Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

Among the investigations that the Bureau of Mines is conducting witha view to increasing efficiency in the utilization of fuels belonging to or for the use of the Government is an investigation of the processesthat take place in a foundry cupola during a melt. Some observations on the results of cupola tests of cokes at the Government fuel-testing plant in St. Louis, Mo., the coke being fromcoal from many coal fields of the United States, have been stated in a previous bulletin.s Especial attention was given to the meltinglosses that resulted from the use of different grades of coke, light and porous or heavy and dense. These losses amounted in one instance to 52.5 per cent of the iron charged and showed, in convincing manner, the need of exact information in regard to conditions in the fuelbed of the cupola.b Melting losses of iron have been fully appreciated but little under-- stood. The fact that these losses were possible with either light or heavy coke led to the belief that by using small charges 80 placed that. melting would take place in that zone of the cupola where the highest heat and the smallest percentage of oxygen prevailed and by confiningall melting to this zone these losses would be eliminated and the economical use of practically any coke produced for metallurgical purposes would become possible. This widening of the field from whichcoke might be drawn for foundry purposes would serve to place the foundryman in an independent position as regards his source of supply, and would tend to conserve the better grades of coking coals, which are being rapidly exhausted, by making the poorer grades available for mixing with them. In order to investigate conditions within a cupola, the Bureau of Mines as a first step decided to install a commercial cupola, to sample the gases during their travel from the tuy~res upward, and to determine the temperature of the fuel bed.

The Coeur d'Alene district in the panhandle of Idaho is one of the major lead-zinc-silver producing areas in the world. The value of recorded production to date has exceeded $2 billion. Country rock comprises six formations of the fine-grained, highly siliceous, and slightly metamorphosed Precambrian Belt Series. Small stocks of monzonitic rocks and several varieties of dikes intrude the sediments. The district is at the intersection of a north trending major anticlinal uplift and the west northwest-trending Lewis and Clark line of which the Osburn fault is the dominant feature. The district structure is complicated and comprises folds, some of which are overturned, and a complex of faults of diverse ages and directions of movement. Late Cretaceous stocks but are also probably Cretaceous in age. The productive veins are localized within a series of 12 subparallel, straight mineral belts that trend approximately N65°W and that appear to be controlled by deep fractures in the basement rocks. The mineral belts are in two groups, separated by 15 miles of post-mineralization movement on the Osburn fault. Veins and ore shoots are variously disposed within each mineral belt. Many crop out at the surface, but others apex several thousand feet beneath it. Local controls that influence the position of ore shoots within the mineral belts include the brittle character of host rock attitude of bedding relative to the mineralized fracture, and the amount and direction of movement on faults. Depth appears to have had little effect on the occurrence or type of ore. Ore occurs in a series of steeply dipping replacement veins of relatively simple mineralogy. Six periods of mineralization, ranging from Precambrian to Tertiary in age, are recognized. This treatise is the sequel of a paper on "Russell's Improved Process for the Lixiviation of Silver-ores," etc., read at the Chicago meeting, in May, 1884, and published in the Transactions, vol. xiii., page 47. The facts it presents are principally compiled from Mr. Russell's notes on his practical experience gained in various places where the Russell process has been introduced. For a complete understanding of this paper a perusal of my former one is desirable, as can be seen from the frequent references here made to it. All silver-ores that do not carry a large percentage of lead or copper can be treated by Russell's process with success and economy. I do not mean to create the impression that from ores containing considerable quantities of lead and copper a high percentage of the silver cannot be extracted by this process. Such ores, however, will, in many localities, be reduced to better advantage by smelting. In case lead-bearing silver-ores are suitable for concentration, it may be profitable to concentrate the ore by Krom's dry system, obtaining a smelting-product high in lead, and to lixiviate the tailings and the dust. This plan has been adopted in a mill recently erected in Cortez District, Nevada. The dry system of concentration deserves the preference because it delivers the tailings and the dust in a condition ready for chloridizing-roasting. In wet concentration the drying of the tail ings would be expensive, and there would be a considerable loss of silver in slimes. Oxidized ores, containing silver chloride and lead minerals, may be lixiviated after crushing, and the tailings may be concentrated for lead. In this case wet concentration would be most suitable. This has been done at the Old Telegraph Mine, Utah. I would give, however, the preference to dry concentration in all cases which, of course, requires that concentration should precede lixiviation. The Bureau of Mines conducted an experimental study with liquid and gaseous hydrogen to determine the hazards associated with the use of liquid hydrogen as an ionizing particle detector in bubble chambers . The glass window , the vacuum chamber , and the vent system were investigated . In addition , a study was made of the detection and ignition of escaping hydrogen and of the available electrical equipment for use in hydrogen atmospheres . Materials such as tempered glass , aluminum , and stainless steel are not penetrated readily by the small fragments formed when fully tempered glass is shattered and propelled by hydrogen at initial pressures up to 100 psig ; long , slender fragments from untempered glass may penetrate thin walls of relatively soft materials such as rubber gaskets and lead . Hydrogen can be vented satisfactorily from a vacuum chamber with a well - designed vent system . However , the rapid leakage of hydrogen into the surrounding air is a serious problem because the available detectors are satisfactory only when the accumulation of hydrogen is slow . Much of the electrical equipment currently available was designed for use in hydrogen- air atmospheres .

