"There has been considerable output over the last three decades from the social sciences concerning man and his working environment. In the mining industry at large, however, authoritarian, hierarchical control systems remain the norm, and it can be argued that something less than optimum effectiveness in terms of both productivity and worker satisfaction has resulted.Recently (/975), Campbell Chibougamau Mines Ltd. devised a most interesting organization and incentive system that links the underground production of a standard ton of mined output at controlled grade to an incentive payment scheme. A parallel scheme in the mill complex is based on maximizing recovery of copper and gold from available feed. A key part of both minsystems is the formation of groups who have considerable autonomy, particularly when compared to the still prevalent traditional mining industry relationships between the worker and supervisory levels.This paper traces the development of Campbell Chibougamau's system . Attention is drawn to qualitative and quantitative measures of the success of the method through the commentary of those miners involved in the scheme, and by reference to the favourable records on productivity, absenteeism, safety, turnover and grievance activity.IntroductionPyramidal or hierarchical management control systems, coupled to piece-work incentive schemes, predominate throughout Canada's underground mining industry. Although specific details of such systems vary from site to site, they , are generally understood and accepted as fact by the majority of the work force.Normally, a front-line supervisor (shift boss) directs a number of workmen and assigns them to tasks and working locations commensurate with their abilities, knowledge, training and skills. This front -line supervisor may direct or supervise from as few as 12 to as many as 75 or more workmen. He issues orders according to his assigned production objectives and ensures that these directions are fulfilled in accordance with standard mine practice . Several shift bosses are usually directed by a mine foreman or mine captain. The mine captains report to a general foreman or directly to the mine superintendent or his assistant, depending on the size and scope of the operation."

Because the federal government owns and controls nearly 80% of the most valuable oil shale reserves in the West, it is inevitable that federal leasing and siting will play a prominent role in development of an oil shale industry during the 1980s. Also, because of recent enactment of the Synthetic Fuels Corp. authorizing up to $88 billion in loan and price guarantees-federal financing will provide the critical incentive to permit private investment in a still infant industry.

The object of crushing and grinding for leaching is obviously to permit contact of the solvent and mineral and subsequent removal of pregnant solution in a reasonable time. Heap leaching is the leaching of ores that have been mined and transported to prepared, relatively impervious pads for leaching by sprinkling or ponding, and percolation of the lixiviate through the ore. Dump leaching is the leaching of dumps or low-grade ore or overburden without the use of prepared pads under them. Run-of-mine material, e. g., low -grade ore from open pit stripping operations, may be leached without crushing, and a fairly high recovery made by heap leaching. An alternate method for better grade gold/silver ores is to crush to 9 to 13 mm (318 to112 in. ) size for pad heap leaching, as used by Smoky Valley Mining Company at Round Mountain, Nevada, on gold ore, and to 38 rnrn (1 -1 12 in.), which will be done by Candelaria Partners, at Candelaria, Nevada, on silver ore. Heap leaching of copper probably began at Rio Tinto, Spain, about the year 1752. This was done by the leaching of weathering piles of ore in the open air followed by iron cementation of the liquor that drained off the heaps. Its application to the low -grade southwestern United States copper ores was overlooked for many years, and low- grade ores from Sacramento Hill at Bisbee, Arizona, were the first to be heap leached in 1923. Site preparation used a half century ago is the same today. "The need for some form of waterproofing of the pad was evident. Before leaching ore was piled, the site was cleared of cactus and brush. After clearing a gentle sloping area, it was then covered with a blanket of rolled and tamped clay or slime tailing. When heaps are built, a layer of coarse fragments may be put down first to assist drainage. A second method of leaching without grinding, usually for higher grade ores, is by vat or tank leaching of material crushed to 9 to 13 mm (318 to 112 in.) size. Such a plant is considerably more expensive than a heap leaching installation but much less costly than grinding for agitation leaching, and a recovery higher than that obtained by heap leaching is to be expected. Vat leaching has been widely used by the copper industry on higher grade copper ores but has been used in only a few small operations on that size gold or silver ores. However, such a plant should be considered for a modest tonnage of a few million tons, 3 to 7 g per mt (0.10 to 0.20 oz per st), of Carlin-type leachable ores crushed to 9 mm (318 in.).

