the spoils groundwater. A useful predictive relationship may be the plot of mean apparent resistivity at the 80-foot spacing for ar. entire mine against mean TDS for all wells in spoils at that mine. Data from more mines are needed to test the hypothesis.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge.
