This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau's environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

"""Pilot Plant Operations"" is a final-year core course given to the Metallurgy and Materials Science students at the University of Toronto. This course involves a laboratory study of an industrial project at an industrial site. Details of this program are discussed and reviewed after eight years of experience. IntroductionEducators in the field of Metallurgy and Materials Science have long agreed that ""hands-on"" experience is an important component in the education of metallurgical engineers. This philosophy is reflected in the undergraduate curricula of most metallurgical schools. The major problems encountered with laboratory-associated courses are the requirements for equipment, space and funds for both purchase and maintenance of equipment. For example, consider an exercise in crushing and grinding treatment in a mineral processing laboratory. Such operations require the handling of tons of material and often equipment of large size. The problems of storage of ore, methods of handling and maintenance of equipment are a few of the concerns facing the department. Considering that metallurgical departments at universities are, in general, relatively small, the support to purchase and maintain largescale equipment becomes an annual budgetary concern. In reality, universities today are not geared to operate mini-pilot plant equipment, either in terms of space or personnel.For the above reasons, in 1972an undergraduate core course called ""Pilot Plant Operations"" was introduced to the fourth year curriculum in Metallurgy and Materials Science at the University of Toronto. This course consists of I to 2 full weeks (8 hrs per day) of pilot plant laboratory study at an industrial site on a project of mutual interest with the industrial organization whose facility is being used. The first 5 years of the program were carried out at the pilot plant facility at the Ontario Research Foundation; Stelco's Research Centre in Burlington, Ontario, was used for the last 3 years. The nature of the projects undertaken during the 8-year period is shown in Table 1."

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

The first phase of an investigation of the chemical composition of subsurface water and the hydrochemical processes in and near the abandoned Nordic tailings at Elliot Lake, Ontario, was conducted in 1979. The Nordic area, which covers 85 hectares with an average thickness of 10 m and overlies deposits of permeable glaciofluvial sand, contains 15 million tonnes of tailings with 4-7% pyrite. Nests of standpipe piezometers installed at three locations on the tailings indicate that seepage through the tailings is predominantly downward. The water table in the tailings slopes from the north side of the tailings dam, where it is within a metre of surface to the south side near the tailings dam, where it is approximately 10 m below surface. When they were deposited during the period from 1957 to 1968, the tailings contained pore water at a pH of about 8 resulting from neutralization treatment in the mill. At the three piezometer nests, the pH increases from 3 near the water table to 7 near the bottom of the tailings. The pore water in the tailings is gradually becoming acidic because of oxidation of pyrite in the zone above the water table. The concentrations of Fe, Mn, Ni, Co, Zn and Pb are high in the shallow acidic zone and much lower in the deeper neutral zone. Concentrations of 226Ra range from 30 to 230 pCi/L. At the three sites concentrations of major ions in the permeable sand a short interval beneath the tailings indicate 226Ra presence of tailings seepage, but Ra concentrations are only 2 to 8 pCi/L. Greater downward penetration of 226Ra probably occurs in the area closer to the tailings dam. Monitoring of a network of multilevel bundle piezometers installed in permeable sand that extends southward from beneath the tailings indicates the occurrence of a plume of tailingsderived water containing high concentrations of Ca, Mg, Fe and S04 that extend 400 m downgradient from the tailings dam. The total dissolved solids decline from 20,000 at the dam to less than 500 mg/L at the identifiable downgradient periphery of the plume. A much smaller but distinct plume of water with high heavy metal concentrations and 226Ra in the range of 10 to 130 pCi/L extends from beneath the dam for a distance of 15 m. The pH of the groundwater in this heavy metal-radium plume is 4 to 5, whereas elsewhere in zone of groundwater with high dissolved solids, the pH is above 6. INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. Heavy metal contents in stream waters, sediments, and selected aquatic algae were determined for the upper Meramec River basin, Missouri, of 3905 km2 (1508 sq mi) area and site of the proposed and controversial Meramec dam and reservoir. Six distinct drainage areas within the basin are: (1) a lightly industrialized and farm area, (2) a primitive forested- ranch area, (3) an area which includes the Northern New Lead Belt, (4) the westward drainage of an old and extensive barite mining area, (5) the main trunk of the Meramec River, and (6) short north-divide tributaries of the Meramec River. Lower Paleozoic sediments rest nonconformably upon eroded and hilly Precambrian igneous basement. This locally rises as major inliers and also makes up the St. Francois Mountains to the east. Major lead, and lesser zinc, copper, cobalt, and nickel mineralization occurs in the buried Cambrian Bonneterre dolomite. Residual barite is present along the eastern fringe of the basin and is derived from the Potosi formation. Some 62 water samples, active stream sediments (AS), bank samples (BS), and 11 selected aquatic algae samples were collected in the various drainage areas and analyzed for copper, lead, zinc, cadmium, nickel, arsenic, and mercury contents. Heavy metals in water have a maximum range of 1-120 ppb (parts per billion), and this for zinc. The AS and BS sediments have orders of magnitude greater acid leachable metal contents in the -80 mesh fraction, with lead hawing the greatest range of 11-1028 ppm. Heavy metal content of stream-algae approaches that of the sediments in which they grow. Most anomalous heavy metal accumulations occur near mining and milling activities and in the streams draining such areas. Significant distortions of the primary dispersion pattern militate against geochemical exploration for hidden ore zones, but do demonstrate the mining, milling, and smelting activities of man, and sporadic mineral occurrences in younger horizons.

