We present a discrete event simulator, TSJSim (Truck-Shovel JaamSim Simulator), for evaluating the stochastic and dynamic operational variables in a truck-shovel system. TSJSim offers four truck allocation strategies: Fixed truck assignment (FTA), Minimizing shovel production requirement (MSPR), Minimizing truck waiting time (MTWT), and Minimizing truck semi-cycle time (MTSCT) including the genetic algorithm (GA) optimization and the frozen dispatching algorithm (FDA) optimization rules. Multiple decision points along the haul routes for all the trucks close to the decision points were included in the model. The simulation results indicate that the trends associated with production tons and queuing time utilizing the four truck allocation strategies (MSPR, MTWT, FDA, and GA) all demonstrated similar patterns as the fleet size varied. As the system fleet size increased, the system production tons under these strategies at first increased significantly and then remained relatively constant; the queuing time relating to these strategies showed a positive relationship with the system fleet size. The bunching time decreased when the truck allocation strategies were applied in the model. In the simulated truck-shovel network system with multiple traffic intersections, by assigning the trucks at the intersections, both productivity and fleet utilization increased.

"This paper sets out a simplified approach by which the practical foundation designer can undertake the relevant calculations to satisfy the requirements for deep foundation design in seismic areas. The following matters are dealt with:a. Design issues that should be addressed;b. Pile design for axial loading, including the possible effects of liquefaction;c. Pile design for lateral loading where liquefaction does not occur;d. Pile design for lateral loading where liquefaction does occur;e. Measures to mitigate against liquefaction effects.The paper is a modified version of a paper presented in 2013 to the 19th NZGS GeotechnicalSymposium, Queenstown, New Zealand.1. INTRODUCTIONConsideration of the effects of earthquakes and seismic loadings is an increasingly important aspect of modern foundation design, and most contemporary standards have a mandatory requirement for such consideration. For example, the Australian Piling Code, AS 2159-2009, states that “a pile shall be designed for adequate strength, stiffness and ductility under load combinations including earthquake design actions”. However, the methods by which such considerations can be undertaken are generally not set out in the standards, and many approaches have been utilized, ranging from very simplistic methods to extremely complex computer analyses. Accordingly, there appears to be scope for an approach that is soundly based but which is neither too simplistic nor too complex.Poulos (1989) has suggested that there are three categories of analysis and design, as follows:1. Category 1: empirical methods.2. Category 2: simplified but soundly-based methods.3. Category 3: more comprehensive methods that are soundly-based, and site-specific.The objective of this paper is to set out a systematic but simplified approach which falls into Category 2 above, and by which the foundation designer can undertake the relevant analyses to satisfy the foundation design requirements for seismic regions. Emphasis is placed on methods that do not require “black box” software or which employ complex soil models in which the physical meaning of the parameters is unclear."

This paper reports on an industry and Australian Research Council funded research project, TAILLIQ, that is a joint initiative between four Australian Universities. The paper discusses the accuracy with which the critical void ratio can be determined for a given tailings; it does this by presenting the results from a ‘round robin’ study in which 18 geotechnical laboratories around the world participated, testing the same tailings (sampled from a gold mine in Western Australia). The results were variable, although a reasonable number were very similar, as described in the paper. The paper provides additional test data for sandy silt gold tailings recovered from a sponsor’s site in Australia, including preliminary calibration chamber test data, results from direct simple shear tests and characterisation tests to determine unsaturated geotechnical properties.

The Washington State Department of Transportation (WSDOT) State Route (SR) 167/70th Avenue East Vicinity Bridge Replacement Design-Build project is located in Fife, Washington. This $40 million project consists of replacing the existing 70th Avenue Bridge over Interstate 5 (I-5) with a single-span bridge of about 220 feet long with approach embankments. The subsurface conditions along the new bridge alignment generally consists of alluvial deposits with high potential of liquefaction overlying glacially overridden deposits. In the early stages of the project, drilled shafts were considered as the deep foundation system; however, after an additional subsurface investigation is completed at the site, driven pipe piles were selected as the deep foundation system. Bridge abutments are supported by 24-inch diameter, 80-foot-long open-end driven steel pipe piles. The pile length was determined to bypass a relatively thick liquefiable zone and to tip the piles above what could be compressible soils. The use of advanced seismic analysis was instrumental in optimizing the pile length. The dynamic testing performed on numerous piles indicated what could be unique soil setup factors compared to those measured in local projects as well as those reported in national design manuals. Detailed discussions of the pile foundations design and construction is presented in this paper.

