THE advent of the Rocky Mountain States into prominence as an oil-producing region is comparatively recent. Scarcely more than a decade has passed since the number of producing oilfields in this part of the country were few and their combined yield small and relatively unimportant. However, oil was discovered and recorded near the present site of Lander, Wyo., as early as 1833 and in 1867, on the comple-tion of the Union Pacific R. R., the site of this oil discovery was located, among other things, as a natural resource of economic importance. In that year a well was drilled for oil, to a depth of 480 ft., near Evanston, Wyo., but later was abandoned. In 1883, the Lander district witnessed the successful completion of the first oil well in the state. In Colorado, oil was first produced from shallow open wells near Canon City and sold to prospectors in 1864; in 1887, the Florence oilfield was discovered and a commercial production developed. While the Rocky Mountain States have never gained the prominence as an oil-producing region attained by the Pacific Coast, Mid-Continent, or Gulf fields, a substantial and increasing production is being taken from the Rocky Mountain province. At the close of 1923, the oil industry in this region has 38 oil and 21 gas fields producing, or capable of producing, oil or gas in a commercial way with a combined annual yield of nearly 47,000,000 bbl. of oil, a daily refining capacity aggregating about 90,000 bbl., upwards of 17,000,000 bbl. of crude in storage, and an 8-in. pipeline, nearing completion, 600 miles long which will connect the most prolific oilfield of the Rocky Mountain States with a trunk pipeline between Mid-Continent and the east at Carrollton, Mo. Several of the larger standard and independent operating companies are now represented in this region and, in the last ten years, there has been developed at Casper one of the large refining centers of the west. Fig. 1 illustrates the rise in production of four of the larger fields, also in the total production of the state; in addition there is given the yield of the larger fields of Wyoming and Montana for 1923.

This paper gives a brief history of the mining and milling operations in the Juneau gold belt, and a general description of the geology of the district, followed by a suggestive discussion of the general problem of sampling gold ores and a detailed description of the mining methods used in the Alaska Juneau mine. The paper indicates that variations in assaying ore similar to that from the gold belt are unavoidable on account of the erratic distribution of the gold. A caving system that accepts dilution was adopted for the Alaska Juneau mine; the ore is sorted and the final mill feed has nearly twice the assay value of the ore trammed. THE property of the Alaska Juneau Gold Mining Co., covering the Juneau gold belt for over a mile in length, consists of 136 claims and 24 mill sites; these are near Juneau, Alaska, in what is known as the Harris mining district.

The Carboniferous system of rocks in the Maritime Provinces include as workable mineral and organic substances, gypsum, anhydrite, salt, coal, building stones, grindstones, limestones, brick-clay shales, fire-clay shales, oil shales, etc. The system is, therefore, pre-eminently of economic value to the provinces in which it occurs, and the more knowledge we may gain concerning it, the more we may be prepared to aid in the development of these useful substances. For this purpose it is not sufficient to state that the ground upon which we stand is underlain by Carboniferous rocks. In-discriminate digging or drilling will not open many new mines of wealth, however difficult it may be to dampen the optimism of gamblers. For mineral wealth has not been scattered in the rocks haphazard, now here, now there, but its distribution has been the result of natural earth forces acting at intervals throughout the countless millions of years that have elapsed since our planet was born. As regards the majority of metalliferous deposits, the earth forces involved have resulted in the penetration of surface or sub-surface rocks by molten rock-matter and associated mineral solutions from deep-seated sources. But the economic Carboniferous deposits that have been mentioned are themselves types of bedded surface rocks rather than immigrant deposits, and their formation and geological history is closely related to that of the rocks with which they are interbedded.

A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. This subject is too broad and comprehensive to be dealt with adequately and authoritatively in this paper. It calls for the knowledge and experience of many men, but the results from such collaborative effort would be of great value, particularly if similar reports of the principal mining districts of the world were made on a standardized basis so that conditions everywhere might be directly and accurately compared. In considering conditions affecting mining in British Columbia, unfavourable as well as favourable factors must be taken into account. The unfavourable are apt to loom large and to be exaggerated rather than minimized; for it is human nature to see the blackness of the cloud rather than the silver lining; to think that one's own undertaking is beset with peculiar difficulties, and to attribute lack of greater success to out-side causes rather than to personal shortcomings. It should be recognized, however, that there is no country where the conditions for mining are ideal. The ideal mining country is the product of imagination, invested with every favourable condition found anywhere, but with none of the unfavourable conditions that are always present in reality. So if British Columbia has some handicaps to the industry, it is in good company. What is important is that the advantages compensate for the disadvantages, that the balance will compare favorably with that of competing states, for mining, like every other industry is competitive, and the cost of one's product must have a definite relationship to its price in the world's market.

It is the general belief that the coal deposits on Vancouver Island are extremely large, and easily available. Indeed, they are frequently described by prominent public men and by writers in the press as "illimitable" and "inexhaustible." It is well that the facts that have been established as a result of seventy years of surface prospecting, underground operations and extensive diamond-drilling in this coalfield should be disclosed. HISTORY The presence of coal on the coast of British Columbia was first made known by Dr. W. F. Tolmie in 183 5. This coal was brought to him by Indians from the north-east coast of Vancouver Island, probably from Suquash. In 1850 the existence of coal at Nanaimo was announced by Mr. ]. W. MacKay. Development was started in 1852, and coal was shipped before the close of 185 3. The first operations were carried on by the Hudson's Bay Company, who operated the mines until 1861, when they sold them to the Vancouver Coal Mining and Land Company. Practically all of the operations in the immediate vicinity of Nanaimo have been carried on by this Company and its successors. In 1869, Mr. Robert Dunsmuir discovered coal about five miles north-west of Nanaimo, at Wellington. The Welling-ton Colliery Company was organized, and began to produce coal from the Wellington mines in 1871, the coal being shipped from Departure bay. This colliery was a large producer for several years, but was finally closed in 1900.

THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. Machine-made bricks from Melbourne would cost about £5 10s. per thousand on the site, with extra for radials, so that high cost again resulted. On the score...

This paper contains an outline of the history of the Sullivan mine, now owned and operated by the Consolidated Mining & Smelting Company of Canada, Ltd.; some account of the various methods by which the ore has been treated in efforts to solve the metallurgical problems which its complex character presents, and, finally, to give, as concisely as possible, an outline of the present mining and metallurgical practice along with a description of the mining and milling plant at Kimberley and the smelter and refineries at Trail, in British Columbia. EARLY HISTORY In May, 1892, Pat Sullivan, John Cleaver and Mike Holland left the Coeur d'Alene country, in the State of Idaho, to seek their fortunes in the Kootenay lake district in British Columbia. They were aided in their venture by James Cronin, afterwards locator and owner of the St. Eugene mine at Moyie. Two months later the party broke up, Sullivan and Cleaver crossing the mountains from Crawford bay on Kootenay lake to the head waters of the St. Mary's river, the course of which they followed down to Fort Steele. Here they found a good deal of excitement about the North Star mine, and, joined by "Ed." Smith, who was familiar with this part of the country, they determined to return and prospect in its vicinity.

The principal dirnensions of the chimney were fixed as follows: Height from formation to coping, 328 ft. 8 in.; inside diameter concrete shell, 13 ft. Gin.; inside diameter of the 4~-in. brick lining. 11 ft. (j in. ; shell thickness above flue inlet at a point 39 ft. above formation, 1 ft. 8in.; shell thickness at coping, 6 in. That is, the inside of chimney is cylindrical, wldst the outside is gradually stepped inwards with of 1 in. and less until the shell is 6 in. thick only at the top. With these dimensions in mind, it will be seen that some close thought was necessary to ensure a satisfactory of fonn which could be kept rigid and plumb to a height and at the same time provide safe working conditions for the labourers employed.FOUNDATIONSThe spread base of the chimney is 45 ft. in diameter, and foundations were carried down to a depth of 8 ft. 6 in. below natural surface into good hard clay which was known to be the best foundation obtainable in the vicinity being capable of withstanding, when dry, a load of 3 tons to 4 tons per square foot, whereas dead load is 1A tons per square foot and the maximum load expeeted under the most severe wind condition is 2 tons per square foot to ensure the foundation being kept dry and unaffected by ground water, the site was surrounded by a ring drain at a distance of six feet from edge of concrete foundation and at a minimum depth of one foot below bottom of concrete. Open-jointed pipes were laid in the bottom ofthe drain and graded to a pipe drain with outfall clear of the site.

It is almost exactly two hundred years since the foundations of the mining and metallurgical industries in Canada were laid. There '."'as nothing spectacular about this early start. It had to do with the most basic phases of these industries-the mining of coal and iron ore, and the manufacture of cast and wrought iron. At several points along the coast of Cape Breton island, coal seams may be seen outcropping quite conspicuously, and it is probable that they had been observed, and possibly worked in a small way, in very early times. However that may be, these coal seams have the distinction of being the first in North America of which there is any printed record, reference to them appearing in a volume by Nicolas Denys which was published in Paris in 1672. Regular coal mining in the district did not commence until about fifty years later, however. The metallurgists started their operations along the north shore of the St. Lawrence river. Here, at many points between Montreal and Quebec, are to be found deposits of bog iron ore, and in 1 730 a furnace for smelting such ore was established on the St. Maurice river. The St. Maurice forges continued in operation until 1880, and throughout that long period they were famed for the fine quality of castings produced, and also for a-superior wrought iron.

Bingham has produced 6 per cent. of this country's copper. In total production, it ranks fourth among the copper camps of North America, the order being Butte, Michigan, Bisbee, and Bingham. In its annual production, it held that same rank until 1919, when its production was exceeded by the combined production of the Globe-Miami district of Arizona. Bingham has also been a lead camp of the first order. Utah ranks third among the lead-producing states, and its production comes largely from three camps which, in the order of their productivity, are: Bingham, Tintic, Park City. Bingham's silver production is important, but it does not rank high as a silver producer. Utah owes its rank as first among the silver-producing states to Tintic, a camp 40 miles due south of Bingham. The United States Mineral Resources reports a total production from Bingham for the period 1865-1920 having a gross value of $528,043,432. History of the Bingham District Bingham is on the eastern flank of the Oquirrh range 30 miles southwest of Salt Lake City, from which it can be reached in an hour by auto, or by the Denver & Rio Grande or the Bingham & Garfield railroads. The automobile route is a paved road across the floor of Great Salt Lake Valley, through farming country. The Bingham & Garfield railway leaves the level of Great Salt Lake at the northern end of the Oquirrh range, and in 20 miles it climbs 2100 ft., and deposits the traveler upon a shelf cut in the side of Bingham Canyon below most of the mines, which are farther up Bingham Canyon and its tributary Carr Fork. Below lies the town, a narrow ribbon running for a couple of miles along the bottom of a canyon 2000 ft. deep—an almost impossible site for a community numbering, in prosperous times, 5000 to 7000 inhabitants drawn from all quarters of the globe. Up the canyon and down, and beneath the steep slopes nearby, and beneath the town itself, are the mining operations of over half a century. During the past two decades one mine, the Utah Copper, has become so gigantic an operation as to dominate all other activity in the camp. SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

DURING my trip around the world last year, covering a total of 45,000 miles, I saw many things of especial interest from an engineering viewpoint. Sailing from New York, I went through the Panama Canal, down along the west coast of South America, then over the Peruvian and Bolivian Uplands; thence to the celebrated copper mines of Chile; across the Andes, to Buenos Aires, then to Rio Janeiro; across the Atlantic to Lisbon, Portugal; through Spain to the Rio Tinto mines; across southern Europe to Italy; thence to Alexandria and Cairo; up the Nile to Assouan, to Palestine through the Suez Canal, Red Sea and across to Bombay; up to the country of the Moghul Emperors; then to Calcutta, from which point I shipped to Singapore, as having crossed the Equator twice, I wished to shake hands with it again; thence to Shanghai and Pekin; up to the Great Wall of China, back to Nanking and up the Yangtse to Hankow; then back and eastward across the Pacific Ocean. The climatic changes were sudden and severe; there was winter where, for me, it should have been summer and vice versa. The weather man was very kind, however, and until I was near the Aleutian Islands there were only three rainy days in a total of 220.

PRESIDENT PRYDE: I think that the overcutting machine undoubtedly presents a great many benefits, especially where the roof is frail. I have found a good substitute for the Arcwall, getting a lighter machine by equipping a machine with a turret truck, you get a much lighter weight, and while the cutter is not movable vertically, you cut not on top of the seam, but about the middle of it. MR. SC'HLOSS: I would like to ask Mr. Pryde the advantages of cut- ting with this turret-mounted Shortwall machine. PRESIDENT PRYDE: It is better for development work in narrow places. In development work you have a lot of narrow places. MR. LITTLEJOHN: Mr. Chairman, we were compelled at Winter- quarters, one time, to introduce them for reason of sand rolls'. We have in that mine a condition-we have sand rolls from twelve inches to two and a half feet, sometimes higher than that-usually twelve inches to two and a half feet, and we had to get some of the C. E. 7's on the turret there and used them for advance work not only in the entries, but in rooms; not only in that particular district, but in fact all the districts in the mine-we have abandoned the power trucks. You can cut without unloading, and that is one of the principal advantages, and when the sand rolls come in it enables you to cut over the top of the sand roll, but the particular objection, we were working a nine-foot wall, and some of the coal was twelve feet thick, so that the miners have raised a little objection to the drilling.

The results of investigations of the oil-shale resources of the United States were first published by the United States Geological Survey in 1915.1 Other reports 2 have followed. These reports, investigations by private individuals and corporations, and the beginning of the development of an oil-shale industry in this country have aroused considerable interest in the possibilities of these shales as a commercial source of hydrocarbon oils. The Bu- . reau of Mines bas appreciated these possibilities, and since 1916 one or more of its engineers have given all or part of their time to investigations relating to the treatment of oil shales. A short pamphlet a containing general information on the possibilities of oil shale in this country, particularly the shales of the Rocky Mountain district, has already been published. This pamphlet gives methods for assaying the shales of oil and ammonia and contains a bibliography for the use of those desiring to search the literature.

On entering the World War the United States was confronted with the necessity of building in a short time a large number of ships of tonnage adequate to transport troops and war materials to Europe and to carry food supplies to the allied countries, whose merchant fleets had suffered greatly by submarine warfare. The necessity of building ships quickly led to the formation of the United States Shipping Board, which was charged with the duty of developing an efficient organization for the purpose. Such an organization was developed under the name of the Emergency Fleet Corporation; it was under the control of the Government, but could conduct its business in the most direct way, like a private corporation. In order to build the largest- number of ships possible without drawing too heavily on the steel industry, which was already taxed heavily by the production of munitions, it was decided to build wooden as well as steel ships. These ships were built from a few standard designs to enable a large number of duplicate parts to be fabricated in inland shops and transported by railroad to the shipyards on the seacoast, where they were assembled into ships. In other words, the plan was to manufacture the ships rather than to build them. The shops on the seacoast were reserved to make those parts of the ships' equipment that could not readily be transported. The inland shops made the parts that could be transported to the seacoast by railroad. Among the more important parts of the ships' equipment to be standardized were the boilers. As the Scotch marine boiler in large units is bulky and can not be transported by railroad, and as, for the same capacity,much more steelis needed in its construction than for water-tube boilers, a few simple designs of water-tube boilers were developed that inland shops having ordinary equipment could make in large quantities.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.

During the past few years our possible domestic resources of platinum have attracted much attention . On account of the extensive use of platinum during the World War , and the practical elimination of the Russian supply , the price of this metal rose to new high levels , as shown in Table 1 ; and though it since receded to some extent , the price is now nearly six times that of gold .

In order to obtain comprehensive and authentic information on fluorspar mining in the western States , the writer, together with and at the request of representatives of some of the largest fluorspar producers of the Illinois - Kentucky district , spent the month of April , 1922 , in examining all we stem fluorspar deposits ( of which record was available ) believed to be of possible commercial importance .
