Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. Introduction 1300 BC, Egypt. Pharaoh, the god-king, owned all things. He was the only mine operator. As the provider of all things, Pharaoh had great expectations of his officials who gathered the wealth. Pharaoh's official, the mine foreman, was at a gold mine site to see that royal expectations were met. For the official, it could mean a promotion to the good life here and to the godly life hereafter. When he checked the haul for sufficient progress, a lot was at stake. The miner wore a loincloth, perhaps a headband and, if he was a prisoner, ankle manacles. Only an oil lamp helped illuminate the hot, dusty blackness. A fire at the base of the quartz ore face competed for scarce air. The ore so heated crumbled at the prompting of copper wedges. Confined to a crouch, the miner tossed chunks of ore onto a rope-mesh which, when loaded, was drawn up and lugged out. On the surface, the gold was ground to dust. Then it was transported by donkey caravan to the royal depot. There it was weighed, recorded, and distributed to workshops. Many minerals mined Egypt had gold mines to the south in Nubia and to the east in the desert and Sinai. Indeed, gold underwrote Egypt's prosperity. With a constant gold supply, fewer hungry hands robbed burial crypts and tombs. Gold was sacred, "the flesh of the gods." The shiny metal financed the army that policed the desert mining routes and guarded the gold caravans from Bedouin marauders. Gold theft was an offense to the gods. Anyone caught with gold `in his lunchpail,' so to speak, could say goodbye to life, both in this world and the next. In addition to gold, Egypt possessed other mined riches that allowed the Egyptian civilization to flourish. From Sinai and Nubia came copper. So abundant was the red metal that it enabled Egypt to become the supreme power, before the advent of iron. Also mined were amethyst, turquoise, feldspar, jasper, carnelian, and garnet. These were used for the rich inlay work that distinguished Egyptian jewelry and cloisonne. But Egypt's most endurable and awesome material was its stonework - for statues and obelisks and in temples, tombs, and pyramids. Stone quarrying was a vast enterprise. One expedition boasted nearly 10,000 men. These included 5000 laborer soldiers, 130 skilled quarrymen and stonecutters, and - egads! - even 20 scribes. In addition, there were thousands of officials, priests, and officers grooms. There were even fishermen, to provide the multitudes with the catch of the day. Mining methods detailed In 1300 BC, quarrying techniques had changed little since the age of the pyramids some 1300 years before. At that time, in 2600 BC, limestone was locally quarried and fashioned into the blocks of the pyramids. A basic limestone mining method was tunnel quarrying. A ramp was built up to the face of a cliff. A monkey stage was then erected on a ramp. While standing on the stage, quarrymen carved out a rectangular niche in the cliff. The niche was large enough for a quarryman to crawl into. With a wooden mallet, he hammered long copper chisels along the edges of the niche floor to free up the back and sides of the block. The quarryman climbed out of the niche and removed the stage. He then carved out a series of holes in the cliff face for what would be the bottom of the block. The quarryman pounded wooden wedges into the holes. He watered the wedges until they were soaked. The water-logged wedges expanded, splitting the stone along the line of holes. The freed-up block was then levered down from the cliff. On the ground, the blocks were placed on sledges. Men pulled these to nearby water transport. Without block and tackle pulleys, paved roads, and wheels, this was no mean feat. Each block weighed an average of 2.3 t (2.5 st). Whenever possible, the quarrying was done directly from the surface. Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. "Heap leaching of gold ores in permafrost conditions is feasible provided certain criteria are met. These criteria include relatively short heap leach residence time and the availability of waste heat.This paper describes the conceptual design of such a system for a mining operation in the North West Territories of Canada. The design includes the concept of continuous countercurrent leaching in enclosed ore heaps.Indicative capital and operating costs are given.INTRODUCTIONIn April 1984, Acres Davy McKee Engineering Inc. (ADM Eng.) in association with Ontario Research Foundation (ORF), was invited to carry out a preliminary design, cost estimate and financial analysis to assess the viability of gold heap leaching in a permafrost region in North West Territories, Canada.An orebody was being explored which could, by nature of its mineralogy, be upgraded substantially by crushing and screening in the size range of 1/4 in. to 3/4 in. It was proposed to process the screen undersize through an existing gold mill on site and to treat the oversize material in a heap leach facility to be constructed adjacent to the existing mill.Despite the formidable challenges imposed by isolation, permafrost and harsh winter conditions, the heap leach project was considered worthy of examination because of the relatively high grade of the heap leach material (> 0.1 oz/ton), very short leach times (in the range of 1 to 4 days) and the availability of substantial quantities of waste heat from the diesel generating station on site.Design challenges included the necessity to maintain the permafrost in frozen condition, to prevent freezing of ore and leach solution, to limit size of construction materials to that which could be carried in a Hercules freight plane and to contain water usage at an absolute minimum level."

