"During the summer of 1968, the author was employed in the Research Department of Dominion Foundries and Steel, Limited, Hamilton, Ontario. Over the years, Dofasco has been conducting a program for developing more efficient control of its basic oxygen steelmaking process. The author was thus able to obtain a variety of viewpoints from both research engineers and furnace operators. He also had access to extensive literature dealing with BOF control schemes underway at other major steel producers. This paper describes the present state of developments in BOF steelmaking control.The necessity for efficient BOF control is pointed out. To appreciate the variables to be controlled, a brief outline of process fundamentals is included. Technical aspects of present methods of practical control are examined in detail; the relative merits of dynamic over static control models are emphasized. Finally, it is shown how an effective dymic-optimizing control scheme serves as the basis for closed-loop computer control of the process."

Thermodynamic properties of the solutions of hydrogen in metals and carbon in austenite were investigated and it is possible to predict the interstitial solubility in these systems over relatively wide ranges of temperature and solute activity. Monte Carlo methods were used to compute the arrangements of interstitial atoms on the tetrahedral sites in body centred cubic metals and the octahedral sites in face centred cubic metals. It was shown that the non-configurational entropies of solution of hydrogen in metals can be interpreted as being principally vibrational and on this basis the potential value of the isotopic solubility ratio theory in indicating the compositional variation of these non-configurational entropies was discussed. The need for future work along these lines is pointed out.

Current research in the phenomenon of liquefaction has indicated some of the in situ material properties which should be considered in the planning of waste deposits. Practical experience in tailings disposal, however, must be combined with the results of theoretical and laboratory studies to develop the most economical and safe techniques against liquefaction failure. One of the many responsibilities of mining engineers and mill superintendents is providing for the safe and economic disposal of wastes (or tailings) that remain after a mineral has been extracted from an ore. The cost of disposal of these tailings exerts a considerable influence on the minimum grade of ore extracted from the mine. It varies to a great extent with each project and is dependent on many diverse factors, such as the local topographical, meteorological and seismological conditions together with the applicable water pollution laws of the area. The process used to extract a mineral from an ore determines the physical characteristics of the tailings and, thus, is one of the more important factors to be considered in the planning of disposal facilities. Today's trends in ore-processing operations complicate the problems of waste disposal: recently developed extraction methods result in the production of finer tailings, the use of lower grade ores produces greater volumes of wastes, and the enhanced land values in the vicinity of industrial plants preclude the former practice of spreading wastes laterally and force the expansion of waste deposits upwards to greater heights. The frequent occurrence of stability problems in waste deposits indicates that many mining organizations may not be employing current soil mechanics concepts and practices. One of the most spectacular, and often most disastrous, types of tailings dike failure is that resulting from liquefaction of the fine particles combined with a breach of the main retaining dike. TAILINGS DISPOSAL Since the many variations in site conditions, ore bodies and extraction processes dictate the general disposal procedures and mill superintendents incorporate special facilities to provide the most economical disposal method consistent with accepted safety standards, it is only natural that there are almost as many different disposal techniques as there are disposal areas. Methods used in the construction of retaining dikes include: (1) transporting granular material from an adjacent borrow pit and (2) mechanically segregating the total effluent and allowing the coarse fraction to form a retaining dike by hydraulic deposition. The location of a plant and the surrounding topography exert the greatest influence on the layout of tailings disposal facilities. Most of the above-ground waste deposits can be classified as side-hill, (Fig. 1,) cross-valley, (Fig. 2,) or stockpile deposits. Side-hill disposal areas are probably the most common type of layout because of the natural advantage of gravity flow, without the disadvantage of river diversion usually needed for tailings ponds formed behind cross-valley dikes. Stockpiles, which are placed on relatively level ground, require four retaining dikes and the effluent generally has to be pumped up into the disposal area. Changing production techniques or developments adjacent to disposal areas have produced variations or partial combinations of these three categories. Movement of water through the Tehachapi Mountains was one of the most challenging parts of the planning, design, and construction of the California Aqueduct. The California Aqueduct is the main artery of the California State Water Project, which will move water 444 miles from the Sacramento-San Joaquin Delta into the arid and semiarid, densely populated parts of Southern California. The $2,000,000,000 project, designed and constructed by the California State Dept. of Water Resources, was started in 1957 at the Oroville Dam site and is now well past the halfway mark in construction. Water is now being delivered from the California Aqueduct to portions of the San Joaquin Valley. The California Aqueduct is scheduled for completion in 1972. Tunnels on the Tehachapi Crossing are often overshadowed in engineering descriptions of the Crossing by the tremendous importance and engineering significance of the Tehachapi pumping plant which will pump water through the tunnel system. For purposes of this paper, it will suffice to say that the plant is designed to lift 4100 cu ft of water per sec up approximately 2000 ft, making this the highest pumplift in the United States and one of the largest in the world. Water will be moved from the pumping plant through twin tunnels called the Tehachapi Discharge Lines to the top of the lift. From here, water will flow through four additional tunnels which are all linked by short connecting structures (Fig. 1). The tunnels are referred to as Tunnels 1, 2, 3, and Carley V. Porter Tunnel. Radioisotope x-ray and neutron techniques of analysis can be used for the determination of a wide range of elements in minerals. The most important applications of these techniques to the mineral industry are for onstream analysis of slurries and solids, and for geological assay.The radioisotope x-ray techniques are the more developed ones and two installations for on-stream analysis are in routine use in mineral processing plants in Australia. Neutron techniques are being developed, and should prove valuable for geological assay of large numbers of mineral samples, for borehole logging, and for specific on-stream analysis when the cost of the equipment is warranted.

