In conjunction with its research program on separation, recovery, and recycling of metal, mineral, and energy-based materials in urban refuse, the U.S. Bureau of Mines is developing means to reuse and recycle plastics discarded in raw municipal waste. Experimental work on plastic waste from a community collection has produced some guidelines for systematic methods of processing, including air classification, cleaning, separation, and use or disposal. Sink-float methods are a practical means of separation into types. Methods for final disposition of the plastic waste include refabrication, thermal decomposition, and incineration.

"ANY DISCUSSION of energy today is incomplete without consideration of nuclear energy. In the Maritimes, with plentiful supplies of coal, with relatively easy availabilty of imported oil brought in to the deepwater terminals, with future sources of large supplies of oil and gas anticipated from under our neighbouring continental shelf, and with the Fundy tides, you may question why nuclear energy should be considered. What follows may not give you a specific answer to that question, but it may provide a basis for better understanding. Energy from the sun, from hydraulic sources and from combustion has been available to man from prehistoric times, for thousands of years, but the most sophisticated source of energy, the actual conversion of matter into energy by man, has been developed entirely within the last one-third century, since the discovery of fission in 1939, and the application to generation of electric power has all been done within a generation or less. The pressure of military needs during and after the second world war was largely responsible for the speed of initial development, by funding and focussing the effort needed to develop the basic technology, and in particular materials. The U.S. defence program yielded, for example, the large-scale isotope separation processes for fissile U'35 and for heavy water. The nuclear submarine program yielded zircaloy, a key structural material for the core of the Canadian Candu type reactor."

Introduction and Historical Background The office and mining operations of Pacific Asbestos Corporation are located near Copperopolis, California in the foothills of the Sierras about fifty miles east of Stockton. This is historic country in the heart of the old Mother Lode gold district. Mark Twain's famous story of the jumping frog, written here, is still commemorated in an annual contest in Calaveras County,' and the camp at Poker Flats, described by Bret Harte, was only a few miles from the present mine.2 Joaquin Murrieta, the famous Mexican bandit started his three year reign of terror in this vicinity,3 and Black Bart, the P08 laureate of the stagecoach robbers, held up his first stage at Funk Hill, just three miles north of the mine. His last robbery was at almost the place, on the top of the hill overlooking the Stanislaus River ferry crossing. Although this was his favorite country, and he traveled extensively through it, he was not a credit to his acclaimed profession of Mining Engineer because there is no evidence that he ever recognized the asbestos, and he was finally caught as a consequence of the robbery at the ferry.4 One of the old stagecoach roads crossed the Stanislaus River at the mine site, and the ferry landing may still be seen from the main haul road into the pit. The road itself is partly buried under the rock dumps. In spite of its location and apparently prominent exposure, the first work on the asbestos deposit was not recorded until 1904.5 Development of the present operations was started in 1959 by Jefferson Lake Asbestos Corporation, a subsidiary of Jefferson Lake Sulphur Company. Management control of the company changed hands several times and it was later reorganized under the name of Pacific Asbestos Corporation. In December, 1968, a controlling interest was acquired by H. K. Porter Company, Inc. Figure (1) shows the mill and office buildings as seen from a site near the entry road. The offices are at the left with the mill warehouse in the foreground. The conveyor at left center carrys mine concentrates up the hill from the crusher. In the background are the dry rock storage building and mill tailings piles. Since the beginning of mining operations in 1962, seven and three-quarter million tons of ore and fifteen million tons of waste have been removed from the open pit which now measures about 1400 x 1800 feet at its widest points. The lowest operating level is at an elevation of 726 feet about 325 feet below the original surface. Figure (2) shows the open pit looking toward the west end. The main haul road can be seen along the side of the pit. A shovel is operating at the bottom of the pit while a front end loader on the level above provides ore for blending. In the background are rock dumps for waste stripping. The company markets an annual production of 30-35,000 tons of chrysotile fibre in groups 4 through 7, under the Mother Lode Brand

So far my consulting in industrial minerals has been confined principally to carbonate rocks,-salt, coking coal, and glass sand. Much of this work has been for companies either too small for a full-time geological staff or unaware of the value of employing one or more qualified geologists permanently. It gave me considerable personal satisfaction to see several of the latter companies employ one or two full-time geologists after the completion of a consulting contract with them. One possible reason why some companies lack the wisdom to hire geologists is that they are dominated by engineers who still subscribe to the old idea that engineers are self-sufficient in all fields. They could have learned this from their professors. I once knew a Dean of Engineering who got purple in the face when a faculty committee was discussing the financing of a broad gauged engineering project and suggestions were made that assistance be obtained from the Schools of Business and Law and from some of the science departments tie pounded the table and shouted "Engineers are trained to handle all this!" In teaching engineering geology some years ago I used to tell the class repeatedly that the course would not make them geologists, that the purpose was to teach them