In this ?paper practical solidification of anodes containing nickel, arsenic, antimony and bismuth is compared with the equilibrium? diagrams and kinetic ?factors. In order to clarify the distribution of the impurity elements in the anode the structures were studied after the solidification and also after the electrolysis of anodes. This examination was carried out with optical microscope, scanning electron microscope and electrochemical measurements. All the nickel is remaining metallic in the copper matrix during the solidification and therefore nickel is dissolved in the electrolysis at all oxygen contents, when the nickel content is 0.25 wt-% or less in the anode. The practical .solidification mechanism of the anodes, when the nickel content exceeds 0.25 wt-%, proceeds by the crystallization of nickel oxides. In oxygen containing copper anodes nickel oxide is verified to crystallize together with antimony in certain conditions and to form a micaceous compound (3Cu2O?4NiO?Sb2O5), which may build up a very harmful floating slime in the electrolyte. Arsenic is strongly enriched along the phase boundaries in oxygen free copper anodes. An intermetallic compound Cu3As is formed when the amount of arsenic in the anode. exceeds 0.7 wt-%. This compound is more noble than the copper matrix. This means 'that a selective dissolution of copper-arsenic compounds takes place. The copper matrix dissolves more strongly than the grain boundaries. The solidification structures of oxygen free bismuth containing copper anodes show clearly the influence of bismuth. Thin bismuth films which are less .noble than the metallic copper matrix, are formed during the solid1ficatton process. As a result of this the?grain boundaries are dissolved faster than the copper matrix.

The Argyle Diamond Mine came on stream late in 1985 as the world's largest diamond producer in terms of carat output. The design of the process plant, including the heavy medium separation (HMS) facility which provides the initial stages for separation of diamonds from gangue, evolved over a lengthy period of feasibility study and site investigation into the final form described in this paper. The commissioning was carefully planned and co-ordinated, and culminated successfully with handover of the plant on schedule and within budget. Backbreak behind the last row of boreholes can be a significant problem for blasting operations. Backbreak will interfere with the proper drilling and execution of the subsequent shot and can produce well defined boulders, which will not be broken by the subsequent shot. In order to determine the effect of timing on backbreak, a full scale blast with 6 1/2 inch boreholes was used to test the effects of timing. The test site was a quarry which had suffered from severe backbreak regardless of the blasting pattern or explosive used. One half of the production blast was loaded and initiated using the current technology at the quarry, the other half of the blast was deliberately timed in such a manner as to minimize backbreak. The timing was such to allow for ground movement in one row before the subsequent row fired. The test results proved that the amount of backbreak and flyrock could definitely be controlled with the selection of the proper borehole timing.

Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

India is a large and growth market for explosives and accessories, which has dramatically changed from complete import dependence to self sufficiency, and now has an exportable surplus. The largest single user is coal mining which is continuing to show a healthy growth with opencast mining becoming increasingly dominant. The explosives industry has kept pace with mining and today all the well renowned explosives technologies of the world are available in the country. While slurry explosives are popular in large diameter, NG based explosives continue to be preferrred in small diameter usage. Emulsion explosives have had a good market response. ANFO usage is limited due to local reasons. As the mine size is increasing, the demand for bulk-on-site explosives is growing. Prices of explosives and accessories are cheap compared to international levels. The user industry is mainly Government owned mines whose profitability is not satisfactory. Explosives industry is over licensed in terms of manufacturing capacity, which is likely to put pressure on the viability of some of the explosives manufacturing units. Scope exists for optimization of blasting parameters through the use of computerized blasting models. The explosives industry is faced with new challenges and opportunities.