This report describes preparation characteristics of significant coalbeds in Tazewell County , Va . In 1961 Tazewell County produced 933,110 tons of clean coal from six coalbeds ; the Lower Banner , Raven , Jawbone , Upper Seaboard , and Pocahontas No. 3 and No. 5. Samples from all of these beds , except the Lower Banner , were included in this study plus a sample from the Pocahontas No. 4 bed . Of the samples collected , only one would require upgrading to be of metallurgical quality . The coals ranged in rank from high- volatile -A to low- volatile bituminous .

"The Compound Water Cyclone is a concentrator for the wet processing, in bulk, of finely divided materials such as slack coal, fine ores and mineral sands. It was originally developed by the Fuels and Mining Practice Division of the Mines Branch, Department of Mmes and Technical Surveys, Ottawa, for the cleaning of friable slack coals and slurries.Since its introduction in the coal industry in 1962, its application to other materials has also been studied, with special emphasis on simplicity of operation and low over-all cost per ton of finished product .In this paper, a description is given of commercial two-stage units presently available for the processing of granular materials, including wastes a1:1d other low-grade products. A pneumatic control system is used for operating the cyclone under back pressure .and for automatic cut-point adjustment. An account is given of results obtained on coal mineral sands and ores in the Wes tern Regional Laboratory of the Department of Mines and Technical Surveys. Results of several industrial applications are discussed."