The 66th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the Opticon Theatre, Snowmass-at-Aspen, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President, Stanley C. Shubart, Secretary-Treasurer, Schloss & Shubart, Inc., Denver, Colorado. Mr. Shubart welcomed the guests and was pleased at the large attendance, in view of the fact, that the site for the convention had to be changed at the last minute from the Stanley Hotel in Estes Park to Snowmass-at-Aspen. He stated that Joe Ward, our General Chairman, could not be present due to the serious illness of his wife, Thelma. He called on Bob Wilson, Chairman of the Registration and Hotel Committee, to give his report on applicants for membership since the last meeting. Mr. Wilson stated that there were 89 applicants and 242 registrations, an all-time record. A list of new members follows.

Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case in point. In the preparation of a regional plan for the massive program of groundwater development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more or less general interest are described herein. The first involves basic development policy, i.e., the question of whether groundwater development should be based on the demand of the economy, or the conservation concept of safe yield. The analysis demonstrated that mining of groundwater is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design. From an analysis of all pertinent factors, a simple nomograph was derived for determining well specifications on site during construction. The nomograph can be modified for use in any alluvial terrain. In the Northern Zone of the Indus Plains —the region known as the Punjab- Pakistan is proceeding with integrated development of water and land resources on a scale never before contemplated. The heart of the development plan is a massive program of groundwater development to supplement canal irrigation supplies and to provide drainage relief to the irrigated lands. By the close of 1966 about 2500 high-capacity wells were in operation and furnishing the water supply and drainage requirements for nearly two million irrigated acres. The development plan calls for the construction of a total of nearly 30,000 wells with an aggregate capacity of 120,000 cfs by 1980. This is part of an integrated program eventually affecting over 20 million acres of irrigated lands. [This development program is administered by the West Pakistan Water and Power Development Authority (WAPDA) for which the firm of Tipton and Kalm-bach, Inc. serves as regional planning consultant for the Northern Zone. The material presented herein is derived from planning studies which have been made in connection with the preparation of a regional development plan for the Northern zone.] Pakistan is proceeding with this large-scale development of land and water resources at a time when she is at the threshold of an almost calamitous population growth. Furthermore, she is attempting this development at a time when most of her usable land is already occupied and her food demands exceed current production. Here in the Northern Zone is one of the largest continuous areas of irrigated land in the world, easily irrigated, with a warm, dry climate and ample potential supplies of surface water and groundwater. Except for an abundance of land and labor, other primary resources are lacking or in very limited supply. The agriculture sector so dominates the economy that only by means of an effective development of the agricultural resources can other sectors grow and contribute to a viable economy. Because of inadequate irrigation, farming here has not effectively participated in the twentieth century revolution in agriculture, and only by means of massive development of potential supplies can Pakistan catch up. Capital for any kind of mass development must come from the outside. But the overriding restraint to development of the land and labor resources is the availability of water. ECONOMICS OF DEVELOPMENT The decision-making process in planning regional development becomes increasingly complex as the various sectors of the economy become more highly developed. Where, as in this case, one sector dominates the economy and its development can be considered the key to development of other sectors, the decision-making process is simplified and it is easier to identify alternatives and to trace the prob-

