With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. "IntroductionThe Cape Breton Development Corporation (CBDC) located in Cape Breton, Nova Scotia, in eastern Canada, was established in 1967. Its mandate at that time was to facilitate a phased downsizing of the coal industry and developing viable replacement industries. The oil crisis in the early 1970s changed CBDC’s mandate and focus was modified to increase coal production to support Nova Scotia Power Commission’s “off oil” policy for their power generators. In the late 1980s the mandate to develop viable replacement industries was eliminated and CBDC became primarily a coal mining company. CBDC presently operates two underground coal mines, Phalen Colliery and Prince Colliery, using a retreat longwall method of mining. Both mines operate beneath the Atlantic Ocean. CBDC also operates associated infrastructure — central workshops, a railroad, coal preparation plant, and international pier. The Need For Substantial ChangeOver the last few years, CBDC has been facing some challenging issues, including improving labour management relations and achieving financial self-sufficiency and profitability. Recent achievements with regard to human resource issues, especially in the areas of collective bargaining, absenteeism, and attendance, show noticeable improvements. All participants should be commended for successfully concluding the collective bargaining process with all four CBDC unions, CUPE; CAW; IAM&AW; and UMWA. However, although these changes are encouraging, even critical in the short term, they are not sufficient to ensure the long-term viability of the company. Market ForcesShort- and long-term financial realities are drawing the need for further substantive changes. The corporation has a mandate to achieve financial self-sufficiency by the year 1999. This goal can only be achieved through a combination of cost reductions and productivity gains, specifically, a reduction in the workforce of 658 and an increase in production of 800 000 tonnes annually. This increase in productivity requires CBDC to re-think the way it does things.In the longer term, CBDC faces even greater challenges. The energy market is becoming more competitive. The electrical utilities across Canada are anticipating deregulation and are positioning themselves for the resultant competition. As primary fuel supplier to Nova Scotia Power Inc. (NSPI), the corporation will have to become ever more competitive to stay in business."

A series of LaNi5-based alloys, with partial substitution of Ni by Al, Co, or V, were prepared The gas-phase hydrogen absorption kinetics and pressure-composition-temperature curves were measured The activation became easier and the plateau pressure was reduced as Ni was partially substituted by Al Substitution with Co reduced the hysteresis as well as the hydrogenation capacity, but enhanced the absorption kinetics Vanadium is often considered as a hydride former, but when it was added to LaNi5, it was found that V occupied the B site. A small amount of substitution of Ni with V led to a higher hydrogenation capacity and faster activation rate Based on these properties, an alloys LaNia 25CO0.5V0.1Al0. 15 was fabricated as an electrode. Compared with LaNi4.85Al0.15, it was found to exhibit faster activation, higher discharge capacity, and longer cycle life. The variation of the hydrogenation characteristics is discussed based on the physical and chemical properties of the alloying elements.

The selection of the production rate is one of the most crucial decisions to be made in the development of a mineral property. However, it is not uncommon for the production rate to be decided arbitrarily, before any technical evaluations begin, and it is often not reconsidered when better data becomes available. A number of methods are used in the mineral industry to select the production rate for a project. There is general agreement that the size of the ore reserve has a strong influence on this decision, but what other factors are involved? Is there a way to identify an optimum rate? This paper examines the factors that influence the selection of a production rate from the perspective of project economics. The NPV maximum value should be viewed as a “failure” point. The “two times capital” maximum is proposed as a lower limit. A practical check is suggested to confirm that a selected rate is in an optimum range. Production rate assumptions are much more likely to be reviewed for marginal projects, but they should also be reviewed for viable projects.

Six potential locations along the west shore of Lake Mead were evaluated to site anew water intake pumping station for the SNWA. The evaluations were based upon geotechnical exploration results and conceptual intake pumping station designs. The exploration included geologic mapping, geophysical testing, underwater ROV inspections and borings. Ground surface and underground chamber pumping station designs were considered. Sites at Saddle Island, Black Canyon and Hoover Dam are geotechnically suitable. A Saddle Island site was selected because it has the most favorable conditions for the intake pumping station and the aqueduct to the Las Vegas valley.