Risk management has taken on renewed vigor since the economic crisis of the late 2000s. The resources of governments, individuals, and corporations are being stretched to a point where only the most promising projects move forward. Risk management is a crucial part of the decision making process, yet it remains a broad term that includes disciplines from engineering to finance. A collaborative effort will be necessary to ensure that the most auspicious and appropriate projects are the ones moving forward. Risk management can be quantified to an extent by comparing the likelihood of an instance with the result of consequence of the instance occurring. In this manner it is possible to assign risk factors to instances and ultimately, begin to associate monetary value to the instance. Carbon sequestration is an emerging field that has a number of unique challenges. Risk management and mitigation must be an integral part of the overall picture. This begins with the planning and design phase, continues through implementation and production, site closure, and does not cease until termination of liability. The ability of carbon sequestration projects to successfully assess, mitigate, and recover from leaks will be a decisive characteristic of overall success. The costs of mitigation and failure will need to be analyzed on a test level, but will still need to be reliable enough to extrapolate to a commercial level operation. This paper will build a risk management profile based on case studies and field tests in Tennessee and Virginia. These tests are scheduled to commence in late 2013 and consist of small-scale injection tests in unconventional storage reservoirs with an emphasis on enhanced coalbed methane (ECBM) recovery and enhanced gas recovery. The ultimate goal will be to provide a clear and concise direction to move carbon sequestration from the test phase to commercial scale. While it is necessary from a risk management perspective to analyze all risk points, the scope of this paper will focus on pre-injection risk assessment for carbon dioxide (CO2) leakage potential. Despite the differences between the two tests, CBM compared to shale among other differences, a framework for analysis and mitigation can be developed pertaining to leakage risk. The probability of each type of failure will be assessed and analyzed, and plans to mitigate or reduce these risks will be reviewed.

Westslope Cutthroat trout have declined in distribution and abundance across their range and currently occupy about 59% of their historic habitat. Due to hybridization with non-native species such as rainbow trout, genetically pure populations persist in only 10% of that range. A westslope cutthroat trout population with relatively high genetic purity (97%) and conservation importance persists in less than two linear stream miles in the headwaters of the South Fork Madison River in southwest Montana. The relative purity of this population has been maintained through the presence of a downstream intermittent reach. However, spring flows fill the intermittent reach, creating a connection between occupied westslope cutthroat trout habitat in the headwaters and the habitat of competing trout species downstream.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing the $2.2-billion DC Clean Rivers Project (DCCR) to control combined sewer overflows (CSO) to the Anacostia and Potomac rivers and Rock Creek, and to provide flood relief to the Bloomingdale and LeDroit Park neighborhoods in the District of Columbia. The long-term control plan complies with the requirements of a Federal Consent Decree entered into by DC Water, the District of Columbia and the United States, as represented by the U.S. Environmental Protection Agency and the Department of Justice. The Northeast Boundary Tunnel, a design-build project, will store combined sewage and deliver it to a system of downstream tunnels and ultimately to the Blue Plains Advanced Wastewater Treatment Plant (Blue Plains), where it will be treated. In addition, the Northeast Boundary Tunnel (NEBT) is a major project associated with the mayor’s task force to alleviate extreme flood events in Bloomingdale and LeDroit Park. The Northeast Boundary Tunnel Utility Relocations (NEBTUR) design-bid-build (DBB) project is an accelerated component of the Anacostia River System, as shown in Fig. 1. During dry weather conditions, the entirety of the sewage in the combined system is conveyed to Blue Plains.During storm events, when sewer pipe capacity is exceeded, the flow, which is a mixture of sewage and stormwater runoff, overflows into receiving waters through outfalls. There are a total of 47 active CSO outfalls along district waterways.The influx of storm runoff into the combined sewer has an additional impact on the communities of Bloomingdale and LeDroit Park. The sewer system is outdated and undersized. In these neighborhoods, when the capacity of the sewer is exceeded, localized flooding occurs and backups into adjacent residences are prevalent. In any given year, there is a 50-percent chance that flooding will occur in these neighborhoods."

