In 1950 the phosphate fertilizer market warranted the design and construction of a new fertilizer plant by Cominco at Kimberley, B.C. The initial rated capacity of the plant was 70,000 tons per year of high- grade ammonium phosphate. The plant was placed on-stream in 1953. One of the major problems in operating the fertilizer plant was the disposal of the gypsum tailings slurry which was a by-product of phosphoric acid manufacture. The original weight of dry tailings produced by the mill was 500 tons per day. This quantity increased over the years until a projected 2200 tpd was selected for the pond design described in this paper. The original gypsum tailing area was located south of the fertilizer plant and adjacent to the St. Mary's River. By 1965 the original disposal area had proven inadequate and Cominco's engineering staff had selected a 500 acre disposal site to the east of the plant.

Many recent mine developments in North America are located in remote northern regions with extreme winter temperatures in the range of -20oF to -60°F. In addition, many locations are subject to very heavy snowfall. This paper discusses some of the key considerations in the planning and design of mine plant buildings, particularly concentrators, located in these regions. SUMMARY & CONCLUSIONS The subject is considered under three main headings: I. Building Out line and Structural Frame 2. Wall and Roof Materials 3. Foundations The plan outline of a mine plant building will naturally be governed by the scope and layout of the process equipment it contains. The selection of roof profile, on the other hand, will generally depend upon a number of factors extraneous to the process e.g. snow conditions. When these factors are considered for concentrators in cold locations, a flat or stepped roof will usually be more economical and suitable than a sloping roof. The materials normally used for the structural framework of concentrators are the same as used for other industrial buildings, namely steel, concrete and wood. As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

Due to the immense volumes of municipal wastes that are generated in this nation every year, it has become imperative that effective measures be developed to utilize all or portions of these materials in a productive and efficient manner. Nany larger municipalities employ incineration to reduce the bulk of material to be removed to disposal sites: but, even after incineration, approximately one-fourth of the original waste material in the form of non-combustible residue and flyash remain. It has been found that the flyash fraction of the incinerator residue contains varying amounts of copper, silver, gold, aluminum, iron and titanium along with many other important metals. The serious loss of these natural resources contained within the flyash and the monetary expense of current disposal methods present a serious and rapidly increasing problem to the public and to the Federal Government. The growing emphasis upon environmental control, rapidly increasing urban population and "convenience packaging" 'with its attendant increased waste production has led to the initiation of a broad range of studies concerning municipal waste. For example, the U. S. Bureau of I-lines is investigating all aspects of the incineration of municipal waste under its solid waste disposal program.l "In-house" studies range from improved incinerator design to potential recovery and recycling of the various components within the incinerator residue. A major portion of the latter research is being performed at the U. S. Bureau of ;-lines, College Park, Maryland facility while grants for specific areas of study have been issued to several universities and research institutes. In addition, the Department of Health, Education and Welfare has supported programs examining the potential recovery of paper; glass, metals and other components of unincinerated refuse followed by disposal in sanitary landfills.

