This publication summarizes, for all interested parties, the research, development, and demonstration in-house projets programed by the Bureau of Mines for fiscal year 1980 (October 1, 1979 - September 30, 1980) under its Minerals Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

A summary of geochemical dispersion processes is presented. Secondary and tertiary dispersion of uranium was examined at several uranium prospects in British Columbia. The vertical migration of uranium from bedrock (primary dispersion) through overburden into the various soil horizons, and into snow and plants, was studied, and relationships were sought to explain the dispersion patterns in the secondary and tertiary environments. Soil developments were examined to obtain information on factors affecting the dispersion of uranium in soil profiles and tertiary substances; samples were analyzed for a number of elements. Biogeochemical data indicate that plant geochemistry is a possible exploration aid in areas of heavy overburden owing to the high selectivity of certain plants for specific elements. Some new data on the geochemistry of snow are discussed as a matter of research interest in the tertiary dispersion of uranium. Analytical techniques and problems are discussed, particularly extraction techniques, which must be carefully chosen to give reliable information on uranium dispersion.

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pittsburgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No.2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

"The Air-Metabisulfite (AMBS) process has been developed to treat complex copper, molybdenum and precious metals (gold, silver) bearing ores using brackish and sea water. This process was able to produce significantly better copper concentrate grades and higher recovery than possible using conventional lime and/or cyanide based processes for certain complex ores with high sulphide gangue minerals. The AMBS technology in now used commercially following a rigorous evaluation process emanating from laboratory curiosity to plant applications. In addition, many projects have embraced this technology at a feasibility level involving various complex ore bodies.This paper presents a summary of the findings from testing the AMBS technology on various ores types. Experiences gained from this successful development from bench to piloting and then to plant applications are also presented in this paper.INTRODUCTIONProcessing of sulphide copper, molybdenum and precious metal ores typically involves flotation of copper bearing minerals while depressing non-sulphide and other non-copper sulphide minerals such as pyrite, pyrrhotite and sometimes arsenopyrite. Though in many precious metal ores, the values are in these sulphide minerals as well. The conventional method employed in the industry to produce a saleable copper concentrate requires depression of these non-copper sulphide minerals using an alkaline pH above 9.5, though 10.5 to 11.5 is more common. Alkalinity is controlled by the addition of a pH modifier. Lime is normally employed as a pH modifier due to its relatively low cost; however, the costs associated with adding lime can be significant and the effectiveness of lime as a depressant could be drastically reduced when the process water supplied to the flotation circuit contains high level of dissolved salts. In some cases, a small amount of cyanide is used along with lime to depress non-copper sulphide minerals especially when its proportion to copper sulphide minerals in the ore is higher than three."

Many of the trace elements found in coal are associated with mineral matter, making it possible to remove them by physical coal cleaning. As part of work funded by the Electric Power Research Institute, both conventional and advanced coal cleaning processes were found to provide large reductions in the concentration of many trace elements that, if released into the atmosphere, are considered to be potentially toxic or environmentally harmful. Advanced physical cleaning technologies appear to provide greater reductions than conventional technologies. Chemical cleaning processes may also remove many trace elements, possibly including organically-bound elements such as beryllium. Care must be taken in the disposal of coal cleaning plant refuse because oxidation and leaching of this material can create highly acidic leachate and many trace elements are mobile in an acid environment. Laboratory leaching procedures are potentially useful in determining the degree of risk of water contamination by trace elements should an acid environment form.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos. The videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Over the past 15 years, the mining industry has begun to incorporate the concepts of sustainable development and sustainable mining practice across the life cycle of mineral operations. This requires addressing economic issues, community impacts and concerns and environmental protection, and is captured in part by the phrase ‘design for sustainability’ (McClellan et al, 2009). Over the same period, the industry has seen a gradual decline in ore grades for many mineral commodities. As a result, large volumes of tailings and mine waste rock are being produced around the world, and it is expected that the annual production volumes of these materials will increase, even if there is not a significant change in the demand for materials.Another related thread of change has been the realisation that societies need to move away from linear economies (raw materials, production, consumption, disposal) towards more circular ones. This will help societies become more resource efficient, which is defined by the United Nations Environment Programme as reducing the total environmental impact of the production and consumption of goods and services, from raw material extraction to final use and disposal. The goal is to create more with less and deliver greater value with less input. Circular economies require thinking in terms of the waste hierarchy (reduce, reuse, repurpose, recycle, recover, landfill).The challenge is that the waste hierarchy was originally designed to address embodied mineral content in products rather than mine waste and tailings generation. It will need to be reconsidered in a mine life cycle context, focusing on a value-based conception of waste (Van Ewijk and Stegemann, in press).In parallel to these changes, it has remained an imperative in the mining industry to dispose of these waste materials as economically as possible while protecting the environment. Single handling of these materials has been the main target, which reduces the life cycle costs of their management but may make reuse of waste and tailings technically more difficult or economically infeasible.This presentation explores a rethinking of the large volume earthen material waste issue at mines. The underlying theme is that some or all of these materials can be valuable resources for the future that can positively contribute to sustainable development. These resources can offer economic gains to firms, communities and societies; contribute to environmental well-being; enhance social interactions with the previously mined landscape if handled properly; and, with proper policies in place, reduce governance commitments. Each of these topics will be briefly explored. On average, one to two fatalities occur every year when a miner is struck or pinned by a continuous mining machine (CMM). Proximity detection systems offer an effective means to prevent these types of injuries and fatalities by sensing the presence of a miner and automatically disabling machine motion. The Mine Safety and Health Administration (MSHA) is expected to finalize a regulation that would require the use of proximity detection systems on all CMMs. Approximately one-fourth of all CMMs in use in the United States are already equipped with such a system. The use of these systems will save lives, not only by automatically preventing accidents but also by acting as a tool for educating miners and reinforcing safe work practices. Researchers at the Office of Mine Safety and Health Research (OMSHR) have conducted a series of field evaluations to quantify the performance of these systems in an underground coal environment. These field evaluations measured the distance at which the warning and stop zones were activated. The technology provided consistent activation of the warning and stop zones under many of the conditions tested. However, some performance inconsistencies were observed which present opportunities to improve the reliability of proximity detection system technology. Some of the notable variables that caused significant changes in performance and should be considered in the design, implementation, and use of proximity detection systems include interaction with the trailing cable, performance changes during tramming, and orientation of the miner-worn component.