California’s San Diego County Water Authority provides a safe and reliable water supply to more than 3.3 million residents through twenty-four member agencies. The 2nd Aqueduct pipelines, a critical infrastructure consisting of three large-diameter pipelines, are susceptible to natural threats including streambed erosion, channel migration, and seismic hazards within the 3,840-foot-long Moosa Canyon segment of the alignment. A state-of-good repair, hazard mitigation, and resiliency project is progressing to ensure uninterrupted water supply. For each pipeline, a segment will be replaced by tunneling. A high-level project development approach is presented, focusing on alternative selection, environmental and geotechnical considerations, and operations and maintenance constraints.

Golder Associates provided overall radiological direction and assistance to the client in their interactions with the Canadian Nuclear Safety Commission and operational radiation protection services for the remediation of a calciner that had been used to process uranium. The project was somewhat unusual in that the radioactivity from within the calciner room was removed from the site and the cleaned steel recycled. The presence of yellowcake within the process equipment required stringent radiation protection measures. This project was completed successfully with minimal radiation exposures to the workers and the effective protection of the environment.

Often, as viewed by the public and many in the mining industry, abandoned limestone and gypsum quarries offer a simple, economic solution to the twofold problem of solid-waste disposal and land reclamation. In a state where about 75% of the existing quarries are in hydrologic connection with carbonate aquifiers the rationale for considering the storage of solid waste in them must be critically examined. Consistent with the requirements of water resources protection, criteria are suggested to evaluate the potentiality of using abandoned limestone and gypsum quarries as sanitary landfill sites.

These summaries have been prepared in cooperation with State geological surveys or related agencies. Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and non-fatal injuries. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the Mine Safety and Health Administration (MSHA) between 2010 and 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84% involved the workers not using fall protection, fall protection not being provided, or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment, or working near highwalls. In most cases, a single, basic, corrective action (e.g., using fall protection) would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate, and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

A polyester-type resin and deformed-steel reinforcing bars (rebars) were used in to strengthen and to stabilize bolted, fractured wall rock along pas 1:'y. in a western gold mine. Reinforcing bars were placed in boreholes drilled into fractured rock and then were surrounded by resin pumped under pressure into the holes and intersecting fractures until the wall rock was thoroughly impregnated. Pumping and injection equipment and infusion procedures are described. Visual examinations for movement in bonded and adjacent unbonded rock were made for 3 years. Fractured walls containing resin-rebar installations were strengthened. The results suggest that resin-rebar support can be used advantageously and economically in repairing fractured or broken rock when compared with rock bolting or timbering.

The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel Project in Toronto extends approximately 10.5 km from Ashbridges Bay Treatment Plant west under Lake Shore Boulevard, north under Bayview Avenue and east through the Don River park area to the Coxwell Ravine Park. This project includes the installation of five intake shafts connected by 10.5 km of 6.3 m internal diameter tunnel and eleven drop shafts and vent shafts, connected to the tunnel by a series of adits. During the excavation of one of five intake shafts (20 m in diameter and 52 m deep), significant volumes of free phase oil and hydrocarbons were encountered. Due to the heavy inflows of the contaminants, excavation was stopped at the transition depth. The initial support of excavation needed to be redesigned, shaft had to be backfilled with CDF and installation of deeper secant piles are in progress to cut off contaminants. This paper outlines the initial plan for excavation as well as the design changes to the plan. The current status of the shaft excavation and lessons learned will be discussed.

