Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. This Bureau of Mines report presents expected levels of air pollutants in the face areas of oil shale mines, based upon data collected by the authors and previous investigators. Ventilation requirements to maintain these pollutant levels below their threshold limit values and Federal and local mine air quality standards are discussed. Two practical face ventilation systems are discussed in terms of actual in-mine test experience.

The required reclamation of land disturbed by surface coal mining often results in the creation of some over steepened slopes which are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has indicated that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations will be summarized in this paper and field results shown.

"An analysis of the number of industrial injuries shows that the mining sector is particularly affected, since mining is one of the most dangerous industrial activities in Canada. This has led to numerous inquiries, and supports the need for an in-depth study aiming at the identification of factors responsible for these accidents. One possible factor often pointed at is the small crews incentives and this paper presents a scientific approach applied to check a potential link between bonus and accidents at two mining companies located in northwestern Quebec.The data required to do so were the accidents, the salaries and the number of hours worked at each mining site by the hourly paid personnel for the period from June 1979 to January 1982. The analysis of the results derived from the initial information shows different behaviours of the frequency rate vs the bonus rate at these mines. The number of days lost per accident is independent of the bonus rate at both mine sites, as shown by Khisquare tests on contingency tables.IntroductionA wide variety of opinions has been pinpointed by a survey of the literature related to individual or small crew incentives and industrial accidents in sectors of activity where it applies. In addition, various formulae of mining contracts take place in the industry on one part, and statistics from this sector indicate a high accident frequency rate on the other part. These fact s have lead to this scientific investigation which does isolate the direct impact of the bonus on workers' accidents. This study was undertaken with the full support of the Quebec Metal Mining Association.The conclusions of this preliminary phase of the researchproject are presented for two mining complexes in northwestern Quebec. The procedure is somewhat similar to the approach of the Belmoral Commission, with the underlying assumption that bonus has a direct impact on accidents."

Single particle breakage tests have been used by a number of researchers to investigate some salient features of the complex comminution process. The characteristics of the common single particle breakage tests such as single impact, double impact and slow compression tests are examined and the results from these tests are compared. A comparison of the results from single particle breakage tests with grindability and ball mill tests is given. Application of the results from single particle breakage tests to modelling industrial comminution processes is described. The necessity for further research into single particle breakage tests to develop a simple but comprehensive technique for estimating the breakage characteristics of ores is discussed.

An underground mine, a treatment plant and supporting facilities have been constructed at Lebong Tandai in Sumatra, Indonesia by PT Lusang Mining. Throughput is initially 50,000 tonnes per annum of ore with an inbuilt capability to expand to 100,000 tonnes per annum. Construction proceeded in parallel with design work on a tightly controlled critical path schedule. The very remote location of the mine, the difficult access and the fact that equipment was imported from many parts of the world presented a challenging project management problem. The transport system, which involves road, river and rail and support facilities on site had to be brought into full operation prior to the arrival of major equipment. Mine development involved the reopening of the old access drives and workings, refurbishing two shafts and the haulage system together with redevelopment of old stoping areas and the opening of new stoping areas. Ore production is now from three main areas using shrink and underhand stoping methods. Ore breaking and drive development is with conventional airleg mounted rockdrills and ANFO explosives. Exploration to locate and develop new reserves to replace ore mined is an ongoing activity.

The term "resultant load vector" is defined as the representation of the forces applied to a longwall roof support element by strata activity through a single, quantifiable measure of support resistance. The relatively complex kinematics of the shield structure prohibits determination of support resistance simply from the summation of leg forces. In the research reported in this Bureau of Mines study, the mechanics of the shield structure were evaluated, and a technique was developed whereby the resultant shield loading could be determined by instrumenting supports with pressure transducers and strain gauges to measure leg, canopy capsule, and lemniscate link forces. This technique has been laboratory tested in the Bureau's Mine Roof Simulator. Functional relationships among variables were assessed, and confidence intervals were established for prediction of the resultant load vector parameters. Resultant load measurements were taken on five instrumented shields on an active longwall face in Colorado. Results were analyzed and found to be consistent with shield mechanics and anticipated roof behavior. Benefits to be derived from this research, future efforts, and long-range goals are discussed.