"A brief history of previous mining activity on Coal Mountain, near Corbin, British Columbia, is followed by a description of the steps leading up to the resumption of mining in /974 by Byron Creek Collieries. New developments, including a preparation plant, a rail spur and a totally enclosed facility, as well as operating techniques, are also discussed. IntroductionThe Corbin Mine of Byron Creek Collieries Limited is located in southeastern British Columbia, approximately 110 air miles southwest of Calgary (Fig. I), 15 miles south of Highway 3 via a newly constructed provincial road (Fig. 2). Development of the area began on July 30, 1905, when D.C. Corbin, a prominent businessman from the northwestern U.S., and his associate E.J . Robert s, first visited the site of Coal Mountain on horseback. Coal was in great demand by railways and other industrial users, so the Corbin Coal and Coke Co. , after acquiring 15,000 acres of land in the area , began to develop a mine.F.J. Roberts was responsible for the construction of the 14-mile rail spur, the Eastern British Columbia Railway, which joined the mine to the CPR main line at the McGillivray Loop. Rail access to the mine and its developing community, Corbin, B.C., was completed in September 1908, the same year that the first underground mine began production.The Corbin Coal and Coke Co. operated six mines on Coal Mountain (Fig. 3), and production from 1908 to 1930 inclusive totalled 2,337,800 tons. This production was allocated to the mines as shown in Table 1. No.3, 4 and 6 mines were operated intermittently from 1931 to 1935."

The Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environmental conflicts, impacts, and occupational hazards associated with mining and milling operations. Tailing and soil samples from New Mexico were evaluated for their potential to absorb radium and thorium from tailing liquors. Absorption ranged from 0 to 97 pct for radium and 0 to 60 pct for thorium. Some samples that readily absorbed radium were contacted with various salt solutions that could be present in tailing solutions to determine whether desorption would be a potential problem. The desorption of radium ranged from 0 to 75 pct. An alpha spectrometric method was used to determine the radium and thorium concentrations in the solutions and solids.

An analysis of low-voltage shielded trailing cables is performed to develop a method for calculating the differences in operating costs between shielded and non-shielded cables. Two types of shield constructions are considered (SH-C and SH-D) for the three major underground coal mining methods. Data from laboratory and in-mine testing are presented in addition to an analysis of safety benefits. Recommendations for further investigations are proposed. Example calculations with sensitivity analyses are presented. Recommendations for further investigation include costs impact considerations.

Uniaxial testing was performed on coal specimens to determine the time-dependent response. The testing was carried out on coal from six mine sites throughout the Western United States and Pennsylvania. Testing configurations were varied to allow analysis of moisture dependency, stress level and specimen orientation. Several theories were presented for the behavior of coal due to moisture diffusion. Experimental results showed the correlation between the theories and the actual material response. Coal deformation was found to be highly dependent on the moisture level of the testing environment. Moisture migration causes drying and shrinkage which lead to progressive degradation of the material. The coal tested experienced a rebound if saturated after a period of drying. This type of time-dependent behavior overshadows the dependence on the applied stress level, which, however, still produces a noticeable creep behavior. Analysis of one series of creep test results was performed. A relationship was developed on the basis of a simplified rheological model to describe the coal response to uniaxial stress. Previous empirical formulations in the form of power laws were compared and their deficiencies pointed out.

The two volumes of this report summarize the noise control work performed by BBN on a rail personnel carrier operated in coal mines. Volume I of the report - submitted November 1977 - describes the aboveground work performed to identify the noise sources, design, fabricate, and install the treatments, and evaluate the treatments through noise and vibration tests. The current volume (II)-describes the underground work conducted by BBN to determine the deterioration, if any, of the treatments when the vehicle is operated normally in a mine. There were no significant changes in the acoustical performance or mechanical integrity of the treatments at the end of a three-month period.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems in developing urban areas. Uncertain knowledge of abandoned coal mines also imposes potential hazards in coal excavation operations since water inundation or the release of methane gas is a pricnipal hazard when mine excavation operations break into an abandoned mine. U.S. Army requirements for an effective method for detecting and mapping subversive man-made tunnels have resulted in a surface-operated automatic earth resistivity survey system with a digital computer data processing system. Field tests aimed at demonstrating the system performance resulted in successful detection of tunnels having depth-to-diameter ratios up to 15 to 1. Under the sponsorship of the Bureau of Mines, a similar system was designed and constructed for use in the detection of coal mine workings. This report discusses the hardware and software aspects of the system and the application of the high-resolution earth resistivity method to the survey and mapping of abandoned coal mine workings. In the field tests reported, the targets of interest were both air-filled and water-filled workings.

The Bureau of Mines conducted a study in which the magnetic fraction of urban refuse was used as melting stock in the preparation of high-strength, low-alloy and carbon steel. Product steels, made from incinerated steel can scrap, nonincinerated-nondetinned steel can scrap, nonincinerated-detinned steel can scrap, and dilutions of these scraps with No. 1 heavy melting scrap, were used in continuing tests in industrial, rural, and marine environments to determine the effect of residual elements and atmospheric pollutants on their atmospheric corrosion resistance. The respective commercial steels were exposed at the same time to establish baseline corrosion data for the test sites. Weight-loss data are reported for atmospheric exposures of 0.5, 1.0, 1.5, and 3.8 years. The marine environment was the most corrosive; the industrial environment was the least corrosive. The atmospheric corrosion resistance of the carbon steel was improved 25 pct by using incinerated scrap and nonin-cinerated-nondetinned scrap in the steelmaking process. In no case was the atmospheric corrosion resistance of carbon steel degraded by using the magnetic fraction of urban refuse as melting stock. The presence of sulfur in the corrosion film was the most important factor affecting the corrosion resistance of the steels. With increasing sulfur concentration, the rate of the corrosion reaction was reduced and the corrosion film became more protective. The residual elements in the product steels most responsible for improving corrosion resistance were copper and tin. These elements tended to increase the concentration of sulfur in the corrosion film. At the levels present in the product steels, Cr, Ni, and Pb had no observable effect on the corrosion resistance of the steels.

Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. The U.S. Department of the Interior, Bureau of Mines, is doing research on methods to obtain premining information on problems such as detection of old mine workings, abandoned oil wells, channel sands, faults, and other geologic features that are undesirable from a production or safety aspect. Techniques being developed to acquire the necessary information include seismic and electromagnetic. The seismic methods include high-resolution seismic and acoustic methods applied from the surface and inseam channel waves applied under- ground. The electromagnetic, or radar, methods are applied from the surface, from boreholes, and from the working face underground. All of these methods are useful under certain site-specific conditions, but none of these methods is universally applicable for all mining conditions.

As we are all aware, the impacts of the 1977 Surface Mining Act and the implementing OSM Regulations require application of new, as well as existing, equipment and technologies. Our firm recently completed (June, 1979) a study for the Department of Energy titled "Analysis of the Impact of Public Law 95-87 on Mining Performance." The objective of the study was to analyze the impact of the Act and its regulations on mining performance in order to provide recommendations to alleviate the impacts identified, including identification of research needs. This paper presents some of the highlights of that report: projected cost increases; additional equipment needed for compliance; review of methods currently practiced or those which can be modified; and will focus particulary on equipment and technology applications.

"The modest thermal efficiency of the steam turbine cycle essentially determines the heat required and, therefore, the coal consumption and ash production of pulverized-coal-fired powerplants. This paper emphasizes how some properties of coal and its ash can crucially affect the operation of a steam generator and its flue gas cleaning equipment. A brief reference to some siting factors and economics reaffirms the all-pervasive influence of the properties of coal and ash and establishes the importance of a firm supply of cooling water. The economics of scale remains a compelling factor in selecting the size of units, despite disappointing performances by some of the larger units. Environmental considerations suggest that smaller units still have a role to play. IntroductionCoal fuelled one industrial and economic revolution, beginning two hundred year s ago . It was the precursor of competing fuels, notably natural gas, oil and uranium, which eclipsed it in terms of convenience and rate of growth.The turmoil that now exists because of rapidly dwindling supplies of no-longer-cheap oil and the concerns about nuclear energy-justified or unjustified-exacerbated by an operating incident at the Three Mile Island Nuclear Powerplant, prompt speculation for a resurgence of coal, especially where it cangenerate electricity to replace energy from imported oil.The world's reserves of coal are not inexhaustible, although they are ample for several decades. Of greater import is the fact that the world's coal reserve s are more widely distributed than its oil reserves, and they appear less convenient as instruments of economic and political persuasion by opportunist powers. The crux is whether or not the world will accept all that a massive, if temporary, return to coal implies.Combustion of pulverized coal in steam generators to pro duce electricity is a 50-year-old, well-understood technique; it is undergoing continuous refinement to meet evolving environmental and economic criteria and is not found wanting. It is certainly the only technique available and technologically advanced enough to replace oil immediately on a large scale. Although it may take a decade to bring a new coal-fired powerplant into service, this delay is a reflection on nontechnical and administrative processes. Capital and operating costs of coal-fired powerplants are significant and subject to inflation, but, because of the accumulated experience in this field, the ability to control costs is better than for those energy processes which are less mature or still in embryo form. More exotic, soft energy systems, touted as the panacea for world energy problems, have still to prove themselves on the scale they are needed and under the stringent climatic and operating conditions coal-fired powerplants have already mastered."