Soundless chemical demolition agents (SCDAs) are proving to be the future of sustainable and environmental-friendly mining. These expansive chemicals become critical when there is a need to break rock close to communities, environmentally sensitive areas, and critical structures and infrastructure. Unlike explosives, the SCDAs do not generate air-blast, ground vibrations, flyrock, noise, dust, and noxious fumes, which can negatively affect the environment, surrounding communities, sensitive areas, and critical structures and infrastructure. Over the years, several types of SCDA products have been used successfully in the civil and construction industries for the demolition of old and dilapidated buildings near vibrations and environmentally sensitive areas. They have also been used to fragment boulders in the mining and construction industries. However, to date, no study has investigated the applications of soundless chemical demolition on a large-scale in opencast mines. Therefore, this study evaluated whether soundless chemical demolition can break large volumes of in situ rock. This was done by conducting five trials using Nex-Pand soundless chemical demolition agents in four different surface mining sites. Trial 1 was unsuccessful as it was unable to break the rock due to the large confinement between the drilled holes and the use of a hole diameter that was 182% larger than recommended. Trial 2 was a success as it was able to fracture the rock with a crack width that reached 110 mm after 72 hours. Trial 3 generated cracks at the biggest hole diameter of 102 mm. The cracks developed and ceased to increase after 96 hours at a crack width of 100 mm. Trial 4 achieved the smallest crack width due to a very competent rock compared to the other sites. Trial 5 generated cracks at a slower rate than other trials because of the use of Nex-Pand powder at lower ambient temperatures than recommended. These trials proved that soundless chemical demolition agents can replace explosives in areas closer to sensitive infrastructure and communities. This will ultimately enable mines to unlock value and access deposits in these areas.

The South Island Line (East) will be a medium-capacity railway covering approximately 7 km from Admiralty Station to South Horizons Station on the south side of Aberdeen Harbour in Hong Kong, with intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung.South Island Line (East) Contract 904 project is located on the island of Ap Lei Chau at the southern side of Hong Kong island and requires extensive construction works to be completed in close proximity to the existing residential estates of South Horizons and Lei Tung. The project also has areas of significant cultural heritage, including 18th and 19th century temples and historical gravesites. Owing to the site access constraints and location for the project, detailed planning and methodology innovations have been required to ensure the most effective and responsible means of delivering the project works. To excavate the tunnels using drill-and-blast techniques in these restricted locations, the maximum instantaneous charge weight that could be fired while blasting was severely limited. To overcome these restrictions, the project team developed and pioneered the use of ‘deck loading’ in Hong Kong to minimise the impact of blasting operations and has successfully implemented double- and triple-deck blasting operations during the completion of tunnel excavation works.Upon completion of the drill-and-blast excavation, the tunnel lining works were completed using both in situ concrete lining with travelling forms and permanent shotcrete works.CITATION:Curlewis, W, Cuthbert, Z and Hake, D, 2014. "The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

This is the first of two papers concerned with rock stress inputs to various mine design issues at the large Ok Tedi open pit mine in Papua New Guinea. The companion paper (also published at this conference) is ‘The Application of Rock Stress Inputs to Stability Assessments at Ok Tedi Mine, Papua New Guinea’ (de Bruyn et al, 2014).Stresses are a required input for numerical modelling of mine design issues. However, for some operations, like the very large Ok Tedi open pit mine in remote rugged mountainous terrain, direct and representative measurement of rock stresses can be technically difficult and expensive. In such situations, development of an appropriate and sufficient understanding of rock stresses can be challenging.This was addressed for Ok Tedi by considering the following:The tectonic and regional geologic setting of the mine.Results from three different programs of rock stress measurement over 19 years, including hydraulic fracturing (1991), acoustic emission (2007) and overcoring (2010). Some interesting results of the overcoring work are discussed. It was done in a 4 km long drainage tunnel, which intersected a thick monzodiorite intrusive that has metamorphosed contacts to host contact Ieru Formation siltstones; anomalously low horizontal stresses were measured within the monzodiorite.Compilation of rock stress measurements from other New Guinea mines and prospects, both in Papua New Guinea and Indonesian West Papua.Comparisons between the variable Ok Tedi rock stresses and similar data from other porphyry copper deposits.CITATION:Lee, M F, Baczynski, N R P, Mills, K W, de Bruyn, I A and Mollison, L, 2014.