The Bureau of Mines, in an effort to improve planning and development in coal mining, is investigating strata interactions associated with mining of multiple coalbeds. Two common interactions that occur between adjacent coalbeds are subsidence and pillar load transfer. The study described involves underground observations and measurements conducted at two Pennsylvania mines, each affected by one of these interactions. At the mine affected by subsidence, measurements show that undermining had little effect on upper mine pillar stability, but had a more severe effect on the development and maintenance of entries. Roof-to-floor measurements recorded over four times more convergence in entries developed over gob as compared with entries developed over support pillars in the lower mine. At the mine affected by pillar load transfer, Initial in situ measurements have shown the existence of a pressure arch in the lower workings. Prior research has shown that arch interaction between two adjacent openings can create stress concentrations in the in-nerburden. Underground measurements and results obtained from both mine sites correlate with theoretical and photoelastic multiple-seam models, and eventually these field data will serve to refine model accuracy. Further study of multiple-seam interaction mechanisms will lead to improved mine planning, increased resource conservation, and a safer working environment.

In 1985, at the request of the Bureau of Land Management, the Bureau of Mines studied a 50,57U-acre portion of the 90,345-acre Twin Peaks Wilderness Study Area (CA-020-619A) in order to evaluate its identified resources. The area studied is located about 45 miles northeast of Susanville, CA, in Lassen County, CA, and Washoe County, NV. The area is underlain by Tertiary volcanic, volcaniclastic, and intrusive rocks. Quaternary stream, lake, and landslide deposits overlie the older rock. There are no mines or mining claims in the study area. One mineral resource, pozzolan, was identified. Mining claims, inactive in 1985, have been staked adjacent to or near the northwest corner of, and also southeast of, the study area. Examination and sampling of 17 mineralized sites, delineated mostly by prior geochemical surveys, showed at least 30 million tons of subeconomic pozzolan resources and small or low-grade occurrences of gold, silver, copper, lead, zinc, nickel, molybdenum, zeolites and clay.

High-resolution seismic reflection profiling can be used to evaluate detailed structural and stratigraphic features of coal prospects. Since most coal prospects are relatively shallow, less than 1000 m (3000 ft) deep, high sampling rates in space and time can be used effectively to improve vertical and lateral resolution of seismic data. The case study presented here shows how seismic data was used to evaluate the Wyodak coal at a prospective coal gasification site. The data were used to map the detailed structure and thickness of the coal and to search for lateral discontinuities, such as pinchouts and faults. An important find was a paleochannel cutting across the base of the coal seam, which was later confirmed by drilling.

INTRODUCTION The Columbia River Basalt beneath the Hanford Site is one of several rock types being considered by the U.S. Department of Energy for the first commercial high-level nuclear waste repository. The Basalt Waste Isolation Project (BWIP) has been carrying out a comprehensive investigation to assess the feasibility of constructing a repository in basalt and to develop technology required for repository engineering and site characterization. Development of a nuclear waste repository requires a number of design considerations not usually necessary in the planning of conventional underground structures. Principal among these is the thermally induced stress field resulting from waste emplacement. This thermal stress, super- imposed on the preexisting in situ- and excavation- induced stress fields, needs to be evaluated in the design process due to the sensitivity of waste emplacement density to this factor. The nature of this thermally induced stress field is dependent on several factors, including the temperature distribution around the repository openings, the thermal properties of the rock mass, and the deformability of the rock mass. Re1iable performance of the repository structure is largely determined by the ability to under- stand the above rock mass characteristics and predict the underground opening response to waste emplacement based on this understanding. To gain an understanding of this rock mass behavior in a repository condition, the BWIP has conducted a large-scale heated block test in basalt at the Near-Surf ace Test Facility (NSTF) on the Hanford Site. This paper presents the results from the elevated temperature phase of the block test in which the thermal, mechanical, and thermo- mechanical response of the closely jointed basalt rock mass was evaluated as a function of stress and loading orientation at varying temperatures up to 200 oC. SITE GEOLOGY The NSTF test areas, including the block test site, are located in the entablature zone of the Pomona basalt f low. The Pomona flow entablature is structurally typical of most flows in the Columbia River Basalt Group in that it is characterized by long, undulating, polygonal columns up to 2.4 m in length. Columns vary from 15 to 30 cm in diameter, averaging about 20 cm. Over their length, columns can vary in dip by 150 to 200. The column structures are dissected by subhorizontal cross joints that are generally discontinuous and seldom cross columnar joint boundaries. Spacing of the cross joints also averages about 20 cm. A representative joint pattern taken from mapping of the tunnel wall near the block test site is shown in figure 1. Application of the Rock Mass Rating System (Bieniawski, l979) to the block test site yielded an overall value of 62. The corresponding value from application of the Q-system (Barton et al., 1974) is 8.7 (Cramer and Kim,1985). The NSTF is approximately 50 m below the surf ace. However, this depth is sti1l above the water table and conditions are generally dry. Interstitial water exists as the result of percolation of meteoric water from the surface.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 27,930 acres of the 52,000 acre East Fork High Rock Canyon Wilderness Study Area, CA-020-914/NV-020-006A, in order to evaluate the mineral resources. The study area is located in Humboldt and Washoe Counties, NV, about 45 miles east of Cedarville, CA. Bureau of Mines personnel reviewed pertinent literature and county mining records and examined prospects or mineralized areas. There are no organized mining districts and no historical or active claims in the study area; one small pit lies in the southwest corner of the study area. Based on published literature, sample results and field observations, there are no recognized mineral, geothermal, or fossil fuel resources. Epithermal mineralization indicators are not present or exposed. Sand and gravel deposits in the study area are not likely to be developed as other deposits are closer to market areas.

