There is now overwhelming evidence that, despite concerns to the contrary, natural degradation of cyanide and cyanide attenuation by hydrogeochemical processes are capable of minimizing or eliminating potential water qua1ity impacts from heap leach systems. A1 though there was some recognition of these data by the regulatory authorities, for example the initial USEPA modification of cyanide standards to an advisory level, many states have codified standards inappropriate to the clearly site specific nature of heap leach operations. As an overview to this problem, this paper will integrate the theoretical chemical data on cyanide with the observed geochemical behavior of cyanide in the decommissioned heap leach environment. The cyanide species that are likely to exist within an abandoned heap leach system will be identified, and the relative toxicity and potential environment effect of these cyanide species will be discussed. These data will then be used to evaluate cyanide detoxification regulations for decommissioned heap leach projects in 14 states.

Subzero temperatures of the Arctic pose some critical engineering problems for the developer and operator of open pit mines. Undoubtedly, the single most troublesome manifestation of this climate is permafrost. Underlying about 20% of the world's land area and 85% of the state of Alaska, permafrost has not only made its impact on building construction and mine excavation, but has created a legitimate threat to the delicate balance of nature existing within the Arctic environment. The recognition of permafrost areas by geomorphology and an understanding of its other complex developmental factors are the basis for two major concepts in building construction. The active method involves the eventual thawing of the complete permafrost section and is only useful in shallow areas. However, in some areas of coarse, well-drained material, vegetation may be stripped well ahead of construction and shallow permafrost allowed to method, leaves the perenially frozen ground undisturbed and is to be preferred. In selecting construction sites aerial photos may clearly reveal typical permafrost features.

Carlin-type. disseminated, sediment-hosted gold deposits can be better described as hydrocarbon-associated gold deposits. A new genetic model for these deposits involves the intrusion of one or more small bodies of magma into a shallow hydrocarbon reservoir or ma of hydrocarbonenriched rocks, imposing a convecting geothermal system on the local groundwater. Pyrite, commonly associated with the organic material, provides a substrate for deposition of gold and other trace elements in an environment rich in dissolved sulfide. Both diagenetic and hydrothermal pyrite may act as gold depositional sites. Thermal cracking of hydrocarbons, catalyzed by illite, subsequently generates an oxidizing environment by depleting hydrogen. As oxidation increases, arsenic sulfide minerals and barite m stabiied at first. Increasing hydrogen depletion converts sulfide to sulfate, generating acid oxidizing conditions which: alter pyrite to hematite; continue the deposition of sulfates; and ultimately develop late stage acid-sulfate assemblages containing minerals such as kaolinite. alunite. and jarosite. Gold released from the oxidizing pyrite is redeposited as free gold, and pehaps remobilized.

Unsaturated permeability and flow capacity exist where copper mineralization is disseminated in segmented, very-low-permeability ore blocks. The US Bureau of Mines (USBM) investigated this condition for application to in situ, copper-leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning-electron-microprobe data to characterize the host rock's mineralogy, texture, pore size, distribution and permeability. Finite element modeling is used to estimate saturated permeability and the ambient degree of saturation and to gain insight into appropriate in situ leach design. Recommended design modifications for optimized solution distribution and maximum recovery from the Casa Grande ore require: • well pressure injection exceeding 1500 psi and recovery wells operating in a suction mode, or • secondary, permeability enhancement by explosive rubblization. In the former, the lack of conditioning and the use of lesser pressures will result in leach solutions confined to the macrofractures. With the latter requirement, pressures can be reduced to 500 psi, with improved recovery and solutions containment.

In situ experiments at the Department of Energy's Nevada Test Site (NTS) have extended the technology of propellant-based fracturing to include liquid- filled, uncased boreholes. Previous work had developed the technology for liquid-free, uncased wellbores. Test results show that fracturing behavior is considerably more complex in liquid- filled boreholes than in the liquid-free case. Compared to liquid-free boreholes, liquid-filled boreholes have faster pressure risetimes and lower peak pressures, large hydraulic-type fractures propagating several meters beyond the end of the test zone, numerous oscillations in the pressure history, and variable types of fracturing within a single test region. Multiple fracturing is initiated in the wellbore of a fluid-filled borehole when the proper propellant mixture is used but, unlike fluid-free wellbores where up to eight fractures propagate, only one to three hydraulic- and/or shear-type fractures propagate. Hydrodynamic effects involving liquid compression during borehole pressurization appear to be responsible for the differing phenomena observed in fluid- filled boreholes.