The copper mineralization of the Mesozoic Passaic Formation of New Jersey is typical of copper deposits in eastern North American Mesozoic sediments. Most such deposits are located at the base of the first of several basalt flows that are interbedded with continental, red-bed sediments. The copper mineralization is similar in most respects to that of the Keweenawan Basalts of the Lake Superior area. The first basaltic flow units of the eastern North American Mesozoic basins, and the Keweenawan Basalts, are continental quartz tholeiites of similar chemical composition and copper contents. The copper minerals and associated zeolite facies metamorphic mineral assemblages of these two rock units are also approximately the same. Stoiber and Davidson (1959) suggested that Keweenawan copper was mobilized and concentrated during metamorphism. The evidence pertaining to the Mesozoic copper deposits of New Jersey is consistent with such an interpretation and also with DeVore's (1955) suggestion that ore fluids commonly arise as a result of the mobility of metals under metamorphic conditions. There is additional evidence that final metamorphic concentration of Mesozoic copper was preceded by an initial stage of hydrothermal precipitation related to fluids emitted by basaltic magma.

Micro-optical and synchrotron radiation-induced X-ray fluorescence (SXRF) techniques have been used to study unoxidized and oxidized samples of Carlintype sedimentar,y rock-hosted disseminated gold ore. In these samples, Where much of the gold is submicroscopic, the SXRF technique, which has a spatial resolution of about 20 ~m and a minimum detection limit (MDL) in the ppm range, is an ideal and necessary tool for precisely locating gold-rich areas in a sample. Gold-rich areas pinpointed by SXRF were later studied in detail by micro-optical methods, principally optical microscopy and scanning electron microscopy with energy-dispersive X-ray analysis (SEM-EDX). In two unoxidized and one oxidized ore samples, SXRF analyses have shown gold to be present predominantly in discrete clay-rich and silicified areas. Gold was not detected by SXRF in association with pyrite or carbonaceous materials. SEM-EDX examination of the gold-bearing areas in the unoxidized samples succeeded in identifying only two free gold particles, 0.2 and 0.5 ~m in size. In the oxidized sample, gold particles appear to be larger (but still submicroscopic) in average size and more evident in micro-optical examination after SXRF location of goldbearing areas. The findings of these studies may help to improve the efficiency of processing and recovery of gold from unoxidized ores.

Tomago sandbeds is an unconfined coastal aquifer located 20km. north of Newcastle in New South Wales, Australia. These sandbeds extend over an area of about 130km. The average aquifer depth is about 20m. with a mean transmissivity of about 400sq.m/day and a specific yield of about 0.2. The city of Newcastle and surrounding areas derive water from Tomago for potable purposes. The average extraction being about 50 ML/day. The iron value of the ground water varies between 5 and 15mg/1. This iron is removed by a conventional water treatment plant using Alum. The aquifer whilst principally quartzose also contains deposits of heavy minerals like rutile, zircon, ilmenite, etc., The mineral sand mining has been in progress at Tomago since 1972. Mining is carried out in a con- structed pond with a water depth of about 5m. on which is floated a suction cutter dredge that moves across the front of the pond using a water jet to entrain the soil from the ground surface to the bottom of the mineralised zone. Effect of mineral sand mining on ground water quality, particularly iron, was the subject of intensive investigations undertaken at Tomago since 1970. The effect on water quality was studied by collecting and analysing water samples from network of observation wells established during the period of mining. Water samples were collected about 4-5 years prior to mining and analysed for iron, sulphate, chloride, pH, etc., After mining the observation wells were re-established at the same locations and water samples were collected and analysed for at least 5 years after mining. The Bureau of Mines evaluated the emission control methods, including the capital investments and operating cost, necessary for further reducing lead levels in ambient air at the Glover, Herculaneum, and Buick smelter-refineries in Missouri and the East Helena, MT, smelter. The U.S. Environmental Protection Agency (EPA) has proposed more stringent lead in ambient air standards than those currently in effect. This report presents theoretically achievable lead emission reductions and estimated capital and operating costs. Lead emission inventories theoretically can be reduced from 1985 levels by 2,421 lb/d at the three Missouri operations by containing and filtering fugitive emissions within structural enclosures and baghouses. The aggregated capital and operating costs in 1986 dollars using conventional environmental and workplace technologies are estimated to be $250,014,100 and $18,507,800, respectively. Estimated total incremental cost is $0.063/lb as refined lead. Additional regulatory costs attributable to Occupational Safety and Health Administration (OSKA), U.S. Department of Labor, workplace standards are included since proposed environmental controls may otherwise degrade workplace conditions. Continuous drossing is evaluated as an alternative to conventional OSHA controls. Substituting continuous drossing for conventional work- place technology results in an estimated aggregated capital and operating costs of $258,344,800 and $15,719,600, respectively. Estimated total incremental cost is $0.062/1b as refined lead. For comparison, the average open market price of refined lead during the first quarter of 1986 was $0.184/lb.