This is the second of two interrelated studies of waterborne transportation. The first study discussed transportation of mineral commodities on the inland waterways of the South-Central States.2 Together, the two surveys describe and analyze the flow of foreign and inland waterborne commerce of the gulf coast. All the principal mineral-industry imports and exports of the gulf coast are mentioned in the report, including metals, nonmetals, and mineral fuel products, The gulf coast foreign trade in mineral industry products was determined to be composed of a small number of commodities.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. The U. S. Army Corps of Engineers Explosive Excavation Research Office (EERO) of Livermore, California, has been engaged in research and development of excavation techniques using both nuclear and conventional explosives since 1962. Prior to July 1971, this organization was designated the U. S. Army Corps of Engineers Nuclear Cratering Group. The EERO mission is performed as part of the joint Atomic Energy Commission -Corps of Engineers nuclear excavation research pro-gram. During the period 1962-1969, the Corps executed many cratering explosions using spherical charges of up to 85 tons of nitromethane to model nuclear excavation concepts and to develop design criteria for the nuclear cratering explosions. The experience gained in these modeling tests suggested that explosive excavation using large chemical explosive charges could be applied to excavation projects as an economical substitute for traditional excavation techniques. Consequently, the Corps' research program was broadened in 1969 to include development of chemical explosive excavation as a construction tool. The term "explosive excavation" denotes the use of large buried explosive charges to produce an excavation by fracturing the material and casting it into a desired configuration. In its simplest form, this technology involves detonation of a single explosive charge buried at the proper depth to produce a crater which is roughly hyperbolic in cross section. The types of craters produced by various depths of burial are illustrated by Figure 1. Single or Multiple rows of charges are used to excavate linear cuts required for water conveyance or navigation channels. .More complex explosive excavations include small craft harbors, railroad and highway cuts, and removal of W1denvater rock barriers to navigation. The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. "Arctic Canada is one of the largest undeveloped terrains remaining in the world, and is in many ways unique. The ecological balance of the region is more delicate than tropical or temperate regions of similar size. This region is likely to be developed by research for and production of resources, primarily petroleum, in the immediate future. As well as sensitive terrain surface caused by permafrost in some areas, many large and small mammals and birds are also in a delicate balance with the environment. Small changes in this balance can have large effects.The probability of finding petroleum in different regions varies widely, but already there are good indications on the mainland and in the Islands that both oil and gas are present. Geophysical work in the offshore, particularly the Beaufort Sea, suggests further promising potential. Possible reserves in the Islands and mainland Arctic may amount to 50 or more billion barrels.A responsible approach to problems facing exploitation in an Arctic environment includes the careful monitoring by industry of likely effects of their activities. The Mackenzie Valley Pipeline Research Association test loop at Inuvik provides an example of such monitoring. Outside Canada, the operations at Prudhoe Bay on the north coast of Alaska show how major companies may operate responsibly and reduce environmental interference to a minim'.::at. Nevertheless, four variables must affect any decisions to be made concerning energy resource exploitation in the Arctic. These are man's need for energy, economic and industrial pressures to develop energy sources, the desire to preserve a deteriorating environment, and the role of government as representing all individuals in the country and their several points of view. Factors that must be taken into account in making any decisions include the importance of Canadian oil in a world picture, the need for alternative sources of energy in the near future, the depletion of nonrenewable resources at an accelerating rate and the increasing awareness that the major problems facing man have no direct technical solution and that social or political decisions must precede further techno-logical development."

This paper discusses briefly the evaluation of chrysotile asbestos deposits in ultramafic rocks. Such deposits are limited to serpentinized peridotite and/or dunites. The purpose of any evaluation is to determine whether a deposit contains sufficient ore mineral to justify profitable exploitation. Dimensions of a mineral zone are established by conventional methods, such as mapping, ground magnetic surveys, diamond drilling or underground exploration. The value of the contained asbestos fibre Is dependent on numerous physical properties such as fibre length, strength, flexibility, as well as the actual amount of fibre present. The determination of grade is difficult. The Quebec Standard Test (Q.S.T.) is used to grade fibre according to the proportionate lengths of fibre present. A method of visual vein counting allows calculation of an approximate percent fibre together with a simulated Q.S.T. Various drilling methods are discussed, diamond drilling is favored. Bulk sampling is required to determine fibre quality. Correlation of visual techniques and laboratory methods are often difficult. Reasons for any variance are discussed. Underground bulk sampling of most potential ore zones is strongly recommended to confirm the viability of the property. Evaluation of slip fibre deposits requires greater reliance on laboratory testing as visual methods are difficult to apply. Cross fibre has greater inherent strength.

Tests were conducted utilizing large flat jack devices placed in a vertical slot for high pressure loading of rock to measure in-situ properties of a rock mass. The high pressure flat jack devices were used as a site investigation tool to obtain rock mass properties. Tests were conducted before and after a 100 ton surface high explosive detonation test to assess explosive effects on the rock. It was conclusively demonstrated by these tests that meaningful flat jack tests could be successfully accomplished; also, a significantly different response of the rock medium was measured as larger areas of rock were loaded. Surface jointing was severely disturbed by the explosion.

