Successful relationships between mining companies and local stakeholders are now an essential part of the social contract of “doing business” (Prescott, 1995). The methodology presented in this paper is designed to assist mining companies in understanding and building relationships with diverse stakeholder groups. The methodology starts by recognizing that mining projects have a natural life cycle which can be used to identify when new external affairs strategies are required. In designing an external affairs strategy, the first step is to set objectives that are compatible with the overall objectives of the mining project. The management team then identifies the main stakeholder groups and seeks to understand the priorities and inter-relationships of the individual stakeholders. The result of this stakeholder analysis is an understanding of the Degrees of Influence of each of the stakeholder groups along with a relationship map which illustrates the strong interactions between stakeholders. The company is then prepared to take a proactive approach to building relationships with the primary stakeholders. This methodology was developed by BHP to assist with the federal government environmental approval process for the development of Canada’s first diamond mine. BHP has successfully used the methodology in three different phases of the NWT Diamonds Project and is now applying the methodology to mining and development projects around the world.

Aquispirillum magnetotacticum (AM) is gram-negative hetrotrophic bacteria that belongs to a class ,of magnetotactic bacteria that have an ecological niche in marine marches and fresh water swamp sediments. Thiobacillus Ferrooxidans (TF) is a Gram-negative, acidophillic chemoliths that may have similar chemical conditions within the cytoplasmic membrane as Aquaspirillum M. to support growth of Magnetosomes. Magnetosomes are cellular bodies that accumulate under slightly aerobic conditions. Magnetotactic motion occurs in an external magnetic field and depends on the medium viscosity. The Atomic Force Microscope equipped with a magnetic tip shows the presence of Magnetosomes in these bacteria strains. The size, shape of magnetosomes in AM and TF strains are characterized.

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

"Medium Voltage (MV) metal clad switchgear is referred to as the voltage class from 2.4 kV to 38 kV. Technological advances in circuit breaker designs over the last 20 years have given rise to retrofit options in lieu of complete replacement for older outdated circuit breaker technology. This paper examines the four MV breaking techniques that exist in industry and investigates various retrofit versus refurbish options for switchgear modernization and life extension. IntroductionThe life extension and upgrade of medium voltage circuit breakers is becoming an increasingly important issue in today’s modern industrial facilities from both a reliability and safety standpoint. Unscheduled downtime, loss of production, and plant safety issues are just some of the concerns that need to be addressed with aging switchgear. A thorough examination of the available breaking mediums allows an informed decision to be made when the time comes to assess equipment performance. If you look back over the history of medium voltage breakers, you will find that there have been four breaking techniques developed and widely used:• air magnetic;• minimum oil;• vacuum; and• SF6.Many facilities that were constructed 25 to 30 years ago relied on air magnetic or minimum oil circuit breakers in their distribution systems. At the time, these were the only “tried and tested” options and they afforded good service. Since then, however, newer technology has given us the vacuum and SF6 mediums which have both proven their reliability and monopolized the market. All the methods have their particular place in industry and what follows is a summary of the advantages, disadvantages, and chronological development of each breaking technique."

Line-of-sight radio control has received widespread acceptance for use in many mining methods because today’s technology offers improved economics and personnel safety. Significant advances in higher autonomy for mining machines are not currently seeing widespread use even though they offer great future potential. With autonomous capabilities being a longer-term goal, a logical sequence of advances based on TeleRemote control is proposed. Under Tele - Remote control, the operator is in direct control of the machine at all times. Three levels of Tele - Remote control systems are presented including line-of-sight, extended line-of-sight, and full load-haul-dump applications. Distributed control and sensing subsystems arranged in a vehicle control area network support incremental system expansion through the three levels of TeleRemote control and prepare the machine for integration of higher levels of automation as mature technology becomes available. This approach allows full exploitation of today’s mining automation technology with a flexible future growth path.

BHP has used many innovative techniques when recruiting its workforce for the Cannington Project. Looking for a balance of experience and enthusiasm it was necessary to develop pre-selection tests to reduce the initial number of applicants to a manageable number for first interviews in Townsville. Success at this stage led to an applicant, and their spouse, to go through a second interview at the mine site. The full process from application to job offer took up to six months, but the results were felt to be worth the effort. The approach taken has resulted in a highly motivated and flexible workforce. This paper outlines the philosophies behind CanningtonÆs recruitment process, highlights some of the issues associated with the approach, and offers some measures of the outcomes.

The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

Lime addition to acid mine drainage (AMD) leads to precipitation, predominantly of metal hydroxides and calcium sulfate, and is the benchmark for remediation by precipitation. Geo2 Limited of Melbourne, Australia has developed and patented a novel alternative precipitation scheme based on the formation of mixed valency, M(I1)-M(III), hydroxide sulfate salts. When the composition of AMD is appropriate, the Green Precipitate Process provides a useful and more effective alternative to conventional liming. The characteristics and utility of the Green Precipitate Process are described in terms of the underlying chemistry, and a case study where the Green Precipitate process outperforms conventional liming. A mobile pilot pipe reactor rig which was built by Geo2 to demonstrate the process, and used successfully in both Australia and the United States, is described.

Background ground water quality is often used to drive remediation programs at sites with waters affected by mining activities. In the past these levels were sometimes chosen without rigorous statistical and geochemical analysis. A probability distribution approach was used at the Sweetwater Uranium Project to separate a large set of geochemical data into populations that represent contributions from different sources. Natural background populations were identified for major ions, metals, and radionuclides, and were submitted to the Nuclear Regulatory Commission to modify the extent of a Corrective Action Program and to establish control limits for future monitoring.