This bulletin contains a statement of certain results that will be embodied in a report describing investigations of the combustion of fuel made by the United States Geological Survey and the Bureau of Mines in a specially constructed long furnace. The furnace forms part of the fuel-testing plant at Pittsburg, Pa., which was established and equipped by t.he Geological Survey, but passed under the control of the Bureau of Mines on July 1, 1910, when a t.ransfer of fuel-test.ing investjgations, authorized by act of Congress, became effective. The work discussed in this bulletin was done under the direction of the Geological Survey. The furnace was designed and built for an experimental study of the processes of combustiop, this study being part of a comprehensive plan for testing fuels to determine their heat value and the manner in which they can be used to best advantage. Although the main object of the researches made with the furnace by the Geological Survey was to examine critically the production of sensible heat by combustion along the path of the gases rising from the fuel, an interesting as well as important side problem developed in the study of the simultaneous dissipation of the heat through the walls and roof . of the furnace. Thus incidental data were collected on the temperature gradient through the walls at several places. These temperature data. (together with the heat conductivity of the material of the walls) formed the basis for calculating the heat dissipated through the walls. The object of this report is to present and discuss these temperature data. The discussion particularly concerns the air-space type of wall construction as compared with the solid brick wall or walls type, in which the air space is filled with some solid material of low heat conductivity. The conclusion of the authors, which perhaps will surprise some readers, is that, so far as loss of heat is concerned, a solid wall of brick or any ordinary material is preferable to a hollow wall of the same total thickness, especially if the air space in the hollow wall is near the furnace side. There is a general belief that l?ince air is a poor conductor of heat, air spaces built into the walls of a furnace will prevent or reduce heat dissipation through the wa.lls. Although there may be instances of furnace walls in which such construction reduces the rate of heat flow through them, yet as a rule the effect of the air space is just the opposite. While the heat does travel very slowly through the air by conduction, it leaps over the air space readily by radiation. Although this latter mode of heat propagation is common in nature, the laws governing it are not generall;y known and are seldom taken into consideration when furnace walls are being designed. It may be stated here that the quantity of heat passing through a. portion of a solid wall by conduction depends on the difference between the temperatures of the two planes limiting the portion of the wall. The quantity of heat that passes across the air space in the waH depends on the difference of the fourth powers of the absolute temperatUI: es of the surfaces inclosing Hie air space. It follows that, in case the heat. passes by conduction through the solid'portion of the wall, the loss remains approximately the same so long as the temperature of the two limiting planes remains constant, no matter what may be the temperature of the two planes. On the other hand, the heat passing across the air space by radiation increases rapidly with the temperatures of the inclosing surfaces, although the difference between these temperatures may remain constant. This feature will be shown by curves in the latter part of this paper and thoroughly discussed. The important point is that the air space, which is advantageous in the walls of a refrigerator because the temperatures are low, is objectionable in a furnace wall because the temperatures are high. It is customary to put air spaces in furnace walls between the firebrick linings and the common brick. Usually the fire-brick lining is only half a brick thick, which construction brings the air space too close to the furnace. The result is that the temperatures of the surfaces inclosing the air spaces are too high, and in consequence too much heat is radiated across the spaces. The heat passing through such walls would be much reduced if the air spaces were filled with brick, or, better, with some cheap nonconducting materials, such as ash, sand, mineral wool, etc. Even where the fire-brick lining is one brick thick (9 inches), the temperature in the furnace may be high enough to raise the temperatures of the air-space surfaces so much that the heat radiated across the space will amount to more than would the heat conducted through a filling, were the filling only common brick. This last statement is amply justified by the data here presented.

Estimating reserves and quantifying resources stand as pivotal and intricate endeavours within the realm of coal mining operations. Intricate geological formations compound the challenges in resource estimation, thereby complicating reserve calculations. The uncertainties tied to geological attributes of coal, encompassing parameters like tonnage and coal quality, wield significant sway over resource and reserve computations within coal mines. This research delves into the domain of geological uncertainties, with a specific focus on calorific value, aiming to numerically characterise resources and reserves within an open-pit coal mine situated in Indonesia. To quantify resources, the coal seam geometry underwent simulation via a multipoint geostatistical technique known as single normal equation simulation. A geologically established coal seam served as the training image for generating 20 equiprobable coal models. To simulate CV, 50 realisations were generated for each simulated coal seam, utilising sequential Gaussian simulation. Deviations of the simulated coal seams ranged from -0.07% to 5.48% in comparison to the training image. The CV simulation yielded an average value of 5,920.29 kcal/kg, accompanied by a standard deviation of 586.54 kcal/kg. However, the average CV spanned from 5,305.26 kcal/kg to 6,526.55 kcal/kg across diverse simulations. For reserve calculation within the context of geological uncertainties, an algorithm rooted in maximum flow graph theory was employed to construct the ultimate pit for the coal mine. Within this final pit, the average stripping ratio was 1.62, coupled with a CV value of 6,019.66 kcal/kg. When juxtaposed with the deterministic model, the findings underscore that the stochastic ultimate pit delineates a more expansive excavation, accompanied by a heightened undiscounted cash flow.

Deep-level underground mining costs in South Africa are continuously rising due to the increased depth at which gold is being mined, resulting in a rise in virgin rock temperature and an increase in cooling requirements. Therefore, mines must evaluate various ventilation and cooling optimisation projects required to be implemented throughout their life of mine (LOM). This study develops a method to identify and prioritise large capital expenditure (CAPEX) underground environmental improvement projects, to improve thermal comfort underground. The solution presents a ‘multi-criteria decision-making’ (MCDM) process, incorporating the ‘analytic hierarchy process’ (AHP) and the ‘technique for order performance by similarity to ideal solution’ (TOPSIS) into the method to provide for scientific decision-making. These projects are evaluated based on four criteria, namely project risk, the impact on the underground thermal comfort, cost, and implementation time. This study’s solution uses ventilation simulations to determine the impact of the projects on the underground environment. The identification and evaluation of an environmental improvement project to best suit the current economic climate, while improving underground conditions and decreasing the safety risk is an essential aspect of the solution developed in this study. The method was implemented on a mechanised deep-level underground mine and showed that surface refrigeration is the most suitable alternative, which was implemented at the case study mine as validation of the developed solution. The study proves that the MCDM method is an adequate solution to incorporate subjective criteria into the decision-making process, resulting in a scientific and structured approach to making significant and complex decisions.

