Design and construction techniques used to develop two highway tunnels in inaccessible mountainous terrain are described. Measures used to adapt the design to the unusual geology and topography are discussed, as well as measures to adapt the construction methods to available equipment, materials, and skills. Sharp local variations in geoloqic conditions resulted in field modifications to both design and construction techniques. The geology is a volcanic ash and breccia-agglomerate at one site, a jointed andesite at the other, which is also the site of a major landslide. Both rock reinforcement in the form of pretensioned and grouted rock bolts with a shotcrete lining,and rock support by struc- tural steel sets with a reinforced concrete lining were used. A canyonside location and high lateral in-situ stresses required modification of design procedures. Pilot tunnels at both sites resulted in adapting the designs to site conditions with large savings in lining costs, disclosing problem areas in advance of the main excavation, and cushioning of blasting pressure to minimize stability problems.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. "Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. A major domestic aluminum producer raised its price for primary aluminum metal from 44 cents per pound to 48 cents per pound, effective August 5, 1976. Other major producers have increased their list prices by equivalent amounts COAL: The strike which began July 19 in southern West Virginia enlarged by early August to involve approximately 80,000 miners in nine States. As of August 4, the aggregated loss of production is estimated to be 5.8 million tons. Reportedly, at this time, the railroads which serve the struck areas are feeling the largest impact with coke plants and electric utilities relying on stocks which are generally high.

The mineral sand orebodies of the east coast of Australia occupy approximately three per cent of the dune-heath-wetland coastal environment. They are associated with coastal plant communities ranging from Holocene high dunes carrying mature Eucalypt forests to low- lying heaths on Pleistocene deposits. Commonly, 0.25 to 1.5 per cent of the sand volume mined is removed from the site. Therefore, the volume change is insignificant. The equipment and techniques in use are flexible and the land can be returned in a manner suited to its subsequent use for grazing, subdivision or recreation. Landforms similar to the pre-existing are created in two case studies given. Sophisticated revegetation techniques are practised and are discussed in two case studies. Pre-mining vegetation surveys and post-mining monitoring are used to guide the management of the ecosystem.

The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.3 and 2.6 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year production period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 indexes. Initial capital investment is $34.6 million for the 1.3-MM-tpy mine and $63.5 million for the 2.6-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $50.8 and $92.2 million, respectively. These figures translate into total capital investments of $38.51 and $34.91 per ton of annual production. Assuming a desired 15-percent discounted cash flow (DCF) rate of return, with Federal income taxes at 50 percent, the required selling prices would be $13.41 and $12.27 per ton for the 1.3- and 2.6 -MM- tpy mines.

A new mine has begun production of antimony ore and concentrates in Serbia, Yugoslavia. The mine is operated by the mining and metallurgical enterprise "Aajaca." Initial production is running at approximately 45 thousand tons of ore per year, yielding about 1,500 tons of concentrate. The mine is located on the mountain Kopaonik-Raiceyoj Gori. It is planned to expand production eventually to approach the level of 300,000 tons of ore per year. This level will be a significant addition to the world supply of antimony and will place Yugoslavia among the world's major producers. Currently the United States produces only about 6 percent of its primary requirement for antimony. COBALT -Anglo American Corporation, Ltd. reportedly is considering restarting the Tenke-Fungurume copper-cobalt project in Zaire. Construction on the project was suspended in January because of inadequate financing and political uncertainties. Technical feasibility and financing on a smaller scale than previously envisioned are now being considered. However, an increased copper price may be necessary before any decision to proceed is made.

A high-pressure intensifier system was designed, constructed and field tested as part of a program to determining the feasibility of applying high-pressure water jets on conventional mechanical rock excavation equipment to increase advance rates. Also developed were a high-volume swivel, capable of transferring the high-pressure water to a rotating cutterhead and manifold system for locating and protecting the jets on the cutterhead. Field tests were conducted in a granite quarry near Skykomish, WA, approximately 90 miles east of Seattle. The concept of improving excavation rates by using water jets to assist mechanical cutting was proven to be successful, with an average increase in excavation mete of 50 to 60%. For some tests, the excavation rate was more than doubled. Machine torque requirements were reduced approximately 25% when the water jets were used. It was suggested this was due to reduced cutterhead friction in the presence of the water jets. A comprehensive economic analysis was undertaken as part of a concurrent study to determine the degree of cost benefits attainable from increased advance rates. Very significant savings were seen to be possible. It was concluded that the basic concept of combining a water jet capability with a mechanical excavating machine is definitely possible.

The objective was to develop and design a remotely operated temporary roof support system that provides a safe working environment between a freshly cut coal face and the last line of permanently supported roof in which to perform roof bolting activities. This system was to take the form of a retrofit package which could be adapted to a majority of the bolters currently in service. The result is an integrated piece of hardware which will retrofit onto virtually all single boom bolters by removing the drill boom and relocating and modifying the hydraulic controls. The system is composed of three basic components: a pair of cantilevered roof supports which reach forward to the desired line of support, a mast type drill unit for drilling holes and torquing bolts, and a transverse slide assembly to carry the drill from hole to hole across the entry without relocating either the bolter or the roof support. A converted bolter not only provides a much safer operation but is projected to increase the production speed as well as reduce the manpower required to operate a section.. This improvement in productivity is shown to make the job of retrofitting a bolter cost effective in less than two months and provide a potential profit thereafter. Based on the findings presented in this report it is recommended that a proto-type be built and tested in an underground coal mine to demonstrate its effectiveness.