The effects of many alloying eletnents on the acticity coefficient of sulfur in liquid iron have-been studied by the equilibriutn in the reaction Sfin Fe) + Hz = HzS at 1550°C'. Results are expressed in terms of a concentration variable for a nonmetallic or for a substitutional metallic solute. Activity coefficient of sulfur, defined as increased by B, Al, C, Si, Ge, Sn, P, As, Sb, Mo, W, Co, and PI. It is decreased by Cu,Au, Ti. Zr, V, h'b, Ta, Cr, ,23n, and Ni. Irulues oj. the interaction coejficient 0i = 6 In are labulated. The same interactions are expressed also in terms of atom fraction and of weight percent. The thermodynamic properties of sulfur in liquid iron have been fairly well established. Our recent paper1 reported new determinations of activity coefficient up an atom fraction of 0.12 and equations based on a careful review of all published data. The effects of alloying elements on the activity of sulfur have been studied by several investigators,2"11 especially by Morris and Williams for silicon,' by Morris and Buehl for carbon,~ and by Sherman and Chipman for manganese. phosphorus, and al~minum.~ However, the effects of some important alloying elements remain to be determined. The purpose of this investigation was to determine the effects of many alloying elements on the activity of sulfur in Fe-S-j ternary systems. EXPERIMENTAL METHOD This study was based on experimental determination of equilibrium in the reaction at 1550°C: The same apparatus and procedure as described in our previous paper have been retained, and the same corrections were applied for dissociation of H2S. The alumina crucibles used in the experiments consisted of four separate compartments. In a given experimental run. kach of three alumina crucibles held four different samples of about 3 g each which reached equilibrium in the same gas atmosphere and temperature. The charges were made up of electrolytic iron, pure iron sulfide, and desired alloying elements, which were pure metal or master alloys made in the laboratory. The weighed samples were held for 4 to 12 hr in the prepared atmosphere at 1550°C. They were then low- ered to be cooled as quickly as possible. The quenched metal beads were crushed to avoid the errors of segregation in the ingot. The sulfur content was determined gravimetrically and alloy content by appropriate chemical analysis. CALCULATIONS The apparent equilibrium constants of Eq. [I] are expressed as follows from the corrected gas ratios and sulfur concentrations: The term K" is the observed equilibrium constant in any given ternary solution, K' is the value for the Fe-S binary solution. and the limiting value of K' in the infinitely dilute solution is designated by K, which is the true equilibrium constant in Eq. [I]. In the thermodynamic treatment of nonmetallic elements in a metallic solution, it has been suggested1' that the lattice ratio has certain advantages over other variables to express the concentration of solute. In interstitial solid solutions the lattice ratio zj is proportional to the ratio of filled interstitial sites to those which remain unfilled. The equations derived for the activity of the solute using zj as the concentration variable are found also to be applicable to liquid solutions containing nonmetallic solutes when the nonmetal is treated as if it were interstitial. For this purpose we adopt the following definitions: The quantity vj which is negative for interstitial solutes is taken as -1 for nonmetallic and +1 for metallic solutes. For purposes of calculation however ; j may be assigned a value which results in a linear relation such as shown in Figs. 1 to 15. The activity coefficient of sulfur, Qs, and equilibrium constant. A practical method has been developed and field tested which provides an estimate of the bearing capacity of mine roof and floor. The relationship between penetration of the strata and imposed loads is determined by in situ tests. Information of this type is needed to determine the maximum allowable pressure that may be applied by self-advancing supports on roof and floor of a longwall face without causing a punching type of failure.