"Long before a modern mine commences operations it has already become a wealth of information. After start up, it can generate enormous quantities of data – especially with semi-automated data acquisition by instrumented mine equipment. Much of this data is of limited use for evaluation of (potential) performance unless it links in some way to the site business model.An underlying reason for this waste of data is that the different cultures, financial, technical, community, environmental, etc, not only have many areas of interest but also have very different conceptual models by which they evaluate performance.It is too ambitious to attempt to bring all of these cultures together – in a single step. However, the success of the Mine to Mill ™ project has demonstrated that substantial operational value can be added by using a more integrated approach to comminution. The next logical step is to integrate measured data and then to track performance from ore body model to saleable product and waste disposal.The path from resource to product also represents a path from very sparse, highly variable data to much more detailed measurement and more representative sampling. However, in both cases the data collected is usually strongly focused on the technical requirements – not on the business model.This paper emphasises the difference between data and information. There is considerable potential for confusion between the two as both data and information are often expressed as numbers. For the purpose of this paper, data and information are distinguished by their uses.A data point (or datum) is a measurement. By way of contrast, information provides a basis for decision making."

The most complete mining show ever held in the United States and the largest exposition of its kind to be held anywhere in the world in 1988. That's how the American Mining Congress is billing its "MINExpo International '88," to be held April 24-28 at Chicago's McCormick Place, the largest exposition facility in the country. MINExpo International '88 will combine for the first time two previously separate AMC-sponsored shows - the International Coal Show and the International Mining Show. Starting with the 1988 show, MINExpo International will be held every four years. The next show, in 1992, will be held in Las Vegas. The MINExpo in Chicago will feature more than 500 mining equipment and services exhibits covering 3 hm2 (320,000 sq ft) of exhibit space. Exhibitors will display products ranging from small safety devices to large earth-moving equipment. MINExpo is one of the few trade shows selected by the US Department of Commerce for its Foreign Buyer Program. Commerce is working with US embassies around the world to publicize MINExpo and to form delegations of visitors from many countries. Overseas visitors to the show will be assisted at an on-site International Business Center. It will provide currency exchange, translation, and other services to foreign buyers. Registrants at MINExpo will also be able to attend their choice of 27 morning-only program sessions. At these sessions, international mining experts from industry, government, and academe will analyze technical, strategic, and policy matters and discuss the outlook for the industry. "Toward the 21st Century" is the theme of this year's program. The technical workshops and managerial seminars are designed to assist mining executives, engineers, and geologists as well as mine superintendents, managers, and foremen in handling their responsibilities. Based on previous attendance at AMC international mining shows, the association says that more than 25,000 persons are expected to attend the Chicago show. It is expected that approximately 15% of the attendees will be from foreign countries. The Soviet Union will be among those exhibiting at MINExpo. The Russians have leased more than 2.8 dame (3000 sq ft) of space to display their mining machinery and equipment. It is the first time that the Russians have joined in an exhibition of mining equipment in the US. The two largest manufacturers of mining equipment in the Soviet Union, Setmash and Avtoexport, will put on display in Chicago a variety of Russian-made equipment. It will range from 100 t (110 st) heavy-duty dump trucks and diesel engines to drilling, hoisting, and conveying equipment. In addition to some 400 US exhibitors of mining equipment and services at MINExpo, nearly 100 companies will be present from other major mining nations such as Australia, Canada, Great Britain, Japan, the Netherlands, and West Germany. And, for the first time, a Chinese manufacturer will take part in the AMC show, participating with its US marketing partner.

