This report on research and experimentation by the Federal Bureau of Mines on technologic and scientific problems of the petroleum and natural gas industries presents a resume of work from July 1, 1953, to June 30, 1956. The preceding report, for the fiscal year ended June 30, 1953,3/ indicated continuation of the Bureau's program of petroleum and natural gas research of world-wide significance, which began in 1910. The petroleum and natural gas research of the Bureau of Mines is divided into five main categories: (1) Production of petroleum and natural gas, (2) transportation and storage, (3) petroleum chemistry and refining, (4) thermodynamics, and (5) economics.

A prototype Fire Safety Evaluation System has been developed and is ready to be evaluated by a Peer Consulting Panel and for performing field tests. The system can be used to determine combinations of widely accepted fire safety equipment and under-ground coal mine features that provide a level of safety equivalent to those required by the Code of Federal Regulations-Title 30 for underground coal mines. In this evaluation, equivalent safety performance is gauged in terms of overall level of safety provided rather than by a component by component comparison.

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

"The anionic flotation of a high-iron phosphate ore from Agrium - Kapuskasing Phosphate Operations was investigated through batch flotation tests in the presence of soda ash. The flotation data were supplemented by titration of the flotation pulp with soda ash, analysis of process water chemistry, and determination of the mineralogical composition of the ore. The results of lab tests were applied to the flotation circuit design allowing the flotation plant to efficiently process problematic ores. Process control measures (pH, conductivity) were also developed.Calcium cations and sulfate anions were identified as the dominant ions present in the process water when the difficult-to-process ores are beneficiated in the flotation plant. The concentrations of calcium and sulfate ions were consistent with the presence of a small amount of a calcium sulfate mineral in the ore although an oxidation/weathering process of iron sulfide minerals present in the ore could also be responsible for the observed water chemistry and subsequent flotation problems with the ores. The latter possibility suggests that the long-term stockpiling of such ores may have a highly negative impact on the flotation process.The role of soda ash in the flotation circuit is to precipitate metal cations from the pulp thus allowing the tall oil-based collector to selectively interact with the phosphate components.INTRODUCTIONPhosphorus minerals are the main source of this element for the production of fertilizers, and the froth flotation process is the most important technology for beneficiating phosphate ores. The flotation concentrate from Agrium-Kapuskasing Phosphate Operations (KPO) is transported to Redwater Fertilizer Operations in Alberta (also operated by Agrium) where the phosphate concentrate is converted into a phosphate fertilizer and other important chemical products. The KPO phosphate ores differ widely in mineralogy and phosphate grades, and are broadly divided on-site into three classes. The easy-to-float A-type ores do not pose any major flotation problems, but the B-type and “marginal” ores, which are quite common in the KPO igneous phosphate deposit, are not always readily-floatable using the current reagent suites and process parameters (pulp density, feed particle size, pH). In fact, marginal ores are presently considered impossible to process by flotation. A-type ores contain normally more than 15% P2O5 and less than 8% ferric oxide equivalent (Fe2O3). B-type ores are approximately of the same P2O5 grades as A-type ores but their iron content may reach 30% Fe2O3. Any material containing less than 15% P2O5 is rejected as waste rock."

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

The paper deals with the remediation of two areas formerly utilized for the disposal of hazardous wastes in a petrochemical plant. The works, designed on the basis of the criteria of maximum safety and minimum environmental impact, consisted in the confinement of the contaminated soil and groundwater within surface caps and perimetrical cut-off walls embedded in the underlying clay layer. The cut-off wall is 0.8 m thick and has a maximum depth of 33 m: it was designed to guarantee, as a minimum, the level of safety for a landfill for hazardous wastes, in accordance with the applicable National Standards. It was constructed with self-hardening mud and with the installation of an HDPE geomembrane. The HDPE liner of the cut-off wall was then sealed to that of the capping to obtain the complete encapsulation of the contaminated soil. A system of piezometers allows the monitoring of the cut-off efficiency measuring the fluctuations of the groundwater table and testing the chemical contents. Some wells installed within the contaminated areas will contribute to guarantee the full efficiency of the system in case of state of emergency, controlling the water-table level inside the confined areas.

The use of electronic detonators to improve fragmentation is becoming universally accepted. However their use in limiting peak particle vibrations levels is still in its infancy. Most of which is anecdotal, in that few actual scientific studies have been carried and published. This paper details the research work carried out at a limestone quarry in the County of North Yorkshire in Northern England. Here a series of blasts were carried out some used non-electric detonators whilst others used electronic detonators. The majority of blasts were carried out at the same burden, spacing and deck charge weight loadings. Initially, the key variable was the difference in detonator type and then leading on to using the electronic detonators at specific exact different detonator timing intervals. Later the study was extended to include double row as well as single row blasts.

In 1970, the U. S. Bureau of Mines contracted with Theodore Barry and Associates, a management consulting firm, to perform a one-year industrial engineering study of working-face hazards in underground bituminous coal mines. The field data was accumulated from industrial engineering observations in fifty underground mines. Supporting data for the analysis was derived primarily from the Bureau's fatal accident reports for the years 1966 through 1970. This report, Industrial Engineering Study of Hazards Associated with Underground Coal Mine Production, consists of three main parts: 1) The Fatal Accident Reports Analysis, 2) The Industrial Engineering Analysis, and 3) Multiflow Process Charts and Standard Time Data. The Fatal Accident Reports Analysis (Volume I, Section II) is based upon individual USBM fatal accident reports for 1966-1970. These were read, coded and computerized in terms of 84 significant variables. Cross-tabulations of these variables have been used to identify major underground hazards and to quantify significant causal factors. A very strong relationship was found to exist between fatal accident occurrences and low task experience. This led to a recommendation for formalized training, certification and supervision programs for miners. Victim compliance with federal regulations, mine regulations and supervisor instructions was analyzed, indicating that supervisors provide the most crucial communication link to workers. Thus, every attempt should be made to ensure the competence of immediate supervisors in the industry. Analysis of roof fall variables revealed a fatal propensity on the part of the miners to work under unsupported roof or under support conditions that are marginal. The technical approach to the problem is to make it physically impossible for a miner to work under these conditions; the behavioral approach is to ensure adequate training and develop proper safety attitudes among the miners. The Fatal Accident Reports Analysis revealed a need for normalizing data to interpret the results more accurately.

Quarry accidents in 1963 caused 61 fatal and 3,468 nonfatal injuries which occurred at respective frequency rates of 0.31 and 17.91 per million man-hours of worktime. The fatality record in 1963 was better than in 1962 but was appreciably worse than in 1.961. For nonfatal injuries, the 1963 record was slightly worse than in 1962 but was better than in 1961. The injury--severity rate of 2,913 days lost or charged per million man-hours in 1963 was better than that of 3,046 in 1962, the first year for which such data became available. The average severity of all injuries in 1963 was 160 days lost or charged per injury, 15 less than in 1962. An average of 91,960 men were at work on active days in 1963 and these men had an aggregate worktime of 193.7 million man-hours during the year.