The mineral industry in India is an important contributor to the country?s GDP and foreign trade, and also a significant source of employment generation. The industry is distributed almost all across the country and has operations in some of the remotest areas, where it has also served as a sole source of infrastructure development. India produces 89 minerals, out of which four are fuel minerals, 11 metallic, 52 non-metallic and 22 minor minerals. The mining leases are occupying about 0.21% of the total land mass of the country. Indian mining industry is characterized by a large number of small operational mines (approx 3000 mines). Appropriate systems have been put in place to ensure sustainable growth of the sector, which include formulation of procedures for scientific prospecting and mining and development of a mechanism of prior environmental and forest clearances for mining projects. Main emphasis is to protect the health and safety of mine workers, as well as to safeguard the interests of indigenous people through rehabilitation and resettlement packages. Efforts are under way to mainstream the artisanal and small-scale mining sector in order to promote equity in the mining industry. The issue of scientific closure and reclamation of the abandoned mine sites poses a major challenge. Present paper illustrated several initiatives have been taken in this direction along with case studies, which could be replicated in other parts of the country.

The Davis detector cavern was excavated on the 4850 Level of the former Homestake Mine in the mid- 1960s to house a novel neutrino detector developed by Nobel Prize winner Dr. R. Davis. The original cavern was about 9.1 x 16.8 x 9.7 m high, excavated in a Precambrian amphibolite known as the Yates unit and enlarged in 2010. In 2009, the National Science Foundation selected the site for development as a national Deep Underground Science and Engineering Laboratory (DUSEL). This retrospective rock mechanics study of the Davis cavern is intended to inform design of the much larger caverns and laboratory rooms being considered for the same 4850 Level. Provision for rock mass variability, sequential excavation, jointing and wall damage from blasting are included in analyses that were done using two different computer codes and methods (FLAC3D and UTAH3). The results are in agreement with observations and show that cavern stability is indeed the case. The main conclusions are: (1) if conventional scaling of laboratory rock elastic moduli and strengths is done, then 0.25 and 0.50 scale factors are reasonable, (2) measured statistical and spatial variability in rock properties should be incorporated into geomechanical analyses to better reflect reality, (3) discontinuities (“joints”) are essential to reliable analysis of excavation safety and when properly taken into account eliminate the need for empirical “scaling” of laboratory rock properties, (4) major geologic features such as rhyolite dikes and breccia zones may be important to excavation safety at Homestake and should be explicitly represented in analyses and (5) quantifying wall blast damage is important to engineering design of underground excavations.