"The structure and hydrogen-absorption properties of LaNis thin films were investigated in the present study. LaNis thin films were prepared by a sputtering method with a radio-frequency power, Ws, of 50 -400 Wat substrate temperature, Ts, of323 -573 K. Nickel content of the films decreased with increasing Ws, however, there was no dependence on Ts. At low Ws and low Ts, amorphous films were deposited. In other conditions, the films were polycrystalline. The films prepared at high Ws and low Ts, or at low Ws and high Ts, exhibited only a (h k · 0) peak in the X-ray diffraction profiles. This indicates that the c-axis of crystalline films was oriented parallel to the substrate plane. At high Ws and high Ts, the films with columnar structure were obtained. Hydrogen-absorption capacity of the thin films increased with increasing Ws. The pressure plateau did not appear on the pressure-composition isotherms. The films deposited at high Ts represented a higher equilibrium pressure.IntroductionThin films of hydrogen storage alloys can be applied for an electrode of rechargeable battery or fuel cell, a filter for H1 purification and various kind of sensor. Some studies on the preparation of the thin films of LaNi5 intermetallic compound, which is a typical hydrogen storage material, have been done hitherto. Adachi et al. , 2) and Sakaguchi et al. 3) prepared amorphous and crystalline LaNi5 thin films using flash evaporation of alloy powders and measured the pressure-composition isotherm for the prepared film utilizing a quartz crystal mass monitoring (QC:MM) method. It was found that the prepared amorphous film absorbed hydrogen without disintegrating into the powders and the hydrogen-absorption capacity of the films increased with the degree of crystallinity. Sakai et al. 4) reported that the maximum hydrogen storage capacities of amorphous and crystalline LaNi5 thin films, fabricated by a RF sputtering method using combination targets, were about 40 mA h g-1 (LaNisHo.7) and 160 mA h g-1 (LaNi5H2.6), respectively. Uchida et al. 5, 6) prepared LaNi5 thin films using flash evaporation of alloy powders and measured volumetrically the pressure-composition isotherm for the prepared film. It was reported that the hydrogen-absorption capacity of the films changed by the annealing treatment."

Disposal of mine tailings in "waters of the United States" is presently prohibited even though case studies indicate that the practice may be environmentally viable. To simulate disposal in the natural environment, nine containers of tailings and sediment were instrumented and placed on the ocean floor near Juneau, AK as were ninety-six biosample containers. Pore water concentrations of five metals were determined, and biota populations were characterized for both materials. After 500 days of exposure there were no statistical macro scale differences between tailings and sediment biota populations or Cu, Pb, and Zn pore water concentrations. Tailings released slightly more Fe than sediment, but sediment released significantly more Mn than tailings. Disposal of mine tailings in marine waters may be environmentally safe.

In August 1996 a Microseismic Monitoring System developed by ISS International Limited was installed at the Pasminco Broken Hill Mine -Southern Cross area. The project aims were to:Assist in daily safety management in a mine environment which exhibits one of the highest occurrences of microseismic activity recorded in the Australian mining industry. Be used as a proactive tool in design of future development and stoping. The project to-date has been an unqualified success in achieving both goals. Consequently the system is being expanded from 6 to 14 monitoring sites.

"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Pará Pigmentos S.A. (PPSA) is an association between the Brazilian companies CVRD and CADAM, Mitsubishi Corporation of Japan, and the IFC (World Bank) created in 1992 in order to recover kaolin from Rio Capim deposit, northern Brazil. Commercial production at PPSA started in August 1996 using a process comprising mining and beneficiation at the mine site, pumping through a pipeline and drying/loading at the port site on the Amazon river estuary. Presently, all PPSA production is concentrated on 82% <2um, high-brightness coating clay shipped in bulk. In this paper, a detailed description of the development of PPSA beneficiation process is presented. The results of laboratory and pilot plant studies under- taken to develop alternative grades of clay, such as delaminated and calcined kaolins, are also discussed.

Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

SomincorÆs Neves Corvo Mine, one of the largest copper producers in Europe, is currently constructing a paste backfill plant in order to replace cemented rockfill in its bench and fill stopes and possibly replace hydraulic sandfill in the drift and fill stopes. A 250 m flow loop was constructed at the mine and the flow properties of various paste blends were investigated. Cycloned tailings and total tailings were both pumped successfully as pastes and were also combined with waste rock for additional testing. The pressure losses in 102 mm and 154 mm diameter pipeline were recorded at flowrates up to 60 m3/hr and are presented at slumps from 120 mm to 250 mm. The data showed the sensitivity of paste mixtures to slight changes in consistency, confirming the need for accurate control during paste production and distribution. The flow results clearly showed the different paste behaviour between cycloned and total tailings pastes and the change in properties at low and high slumps. In addition to pressure loss data, strength testing was done on 38 mm and 82 mm diameter samples. Further strength testing is ongoing at the mine using fly ash as a supplement to cement, reducing the overall binder cost. Preliminary engineering for the underground distribution system is briefly discussed, with reference to the siting of the plant. The Neves Corvo Mine is particularly shallow and alternative methods to pumping were sought in order to ensure sufficient hydraulic head for underground distribution. The comparison of options had to take into account the capital and operating costs, the operation of the plant and the impact on the future expansion of paste fill utilisation at Neves Corvo.

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

The use of resin-grouted cable supports to control large ground movements in several types of underground mines has increased substantially since being introduced in 1991. Cables offer several advantages over traditional support systems, having large support capacities coupled with the flexibility to be used in low openings. Cable slings have been designed to be installed on-cycle using no-spin technology or a two-piece unit that can be placed with hand-held drilling equipment. Additionally, yielding cable supports have been developed and are being used to control large amounts of movement in coal and evaporite deposits.