The Virginia Operations of Consolidation Coal Co. include a diversity of mine fan configurations which have been tested to quantify pressure losses through the inlet ductwork. Airflow and pressure measurements were taken at four shaft sites to calculate losses for the 90-degree bend at the top of the shaft and the self-closing dampers or closing doors located between the shaft and fan. Velocity contours were then developed from the test data to determine flow patterns in each fan system component. In addition, yaw and pitch angles of airflow through the fan annulus were measured to evaluate turbulence levels created by various inlet ductwork designs. The test results indicate that proper design of the shaft collar and ductwork arrangement for main mine fans can substantially reduce system pressure losses and air turbulence. BY minimizing the pressure drop experienced on the surface, these design improvements enable the bulk of the total pressure developed by the fan(s) to be utilized in the mine.

This paper describes the impact of natural ventilation pressure (NVP) on the Nuclear Waste Isolation Pilot Plant in New Mexico (WIPP). The WIPP site is a U.S. Department of Energy underground facility for the disposal of low level radioactive transuranic defense generated waste. Because the facility is designed for the storage of nuclear waste, special design considerations are necessary to ensure containment of potential radioactive releases. The main design considerations which influence the ventilation system are the requirements of separate air splits for mining and storage operations and of air filtering before atmospheric discharge in the event of a radioactive release. The leakage between the two air splits must always be from the mining area to the storage area. The transient effects of natural ventilation pressures, caused by seasonal and diurnal surface temperature changes, impact the ventilation characteristics throughout the facility. This paper discusses the measurements taken to quantify the changes in NVP and the engineered systems designed to mitigate against the effects of NVP.

The Tri-State district comprises an area of about 2000 square miles in southwestern Missouri, southeastern Kansas, and north- eastern Oklahoma. The part that is in and contiguous to Missouri is still sometimes designated as the Joplin district (Fig. I). Early Operations Mining operations in what is now the Tri-State district date from about 1848 and have been continuous to the present. Apparently the first discoveries of ore were made about the same time near the present sites of Joplin, Oronogo, and Granby. Lead minerals were found at grass roots, probably in shattered rock in shallow excavations, then these minerals were followed in shear zones to deeper horizons. The mining of zinc followed. Before 1874, zinc ore was worthless and discarded as waste. According to published records, the total production of lead to that date was 49,000 tons of metal from 70,000 tons of concentrates. In 1950 the phosphate fertilizer market warranted the design and construction of a new fertilizer plant by Cominco at Kimberley, B.C. The initial rated capacity of the plant was 70,000 tons per year of high- grade ammonium phosphate. The plant was placed on-stream in 1953. One of the major problems in operating the fertilizer plant was the disposal of the gypsum tailings slurry which was a by-product of phosphoric acid manufacture. The original weight of dry tailings produced by the mill was 500 tons per day. This quantity increased over the years until a projected 2200 tpd was selected for the pond design described in this paper. The original gypsum tailing area was located south of the fertilizer plant and adjacent to the St. Mary's River. By 1965 the original disposal area had proven inadequate and Cominco's engineering staff had selected a 500 acre disposal site to the east of the plant.

This paper describes the development of a Windows-based interactive mine ventilation simulation software program at the Waste Isolation Pilot Plant (WIPP). To enhance the operation of the underground ventilation system, Westinghouse Electric Corp. developed a program called WIPPVENT. While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC from Mine Ven- tilation Services Inc. and uses the same subroutine to calculate airflow distributions, the user interface was completely rewritten as a Windows application with screen grap-hics. WIPPVENT is designed to interact with WIPP ventilation-monitoring systems through the sitewide central monitoring system. Data (e.g., air quantity and differential pressure) can be continuously collected from the underground ventilation remote-monitoring and control system and from the mine's weather stations (psychrometric data). Furthermore, WIPPVENT incorporates regulator characteristic curves specific to the site. The program utilizes this data to create and continuously update a real-time ventilation model. This paper discusses the design, the key features and the interactive capabilities of WIPPVENT.

Spurred by recent forecasts of greatly increased demands for uranium by 1980 and beyond, interest is once again focusing on America's western uranium deposits. One of the principal producers in this area is the Gas Hills district in Wyoming, the site of approximately 12% of the known uranium in the U.S., including past production and current reserves. Located on the south flank of the Wind River Basin, the Gas Hills deposits have been recently studied by the Atomic Energy commission for clues to and guides for discovering similar-occurring ores. The ore deposits are confined to a permeable sandstone unit, up to 350 ft thick, at or near the base of the upper Wind River formation of early Eocene age. The uranium occurs in three principal north- south "ore trends," each of which is about six miles long, one mile wide, and separated from each other by approximately three miles (Fig. 1).

