"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1980, to December 31, 1984. The engineering design features of the Mercur Gold Project crushing, grinding, carbon-in-leach, bullion, reagent, and tailings disposal areas will be discussed in this paper. It presents a project overview and flowsheet along with selected design alternatives. During the engineering phase, major equipment and other features were selected to optimize design within site location and environmental constraints. The project team organization and procedures were adopted to accommodate multiple optimization studies while maintaining a tight engineering schedule.

A survey is made of changes in the technical status of a number of western world copper extraction and refining operations over the past 20 years. Specific developments in pyro- and hydro-metallurgy and refining practices are identified together with factors in the changing environment of the industry which has influenced their adoption. Nickel extraction and refining is similarly discussed.The replacement of traditional technology by more attractive alternatives has occurred in a considerable number of operations. The develop-ment and status of new continuous smelting processes, advances in hydrometallurgy and refining innovations which emerged during the 1960s and early 1970s is discussed. The varying experience in commercial acceptance of these new technologies is noted.Finally some possible future directions are canvassed for both operators and the research and development institutions.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

"Uranium is a unique commodity. It is both a metal and a fuel, It has both commercial and military uses. It yields ""clean energy "" but presents environmental concerns. All of these factors have an impact on the commerce of uranium.Being a metal, uranium is extracted from ore like many other metallic minerals. As a fuel, it is subject to the vagaries of energy commodity market forces. The history of uranium in the first nuclear weapons has led to nation al governments carefully controlling production and sale of uranium. The spectre of radioactive contamination of the environment adds further to the public concern over the disposal of low-level radioactive wastes from uranium processing and use.There have been a number of excellent reviews on the commercial aspects of the uranium industry. In this discussion, these aspects will be briefly summarized to provide a general picture of the strengths of the Canadian uranium industry and the pressures to which it is being subjected currently. The principal thrust of this paper will be to outline Canada's resource strength and to identify some factors which will affect Canada's ability to continue holding a sizeable share of the world uranium market."

Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. Introduction The Relief Canyon gold deposit is about 24 km (15 miles) east of Lovelock at the south end of the Humboldt Range in northwestern Nevada. The deposit, is in the Relief-Antelope Springs mining district, which has historically produced silver, antimony, and mercury. There is, however, no mention in the literature of commercial gold production. Fluorite prospects at the gold deposit site have had no reported production. At Relief Canyon, the Late Triassic Grass Valley formation overlies and is in fault contact with the Late Triassic Natchez Pass formation. Epithermal disseminated gold mineralization is found within the various types of fault breccia between these two formations. Geology The Natchez Pass formation of Late Middle to Late Triassic age is composed of more than 300 m (985 ft) of massive gray to dark gray locally carbonaceous dolomitic limestone. Some minor beds of shale and siltstone up to 1 m (3 ft) thick are found in the project area. The limestone is locally silty or sandy. The color of this formation below the oxidation base ranges from gray to black and appears to be a function of carbon content. The Grass Valley formation of Late Triassic age is composed of more than 200 m (655 ft) of interbedded units of thinly parted argillite, hard gray to brown quartzite, siltstone, and shale. Within the oxidation zone, these units are olive gray. A few beds within this formation are slightly calcareous and a number of sections, especially those containing shale, are dolomitic. Below the oxidation zone, the quartzite beds are often slightly carbonaceous and the argillite, siltstone, and shale beds are often highly carbonaceous, giving them a black color. Two types of intrusive rocks have been recognized at the Relief Canyon deposit. Both appear to predate mineralization. Fine to moderately fine grained quartz monzonite dikes, up to 3 m (10 ft) thick, were encountered in several drill holes. In a number of intervals, these dikes have undergone either propylitic or argillic alteration. The age of these types of dikes is not known. It appears, however, that they are either Jurassic or Cretaceous. No gold mineralization has been found in this type of dike. Diabase dikes were also encountered in a number of drill holes. These dikes have almost always been propylitically altered. Although the exact age of the diabase dikes is not known, they are probably equivalent in age to the quartz monzonite dikes. Quaternary alluvium is found forming fans at the base of steep slopes and as recent fill in present day drainages. The alluvium is composed of either Natchez Pass limestone or Grass Valley quartzite and siltstone, depending on which unit served as the bedrock source. A significant portion of the Relief Canyon deposit is covered by Quaternary alluvium. Figure 1 shows a generalized geologic map of the Relief Canyon area. At the deposit's site, the Grass Valley formation appears to have been thrust over the Natchez Pass formation. The age of the thrust is probably correlatable with the Nevadan Orogeny, which gives it a Jurassic-Cretaceous age. The general strike of the thrust, referred to as the Relief Fault, is in a northwest direction. The strike of the bedding of both the Natchez Pass and Grass Valley formations roughly parallel the strike of the Relief Fault. The general dip of both the Natchez Pass and Grass Valley formations is in a southwest direction. The general dip of the Relief Fault, in the area of the Relief Canyon gold deposit, varies and has the appearance of a northeast-southeast striking anticline that plunges in a southwest direction. A small fold perpendicular to the plunge of this anticline forms a dome over the southerly portion of the Relief Canyon deposit. A number of northeast and northwest trending normal faults slightly offset the Relief Fault. Because of their small displacement, they are not shown on the generalized map. Gold Mineralization Gold mineralization occurs along the highly brecciated fault contact between the Natchez Pass and Grass Valley formations. Weak gold mineralization often occurs up to 2 m (6.5 ft) above the thrust in the Grass Valley formation. Most of the ore grade mineralization, however, is present below the Grass