In Pennsylvania, 310 sampled sites of clay and shale have been evaluated for: potential use, chiefly as structural clay products, refractories, and lightweight aggregate; lithology; physical properties tests; fired tests, both quick-fire and rotary kiln; major-element chemical analyses, and quantitative five-component X-ray mineralogy for quartz, mica, feldspar, kaolinite, and chlorite-vermiculite-montmoril-lonite. Approximately 80 percent of the samples are of some potential use. Of 220 shale samples, 84 were potential lightweight aggregate sources and 83 potential brick sources. Binary correlations of test data versus potential use indicate that certain empirically determined parameters may be critical. These are: lithology, particularly for medium to super-duty refractories and lightweight aggregate; kaol-finite content for refractories versus low-temperature fired product sources; quartz content illustrating that there is an apparently necessary minimum quantity for brick; quartz content, which is low in high grades of lightweight aggregate; mica content, which is low for refractories and possibly high for lightweight aggregate; total iron, which is low for refractories and shows a 40 percent minimum for lightweight aggregate; carbon dioxide, which is low for refractorfes, beneficial in lightweight aggregate, and probably restrictive for some tiles choroite yermicalite, which is low for refractoies and possibly beneficial in lightweight aggregate. In Pennsylvania, clay and shale materials constitute one of the state's major economic mineral resources. To date, the testing program indicates considerable development potential in brick, tile, and lightweight aggregate industries, and perhaps a future potential for aluminum from shales that exceed 20 percent A12Q3.

Broken Hill South Limited's discovery of phosphate deposits in the northwest of Queensland in 1966 prompted intensive exploration which has proved phosphate rock in excess of 2,000 million tons at ten separate deposits. Systematic exploration for phosphate in Australia was initiated by the Company in 1964. Early in 1966, an investigation of oil wells in the Georgina Basin in the Northern Territory and Queensland revealed widespread anomalous phosphate in early Middle Cambrian Beetle Creek Formation and Thorntonia Lime- stone. Phosphorites recognised in oil wells in the southeastern part of the Basin, Queensland, led to the discovery of the Duchess deposits, Exploration of the Beetle Creek Formation since 1966 has disclosed nine other sizeable deposits north of Duchess around the eastern margin of the Basin. The Lady Annie and the adjoining Lady Jane deposits, by reason of their location, 160 miles south of the Gulf of Carpentaria, are expected to be the first to be brought into production. Beneficiation testing and engineering investigations commenced in 1967. Transport between the deposits and various port sites in the Gulf of Carpentaria has been extensively studied and a slurry pipeline as a means of transport to a deep water island port, is now being investigated.

Results of a pilot operation in the Carlsbad Basin are discussed. After hydrafracing between wells, a block of potash was removed by solution techniques. The distance between frac wells was about 200 ft, the thickness of potash mineralization, 5 ft. By proper manipulation, a feed of concentrate brine was obtained. The ex-periment showed that the thin-bedded potash could be removed by the solution techniques. The details of well construction, method of operation, and removal rates are discussed. Continental Oil Co.'s laboratory research on the fundamentals of potash solution mining has been expanded by means of a series of field tests, and subjects such as well completion and hydraulic fracturing were added to the investigation. Both single-well and multi-well systems were studied in the field work. Discussion Background: The current paper discusses one field test in which potash was solution mined by a two-well system from a thin sylvinite zone. The potential economic value of solution mining evolves from (1) the use of drilled holes and solution techniques instead of excavated shafts and caverns and (2) the ability to mine both land and marine deposits through any type of overburden geology and below conventional mining depths. Recent interest has been focused on potash' and other soluble minerals, such as trona. Solution extraction minerals, such as copper and uranium, are also worthy of important consideration. In addition, many of the techniques are directly applicable to the construction of horizontal underground storage carverns in salt. There are two general approaches to potash solution mining. The first is to mine on a single-well basis, in which the same well bore is used for both injection and production. This method is slow, and the areal extent may be quite limited in other than very thick ore zones. The second, and the preferred approach, is to mine on a multi-well basis in which the solvent is circulated between wells. This technique, if applied in a manner which allows the ore zone to be mined from the bottom upward, results in nearly all the solution taking place from the cavern roof. Salt removal rates, therefore, are very much higher than from a single-well system.l Wells can be interconnected into a multi-well pattern by several means. One is to join single-well caverns in the lower part of an ore zone. Another is to use the hydraulic fracturing techniques developed in the oil fields.' We preferred the fracture approach because of its potential for creating the greatest area of salt exposure. Test Site Description: The field tests were conducted in New Mexico's Carlsbad Basin, where the potash deposits are flat and uniform over reasonable distances. Here, 12 potash zones are present in the massive Salado Salt section. The specific target was the Third Ore Zone which is about 4 ft thick at our location and about 1150 ft deep. The test pattern was designed in the shape of an equilateral triangle with a fourth well located in the center, 200 ft from each of the vertex wells. This configuration allowed the ore zone to be hydraulically fractured from the center well with good assurance that the fracture would intersect the bore of at least one outside well. Several multi-well test patterns would be available if the fracture connected all wells. Well Completion: Surface casing was set in the top of the Salado Salt at 600 ft to shut off water flows from the surface sands, and the salt section was drilled and diamond-cored to a point below the Third Ore Zone. A drilling fluid made of diesel oil with a small amount of emulsified water was used to drill and core the salt. This fluid was highly successful in preventing enlargement of the drilled hole and in promoting good core recovery. The three outside wells were completed by setting 51/2-in. casing at the base of a streak of anhydrite about 20 ft above the ore zone. Pipe was set high so that the intersection point of the fracture could be detected even if the fracture migrated above the ore zone as it progressed outward from the center well. The center well itself was completed by cementing 51/2-in. casing through the Third Ore Zone. Cement bond logs run on the center well have shown excellent bonding. Fracturing Practice: A mechanical tool was used to cut a notch through the casing and into the salt at a point about 1 ft below the ore zone in the center well. The purpose of this notch was to fix the point of fracture entry into the salt. The fracturing was done with water at injection rtaes as high as 30 bbl per min. The salt parted at 1450 psi; and it required only 5 min for the fracture to reach the well which was 200 ft to the south. It took about 5 min more to reach the other two wells. Caliper surveys were run to locate the point of fracture entry in the three outside wells. The fracture appears to have drifted downward slightly, entering the outside wells at the top of a streak of carnallite 8 or 9 ft below the ore zone. A cross section of the wells selected for the multi-well test is shown in Fig. 1. The figure includes KC1 values based on core analysis and the trace of the fracture plane between the wells.