"The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance.Six of the seven RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites.This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules.The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest SAG mill new liner placement rates ever observed by RME, as would be expected with two, independent Machines working simultaneously in the one mill.The liner-replacement-rate, averaged over the whole reline, is good (27% improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation.This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ‘double head’ mill liner handler by others. Early performance of Escondida’s new RUSSELL TWIN 8 System performance is then compared with recent single Machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved.Also, the preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. A web based platform, to develop and then distribute standardised data collection templates, is discussed in Annexure 1."

A numerical model for use in design is developed to predict the stresses and axial and bending displacements in a drilled pier in expansive soils. The prediction is based on the horizontal swelling pressures and uplift forces which act on the side of the drilled pier. The exponential suction envelope with the depth within the moisture active zone is estimated based upon the equilibrium suction, moisture diffusion coefficients obtained from laboratory tests, and minimum suction at the ground surface of the site based on field conditions. The volume change of soil is based on suction variations, soil properties, overburden pressures, crack influences, and the relationship between moisture contents and suctions. Considering the movement active and anchor zones on a soil-pile system in expansive soils, horizontal swelling pressures are formulated using the shear strength of an unsaturated soil and the Mohr?s circle and failure envelope. The movement active zone has two sub-zones in which horizontal swelling pressures are attributed to passive earth pressure failure and suction change in the upper and lower sub-zones, respectively. Horizontal swelling pressures which occur in the anchor zone are assumed to be in the at rest condition. The shear stress generated on the vertical surface of a drilled pier is supported by the nonlinear curves of load transfer versus relative displacement. The axial behavior and lateral bending of the pier in expansive soils are simulated using a beam column approach. The computed axial and bending displacements and stresses are used to provide structural design of the pier. Figures of computed results for typical cases are presented.

High concentrations of airborne coal particles is the main reason leading to health and safety hazards in underground coalmines. Water spray is one of the effective methods to suppress coal particles in mine sites, but the use of plain water is not effective enough to capture coal particles. By adding surfactants, coal wettability can be improved which will increase the coal dust suppression efficiency. In this study, a modified sink test was employed to evaluate coal wettability in the presence of two anionic surfactants: sodium dodecyl sulfate (SDS) and sodium dodecyl benzene sulfonate (SDBS). Sink rates were calculated by measuring sink weight over test time. Different surfactant concentrations (0.01 per cent, 0.05 per cent, 0.1 per cent, 0.2 per cent and 0.4 per cent) and two types of water (tap water and deionised water) were selected to investigate coal wettability over three size ranges (0–38, 53–75 and 75–90 µm). The results show that both SDS and SDBS surfactants can lower the water surface tension and improve coal wetting performance. Sink rates increased as the surfactant concentration increased, and surfactant solutions prepared by tap water performed better than deionised water in enhancing coal wettability. Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

INTRODUCTION The analysis and design of underground structures to resist vibratory motion due to earthquakes has been of interest to engineers for several decades. The dynamic stability of a powerhouse cavern was considered in the 1960s (Campbell and Dodd, 1967). About the same time, the designers of the San Francisco Bay Area Rapid Transit system developed procedures for analyzing the subaqueous tunnels placed under San Francisco Bay and the tunnels excavated along the land portions of the alignment (Kuesel, 1969). Japanese designers developed fairly sophisticated procedures for analyzing subaqueous tunnels during the late 1960s and early 1970s (Kuribayashi et al., 1974). In the past decade, proposals to site important critical underground facilities in regions with moderate to high seismic activity have increased the interest in earthquake engineering of underground structures. Seismic designs or seismic studies have been conducted for rock caverns for storage of petroleum or location of power plants (Yamahara et al., 1977; Glass, 1976), buried tanks for fuels or rad¬ioactive waste (Fukushima et al., 1977; URS/Blume, 1976), tunnels for disposal of nuclear waste (Yanev and Owen, 1978; Wahi et al., 1980), and urban mass transit tunnels (Monsees and Merrit, 1984). One of the greatest drivers of the interest in seismic analysis and design of underground structures has been the proposals to dispose of high-level nuclear waste in mined repositories some 300 to 600 m (approximately 1,000 to 2,000 ft) below the ground surface. In 1979, the authors, in conjunction with Professor Tor Brekke, presented a paper on an evaluation and design procedure used in a study of a proposed nuclear waste repository (Owen, Scholl, and Brekke, 1979).