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. Introduction Shotcrete, by the American Concrete Institute definition, is mortar or concrete pneumatically projected at high velocity onto a surface. The term gunite is still common in literature. It is a trade name established by Cement Gun Co. of Allentown, PA, around 1911 for a dry mix of fine aggregate material, hydrated at the nozzle, and pneumatically projected at high velocity onto a surface. This article will discuss shotcrete applications, ingredients, mix proportioning, batching and mixing, admixtures, testing, and steel fiber vs. conventional shotcrete. Applications Shotcrete is used primarily by the mining and underground construction industries to temporarily stabilize an excavated rock surface until a permanent cover can be installed. It may also be used as the permanent covering material. Other uses include refractory material, architectural finishes, slope stability, wearing surfaces, repairing existing concrete structures, fireproofing, and corrosion protection of steel. Wet Versus Dry Process In the wet process, all ingredients, including water but not accelerator, are mixed the same way as normal concrete before its placement by pneumatic projection. The accelerator is added in a liquid state through the nozzle at the point of placement. In the dry process, all ingredients, including acceleration in dry form but not water, are mixed just before placement by pneumatic projection. Water is added through the nozzle at the point of placement. Liquid accelerator may be added at the nozzle in the dry process. Ingredients Shotcrete consists basically of the same ingredients as concrete with some limitations. Type I, II, and III cements are used. However, Type II seems to be used most in underground applications. This can be attributed to ground water at most sites having slight to moderate concentrations of sulfates. Air-entraining cement or air-entraining admixtures are generally not used in dry mix shotcrete. It is generally agreed that it is impossible to entrain air due to the absence of the usual concrete mixing action, and the high velocity of impingement of the material on the application surface. Air-entraining cement or air-entraining admixtures are used in wet mix shotcrete. Their use, however, is not widespread due to the placement method and the fact that high velocity air drives off most of the entrained air. Test results are not conclusive in showing any durability increase of shotcrete to freezing and thawing by using entrained air. In spite of current practice, the trend is toward additional research, with more agencies and owners requiring the use of entrained air. The philosophy behind this is that some entrained air is better than no entrained air to increase durability to freezing and thawing. The aggregates used in shotcrete are the same as those used in concrete. However, the largest coarse aggregate presently used is 19 mm (0.75 in.). A typical gradation requirement is shown in Table 1. The water quality requirement for shotcrete is the same as that for concrete. Accelerators are by far the most important admixture in shotcrete.