The long awaited new Mining Engineering Handbook is taking shape under the leadership of A. B. Cummins, Chairman of the Editorial Advisory Board for the SME Mining Engineering Handbook, and Ivan Given, Editor-in-Chief. The last Mining Engineers' Handbook, the Peele edition, published by John Wiley and Sons, was last revised in 1941. This book was and still is a virtual mine of information although a good deal of its content, especially the cost tables, is becoming rather antiquated. The new one-volume work will contain approximately 1600 pages and be divided into 36 sections. Costs of disposing of steel slag are estimated based on the present method and a proposed alternate method for a steel mill in the Pittsburgh area. Estimated cost data were calculated by the Bureau of Mines and do not reflect the investment and operating costs and credits of a specific steel mill and processing plant. The alternate method of steel slag disposal would result in an appreciable cost savings to the mill and concurrently supply the industrial and commercial markets with low-cost, high-quality construction materials.

In the fall of 1968, Sheridan Geophysics leased the Renzy Mine property 50 miles northwest of the town of Maniwaki, Quebec. A 500-tpd flotation mill was dismantled at Belleterre, Quebec, trucked into the mine over a winter road and re-erected during extreme winter conditions. Approximately one billion gallons of water were removed from Renzy lake to expose the orebody. A 3,000-hp diesel generating plant and a self-supporting community were set up during the early part of 1969. This was a remark-able achievement considering that most of the work, including the pouring of foundations and the draining of the lake, had to be done during the winter months. Despite this, the project was completed ahead of schedule and one million dollars below budget. The mill is now treating an average of 800 tpd.

