Technological changes in Portland cement manufacturing during past years have reflected changes in the economics and availability of various types of fuel such as coal, fuel oil and natural gas. The industry consumes a sig- nificant quantity of both thermal and electric- al energy. The nature of the process and its chemical constraints does however permit the use of comparatively low grade fuels such as high ash coal and high sulphur oil. In striving for increased daily kiln outputs and conservation of energy, there is a worldwide trend towards the use of dry process plants. Wet process kilns of about 2 500 tonnes per day assume massive component sizes which present difficulties in manufacture, and transport to plant sites. Large capacity dry process units in excess of 8 000 tonnes per day are now in operation using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. This technique has virtually doubled the potential output of any given single kiln.

A 3-inch pilot hole was directionally drilled to intercept the Freeport coalbed horizon horizontally at Mather, Pa., as part of a Bureau of Mines degasification project. The original concept was to continue the horizontal drilling into the coalbed, after the initial intercept, with a total of three horizontal holes eventually being completed. However, the erratic thickness (0.0 to 4.3 feet) of the Freeport coalbed at Mather was not sufficient to sup- port the horizontal drilling degasification technique, and the site was abandoned after six attempts to locate adequate continuous coal thicknesses. The drilling of coreholes in the immediate vicinity of proposed well paths to evaluate coal thickness is essential prior to future slant hole operations. Although mechanical failures of the new directional drilling equipment, mud pump and rig breakdowns, directional control problems, and exploratory horizontal drilling in the Freeport horizon more than doubled the anticipated cost of the pilot hole, continuing improvements in directional drilling equipment and techniques should significantly reduce the time and costs of future drilling operations.

A brief history of channel sampling in South African gold mines is followed by a chronicle of different sampling events and sampling methods that used the traditional ?hammer and chisel? approach as well as diamond core extraction of the sample. The problems associated with each method of sample collection are documented and the use of a laser scanner to measure the exact volumes of sample material extracted from a correctly delimited sample site are considered. Areas where increment delimitation errors (IDEs), increment extraction errors (IEEs), increment weighting errors (IWEs), and increment preparation errors (IPEs) occur were investigated. A ?simulated chip sample model? is introduced and provides the basis for comparing the percentages of error introduced as a result of improper sampling. The heterogeneity experiment showed that reefs that are more homogenous tend have lower extraction errors than the more complex carbon-rich reefs, which may contribute to understanding the poor mine call factor on mines exploiting the latter types of reef. The Huelva smelter was commissioned in 1970 coinciding with the shutdown of the old smelter in the Rio Tinto mine site. That new smelter consisted of two Momoda blast furnaces with a capacity of 500 dmtpd of concentrate. Nevertheless, soon after their start-up, it was clear that an increase in the smelting capacity was needed. After an analysis of the existing alternatives at that time, the flash smelting technology was chosen. The new Outokumpu Flash Smelting Furnace (FSF) came into operation on 18 September1975, with an initial capacity of 900 dmtpd of concentrate, using four Venturi-type burners and preheated atmospheric air. Since that date the Huelva Smelter team, together with Outokumpu (now called Outotec), have continuously improved our FSF design, process conditions and operational practices, leading to a present capacity of 3,500 dmtpd of concentrate. Since 1975, five smelting campaigns have been completed, the last ending in November 2013 with the rebuilding of the original FSF hearth. This paper describes the history of these improvements and the lessons learned.

Cable bolt technology used by the U.S. coal industry was developed to a large extent in the 1990s. Today, these cable systems include both cable bolts and cable trusses to provide supplemental and secondary support in gate roads. This cable technology is significantly different than the cable systems in use in either U.S. hard-rock mines or Australian coal mines. Development of this technology was initiated and spurred by research efforts of the U.S. Bureau of Mines, and has continued under the health and safety programs of the National Institute for Occupational Safety and Health (NIOSH). It was also followed up by work of roof support manufacturers to create an essentially new support system. In this paper, the important support characteristics of both cable bolts and cable trusses are discussed. The design of cable systems and the basis for that design for tailgate and headgate situations are reviewed and explained. Case histories are presented on the application of these support systems based on experience gained at a number of in situ test sites.

The geomechanical environment in which highwall mining must operate represents a hybrid between surface and underground operations. Mine design must take into consideration the complexities associated with unsupported spans, pillars with extreme aspect ratios and the instability related to the interaction between coal extraction and the highwall stability. The rock mass adjacent to the highwall, and for a significant distance in, is affected by lateral stress relief and blast damage. This paper describes a rigorous site investigation program aimed at providing some of the input parameters for the design of highwall mining layouts at the Moura Mine and focuses upon defining the nature and extent of the relaxed zone behind the highwall. The combination of borehole imaging and C factor analysis allows delineation of blast damage and relaxation of the rock mass immediately adjacent to the highwall excavation, as well as the more subtle relaxation effects deeper into the rock mass. This has led to the formulation of a proposed geomechanical model for the relaxed zone for direct input into highwall instability analysis and mine design.