The Pine Creek gold mining development consists of a 1000000 tonne/yr open cut mine, a carbon-in-pulp processing plant and support facilities. The operation is located at Pine Creek, 230 km south of Darwin in the Northern Territory. The mine was officially opened in late October 1985, having been designed and constructed in less than twelve months, despite front end expenditure constraints and unseasonal cyclonic rains shortly after commencement of site activity. Non-traditional methods and attitudes were required to be adopted by both Engineer and Owner to successfully bring the project from preliminary design through construction and commissioning in a minimum time. Those areas which differ from the more traditional approaches to Project Management are examined together with a review of the advantages and penalties of these methods.

Surface mining and reclamation has the potential to at least temporarily increase surface runoff and resultant erosion and gully development. This increase in erosion is due in part to compaction of the soil surface with heavy equipment, creation of large relatively unvegetated watersheds, and elimination of natural dendritic ephemeral drainage patterns. Methods for stabilizing gully channels which may develop prior to establishment of sufficient vegetation to control erosion are analyzed. Utilization of various sizes of riprap for channel lining, the use of riprap check dams, reinforcement of riprap check dams, and the relation- ship of type of control structure to area of watershed and resultant flow velocities are discussed.

Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.

The research work reported in in this paper deals with the monitoring of roof behavior in a drift mine located in Eastern Kentucky operating in the Coalburg Seam. The thickness of the seam at the monitoring site ranges between 9 and 10 feet with the immediate roof changing from sandstone to shale then back to sandstone. Shale thickness varies between 0 and 2.5 feet. The characteristics of the immediate shaly roof were monitored with 38 dynamometers which were set up in three survey lines to cover the entire range of shale distribution. The dynamometers are capable of providing accurate load readings in the range of +/- 5 pounds. To closely observe the contribution of moisture toward roof deterioration the dynamometers were set up in intake and neutral airways. A television borescoping camera was used in conjunction with the dynamo- metric instrumentations at pre- determined observation holes to physically observe and record the separation process of the shale and sandstone stratum with respect to time. Monitoring took place between January 1985 through January 1986 in order to cover a full cycle of dry and wet mine conditions associated with the seasonal changes. Analysis of the data show a trend of roof deterioration induced by condensation and eventual penetration of moisture within the immediate roof bedding planes, leading to rapid disintegration of the mine roof.

The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

Increase the safety of underground mine workers by minimizing hazards associated with rerailing mine cars after derailment. Background and Approach A serious operational problem in underground mines is the task of rerailing mine cars. Current rerailing practices are not only hazardous but are inefficient as well. Most methods involve pulling the derailed car back onto the track with a locomotive. This causes damage to the road bed and is not effective on curves or in situations where the car's wheels are too far from the rails. Jacks, wooden props, and pry bars are also used to raise or lower cars back onto their tracks but methods involving these tools require much strenous manual effort by mine workers, thus posing possible serious injuries. The problem is further compounded by the cramped, narrow confines of the underground mine environment which allows no space to permit use of cranes or other surface railroad rerailing techniques. The Bureau of Mines, aware of these problems, investigated improvements in current underground rerailing methods. Through a cooperative effort with Hoesch MFD, a system was designed and modified that can be easily carried into the mine by workers and quickly assembled at the derailment site. The system is hydraulically and pneumatically powered rather than reliant upon manual operation.