The drive selected for any piece of machinery must adequately satisfy the application requirements both during the starting interval and at running conditions, All loading possibilities of the drive must be known and allowances made for any adverse limiting conditions such as extreme cold, or perhaps an intermittent excessive loading situation etc. In general, the drive must be selected to provide the required operating characteristics with maximum reliability and at minimum cost. Simplicity of overall design is always an advantage and care must be exercised to insure that systems incorporating unnecessary complicated parts are not indiscriminantly provided. Important non-technical considerations such as equipment avail-ability (on an overseas project) as well as standardization details also play a role in the drive selection process. Additionally, an assessment of the potential capabilities of the personnel that will have to maintain the equipment can have some influence on the final choice. Several types of prime movers are available but this article will restrict itself to the use of induction motors operating from an available alternating current power source. Many drive arrangements are possible, the most common being the direct coupled single motor arrangement. The feasibility of removing sulfur dioxide by carbon monoxide reduction in a fixed-bed catalytic reactor was investigated by the Bureau of Mines. The reduction rate of sulfur dioxide with carbon monoxide was significantly dependent upon the iron and alumina content of the mixed catalyst. Maximum catalytic activity was obtained with about 40 percent iron-alumina mixture with a nominal gas mixture of 10 percent carbon monoxide, 5 percent sulfur dioxide, and the balance nitrogen. The synergistic effect of this catalyst mixture was explained by a dual reaction site mechanism, with both iron and alumina augmenting their specific sites at their interparticle contacts. The catalytic activity also increased with decreasing catalyst pellet size. With O.7-mm pellets, the entire pellet appeared to be catalytically active in a 2-gram catalyst bed. The apparent activation energy of the reaction was 18.3 kcal per mole in the temperature range of 350° to 600° C. Carbonyl sulfide (COS) was produced by the interaction of carbon monoxide and sulfur. The amount decreased with decreasing CO concentration. The ratio of COS formed per SO2 removed reached a maximum at about 400° C. The reaction rate appeared to be independent of S02 concentration in the range of 0.2 to 16 percent. The rate, however, increased directly with the CO concentration in the range of 5 to 20 percent. The presence of CO2 (<15 percent) had no appreciable effect on the rate. However, not over 0.5 percent oxygen could be tolerated. This method appears feasible for removing S02 from waste gas if the oxygen is removed prior to the catalytic S02 reduction process.

Seismic investigations at pre-construction sites commonly are limited to obtaining velocities and thicknesses of subsurface intervals which are useful in estimating construction costs, but are sometimes difficult to apply to project designing. This paper shows through a case history of the San Bernardino Tunnel Intake Tower, a part of the California State Water Project, that dynamic rock properties and dynamic resonant frequencies can be determined and velocity models constructed from in situ field studies and that these are theoretically correct after simplifying assumptions are made. These data can be used to confirm and extend information obtained by conventional methods such as drilling and laboratory static testing.

The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:
