ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence. THE Tri-State district, named from its situation in three States, lies in the northeast corner of Oklahoma, the southeast corner of Kansas and the adjacent part of Missouri east of the common corner of the above States. Production in the past eighty years has come from scattered mines within an area of some 35 miles east and west, by 25 miles north and south, although the actual area of the mined ground is but a small fraction of this territory. The land is leased from the individual land-owners, and the size of the tracts varies from 4.0 to 200 acres, the smaller sized tracts predominating. The leases usually call for a royalty of 7% to 15 per cent of the gross receipts of the concentrates, continuous operation during the life of the lease and specifically set out that no ores can be brought in from a foreign lease for custom milling nor can any ore be removed from the lease for milling. The ownership of the tailings remains with the land-owner.

Titanium ranks as one of the more abundant elements, is widely distributed, and occurs in concentrated form in numerous deposits. This substance was discoveres 140 years ago; but despite the efforts of metallurgists and chemists to find a place for it in industry, only within the last 10 or 15 years has the increased use of titanium pigments provided any extensive outlet for titanium ores. Even to-day titanium is confined to a few highly specialized industrial applications. The metal itself is now quoted regularly in trade journale, but scarcely yet can it be said that the production or use of the metal. has progressed very far beyond the laboratory stage. Ferroalloys containing the element were largely used for a time, especially in connection with the manufacture of Bessemer steel rails; but as American rail- ways adopted open-hearth rails in preference to Bessemer rails, the demand for the alloys in the rail manufacture gradually dwindled into insignificance. New outlets for ferrotitanium have been found in the steel industry; and the production of titanium alloys, both in the United States and in Europe, has increased in recent years. By far the largest use of titanium at the present time, however, is in pigments. The manufacture of titanium white began in Norway, but at present the United States is the leading producer. One of the two companies now operating in the United States is also the leading factor in European production. Although titanium occurs, in many minerals, the principal commercial sources are rutile (the natural oxide, Ti02) and ilmenite (iron-titanium oxide, FeO. TiO2). The latter is a coal-black mineral, but it is the one used in the manufacture of the titanium white of commerce, as well as in the manufacture of ferroalloys and arc-lamp electrodes. Rutile, the natural oxide, is not pure white and, being less common in nature, costs more; it is, therefore, reserved for use in the manufacture of titanium chemicals employed in relatively small amounts in dye works and bleacheries and for sundry minor purposes. This paper summarizes the titanium industry, with special reference to its economic aspects. It is offered as a survey of current trade literature and as a digest of material in the files of the bureau and is presented in response to numerous inquiries from prospective producers as to ways and means of exploiting deposits. (At present, much of the ilmenite consumed in this country comes from overseas, principally from British India..). A forthcoming circular, devoted to deposits of titanium-bearing ores, deals with foreign and domestic sources of supply.

The rapidly growing demand for titanium pigments has aroused new interest in actual and potential sources of supply of titanium- bearing ores , which only a comparatively few years ago were almost unmarketable . This paper , which supplements a general circular entitled " Titanium" ( Information Circular 6365 ) , represents a summary of current trade literature and Government reports , together with some hitherto unpublished material that has accumulated in the files of the Bureau of Mines . The purpose of this pamphlet is simply to indicate the commercial possibilities of the deposits , and the discussion is confined almost entirely to the three commercial ores , ilmenite , rutile , and magnetite ( titaniferous iron ore ) .

"Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. "Stoppings in coal mines serve, important and. vital functions, such as coursing the ventilating current, sealing off abandoned or dangerous workings, sealing fire areas, and separating mines at boundaries. Stoppings may hold back water, but normally that is not their function; their design is, or should be very different from that of a hydraulic dap which is designed to a definite load, often a very heavy one, from one direction over an indefinitely long period. Hence, a dam usually requires an arched structure to resist hydraulic pressure, and it must be massive to meet vertical stresses due to heavy ground pressure.Stoppings are designed primarily to resist a pressure applied laterally through air or gases. Their strength cannot be stated without specifying the direction of applied load. A stopping may be placed in stress by proof pressure subsequent to erection, through extraction of pillars in the vicinity which may act direct, or by squeezing the ribs or heaving the floor. These forces act more or less parallel to the faces of the stopping and may be very great but measures must be taken suitable to each case, and it is impossible to allow for these in general specifications other than to call for normally good construction. A stopping is principally designed to resist the action of forces at right angles to its face, such as the shocks of blasting, the pressure of gas from instantaneous violent out bursts such as have occurred in certain British Columbia coal mines, sudden compression of the air by great falls of roof in closed spaces, and at time pressures that accompany an explosion of either fire damp or coal dust or both. This paper deals with the tests of pressures of explosions only."

This analysis , accordingly , has been divided as follows : Nova Scotia , New Brunswick , Quebec , Ontario , British Columbia , and a group of Provinces under Dominion Law .

"The few previous observations of the effect of turbulence on limits of inflammability have been made on a small scale in turbulence produced either by a fan or by movement of the mixture.By a suitable amount of turbulence from a fan the lower limit of methane was 5 per cent as compared with 5 per cent observed for quiescent mixtures in the same vessel.3 With a streaming movement of the gas mixture within the range of speed from 35 to 65 centimeters per second (69 to 128 feet a minute) the lower limit was approximately 5 percent,4 For a quiescent mixture of ethane the lower limit was 3.10 per cent ethane, but with fan running at a moderate speed a 3 per cent mixture exploded.5The object of the tests herein reported was (1) to determine the lower limit of natural gas in a mixture of natural gas and air Which would be ignited and propagate violently when the turbulence was produced by explosives fired from a cannon into the mixture; (2) to observe the behavior when the mixture contained less than this low limit; and (3) to determine how turbulence produced by a fan affects thin limit.Four series of tests were run, three of which were to determine the effect of different sources of ignition: Tests with (1) an electric igniter; (2) 3F black blasting powder stemmed with 2 pounds of dry fire clay stemming used to ignite the mixture, and (3) 40 per cent straight nitroglycerin dynamite unstemmed. The fourth was made to study the effect of turbulence produced by a two-speed electric fan, using an electric igniter as the source of ignition.In both series of tests with explosives, charges of 50 and 200 were used to determine the effect of increased quantity of explosives on the lower limit of natural gas."

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

"The Lewisburg No. 2 mine of the Sloss-Sheffield Steel & Iron Company is located in Jefferson County, Alabama, about 7 miles due north of Birmingham. At this point the coal from the Mary Lee seam when coked in by-product ovens yields an excellent quality of metallurgical coke suitable for use in the iron blast furnace; it is also an excellent steam coal. In mining, all three benches are worked. Coarse impurities are largely gobbed by the miners underground.In addition to giving the data obtained from screen-sizing and float-and-sink tests of a representative sample of the raw coal, this report presents the results of slotted-screen tests to show the proportions of flaky particles in selected sizes, and the results of tests to show how much coal is liberated from impurities by crushing the coarsest sizes. These data have been obtained in connection with an extensive study of coal-washing now being conducted by the U. S. Bureau of Mines and the University of Alabama, with U. cooperation of the different operators of Alabama. As the work progresses other reports will follow containing furtner data on the washability both of the Mary Lee seam and of other seams in Alabama and giving the results obtained in preparing these coals by various methods.Although a great amount of investigative work on the preparation of the Mary Lee scam was previously carried on by the various coal companies of the district, comparatively little of this information has been published. In governmental publications three references have been found. Forbes5 gives a number of sections with proximate and ultimate analyses of face samples taken in the mines. Gandrud and Britton'' show sections of this seam at Flat Creek and New Castle; they also give the specific gravity and ash contents of the partings of coal and impurities. In their paper Yancey and Fraser7 include washability studies and washing data from the Sayreton mine of the Republic Iron & Steel Co."

Many coal companies have a system for checking men into and out of the mine , and generally such systems appear to be perfectly sound and adequate . However , when the real test comes at the time of a mine disaster , too often the system is found to have failed , and hours and sometimes days pass before it is known how many men are in the mine and who they are . Most of the systems in use , when properly maintained , are adequate for the routine work of the mine , and some of them may prove adequate at the time of a mine disaster . All systems , however , depend upon proper supervision and strict adherence to the system .

This paper presents the details of milling practice and costs at the conglomerate mill of the Calumet & Hecla Consolidated Copper Co., Lake Linden, Mich., and is one of a series on milling methods being published by the Bureau of Mines. GENERAL DESCRIPTION The mines of the Calumet & Hecla. Consolidated Copper Co. are located in the Keweenaw Peninsula of northern Michigan. The mines of this district lie in a belt not over 4 miles wide and 100 miles long, which contains more or lees commercial ore. The Calumet & Hecla properties are the farthest north, except for the Seneca, of the operating mines. The district borders on Lake Superior, and by means of the Portage and Torch Lake waterways the largest lane vessels, can transport coal and other supplies from the lower Lakes directly to the company docks.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Detailed statistics will be found in Economics of Strip Coal Mining; a study by O. E. Kiessling, to be published by the United States Bureau of Mines.

This paper, describing the concentrator practice of the Moctezuma Copper Co., is one of a series being prepared by the Bureau of Mines. The Nacozari concentrator of the Moctezuma Copper Co. (the Mexican subsidiary of the Phelps Dodge Corporation) is located about 75 miles south of Douglas, Ariz., in the Moctezuma District of the State of Sonora. Nacozari is the southern terminus of the Nacozari Railroad, ever which all concentrate is transported to Douglas for smelting.