"The Agnew nickel deposit occurs in a major linear greenstone belt in the Archaean Eastern Goldfields Province of Western Australia, and has been subjected to mid-amphibolite facies nietamorphism of dynamic style. The largest dunitic ultramafic body in the Perseverance Block is host to the bulk of the nickel mineralization. The Perseverance Ultramafic is mineralogically zoned and has an embayed western margin against a mixed metasedimentarv-metavolcanic wallrock sequence.Three categories of nickel sulphide mineralization are concentrated on this western margin at the thickest part of the ultramafic exposure. Massive sulphides characteristically occur as contact mineralization, internal mineralization and as remobilized concentrations in vein form structures. Disseminated ore constitutes the largest volume of mineralized materials in the deposit and occurs in three separate shoots in en-echelon relation. Weakly mineralized 'cloud sulphide' zones surround and envelop the shoots and persist much further along strike. In the upper mine levels the shoots are truncated by a shear or crush zone, which inhibits geological knowledge to the south but marks a major fundamental structural break.Most of the ore types have suffered supergene alteration and there is a complex variable distribution of the mineralogical facies. The ore types have been metamorphically retextured, but the oreshoots can be characterized by their Ni tenor and some chemical ratios. S/Se values, PGF. and precious metal values are distinctly different from those of other nickel sulphide ores extracted.Despite intense structural and metamorphic modification of the mineralizations, some features support an original magmatic derivation for the sulphides. These include the localization of massive sulphide ore types on one marginal contact within an emhayment structure, the general distribution of disseminated mineralizations located immediately above the massive sulphides and the Ni/Cu, Ni/Co, Fe/Ni ratios of the oreshoots being similar to those of deposits that typify the intrusive dunite- associated class of nickel sulphide deposit. Varying S/Ni ratios between different shoots suggest a revision of the single magmatic intrusion model in favour of a changing composition between successive magmatic episodes."

In 1975 Congress passed the Energy Conservation Act to establish a U. S. Strategic Petroleum Reserve (SPR) with a capacity of 750 million barrels of crude oil. The most economic storage medium was determined to be salt caverns leached in salt domes in Louisiana and Texas. Salt caverns existed at several sites when the reserve was created. These were obtained by the U. S. Department of Energy (DOE) and used to initiate SPR oil storage. In order to meet the storage capacity approved by Congress, new caverns also had to be leached. To support the resulting design effort, finite element computer program have been used to determine the creep closure and structural stability of salt caverns. Using site specific material properties including creep models, elastic moduli and fracture data, the finite element analyses have replaced earlier empirical approaches to cavern design. This report presents results of such finite element analyses to determine the best cavern roof shape and the minium pillar to dimeter ratio. , P/D. These numerical predictions indicate that the current cavern design is safe.