Results of a primary stress measurement investigation conducted on the 1100 copper ore body of the Mt. Isa mine, Mt. Isa, Queens., Australia, are presented in this chapter. The investigation started in September 1965, after discussion with the engineering staff at Mt. Isa, and consisted of both underground or in-situ tests at Mt. Isa and laboratory tests on Mt. Isa rocks and stress measurement techniques at the Australian National University in Canberra. Underground stress measurements were made in and adjacent to the 1100 copper ore body. The primary stress measurement site was in J 32 west crosscut on 14 Level. Approximate coordinates on the mine grid are 3000 north, 1650 east. The vertical depth below ground surface at this point is approximately 2180 ft. Some preliminary measurements were made in M 30 west crosscut on 13 Level, coordinates 3000 north, 2000 east, depth beneath the surface approximately 1990 ft. Additional flatjacks were installed on 11 Level in L 30 west crosscut, coordinates 3000 north, 2200 east, and depth beneath the surface approximately 1580 ft. All of the sites were in rock that from a mining engineering viewpoint must be considered extremely sound. The 13 and 14 Level crosscuts were approximately 14 ft on a side and nearly square and the 11 Level crosscut was approximately 10 ft on a side. All of the crosscuts had been standing open for several years and no artificial support of any type was necessary. Extraction openings hundreds of feet on a side have been made in this mine in similar rock and these have remained open also without additional support (see Davies 1 for a recent summary of mining techniques and conditions). The location and production potential of a large block of strippable reserves in North Dakota were determined by using published data as a base and adding new drill hole data or other data contributed by companies that presently own or lease coal lands. Only beds exceeding 5 feet in thickness, under less than 120 feet of overburden, and in large blocks of 5 million tons or more were included in the estimates. All such reserves are in the Fort Union Formation of western North Dakota and are lignite in rank. Sixteen large blocks of reserves evaluated in this study are estimated to contain a total of 4.1 billion tons of strippable lignite.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. The Purpose of the Paper It is fitting that the first paper of a session on the Financial Aspects of Mining should be on the basic data upon which any financial discussion of a mining project must be based. The history of a mining project starts with exploration in an area considered geologically favorable for mineralization and culminates in the discovery of a body of valuable mineral material commonly known as a mineral deposit. Subsequently more detailed exploration establishes the approximate size, shape, tonnage and average grade of the deposit by surface and/or underground drilling, -surface trenching and/or underground workings. Some preliminary metallurgical testing and other studies, as required, are made at this time. Development work is then carried out to provide representative samples for determining flowsheet and metallurgical balances, preparing the deposit for production and establishing more firmly the grade and mining characteristics of the deposit. A feasibility study is then made of the engineering aspects of the project including the estimation of operating coats, the capital required to place the deposit into production, profit and return on investment. The Bureau of Mines conducted a laboratory investigation to study the effectiveness of low-pressure steam and water spray in suppressing respirable dust at the tips of a saw-type cutting wheel. Suppression efficiencies were found to be proportional to the amount of the water or steam applied at the cutter tips. For equivalent water output rates, a maximum efficiency of approximately 80 percent was reached for both steam and water spray. Results from the steam and water spray tests showed an increase in suppression efficiency with an increase in particle size of 1 to 8 micrometers. The data indicate no advantages for using steam as a dust suppressant.

S02 reduction with CO was studied in an integral flow reactor at a nominal flow of 0.5 liter per minute. Reactant gas contained 3 percent SO2, 6 percent CO, and the balance He. SO2 conversion was determined for three different types of catalysts. The first consisted of 16 commercial catalysts used for various chemical syntheses. Only the commercial catalysts which contained transition metals in alumina removed more than 30 percent 80a at temperatures below 510° C. Two other types of catalysts were prepared in the laboratory either by pelletizing equal amounts of powdered alumina and transition metal oxides or by impregnating commercial alumina tablets with transition metal ions. Regardless of preparation techniques, Cr and Fe in alumina were the two best catalysts. The observed results suggest that an intermediate (SCO) is formed by the interaction of surface metal sulfides and carbonyls. Alumina then catalyzes the interaction of SCO with S02 to form the end products (sulfur and carbon dioxide). Over 80 percent S02 was removed at 460° C with 2 grams alumina impregnated with 2.5 percent iron.

Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations. U.S. Steel Corp.'s Winifrede mine is operated by Lynch District in the mountainous region of eastern Kentucky. This region is characterized by narrow finger ridges and precipitous slopes, which present both an opportunity and challenge in the design and selection of coal-handling facilities for the movement of coal from the section belts to the railrod cars. Lynch District selected diesel-powered locomo¬tives and 100-ton articulated cars capable of negotiating sharp curves. The drop¬bottom mine cars are equipped with longitudinally hinged doors that are auto¬matically opened and closed. Lynch District selected a large-diameter steel-lined borehole for lowering the coal approximately 1000 ft from the seam level to the valley floor railroad load-out point. Taking advantage of gravity, the presized coal is "lowered" vertically approximately 720 ft to existing entries of a previously abandoned mine. The coal is then conveyed horizontally into storage. The coal¬handling facility from the mine-car dump to the railroad load-out point is fully automatic through use of tone control. TV cameras are installed along the facility to continuously monitor the strategic points. The diesel locomotives are either directly operated or remotely radio-controlled, depending on the functions Per¬formed. U.S. Steel Corp.'s Winifrede mine is operated by Lynch District in the mountainous region of eastern Kentucky. This region is characterized by narrow mountain ridges and precipitous slopes which present both an opportunity and challenge in the design and selection of coal-handling facilities for the movement of coal from the section belts to the railroad cars. The narrow finger ridges precluded use of under¬ground haulage and, thereby, presented the opportunity to use high-capacity equipment on the outside bench. The precipitous mountain slopes, steepest at the Wini¬frede seam horizon, presented a challenge to select a solution for lowering the coal approximately 1000 ft from the seam level to the valley floor railroad load-out point. It was evident from the start of planning that these two factors predominated; namely, rail haulage and coal lowering, and solutions to these would determine the final design of the Winifrede mine coal-handling facilities. The Winifrede mine derives its name from the Wini¬frede Seam which comprises the total reserve recov¬erable from this facility. The seam is 5 ft high with a good siltstone bottom and competent shale or sandstone roof. The seam is at an elevation of 2700 ft where the mountain ridges are long and narrow. This configuration of the reserve was ideal for conveyor belt installation to transport the coal from the working face to the outside bench. The preclusion of underground rail haul¬age permitted an opportunity to review the type of locomotive power and to select high-capacity equipment without the limitations associated with underground systems. Since the basic electrical design of the mine was al¬ternating current, with rectification to direct current for shuttle cars required only in the face areas, there was no point in bearing the burden of additional cost of dc trolley installation. And, since the haulage would re¬quire only a few tunnels to negotiate sharp points and to reach the back side of the reserves, diesel power was selected for the haulage locomotives. To provide stability on the almost continuously curv¬ing track and to provide the maximum width of haul¬age equipment, both locomotives and mine cars, stan¬dard railroad gage was chosen to offer the largest choice of equipment. The decision was made to select a standard 45-ton railroad diesel locomotive but to lower the cab height to reduce tunnel excavation requirements. The mine car was the next challenge. Past experience in Lynch operations indicated that drop-bottom cars would be a successful application with the free-flowing coal. The search was for a drop-bottom car within the dimensions of the locomotive to discharge the coal in the shortest time. Numerous types were considered and visits made to various sites to observe cars in operation.

To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

The most common method of treating mine drainage to prevent water pollution consists of neutralization and aeration. This process removes the acidity, iron, aluminum, and some other heavy metals, but does not render a water suitable for domestic or industrial use because of the high dissolved solids, hardness, and sulfate in the treated water. The Environmental Protection Agency (EPA), has been sponsoring and conducting research since 1966 on the use of reverse osmosis (R.O.) for the treatment of mine drainage. This process has been found to be highly effective in the removal of nearly all the dissolved solids. In addition, since R.O. is a concentrating process, potentials for recovery of valuable heavy metals are possible. This paper is a review of the state-of-the-art on the treatment of mine drainage by reverse osmosis.

Large tonnages of copper and molybdenum sulfide ore are treated by flotation. Substantial savings could be realized, particularly in high-capacity concentrators, by use of a simplified flotation technique involving lower reagent consumption. Chalcopyrite and molybdenite from some deposits can be floated by use of only a frother as a single flotation reagent; acceptable concentrate grade and recovery can be obtained. Separation of molybdenite from copper sulfides may become simpler and less costly. The genesis of the ore and the ions present in the flotation pulp liquid phase appear to be the major success-determining factors.

"IntroductionThe copper-molybdenum property of Brenda Mines Ltd. is located 18 miles north west of Peachland in the Okanagan Valley of the Southern Central interior of British Columbia. The actual site is 50 miles north of the international boundary and 150 air miles east of Vancouver at an elevation of 5000 feet above sea level. The earliest written mention of the prospect is found in the Geological Survey of Canada, Memoir No. 243, issued in 1947 by Dr. H.M.A. Rice. In 1954 the area was staked by a prospector, Bob Bechtel, who interested Bern Brynelsen of Noranda Exploration in examining the claims. A joint Noranda - Kennecott program resulted but since the grades were so low the property was not taken up until in 1964 a re-examination by Chapman, Wood and Griswold produced recommendations leading to the construction of the Brenda Mine as it is today.The rounded, timber covered mountains of the area are composed of the tuffs, argillites and limestones of the Upper Triassic Nicola Group, which is intruded by a Jurassic quartz diorite, called the Brenda stock0 The actual orebody occurs in a strongly fractured zone within the Brenda stock, approximately 1500 feet from the contact with the Nicola group0 The ore minerals, .chalcopyrite and molybdenite, associated with pyrite and magnetite of lesser importance, occur as fillings within the fractures 0 The grade of the ore decreases outwards from a central higher grade core and in January 1971 total reserves were estimated at 165 million tons assaying 0,182% Copper and 0,049% Mo."