This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

The brief comments made in this chapter deal mainly with shaft sinking, but don't assume that freezing techniques apply only to shaft sinking. They can be used on tunnel work, on such things as liquid gas storage in sediment, and I think you will probably see other applications for it as we go along. The method was first developed in 1883 and was used to sink shallow shafts through water-bearing overburden in Germany and in England. One of the early shafts was in Germany and was sunk by freezing to 310-ft depth. The project required 17 months for drilling, roughly 5 1/2 months for freezing, and another 7 months for sinking, giving an average progress of 10 ½ fpm. Fortunately there have been numerous improvements and new developments in this technique through the years. With equipment and techniques available today, we can take a 20-ft-diam shaft down through 2000 ft of water-saturated overburden and the time schedule runs roughly 4 months for site preparation, freeze-hole drilling, installing the casings, and setting up the plant; 4 ½ months for freezing; and 6 months for excavating and installing permanent linings. This gives a progress rate of about 140 fpm, on average. I might qualify that a little in that the special linings that are required for some formations can affect the time. If it's straightforward sinking where one can use a heavy concrete lining, up to 630-640 fpm may be achieved in a shaft; but with special cast-iron tubbing or types like that, 5 fpd is pretty good progress, so the lining does affect the time. The freezing method is used mainly for sinking shafts through unstable water-bearing formations which cannot be grouted either effectively or economically and which are too deep to enclose in pile casing. Even with overburden, grouting methods available today can handle roughly 100 lb water pressure; in the range of, say, 100 to 150 ft from the surface, it's very often best to grout 40 or 50 ft. The influence of the early stages of precipitation on the kinetics and structure of martensite formation in Fe-27Ni and Fe-29.5Ni alloys containing from 0 to 10 pct Ti was examined with X-ray and electron microscopy techniques. The formation of a coherent, ordered preprecipitate had a profound stabilizing effect on the austenite. The Ms was decreased by increased titanium content and aging time up to a critical time. When the critical aging time was exceeded, the Ms was observed to increase markedly. The formation of the clusters was insuppressible and the volume fraction of clusters formed during the quench was a function of the titanium content. Martensite resulting from transformation of the clustered austenite is tetragonal with the c/a ratio increasing with titanium content. A model for the tetragonality is suggested. The morphology and substructure of the m artensite is inter-preted in terms of the above information and the cur-rent models of twinned martensite. ThE ramifications of precipitation in austenite to the properties of austenite have been the subject of numerous investigations. The current research is concerned with the influence of precipitation in austenite on the kinetics and structure of subsequent marten-site formation. In a previous investigation, Abraham et al.1 followed the aging reaction in an Fe-29.5Ni-4.2Ti* (at. pct) alloy using an X-ray diffraction technique. This technique, employing a Guinier camera, provided kinetic measurements through observation of the side band position as a function of aging time. The salient results of this work were: 1) The initiation of precipitation was not suppressed by quenching, i.e., there was a finite cluster zone size at zero aging time; and 2) The hardness of the aged austenite correlated extremely well with the zone size. During the previous work it was noted that the mar-tensite formed after aging was tetragonal, substanti-ating an earlier observation.2 Systematic investiga-tion revealed that the martensite was tetragonal in both the solution-treated then quenched, and the solu-tion-treated, aged, and quenched condition, and, furthermore, that a marked stabilization of the austenite occurred as a function of aging time. The present work is concerned with documenting the tetragonality and the stabilization phenomena as well as the ob- served microstruction with a suggested rationale for the behavior noted. EXPERIMENTAL PROCEDURE The compositions of the alloys are listed in Table I. The analyses were performed after the solution treatment of the strip material. Nickel was determined using the standard dimethy1-glyoxime procedure whereas titanium was determined colorimetrically with hydrogen peroxide and volumetrically by titrating with ferric iron. The materials were melted in a 5-lb vacuum induction furnace, cast into 2-in.-diam ingots, and forged in a temperature range of 950. to 1200°C to 1/2-in. slabs. The three higher titanium containing materials cracked during forging; therefore, to get the alloys into strip form, slices 1/8 in. thick were cut from the slab, homogenized 4 hr at 1150°C, then cold-rolled to a 0.04-in. thickness. The remaining slabs were hot-rolled, homogenized 4 hr at 1065"C, then cold-rolled to a final thickness of 0.03 in. All of the heat treatments were performed under a protective atmosphere of argon. The Ms temperature for most of the alloys is below room temperature; therefore, it was possible to solution treat, quench to room temperature, polish, and then observe the transformation optically on a cold-stage microscope. To determine the effect of aus-tenitizing temperature on Ms, eight of the alloys were treated at two temperatures, 1025" and 1120°C. No measurable variations in Ms were noticed. The remaining alloys were treated at 1025°C. The specimens, : by 5/16 by 0.03 in., were austeni-tized in a vertical tube furnace under a dynamic argon atmosphere. The bottom of the tube was submerged in water for quenching purposes. The question of stabilization that may be operating at room temperature was investigated and found to be negligible. A model for interstitial solid solutions has been considered in which a repulsive Potential exists between interstitial atoms in the solvent lattice. It has been shown that this model is consistent with the thermodynamic Properties of certain interstitial solid solutions. The model is then applied to the calculation of the variation of the diffusivity of carbon in au-tenite with composition. Although the energy levels at the saddle point, and thus the absolute values of dif-fusivity, cannot be calculated, it is shown that by taking the repulsive interactions between the diffusing atoms into account the functional form of the dependence of diffusivity on solute concentration can be derived. ThE composition dependence of the diffusivity, D, of carbon in austenite at a given temperature is well-known.'-3 smith3 tried to reconcile the observed composition dependence of D at 1000°C with the previously observed4 composition dependence of carbon activity using equations for D derived by arken5 and Fisher, Hollomon, and Turnbull,6 but was unsuccessful. In this paper we shall modify the approach of Fisher et al. by considering the "blocking" model7 for interstitial solid solutions, based on concept due to Speiser and Spretnak,' in which a repulsive potential exists between interstitial solute atoms in the solvent lattice, causing a certain number of interstitial sites to be "blocked" from occupancy by further solute atoms. We shall thus be able to describe the intimate relationship between the composition dependence of carbon diffusivity, a kinetic phenomenon, and the composition dependence of carbon activity in austenite. An immersed tube tunnel is one which is composed of elements that are prefabricated in a dry dock or on shipways, usually away from the actual tunnel site, floated into position and then lowered into a preexcavated and graded trench below a body of water. The elements or segments are then connected to each other under water, and the entire immersed tube tunnel covered with a protective blanket. Because water is essential, this method of construction offers advantages in a relatively limited field. By the very nature of the method, lowering elements to the bottom of an underwater trench, immersed tube tunnels are primarily used for crossing bodies of water, such as rivers, bays, straits, canals, etc. Although this method of construction was first used for a subaqueous railway crossing under the Detroit River in 1906-1910 and again in 1912-1915, for a four track subway tunnel under the Harlem River in New York, the reason immersed tube tunnels construction has not been used more extensively is simply a matter of economics. Bridges, compressed air tunnels and similar structures could be constructed at a lower cost.

