Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

The function of a process mineralogist in the operation of a copper mine and plant is to assist in the identification and classification of the operation's main throughput. These include ore, concentrates, slag and matte, and to a lesser extent, refined products. In addition, a number of other products not normally thought of in association with mineralogy are examined. These include scales from submersible pumps, failed boiler tubes, acid plant, and shaft furnace; characterization of inclusions in failed compressor gear teeth as well as in copper rod; and flue dusts from a smelter, air transported particulates and coatings on passive copper anodes in the refinery. Techniques and equipment required for these studies include simple hand magnets to the high intensity Isodynamic separator, visual examination to electron microscopes, x-ray equipment, DTA, IR, heavy liquid separation, and contracted services of custom laboratories. Several examined products from Magma Copper Company have been selected to illustrate the range of techniques and equipment required by a process mineralogist.

INTRODUCTION The Washington Metropolitan Area Transit Authority's (WMATA's) rapid transit system, Metro, ultimately will comprise 162.5 km (101 miles) of line divided among 10 routes. As shown in Figure 1, about 24 km (15 miles) of the system will consist of mined rock tunnels distributed along the A, B, C and K Routes. The structural construction contracts for all of the A, C and K Route rock tunnels are complete and trains are running in about one-third of them. A contract for construction of rock tunnel section B-9, the southernmost third of the B Route, was awarded on June 27, 1980. The final design of Sections B-10 and B-lla, the remainder of the rock tunnel portions of the B Route and the Metro system, are well advanced and should be under con¬struction by 1982. Of Metro's 87 stations, 11 will have been constructed by mining in solid rock, a not inconsiderable achievement, since each structure must be over 183 m (600 feet) long, wide enough to accommodate two trains and one or two passenger platforms, and high enough to achieve a stable arching action without encumbering columns. With the passage of years, some original priorities have been reordered, and ways have been sought to streamline and simplify this most complex of Metro structures without grossly violating the architectural standards that make it unique. This paper will summarize that search, and describe the design and construction aspects of the resulting product, the dual chamber rock tunnel station.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

With the ever increasing consumption of mineral commodities, the vital question is not whether sufficient mineral quantities will be available, but rather can the known existing low grade resources be mined economically. Conventional conveyor systems are being used in some open pit mines to decrease haulage costs. n an effort, to take this concept one stop further, this contract study examines the use of a high angle conveying system in an open pit mine. It identifies available high angle conveying equipment and examines the haulage and crushing costs associated with both a conventional truck and shovel mining operation and a high angle conveyor operation. These costs analyses were performed on a hypothetical copper, taconite and phosphate mine. Information was gathered from a series of high angle conveying equipment and open pit mining operations in the U.S. Volume I includes a detailed review of the state-of-the-art in high angle conveying concepts, the, hypothetical mine development, and the cost analyses. Volume II includes the appendices.

An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. This report assesses the expected detectability, on the surface above mines, of electromagnetic signals produced in the frequency band of 630 to 3030 Hz by a rescue transmitter activated by miners trapped underground. This assessment is based on a statistical analysis of experimental signal and noise data taken at a representative sample of coal mine sites well distributed over the United States underground coal fields. Regression analyses are performed to characterize the signal transmission behavior of overburdens as a function of depth and frequency. The predicted signal behavior is then combined with experimentally based distributions of the background noise, and aural detection characteristics of signals in noise, to generate curves of the expected probability of detection for trapped miner signals versus overburden depth and operating frequency. The implications of these results, and associated recommendations, are presented regarding the detectability of trapped miners, sensitivity analyses and confirmatory tests, and operational utilization considerations for the trapped miners and the search and rescue team on the surface.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. The objective of this project was to develop technical data and evaluate performance and utility of leaky feeder communications systems currently used in North American underground mines. The desired information was obtained principally through on-site surveys. Altogether, six of the seven mining companies known to be using leaky feeder communications were visited. This report covers the findings of these surveys. In addition, the report provides a brief background summary of mine communications, a technical discussion of leaky feeder systems, and conclusions and recommendations based on the results of the survey.

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights.