Recent work on computerised mineral resource databases at the Institute of Geological and Nuclear Sciences Limited has concentrated on the development of the GERM, REGCHEM, and MINLIT databases, and their integration in a Geographic Information System using MapInfo software on an IBM-compatible microcomputer local area network. GERM (GEological Resource Map) is a mineral deposit inventory with national coverage and more than 10 300 entries. REGCHEM (REGional Exploration GeoCHEMistry) is a database of stream sediment analyses from open-file mining company reports, containing more than 14 000 sample sites from the Coromandel and west Nelson regions. MINLIT (MINeral LITerature bibliography) is an annotated bibliography of literature on topics relating to the exploration and geology of mineral deposits in New Zealand, and includes more than 5000 entries for published books and papers, and unpublished mining company reports, university theses, and government reports. Master sets of GERM and MINLIT continue to be maintained on a VAX mainframe network but REGCHEM is operated only in the PC environment using the Microsoft ACCESS database management system software.

A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland - Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground sub-section of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes Operational.

In 1990, Alcoa of Australia Limited was elected to the Global 500 Roll of Honour of the United Nations Environment Program for the environmental management and rehabilitation of the bauxite mines in Western Australia. This award placed Alcoa in the international best practice category. The story of constant improvement spans more than 20 years from a 'trial and error' start to a strategically focussed and research driven program today. The main driving force has come from within the company, against a set of strong corporate values and a well publicised Vision based on 'excellence through quality'. Along the way public opinion, action group protests, increased legislative controls together with the professional competence of internal and external environmental resources have all played a part in arriving at the level of current environmental management and mine rehabilitation performance. There were numerous lessons learned here during the evolution and maintenance of best practice. These included: I . To work diligently in obtaining a vision or strategic intent on mine site rehabilitation and environmental management - don't be easily dissuaded.

THE THIRD and most important item on the Phelps Dodge agenda for the development of new ore supplies involved the site of the company's initial venture into Arizona, the old mining camp of Morenci. By the purchase of the Arizona Copper Company's holdings in 1921, Phelps Dodge had obtained control of virtually the entire Morenci district, including town, public utilities, and, above all, the huge mineralized area that had once been divided between numerous competing companies. Because of this rigid concentration of ownership in the hands of one organization, Phelps Dodge was able to plan and successfully carry out a program of greater magnitude than any Arizona mining company had previously under- taken. The immense deposit of low-grade ore, usually referred to as the Clay Orebody, had been known to the mining companies of Morenci for many years. Pioneer exploratory work, both by the Arizona Copper Company and later by Phelps Dodge, revealed that the deposit, mostly of light-gray porphyry rock, lay under a hard capping from two hundred to five hundred feet thick. The southern Attiki peninsula is a very interesting area from an environmental point of view. The port and the city of Lavrio is situated at the east coast of the peninsula with about 10 000 inhabitants and there are also a few villages in the vicinity. The south-eastern part of the peninsula hosts the famous Lavrio mines which exploited the silver bearing orebodies of the area for more than 25 centuries. As a result, soils around the city of Lavrio are polluted with high heavy metal loads. The area is also of archaeological interest, as there are well preserved remnants of ancient mining and processing plants and archaeological sites. Soil samples collected from an area of approximately 120 km2 around Lavrio were analysed for their metal contents and the spatial distribution of the concentrations of ten selected elements were estimated from these data sets. The spatial data analysis and transformation capabilities of Geographic Information Systems, combined with extensive mining and geological data, helped the authors to identify the extent and causes of metal pollution around Lavrio.

Multiple seam mining and its associated problems are very serious in Southern West Virginia where poor planning or lack of knowledge in seam interaction often results in complete loss of coal properties. Several measures have been proposed to alleviate the interaction prob¬lems under various multiple seam conditions, but few of them are spec¬ific in terms of mining plan. Two parallel approaches are adopted for this paper. One is field investigation which consists mainly of mine site visits and gathering of data. The other is the two-dimensional finite element simulation of mine workings using the data gathered as input. Two typical cases which represent the past and present multi¬ple seam mining practice in West Virginia were investigated. Much attention is focused on the interaction problems experienced and the important parameters controlling interaction. Several key parameters controlling interaction in multiple seam mining were analyzed. Proper mining plans, by which the interaction problems can be minimized, are proposed for the individual cases after a better understanding of the interaction mechanism was realized through finite element analyses.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

The seismic vulnerability of the existing outlet tower at Lake Mathews reservoir, located in Riverside County, California, necessitated the design of a new outlet facility to assure serviceability of the facility following a major earthquake. The components of the proposed facility include: a new outlet tower; a shaft; a new outlet tunnel; an approach channel that will be excavated underwater; and two short tunnels that will connect the new outlet tunnel to the existing outlet tunnel via the shaft. As the new facilities will be constructed while the reservoir is in operation, a cofferdam will be constructed around the site of the new outlet tower. The design for the underground facilities used a combination of empirical methods; limit equilibrium analyses, including displacement-based pseudo-static analyses for dynamic loading conditions; and numerical analyses. This paper outlines the design methodology used to develop an innovative design for the facilities which can be constructed within the time frame required by the operational schedule of the reservoir and existing outlet facility.