There are technical and commercial limitations on using high fluorine copper concentrates in industrial copper smelters. The presence of more than 1000 ppm of fluorine in copper concentrates affects the sulfuric acid units generally integrated to copper smelters, and penalties are normally applied to high fluorine concentrate prices. Several process alternatives to this issue were studied at CVRD Technology Center (SUTEC): modifications on conventional sulfuric acid plants to use high fluorine concentrates, removal of fluorine containing minerals in flotation using depressants, selective leaching of fluorine minerals and sulfuric leach of copper concentrates. Finally, a hydrometallurgical process of removing fluorine was developed by SUTEC.

Abstract - The Croft diorite in central England belongs to a suite of Caledonian igneous rocks collectively known as the South Leicestershire diorite complex. Although the intrusions occupy separate outcrops, they are linked at depth to form a single pluton, buried beneath a cover of Triassic sediments (Le Bas, 1972; 1982, Allsop and Arthur, 1983). Both the Caledonian diorites and the overlying sub-Triassic unconformity have been affected by a complex history of alteration and mineralization which can be subdivided into four stages: (1) deuteric effects, caused by the release of volatiles during magmatic cooling; (2) albitization through sodic enrichment; (3) formation of lowtemperature laumontite, analcime and calcite veins with associated wall-rock alteration to prehnite and pumpellyite; and (4) sub-Triassic unconformity-hosted base metal, manganese and palygorskite mineralization. Zeolite mineralization occured some 200 Ma later than the intrusion itself, during post-Triassic times, as indicated by the presence of a single vein of laumontite and microcrystalline calcite which cross-cuts the sub-Triassic unconformity surface and enters the overlying Triassic sediments. Evidence from fluid inclusion work indicates that two fluids were involved in the deposition of the zeolite veins. One fluid was initially of relatively high temperature (~100°C to 320°C) and low salinity (~0.2 to 5.9 wt% NaCl equiv.), and was probably meteoric in origin, whereas the other was of relatively low temperature (~41°C to 165°C) and high salinity (~0.4 to 16.72 wt% NaCl equiv.), and is interpreted to represent a basinal brine. During Triassic rifting, thinning and fracturing of the crust, with the possible rise of associated magmas (Halliday and Mitchell, 1984), could have increased permeability and heat flow, initiating the circulation of hydrothermal fluids. Triassic unconformity-hosted base-metal mineralization in Central England is similar to other Triassic-Jurassic mineralization in Europe (Mitchell and Halliday, 1976).

Field investigations and office studies were used to develop criteria and cost parameters related to the geologic aspects of the proposed project. These results were employed in optimization of layouts and comparison of alternative schemes, leading to selection of the recommended program. Study of project features included the development of subsurface shafts, tunnels, and mined storage areas, and the utilization of existing surface quarries. These project features were proposed for construction within the bedrock units underlying Chicago. Principal geologic considerations included bedrock structure, stratigraphic sequence of units, rock competence and uniformity, and requirements for aquifer protection. All geologic factors were interrelated with other project considerations such as surface hydrology, hydraulics, and urban setting. Data for analyses was acquired through an exploration program conducted intermittently between 1967 and 1971, in addition to that already available through numerous explorations and well constructions in the project area. The exploration program included seismic surveying, core drilling, geophysical borehole logging, and water pressure testing of boreholes, and water well drilling and testing. Extensive laboratory tests were conducted on core samples. The data formed the basis of studies enabling the formulation of preliminary design and siting criteria resulting in construction cost evaluation.