In an effort to economically and efficiently enhance the erosion control aspects of present surface coal mine reclamation practices, the US Bureau of Mines has recently completed a two-phase research program wherein irrigation strategies and equipment developed under the first phase were field tested on three surface coal mine sites. The fundamental basis for the use of irrigation as a reclamation tool is to provide the plant moisture requirements as a supplement to prevailing natural precipitation, and thereby support the natural growth of drought-hardy native vegetation. Portable solid-set irrigation equipment and several irrigation strategies were tested on large 6-ha (15-acre) sites in Montana, Wyoming, and New Mexico. Results of these tests will be presented which include daily irrigations, precipitation levels, soil moistures, climatic data, and density cover and biomass of the native plants.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

The West Wits Line first began yielding gold in the mid-1930s and is among South Africa's leading gold-producing areas. Gold mining operations are carried out amidst the occurrence of seismic events which cause both damage to underground excavations and injury and loss of life to production personnel. The feasibility of establishing a system to minotor the seismicity on all the Gold Fields mines was investigated during the early 1980s. This led to the establishment of a centralized seismic network in 1981. The system was structured around three major objectives. It uses Perkin Elmer (now Concurrent Computer Corporation) 16 and 32 bit mini-computers. The hardware in use at both the central and remote sites is outlined, giving a good insight into the role of computers in the system. The system software reveals the fast flow of data through the network; it can be divided into three categories: (1) data logging and transmission - remote sites, (2) data capture and communications - central site, (3) applications and research - central site. Several examples are given which show how the system is measuring up to its objectives. These case studies also indicate how the computers are effective in representing the seismic data collected. It is concluded that the use of computers enables the pin-pointing of seismic events on the West Wits Line within about 3 -4 minutes of their occurrence. The choice of hardware is largely dependent on the objectives of system, and the Gold Fields Network has chosen mini-computers because of the speed of communication and the large amount of data and storage required for research applications.

Pile load test programs were carried out in 1984 and 1985 at Stelco's and Dofasco's Steel Making Plants in the Hamilton Bayfront area. 323.9 mm outside diameter by 9.5 mm wall thickness Grade 3 steel closed-end pipe piles were driven to practical refusal at depths of 21 to 30 m in very dense silt till with Delmag D30 open-end diesel hammers. Ultimate bearing capacities of up to 5330 kN were proved by dynamic monitoring and static load tests. Allowable bearing capacities of 1780 kN were achievable on production piles without undue difficulty. It was found that the impact stress at the top of the pile was controlled by the yield strength of the steel rather than a useable upper limit based on the modulus of elasticity. A bearing to impact stress ratio of 1.2 at practical refusal was observed to be reasonable but conservative at this site, and is felt to be generally applicable for piles driven to practical refusal elsewhere. Dynamic monitoring during production pile driving was able to show that apparent relaxation was caused by pre-ignition of the hammer when visual observations indicated that pile driving was proceeding satisfactorily.

Twenty six samples of carbonaceous gold ores and associated rocks from outcrop and mine localities in northcentral Nevada were analyzed for concentrations of major. minor, and trace elements, total sulfur, and organic carbon. Q-mode factor analysis was used to define six distinctive carbonate, organic, and detrital associations of elements, and to group samples based on these associations. The trace metals that have clearly enriched the organic-carbon-rich samples are V, Zn, Ni, Cu, Cr, and Mo, although few of the samples could be considered "metal-rich" when compared to other organic-carbon-rich black shales. Rock-Eval pyrolysis was used to evaluate thermal maturity and hydrocarbon yield of the samples. Unfortunately, most samples were too thermally altered to be suitable for routine organic geochemical characterization of organic matter. The 813C values of organic carbon in rocks from different deposits have a trimodal distribution, but there is no clear distinction between the three groups of deposits that can be related to age, thermal history, or depositional environment.