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

"In 1957, an asbestos orebody was discovered in the northern sector of the Ungava Peninsula of the Province of Quebec, an area now identified as Asbestos Hill. The deposit is situated on a plateau 1700 feet above sea level and 42 miles inland from Hudson Strait. It is a bleak, iso. lated location of typical arctic environment. Fifteen years were to pass before the first shipment of ungraded fibre was made in 1972. These years we1•e occupied with field surveys and investigations, diamond drilling, engineering design, evaluation of investment and operating costs, and construction. The problems normally associated with mine development were further complicated by location, isolation, and the extreme cold and permanently frozen ground of the arctic regions. Unique to an isolated arctic operation are the organization of support facilities and services, procurement and retention of personnel, construction of access roads and airports, and scheduling of product out and supplies in during the short summer period of sea navigation."

This paper illustrates that sampling problems and difficulties are as common in an R&D environment as they are in an operating plant. Researchers need to be aware of the potential influence of poor sampling practices and when feasible determine the sampling and analytical precision at the start of any experimentation. Specific problems that have been encountered are discussed and the procedures implemented to overcome these difficulties are described. Examples from projects include the cyanidation of a Au/Ag ore, column leaching of refractory gold and oxide ores, the bioremediation of contaminated sites and the flotation of ore containing native copper.

Data on off-site low-rise building damage from underground nuclear testing at the Nevada Test Site (NTS) of the United States Atomic Energy Commission (AEC) [The AEC has been called the United States Energy Research ant Development Administration (ERDA) since 1975, but because the data presented here were gathered between 1966 and 1970, the AEC rather than ERDA is referred to in this paper.] are available for seven large tests in the period from 1966 to 1970. The data, while sparse, provide an adequate sample for the investigation of motion-damage relationships. Damage in the study is statistically described in terms of the incidence of damage complaints, the incidence of buildings damaged, and damage cost. Using 5%damped response spectrum acceleration amplitude to characterize ground motion, the plotted data fit reasonably well with previous motion-damage relationships established from extensive data available from the 1969 RULISON underground nuclear explosion (UNE) experiment conducted in western Colorado.

The present work is part of an ongoing Bureau of Mines effort to provide a better understanding of the fundamental phenomena involved in sulfide flotation, the role of oxygen in xanthate adsorption being one essential issue. Galena was chosen as the material around which to develop a conceptual model, partly because of its demonstrated oxygen sensitivity and partly because information on its properties and flotation behavior constitutes the largest part of the fundamental information available on sulfides of commercial importance. The model is formulated primarily in terms of surface electronic energy levels produced by oxygen and xanthate and is further developed using existing experimental evidence and its implications. Four major functions of oxygen are elucidated, and the relationship of these to the formation of lead xanthate, dixanthogen, and a surface compound is discussed. Though yet incomplete, the model provides a useful framework within which the results of diverse experiments can be related to one another in their proper perspective, as shown by a brief discussion and resolution of some apparently discordant results reported in the literature.

This? Bureau of Mines paper discusses the corporate structure dynamics, methods of financing, and financial assessment approaches that should be utilized to evaluate the economic health of the coal industry. It suggests rates of return and other measures of corporate economies necessary to attract capital required to finance emerging coal demand, plus impact of coal sales to total revenues. The study illuminates the activities of 30 selected coal-producing companies, including their subsidiaries or affiliates, that were responsible for approximately 60 percent of the total U.S. production in 1974. The selected firms are not all primary coal producers; many of the larger producer's are classified by the financial institutions as petroleum, metal, and steel producers, public utilities, or chemical industries. The bituminous coal industry is highly competitive as to price, service, and quality of pronuct and is subject to competition from other noncoal energy sources. The top 15 bituminous coal-producing companies mined about 46.6 per-cent of the Nation's total production in 1974, and the balance of approximately 3,885 companies were responsible for the rest of the production. Thus, the U.S. bituminous coal industry is not an oligopoly. Today, about 65 percent of the Nation's total coal production is consumed by electric power utilities and 26 percent by steel, space heating, and other industries; the balance of 9 percent is exported.

The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. ALUMINUM: For over a month, domestic producers have priced 99.5 percent grade primary aluminum ingot at 48¢ per pound. In the same period, merchants raised ingot quotes by 1.5¢-2.5¢ to a range approaching 44¢-47¢ per pound.

The 5.6 km Canning Tunnel was constructed to improve water supply from Canning Dam to the Perth metropolitan area. The site area is in the Darling Range which is essentially a laterite-capped plateau-remnant underlain by Archaean granitic rocks, intruded by dolerite. Two arrangements were available. After geotechnical investigations which included geological mapping, seismic refraction geo- physics, diamond drilling and mechanical rock testing, a single tunnel was selected in pre- ference to two short tunnels and a connecting pipeline. The tunnel is hydraulically equivalent to a fully lined tunnel 1.83 m in diameter and 5 580 m long. The alignment diverged from a straight line so that the initial upstream section was almost normal to the contours which allowed for minimal support requirements in a weathered zone. Although steel and con- crete lining was needed at both ends, the main section of the tunnel was unlined except for a concrete floor. A sand and rock trap with a capacity of 46 m3 was constructed near the outlet portal to collect debris and sand down to a size of about 2 mm. Portal excavations were in highly to completely weathered rock which extended 56 m into the tunnel at the upstream end, and 18 m at the downstream end.