Lack of understanding of useful applications of explosives on construction work stem primarily from the fact that explosion is commonly associated with destruction. On rock excavation and other construction works a certain quantity of explosive is harnessed to perform useful work at the source e.g. blasts to disintegrate rock. Development in rock blasting techniques, including the use of multiple-row blasting with short delay ignition, have made it impossible to excavate rocks close to or below buildings even in closely built-up areas. To permit the use of explosives on construction projects, in ways that will not damage existing structures, guidelines have been developed from careful measurements of intensity of ground vibrations. Accurate electronic instruments are now available for doing this. PLANNING AND CONTROL Blasting operations must be carefully planned and carried out to avoid discomfort to persons or damage to property. This increase in the use of rock blasting in city areas alone has led to a number of problems due to ground vibrations, air shock waves, and the psychological effect of noise. While the latter seldom if ever causes damage, it does create irritation and discomfort to persons living or working near the blasting sites. A result of this is a steady increase in the number of complaints in respect of damage to houses and other premises. Many such complaints are genuine and damage may undoubtedly be caused when incorrect blasting techniques are used.

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. They are volcanic in origin and the harsh desert environment has left them as expanses of exposed bedrock rising 305m (1000ft) above the valley with little or no vegetation. An existing 3.05m (10ft)

Abstract-The acid rock drainage (ARD) buffering capacity of mine waste is governed by its bulk chemical composition and its mineral assemblage. Conventional acid base accounting (ABA) tests can be used to predict short-term buffering, but should be used with caution to model or predict the long-term ARD buffering capacity of mine waste. ABA data for mine waste samples from four different deposit types: anorthosite-hosted magmatic sulfide nickel, dunite-hosted magmatic sulfide nickel, porphyry copper-gold, and volcanic-hosted high sulfidation epithermal silver, were compared with whole-rock geochemical and petrographic data obtained from the same samples. Our objective was to devise and test a method of predicting ARD buffering capacity based on bulk chemistry and modal mineralogy. In other words, we developed a quantitative theoretical method for calculating neutralizing potential, relying on easily obtainable and relatively inexpensive whole-rock and sulfur XRF analyses, which could substitute for conventional ABA procedures in situations where these procedures are either too costly or too time consuming. For each deposit type, models were devised that reasonably approximate the net neutralization potential estimated by the ABA data obtained from laboratory tests. Once an appropriate model has been developed and tested, portable X-ray fluorescence equipment, already used for grade control at many mine sites, could provide the wholerock and sulfur analyses required to estimate the ARD potential of the waste material. Although this approach is not intended as a substitute for the legally mandated ABA test procedure, it could facilitate the timely and cost-effective management and mitigation of ARD at a mine site.

"As the next century draws near, new mine properties must be brought into production to replace existing operations that are approaching their economic life. This paper presents some of the critical technical issues being addressed by Manalta Coal Ltd. as they strive to bring the Telkwa Coal Project near Smithers, BC into production during the year 2000. The mine is planned to produce between 1.0 to 1.5 million tonnes per year of medium volatile coal for export to overseas thermal and PCI markets. IntroductionManalta Coal Ltd. (Manalta) is proposing the development and operation of a surface coal mine and associated infrastructure approximately six kilometres southwest of the village of Telkwa, British Columbia (Fig. 1). The infrastructure consists of a coal washing facility, tailings disposal area, clean coal haul road, access road and rail loadout facility. Over a 25-year period, the mine is expected to produce between 25 and 37 million clean tonnes of coal primarily for the export market.To achieve public and governmental approval for the development, the project will be reviewed under British Columbia’s Environmental Assessment Act. Manalta entered the formal Assessment process in February 1, 1997 with the submission of an Application for a Project Approval Certificate for the Telkwa Coal Project."

"Neill and Gunter Limited (NGL) has prepared a preliminary design and a cost estimate for a ferric chloride leach plant to recover copper, lead, zinc, and silver from a typical complex sulphide ore. This plant design is specifically intended to treat unconcentrated ground ore (flotation feed), but can be readily adapted to treat bulk concentrates. Samples of ground ore and bulk concentrate were obtained from Heath Steele Mines, Miramichi, New Brunswick, laboratory testing, and preliminary process flow sheet preparation was carried out by the Research and Productivity Council in Fredericton, New Brunswick. Approximately thirty drawings have been produced, including process and equipment flowsheets, process piping and instrumentation drawings, and preliminary general arrangements. Preliminary capital and operating cost estimates were prepared for a plant that would treat 1000 t/d of crushed and ground ore to produce about 30 000 tpy of zinc. Capital and operating cost estimates were also projected for plants up to 4000 t/d of processed ore. Recoveries of 99% for zinc, 98% for lead, and 96% for copper were achieved in laboratory tests on unconcentrated ore. These recoveries were higher than the overall recoveries obtained from bulk concentrate, yielding approximately 10% more revenue.A 1000 tonne per day plant was determined to have a low return on investment, however, depending on the size and type of mining operations employed and the FCL plant throughput. DCF-ROI projections of 20% to over 30% were calculated for 100% equity financed “green field” mine, mill and FCL plant operations of 2000 t/d and higher"

"Large amounts of oil sand tailings are produced in the Fort McMurray area, including sand, clays, and misplaced bitumen. The objective of the present study (as part of the overall engineered tailings program) is to select and evaluate the role of hydrocyclones in removing most of the solids from the tailings slurry and producing an underflow product containing about 75% solids.Multistage cyclones were evaluated in pilot plant tests. Slurry feeds with different percents solids and increasing ratios of superfines (–44 µm) were used in testing multistage cyclone circuits. A two-stage Linatex separator circuit gave high recovery to the underflow of 98.8% to 99.6% by mass with the desired high solids content in the underflow of 73% to 75% by mass. Changes in feed solids content (20% to 50%) had little or no influence on cyclone underflow recovery and solids content. The keys to achieving such results were the apex control mechanism and operation at relatively low feed pressure (<60 kPa for 23 cm F cyclone) when the feed solids content was high. Increasing superfines above 7% by mass in the feed resulted in a significant reduction in the recovery to the underflow, probably due to the heavy medium generated by excessive amounts of clays in the cyclone. Pilot plant results were better than those predicted by available cyclone simulation models in terms of recovery and solids concentration in the underflow.Increasing cyclone diameter from 23 cm for the Linatex separator to 51 cm for the Krebs cyclone appears to have little or no effect on size cutpoint."

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. This paper describes the potential use of anew agent material for backfill consolidation, ground waste glass, to be used as partial replacement of Portland cement fractions within backfill. Significant fractions of commercial and residential silica glass production is currently utilized as waste landfill and must be disposed of at high cost and with no foreseeable environ-mental benefit. This paper also demonstrates that waste glass materials could be effectively recycled as backfill additives, and that a significant, large and stable source of additive supply, currently land filled, can be developed. This new application will generate added value for such materials, serve to promote positive environ-mental stewardship and satisfy engineering sup-port requirements in mines.

"Niobec mine, a producer of pyrochlore concentrates since 1976, became a producer of ferroniobium in 1994 and achieved accreditation to the ISO 9002 standard in 1995. The goal of ISO 9002 is to ensure that the products supplied to clients regularly meet their specifications, through explicit work standards and procedures throughout the production process, from deposit appraisal to ferroniobium production.A key element of ISO 9002 implementation at Niobec consists of the quality control procedures applied to the raw materials: the ore fed to the mill and the pyrochlore concentrate fed to the reduction plant. These controls extend from exploration, deposit appraisal, mine planning and reserves estimation, mining, mineral processing and, finally, ferroniobium production. The implementation of ISO 9002 has allowed more efficient control of the quality of the final product sold to clients. It requires interactive team work, the role of the geologist being to relate all information pertaining to raw material and product quality to the geological framework of the deposits."