The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. A geotechnical monitoring program has been implemented at Energy West Mining Company for enhancing site-specific evaluation of longwall stress conditions. This program consists of underground measurements at five locations in two neighboring mining districts located in the Hiawatha and Blind Canyon Coal Seams under moderate to deep cover. Within the last five years, additional measurements, including data on recorded seismic events and face conditions, have been incorporated into the data collection program together with detailed geologic mapping of longwall gateroads. In conjunction with the measurement program, the authors have completed detailed boundary-element stress analyses of the mine plans. Models have been calibrated using the data from in-mine instrumentations and then routinely used for evaluation of mine plans at depths approaching 2,600-ft. The work has improved our understanding of load transfer, seismicity and yield pillar performance. It has identified areas of potential increased stress levels at certain longwall face positions and provided guidance to measures that could be considered to mitigate the potential for these increased stress levels.

"Accident prevention has been an on-going priorty for five years. In 1987, adherence to the ILCI five-star rating loss control program was started, and a first star was awarded. Extensive training programs have been undertaken to establish standard procedures and upgrade employee skills. Due to its location, Selbaie owns and rents housing in the town of Joutel and contracts a busing service to and from the mine. Employees from other areas are lodged in dormitories and fed in the site dining room. Accounting and warehousing services are carried out in efficient fashion. Employee relations are structured to provide prompt resolution of complaints and differences. No lost time due to industrial relations differences has been encountered during the history of the mine.Safety and Loss ControlAll mines are concerned and occupied with a wide range of activities to ensure the safety of its employees. Selbaie is no exception. Programs to achieve success in safety and loss control have been implanted since the start of construction and development at Selbaie and have followed three interesting stages of evolution."

"Ontario and Quebec taxpayers will have to dig deeper into their pockets to pay more tax, according to budget papers tabled in these provinces in May 1993. Individuals will be hardest hit, but corporations will also have to ante up in the face of higher rates, reduced deductions, and new taxes.Up, up, and away...Somewhere in the bleak picture of the 1993 Quebec and Ontario budgets, there is a bit of good news for the mining industry.Careful scrutiny reveals:• Ontario will correct a capital tax provision which inadvertently penalizes flow through share issuers;• Quebec's flow-through incentives will be extended to December 31, 1995; and • both Quebec and Ontario will allow deductions for mine site reclamation payments.The industry may also find some comfort in the fact that Ontario's new corporate minimum tax will be profit-based (unlike the federal minimum tax), so that non-producers should not face a liability for this tax. There is some concern though, about Quebec's announcement that the refundable credit mechanism in the Mining Duties Act will be reviewed."

The Wiluna mining operations are centred near the township of Wiluna 750 kilometres north-east of Perth and 600 kilometres east of Geraldton.The Wiluna gold mines produced over two million ounces of gold, predominantly by roasting the refractory sulphide ores, before closing in 1947. In the period 1984 to 1992, 668 000 ounces of gold has been produced from free milling oxide ores and the retreatment of tailing. A plant capable of treating the refractory sulphide ores using the bacterial oxidation, Biox technique was commissioned in March, 1993.The Wiluna lode deposits are hosted by a sequence of very low grade metamorphosed mafic flows at the northern end of the Norseman-Wiluna greenstone belt. A strike slip fault system provided conduits for fluid migration; ore deposition occurred at favourable sites along the faults. Satellite mines at Gourdis and Wiluna South provide laterite and lode style oxide ores.The different styles of deposit and ore types at the Wiluna mining operations require a flexible approach to resource estimation and grade control practices.

As a result of the dramatic growth of Edmonton, Alberta during the past decade and the rapidly increasing price of natural gas, Edmonton Power has received provincial government approval to construct and operate an 8O0-megawatt- capacity coal-fired thermal generating station at Genesee, about 50 km southwest of Edmonton. The power plant will consist of two 400-megawatt steam-driven thermal generators, with provision in the future for two or more additional units. The coal will be hauled by truck from the nearby three-million-tonnes- per-year strip mine, with economically recoverable reserves exceeding two hundred million tonnes. Edmonton Power controls a major part of the coal leases in the area, and is working with other lease holders in developing the most efficient mining plan. A natural depression was selected as the site for the 600-hectare cooling pond to provide water for the power plant. Edmonton Power is working closely with the people in the area to ensure that their rights and concerns are communicated and recognized by all parties.
