This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

A total of 26 full-scale production blasts at three sites were extensively monitored with sophisticated instrumentation systems to determine the benefits of more accurate detonators. The new and more accurate MS electric Masterdet detonator was tested against conventional detonators to determine any increase in productivity outputs. All blast design parameters between paired blasts were kept as constant as possible with the only difference being the inherent accuracy of both detonator systems.

The current Canadian coal production is approximately 57x106 tonnes per annum of which some 25 million tonnes is exported. Two thirds of the Canadian output is classified as thermal and one third as coking or metallurgical coal. The Canadian coal industry, like the industries in some other industrialized nations, has gone through a cycle of ups and downs. The current world vide recession and stable oil prices have somewhat dampened the plans for a further growth of this industry - albeit temporarily. No new mines are expected to be developed within the next few years. However the production is projected to increase to 60x106 tonnes in 1985 increasing to an estimated 75 to 80x106 tonnes by 1995. The Canadian mines are highly mechanized and are willing to employ the modern technology to maintain its competitive position in the world's coal market. This paper reviews the recent technical developments which continue to improve resource recovery and productivity.

"The Lang Bay germanium property is a carbonaceous sandstone deposit outcropping near the Pacific coast, 100 km north of Vancouver. The germanium-bearing seams are up to 5 m thick. Where one such seam outcrops, it averages 50 to 60 g Ge/tonne. Drill core analyses have shown considerably greater concentrations of germanium at depth. Additional drilling to establish continuity and grade of the germanium-b earing strata is scheduled for 1986. The germanium occurs in association with lignite, which makes up 1 to 2% of the seam. American Cyanamid Company engineers have developed a proprietary flotation reagent effective for concentrating the germanium rich vitrain portion of the Lang Bay lignite. Ongoing laboratory studies are developing procedures for further upgrading and refining of this germanium. This paper outlines progress made by Fargo Oil Corporation on Lang Bay geology, reserve estimation, mine planning, ore dressing, refining, and economic evaluation.IntroductionIn 1871, Mendeleyev specula ted on the properties of a ""missing"" element between silico n and tin on the periodic table. The discovery of germanium fifteen years later proved the Mendeleyev predictions to be remarkably accurate. Almo half a century later, the pioneering work of McCutcheon of Eagle-Picher led to production of germanium dioxide from Oklahoma zinc smelting residues. Demand for the element surged due to development of the Ge02 diode rectifier during World War II, followed by development of the transistor in 1947. The chief commercial sources for germanium during the following two decades were the Cu-Zn mines in the Congo and the Zn-Cu-Pb mines of Tsumeb in Southwest Africa. The germanium was chemically combined in complex Cu-Fe sulphides (germanite and renierite), from which the element was recovered either by leaching the selectively roasted sulphide, or by direct fuming of GeS(I). Although these deposits have reportedly been depleted (2), new deposits of renierite have been discovered in Zaire. Alternative sources of germanium are therefore being sought worldwide for use in infrared optics, semiconductors, fibre optics, and catalysts. One such source is germanium-rich coal (2)."

Research at the University of Colorado on southern pine and Douglas-fir piling has determined that the existing building code design stress values of 1200 psi and 1250 psi, as determined by ASTM D-2899, are substantiated; but testing procedures should be revised. All full size piling tests should be standardized at 1/d ratios of 2:1, or confined tests performed. Also, it has been determined that theoretical design values for timber piling should not be based on the lumber criteria of D-245 and D-2555, but instead should follow the pattern set by engineers in the utility industry for timber poles, in accordance with ANSI 05.1.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. "The measurement and evaluation of the noise emanating from an ST4A scooptram in an underground stope under a simulated work cycle, and under three conditions of after-treatment systems is covered.These include scooptram without muffler or filler (bare engine), an in-line small filter, compared to a larger-filter, and the larger filter with an in-line muffler in series with fume diluter, which were tested under three engine operating conditions-IDLE, wide open throttle (W. 0. T.), and working condition. This is load, short haul and dump operation.The results showed an attenuation of the scooptram at work of 8 to 15 dBA, 16 cm from the exhaust pipe of the machine, to 4.8 dBA at the operator's ear. Recommendations are made to increase the attenuation at the operator 's ear by additional improvement in design of the fume diluter.IntroductionIn current mining operations, the diesel engine provides a safe, efficient and highly mobile source of power. In the major underground mine s in Canada the most common types of diesel equipment are load-haul-dump (LHD) machines and ore trucks. In general, there is a tendency to use high horsepower, diesel LHD machines in mines to achieve maximum productivity. The increased use of diesel-powered equipment in underground mines has shown no cause pressure levels were measured at the exhaust and outlet pipe. Also, while measuring the octave band and A-weighted sound pressure levels, the operator's position was also measured."

Atomic Energy of Canada Limited (AECL) has the responsibility for research, and development of technologies, for the safe and permanent disposal of Canada's nuclear fuel wastes. As part of this comprehensive program, AECL is constructing an Underground Research Laboratory (URL) near Lac du Bonnet, Manitoba, to evaluate aspects of the concept of waste disposal deep in stable geological formations. No nuclear wastes will be used in the URL program.

Future haulage cost projections led Foster Yeoman Limited into developing a fully mobile crushing and conveying system at its Torr Works quarry in Somerset, England. The purpose-built system has an effective throughput of 2,500 tonnes/hour and features an Orenstein and Koppel (O & K) manufactured walking frame, a Fuller-Traylor type 54 X 74 TC gyratory crusher, and unique mobile conveyor modules designed and manufactured by Foster Yeoman. Used in a single-bench operation in this 6 million-tonne per annum limestone aggregate quarry, the system is fed at the production face by 2 Caterpillar 992C loading shovels. The entire system is moved on a daily basis following production face locations.

Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

"The paper formulates an evaluation procedure for examining the effects of location on the economics of developing mineral deposits. This methodology is applied to assess locational aspects of Nova Scotia's competitive position f or mine development relative to other Canadian regions and provinces. The appraisal concerns two representative mine development opportunities, a medium-size open-pit tungsten deposit, and a small underground gold deposit. The influence of regional economic conditions is initially assessed. Then, the consequences of taxation are isolated. Finally, the combined impact of regional and taxation conditions is examined. SettingThe economic potential of mining may be assessed in a number of ways. One approach, increasingly used for both corporate planning and government policy purposes, is to evaluate the competitive position of an actual or potential mineral producer in the international marketplace relative to other suppliers.Such examinations of competitive position vary from cost league comparisons of breakeven costs for operating mines, through the assessment of medium-term costs associated with developing new mine capacity, to long-term evaluations of the economics of mineral supply from the start of exploration. The complexity of the analysis increase s with the scope and timeframe of interest. Many factors are involved. One component of competitive position is the quality of the mineral resources available. Other key factors include existing technology, wage and salary rates, labour productivity, the cost of capital, infra structure requirements, distances from sources of materials supply an d to mineral markets, management attributes, organizational efficiency, government mineral policies (particularly taxation), and inflation and exchange rates. The paper fits within this competitive position framework.The variable economic conditions which exist within Canada have a direct bearing on the viability of mine development and, thereby, on mineral exploration potential. The paper examines locational aspects of Nova Scotia 's competitive position."

"Labrador City is located in the southwestern portion of Newfoundland-Labrador, approximately 965 kilometers north-east of Montreal. The mine and beneficiation complex of the Iron Ore Company of Canada, known as the Carol Project, is situated 535 metres above sea level in a climatic region characterized by cold winters and short, cool summers.HistoryThe Iron Ore Company of Canada commenced work in the area in 19 4 9' however, it was not until 1958 that the decision was made to proceed with mining operations. The ore body consists of Specular Hematite (Fe203) and Magnetite (Fe304) with small quantities of Limonite and Geothite. The average grade of the ore bodies is 39% iron.The mining facilities, crushing plant, and concentrator were in operation by the early part of 1962. In the summer of 1961, a decision was made to build a pelletizing plant adjacent to the concentrator. This plant was designed, erected and placed in operation during 1962 and the first half of 1963. Since the completion of the pelletizing plant, additional expansions to both the pellet plant and concentrator have taken place in 1967 and 1973. Today, the Carol Project has the capacity to produce 20 million tonnes of concentrate from which 10.5 million tonnes of pellets can be produced.The period 1980-85 spans a period of energy crisis, world-wide recession, and a consequent re-structuring of the North American steel industry as it struggles to survive in an arena of excess world steel making capacity, government subsidized industries, and the increasing competition from overseas and from developing countries.The media headlines over the past few years echo the woes of the industry and the strategy plans for survival of the fittest. Today's buzz words are foreign competition, steel import quotas, joint ventures, employee participation, work rules, quality, productivity, and state of the art technology."

A wide range of minerals is found within the Republic of South Africa, many of which are exploited to a greater extent than in similar deposits found elsewhere. It is often asked whether this is atributed to the high grade of the ores encountered in this country, or whether such factors as fiscal and Infrastructural incentives create an economic climate that has en bled the mining industry to successfully extract and market minerals at a profit. This paper views South Africa's mineral resources in a regional and global context In an attempt to place the country's geological wealth in perspective. The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

The Airborne Thematic Mapper is an eleven channel digital scanner which acquires image data in the visible, near infra-red, short wave infra-red and thermal infra-red wave- lengths. A description of the system is presented which includes details of the operating wavelengths and performance parameters of the scanner. Consideration is also given to the aircraft installation requirements. During January 1984 the scanner surveyed the mineral rich areas of Leonora, Laverton and Kalgoorlie in Western Australia. This is a region of intense exploration activity for gold and base metals. Some 30,000 square kilometres were systematically surveyed in a period of ten days. This scanner was flown at 7,000 metres altitude giving a ground pixel size of 17.5 by 17.5 metres. The flight line spacing was 8 kilometres. The overall project took some thirty days from conception to completion. The planning and execution of this operation are described in detail. The resulting magnetic tapes provided 11 channels of digital image data over a 30,000 square kilometre area and a variety of image processing techniques were employed in order to capitalise fully on the results. The imagery provides a powerful tool for the geological mapping of the terrain. The data can also be used to monitor the environmental effects of mining operations.

In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

"This paper describes the Cape Breton Development Corporation's experience with the Lovat M-300 tunnel-boring machine at the Donkin-Morien Mine. Between January 3 and December 21, 1984, the 7.6 m (25 It) diameter TBM advanced 3350 m (10 990 ft) . The authors will describe experiences with the machine and highlight the implications of tunnelling machines to underground coal mine development in Canada. IntroductionThe Cape Breton Development Corporation (CBDC) has recently completed the drivage of a 7.6 m (25 ft) diameter tunnel, 3.5 km (2.2 miles) in length , to access the Harbour Coal Seam at the Donkin-Morien Project. The tunnel was successfully driven with the first Canadian rock tunnel-boring machine (RTBM or TBM), designed and built by Lovat Tunnel Equipment, Inc. The initial mine development consists of the drivage of two tunnels to the first major coal seam. Future plans are proposed for the development of a 4 million tonne-per-year mine (Marsh et al., 1983, Gillman, 1982), which will require the drivage of a further two tunnels and could access up to four coal seams. The tunnel cross-sectional areas were designed to provide sufficient ventilation area and access for a production of 4 million tonnes per year."

A flowsheet was developed for upgrading Climax tin concentrate to about 45 percent Sn. Bench-scale test work conducted at AMAX Extractive Research and Development, Inc., was used to design a multiple-stage tin- processing flowsheet which included screening, high-intensity magnetic separation, and high- tension (electric- static) separation. Formal engineering and plant installation was accomplished in-house by Climax mill personnel. The successful start-up operation of the facility was the joint effort of the AMAX R&D and Climax-mill staffs.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.