The Rum Jungle mine was operated by Territory Enterprises Pty Ltd who mined uranium on behalf of the Australian Government with operations spanning the period from 1953 to the final closure of the mine in 1971. In addition to the extraction of uranium from the open cut pits, copper, manganese and lead were mined and processed at Rum Jungle. During the latter part of the operation, and after the closure of the mine, environmental studies were carried out which were aimed at determining the causes of the pollution at Rum Jungle and identifying a rehabilitation strategy for the mine site. The Great Plains Coal Gasification Project is the first commercial scale grass roots synthetic fuels (SNG) plant to be built in the United States. The plant will be constructed in two phases, with each phase producing 125 million cubic feet per day of pipeline quality (970 BTU per cubic foot) substitute natural gas from lignite coal. The plant is located north of Beulah in Mercer County, North Dakota. The first phase complex, when completed, will cost about 1.2 billion dollars and will include all necessary process units, oxygen production, steam generation, coal handling and preparation, utilities and infrastructure. The plant will be owned and operated by, the Great Plains Coal Gasification Associates, a partnership consisting of the following companies: ANG Coal Gasification Company, Mid Con Corporation, Tenneco, Inc., Transco Energy Company and Pacific Lighting Co. The Project began in late 1973 with a Phase I feasibility study and site selection study. The feasibility study was completed in 1975, at which time Kaiser Engineers and C. E. Lummus, the two engineering contractors, proceeded with a Phase II conceptual engineering design for the project. The culmination of the Phase II work was the publication of a detailed scope definition and control estimate, which was to become the cost guideline for procurement and plant construction. Following an engineering slowdown period in 1979, due to continuing delays in regulatory procedures, detailed engineering effort was reinstituted in early 1980 and by mid-1981 was approximately 35 percent complete. The total home office engineering effort amounts to approximately 3.5 million man hours of work split between Kaiser Engineers and Lummus. These totals exclude the engineering effort expended by Lurgi of Germany in the process design. The gasification plant shares the site and certain other facilities with the Basin Electric Power Station. Among these facilities are the plant access railroad, peripheral drainage ditch and raw water supply system. In addition, the gasification plant will draw its power directly from the Basin main substation, and Basin will receive coal from the gasification plant, consisting of the coal fines which cannot be gasified in the Lurgi units. The overall construction program covers a period of approximately 44 months with mechanical completion and initial gas production slated for late 1984. Craft labor requirements amount to approximately 11.5 million man hours and the work force peaked in excess of 4,500 people. In anticipation of an early resolution of both Federal Energy Regulatory Commission ruling and Department of Energy loan guarantee commitments, certain work on the site was commenced during 1980. This work consisted of site rough grading, driving of piles, and erection of three of the plant auxilliary buildings. Orders and subcontracts were placed for compressors, pumps, electrical equipment, material handling equipment, piping, structural steel, boilers, oxygen plant and cooling towers. Over 40 major Federal, State and local permits were required. Among these were such diverse permits as: ? Soil conservation ?Railroad and pipeline rights of way ? Certificates of site compatibility ? Permits for structures in areas controlled by the ? U.S. Army Corps of Engineers ? Environmental permits required by the North ? Dakota Department of Public Health. The preparation of an Environmental Impact Report began in September of 1973. FPC (now FERC) guidelines and North Dakota special requirements were followed except that, at the time, the highly structured form of environmental impact statements we know today was not in use. We were required to develop a number of new sampling and evaluation techniques and reporting procedures at a time when the requirements were vague and often contradictory. In March 1975, field studies were completed and submitted to the Bureau of Recla¬mation, which then began to prepare its own EIS. Two years later, in May 1977, public hearings began on the Project. The hearings and public review of the report drew over 400 comments or questions. Responses o the comments were in¬corporated in a Final Environmental Impact Statement issued in January 1978. In March 1975, the original filing was made for an FPC Certificate of Public Convenience and Necessity which included: ? A technical feasibility study ? An Environmental Impact Assessment ? An Economic and financial feasibility assessment. An amended filing was submitted in 1976 to build the plant in two phases because studies then indicated that the cost of the plant had increased substantially. A second amended filing was submitted in 1977 to reflect the involvement of Peoples Gas (now Mid-Con Corporation) in the Project. At the time, it was believed that an FPC Certificate could be issued by December 1977. However, approval would be contingent on the U.S. Bureau of Reclamation having a complete Final Environmental Impact Statement for the Project. Predictions of creep closure for periods ranging up to more than 1,000 years are needed for designing a radioactive waste repository in a salt formation. Such long-term predictions must be based on the use of laboratory and field test results extrapolated by numerical modeling. Laboratory test results are presented which show highly variable creep behavior for salts from different sites as well as salts from the same site. Comparisons of measured creep closures against predicted closures are presented for two deep boreholes in Louisiana salt domes and for an exploratory shaft and drift in southeastern New Mexico bedded salt (WIPP). These data illustrate the significant uncertainties involved in long-term closure predictions and indicate the critical need for site-specific, in situ closure measurements over extended periods of time for repository design.

The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.