"The selection of a site for plant facilities is a function of several factors and has as its objective the maximization of profits, given fixed markets and sources of raw material locations. In practice there are several sites, any one of which or a combination of two or more would be suitable to meet the basic requirements of source of supply of raw material and labour and still fulfill market demands. The model used to select the optimum profit combination utilizes both computer programs and traditional financial analysis techniques. Of the three computer programs used in the mode), one is a linear program and another is a transportation simulator. Basic cost and price data are required. In examining costs, three levels are used: (a) distribution costs of raw material to the plant and finished goods to the market; (b) direct production costs at the plant, such as labour and locally supplied material; and (c) capital and overhead costs at the plant, such as construction costs, taxes, insurance, and federal and provincial cost allowances. The direct costs generally depend on the scale of operations, so that a large plant in one location may have a lower unit cost than two smaller plants. This, of course, must be balanced against distribution costs. In examining profit, it is necessary to think in terms of the price and volume of sales at each of the market locations. Given basic data and relationships, the model can be used to optimally locate production facilities or, alter-natively, optimally structure a transportation network given existing locations of plants and markets. It is dynamic to the extent that it can react to changes in volume, price and cost to optimally locate an additional plant, the expansion of existing plants, the shutting down or cutting back of plants, or the restructuring of distribution networks."

This study is a survey of supply and demand for minerals, metals, alloys, and compounds used by the chemical industries in the Ohio River Basin (ORB) area of Ohio, Pennsylvania, and West Virginia during 1967. Data for the study were obtained from completed questionnaires received from chemical manufacturers and from interviews with officials of chemical companies and mineral producers and distributors. The information includes kind, quality, quantity, values, sources, specifications, uses, and methods of transportation. Results of the study show that of the total value of mineral materials consumed by the chemical industry, manufacture of inorganic chemicals consumed 46 percent; fertilizers, 22 percent; and soaps and detergents, 19 percent. Fifteen commodities accounted for 91 percent of the total value of mineral materials consumed. Five of these--phosphates, potash, salt, sulfur, and titanium dioxide--accounted for 59 percent of the total.