Heavy minerals have been mined from the sands of the United States’ Atlantic Coastal Plain since the early part of the twentieth century. Production of ilmenite from beach sands near Mineral City (Ponte Vedra), Florida, began in 1916. The first reported large-scale recovery of zircon in Florida was reported from this deposit in 1922 and of rutile in 1925. These operations ceased in 1929. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site. In 1942 heavy-mineral operations were established on 202 hectares of land situated in Duval County, Florida. The location is about 16 kilometers east of the center of Jacksonville, Florida, in an area known as Arlington. This operation demonstrated that low-grade sand containing only 2 to 3 percent titanium minerals could be concentrated economically with the Humphreys spiral and that the oxides could be separated from the heavy silicates by electrostatic methods. Much of this area is now covered by a large mall and is a major retail- commercial center. Between 1958 and 1964 the Skinner tract, a deposit about 4 kilometers south of the above deposit, was mined. Today the area of this deposit is known as Deerwood, a gated country club community on the southside of Jacksonville. Further inland, E.I. du Pont de Nemours and Co. has been mining heavy minerals from a physiographic feature known as Trail Ridge since 1948, and a deposit near Green Cove Springs, Florida has been in production since 1972. Since the start of heavy-mineral mining in the southeastern United States, nine heavy-mineral ore bodies either have been or are being exploited in Florida and Georgia. Other deposits either have been lost to mining or are yet to be mined. These deposits have different origins. Some formed along shorelines at the heights of marine transgressions while others formed on regressional beach ridge plains during periods of temporary stillstands or slight transgressions. These different origins are reflected in the chemical and physical characteristics of the deposits. Ilmenite in older, more western deposits has a higher TiO2 content than ilmenite in younger, more eastern deposits. TiO2 content does not very with north-south direction. Garnet and epidote are absent or rare in the older Trail Ridge deposits, but progressively become common in the younger Duval Upland, Crestal Pamlico, and Holocene deposits. Grain size is coarsest for Trail Ridge sediments and finest for sediments in Duval Upland and Crestal Pamlico deposits. The average grain size for Holocene deposits is intermediate between Trail Ridge and Duval Upland deposits. The two models for the origin of the heavy-mineral deposits – deposits formed at the height of major marine transgression; and deposits formed during periods of temporary stillstands or slight transgressions that occur during a general marine regression; - are consistent with known sedimentological data and depositional trends.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. The 10-year data base terminates with 1975 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and compiled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

"IntroductionA process for production of magnesium by carbothermal reduction was developed at Padentheirm, Austria, by the Austro Americanische Magnesit Corporation& an independent investigation of this and other processes was started in 1937 by the Bureau of Mines at Pullman, Wash., with the cooperation of Washington State College. 10/ A preliminary study of the Radentheirm pro¬cess, as revealed by the meager information then available, demonstrated the following two major disadvantages,The use of hydrogen for shock cooling requires an enormous volume of gas - about 1,000 cubic feet for condensing each pound of metal as a pyrophoric dust which must be completely separated from this gas. Then if the gas is to be recycled for repeated use, the CO produced by the reduction reaction must be separated from the hydrogen. These separations are costly from the standpoint of equipment and operation. 11/The condensate is an impure, pyrophoric metal powder that must be purified and converted to coherent form. This is accomplished by distillation or sublimation of the metal. Distillation on a large scale involves difficulties inherent in the high boiling point (1,107° C.) and the chemical activity of the metal. To avoid these difficulties, the metal is sublimed at 600° C. and of very low pressure. This is quite easily carried out as a batch operation but is a costly procedure. A continuous sublimation process has not been accompli shed."

The rapid development of transportation facilities in Japan focused the attention of this country on the possibility of converting the existing coal resources (of which there was an abundance) into liquid fuels, for which there was a constantly increasing demand. Previous work had indicated that this could be accomplished by utilizing one of two processes - the Bergius process, in which high temperatures and high pressures were employed to effect direct liquefaction of the coal, and the Fischer-Tropsch process, in which an indirect liquefaction of coal was accomplished by the production of liquid hydro-carbons from hydrogen-carbon monoxide mixtures. This report describes some investigations into the latter process, which was first developed by Fischer and his colleagues in the Coal Laboratory in Muhlheim, Germany, in 1923. By 1932, these investigators had achieved a 60-percent theoretical yield (152 ml. of liquid hydrocarbons per cubic meter of 2H2:ICO synthesis gas) by using a precipitated Co-Th02 catalyst.3/ At the same time (1932), Dr. Kita of Kyoto Imperial University and Messrs. Fujimura and Tsuneoka obtained 145 ml. of gasoline (C5+) per cubic meter of synthetic gas by using a Co-Cu-Th-U catalyst. 4/ This report is a description of the experimental results subsequently obtained at the Fuel Research Institute, Kawaguchi City, Saitama, up to 1935.

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.