A mine waste dump progression plan can provide a clear outlook of the mining operation. To produce such an output requires detailed placement schedule of the mined material, including the volume (or tonnage) and the allocated dumping location. However, current practise mainly focuses on the ore production, over-simplifying the waste material scheduling. As a result, a rock dump is often treated as a single point in long-term planning, making it difficult to predict the waste dump progression pattern over the life-of-mine. Without such a guidance, it is almost impossible to carry out progressive rehabilitation on the waste rock dumps. The lack of dumping schedule could cause delay in development construction, ie tailing storage facility and run-of-mine pad. Other downstream effect due to the over-simplification is inaccurate estimation of required truck hours, which could have huge financial impact on the operation.In this paper, mixed integer programming (MIP) models of different objective functions, ie maximise truck productivity by minimising the overall haulage distance, minimise required truck deviation between adjacent years, and a hybrid between the two objectives, are utilised to generate the long-term optimum rock placement schedules under the criteria of satisfying site specific conditions. All three MIP models are implemented in a large scale open pit mine. The numerical solutions from the models forms three different rock placement schedules, based on which, the yearly truck requirements are easily calculated and compared. The graphical results show the three corresponding waste dump progression patterns over the life-of-mine, providing the optimised long-term forecast of the operation.CITATION:Li, Y, Topal, E and Ramazan, S, 2014. Background to the Transvaal Iron Age-new discoveries at Olifantspoort and Broederstroom R. J. MASON*, Ph.D. (Visitor) The work being done on Iron Age sites in the Transvaal is described, with particular reference to the finds at Olifantspoort and Broederstroom. The material so far found provides evidence for the production of iron and copper, the farming of cattle and sheep, and the construction of large villages by people who were probably ancestral to the present Bantu population. The material dates from as early as A.D. 270, but clear indications occur from AD. 460 onwards.

REGCHEM is a geochemical database containing stream sediment geochemical analyses compiled from open file mining company exploration reports. The database contains data on over 21 000 samples that have each been analysed for several elements such as gold, silver, arsenic, copper, lead and, zinc.   REGCHEM is supported by GEOEXPL - a custom written computer software application which operates under Microsoft Access. The data can be plotted as maps using a geographic information system (GIS) package called MapInfo, which can incorporate data from other data sets such as mineral deposit sites from the geological resource map database, GERM.

Post-blast assessment techniques using off-site data which includes location, seismograph and photographic data were discussed during the Blaster’s Weekend at this year’s ISEE Conference. Blast and property locations with commonly available GPS units allow for the spatial relationships surrounding the blasting to be documented. When distances are coupled with the charge weight per delay, the scaled distance can be calculated to any structure for either compliance with the rules, or to project limitations. When blasting seismograph data is obtained, the scaled distances are then able to be plotted against ground and air vibration levels for post-blast assessment purposes.

The paper will describe the $1.7 billion Milwaukee Program. Past contracting practices of the Milwaukee Metropolitan Sewerage District are discussed. To minimize costs and claims, the MMSD has implemented some recommendations from Better Contracting for Underground Construction. Currently implemented are: full disclosure of subsurface data including interpretations, the deletion of disclaimers relating to subsurface information, use of the federal Differing Site Condition clause, payment for mobilization. Also considered was the recommendation concerning Wrap Up Insurance. The MMSD shares and allocates certain designated risks through the Contract. A claims handling methodology has been developed and used on this major construction program.

The commercial success of a mining project can be strongly influenced by the business activity which takes place away from the mine site. The project revenue is determined by marketing success which results from persistent research and full realisation of suitable products and by-products and appropriate upgrading achieved in conjunction with proper material security and insurance. Significant costs of transport can be optimised, protection of the environment carefully managed and skilled employees acquired as a valuable asset. Working capital requirements are often substantial and should be carefully established and financed, possibly by special contractual arrangements for product sales.

The rock properties improvement means the exchange of natural properties: increase of stability, strain and compress tension, reduction of gas-liquid filtering property, increase Jung- module, other mechanical and physical parameters of rocks by injection the hardening materials, such as polymeric pitches, micro-or geocements by special technology under high pressure, to fill cracks. Flow of liquid materials between the rock units and hardening under high pressure create full redistribution of rock pressure in rock massif. There are many reasons to use this technology in underground mining, tunnelling, creation barrier technology in raioactive, chemical and other danger material site etc.

New powerplants, tunnels and dams are currently under construction at Meraaker to triple the annual power production of a nearly 100 year old power scheme. A total of 44 km tunnels with cross sections varying from 7 m2 to 32 m2 have been excavated in hard rock formations. Ten kilometers were excavated by a High Performance Tunnel Boring Machine (HP TBM). The remaining tunnels have been completed by the drill and blast method, using modem proven equipment and procedures. This paper gives special attention to the TBM drive and equipment selection, including, planning, site organization and performance.