Approach A beta detector continuously counts beta activity collected on a filter paper to allow calculation of exposure in working level units. How It Works At each Site a constant flow pump draws mine air through a fiberglass filter located in front of a beta detector (pancake type Geiger Mueller tube), Radioactive particles (products of the radon 222 gas emanating from the mine walls) collect on the filter and decay, releasing alpha and beta particles as well as gamma rays. A portion of the beta particles penetrate the Geiger tube window and create electrical pulses in the tube. These pulses are then amplified and sent by a coaxial type or shielded electrical cable to a central monitor located some distance from a working level detector. This paper gives a brief history of the mining and milling operations in the Juneau gold belt, and a general description of the geology of the district, followed by a suggestive discussion of the general problem of sampling gold ores and a detailed description of the mining methods used in the Alaska Juneau mine. The paper indicates that variations in assaying ore similar to that from the gold belt are unavoidable on account of the erratic distribution of the gold. A caving system that accepts dilution was adopted for the Alaska Juneau mine; the ore is sorted and the final mill feed has nearly twice the assay value of the ore trammed. THE property of the Alaska Juneau Gold Mining Co., covering the Juneau gold belt for over a mile in length, consists of 136 claims and 24 mill sites; these are near Juneau, Alaska, in what is known as the Harris mining district.

It is necessary to assess the physical and functional conditions of highway bridges at regular intervals to ensure they still meet their service requirements. Currently, this condition assessment is mainly performed through visual inspection, which has been identified with several limitations (e.g. the timeconsuming assessment process and heavy reliance on inspectors? personal experience). In order to overcome these limitations and enhance the current inspection practice, this paper presents a novel method for automated bridge condition assessment using a hybrid sensing system. Under the method, existing conditions of bridge components are first captured with a stream of point clouds and color images. Then, the bridge components and the defects inflicted on the components are detected utilizing their visual patterns. The detection results are mapped to the point cloud. This way, the 3D information of the components and defects can be retrieved. The bridge condition assessment can be made effectively through the 3D visualization of this information before carrying out any on-site detailed evaluations.

The planning, design and construction of a service tunnel, under a major arterial road between two hospitals are described. The multiple uses of the tunnel combine to provide a favourable cost-benefit ratio for the tunnel as part of a rationalisation of services between hospitals. The driven tunnel provides economic, program and approval advantages over that of a cut and cover construction. The cross sectional shape of the tunnel was determined during feasibility studies by the degree of weathering of the Silurian mud- stones, the shallow cover and the proposed excavation equipment as well as the functional requirements. The site investigations covering geotechnical, building, noise and level surveys provided input to the design documentation and construction phases. Monitoring of settlement levels and primary support stresses during early construction stages confirmed the adequacy of the proposed tunnelling methods and support to be used adjacent to the major building foundations. The 140 metre long tunnel was success- fully completed in April 1980 at a cost of $650,000.

The era of non-electric systems as an initiating system has revolutionised the blasting world by introducing a very safe initiating system that is reliable, with initiation sequence possibilities that are superior to those of purely pyrotechnical or electric systems. Electronic initiation has brought with it accuracy, programming and controls that were lacking in the non-electric systems. However, it has also led to a certain degree of complexity, which works against user-friendliness, sometimes introducing a few constraints that are balancing out the intrinsic performance of electronic detonators. The introduction of a hybrid initiation system, Electronic and Non Electric, offers accuracy, and flexibility that were lacking in non-electric systems, whilst removing the inherent complexity of electronic systems. This paper endeavours to summarise the advantages and disadvantages of non-electric and electronic initiation systems that have been recorded after years of experience on site. The paper will then describe how a hybrid system only keeps the advantages whilst eradicating the disadvantages, via a case study.

Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. The redevelopment of Bow Bells House in London has thrown up a number of challenges that will increasingly be faced by developers of congested sites. In the context of pile reuse this paper examines four key issues: 1. The Developer?s perspective on sustainability, cost, programme and risk management. 2. The nature of pile testing including timing, the balance of extent of intrusive works whilst retaining the existing piles and identifying representative levels of testing. Four key elements of investigation; geometry, integrity, durability and capacity are evaluated. 3. In terms of design this paper supports the adoption of alternative probabilistic methods aligned with communicating to Clients in terms of acceptable ?probability/risk of failure? in place of a factor of safety approach. 4. The project also highlights a number of issues that will require greater attention to maximise the future reuse potential such as foundation load transfer platforms and promoting developments based on early collaborative framework design and contracting across the supply chain.