I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

The Empire Mine initiated production in 1963. Since then the unit operations of drilling and blasting have evolved continually in order to meet the increased mining requirements demanded by plant expansions in 1968, 1973 and 1980. Additionally, advance mine planning has become an integral part of proper pit development and is necessary to insure uniform blending of the distinct ore horizons contained within the mine area. Blasting practices have been modified to facilitate the autogenous grinding system utilized at Empire and pioneered in the Iron Ore Industry. Technical innovations in the explosives industry, as well as, progress regarding on site blast engineering methods have substantially increased the use of ammonium nitrate explosives and helped to establish efficient charging procedures. In addition, the recent introduction and use of ammonium nitrate fueled with nitropropane and methanol indicates that it is a viable substitute for aluminized ANFO.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The Bureau of Mines study indicates that land utilized by the mining industry for mineral extraction and processing from 1930 through 1980 amounted to 5.7 million acres, or 0.25 percent of the land mass in the United States. Land reclaimed by the industry during the same period was 2.7 million acres, or 47 percent of the land utilized. Land use by the mining industry includes surface land used for excavation or mining, for waste from underground mining, and for wastes from milling or processing operations. Data on land use for disposal of overburden waste from surface coal mines and on areas affected by subsidence associated with underground mining are included for the period 1930-71 only. The 10 leading States in total land used for mining over the 51-year period were, in decreasing order, Pennsylvania, Kentucky, Ohio, Illinois, West Virginia, Florida, Indiana, California, Alabama, and Missouri. Seven mineral commodities accounting for 92 percent of land use are, in decreasing order, bituminous coal, sand and gravel, stone, phosphate rock, clay, copper, and iron ore, all predominately surface mined. Bituminous coal production was responsible for nearly half of the total area utilized. Reclamation of mined lands and waste disposal sites over the reporting period was largely on lands utilized in mining bituminous coal; 75 percent of the land used for bituminous coal production was reclaimed.

This is not a conventional professional paper. It deals mostly with personal experiences. These concern a background in applied mineralogy. Your committee asked me to do this. I accepted with a California enthusiasm which has since diminished with the approach of a Chicago winter. Nevertheless, I wish to thank your committee and also to apologize in advance for omissions and inadequate statements, as such a paper must possess. My introduction to applied mineralogy took place in 1922 at Stanford University. Physicists had recently demonstrated that crystalline powders would reflect x-rays in a systematic manner. Professor A.F. Rogers sug¬gested that significant x-ray reflections might be obtained from powdered opaque minerals. With the aid of Professor D.L. Webster in the Physics Department, I constructed an x-ray diffraction outfit. It was a crude affair, but it worked. Starting with 1924, we secured recognizable patterns of a goodly number of ore minerals (1,2,3). Today x-ray diffraction outfits are common, and a card system of mineral identification is constantly used.

The following chapters are divided into three major research tasks: Continuous Safety Monitoring Systems, Battery and Battery-charging Safety, and Mine Power System Transients. The monitoring chapter discusses the prediction of power-system failures. The battery chapter details work on battery-box stresses, battery chargers, and the elimination of electrocutions. The final chapter covers transient instrumentation, distribution transients sources and suppression, and utilization transients on mine power systems.

This paper presents numerical and experimen¬tal results dealing with the application of ferric ion oxidation of uranium in acidic media. Conclusions are derived from matching numerical results to experimental data taken on one-dimensional laboratory leaches using ore from a South Texas Coastal plain deposit. Since the numerical results can be made quite general, we are able to extract and quantify the effects of oxidant concentration, flow velocity, mass transfer, chemical kinetics, and competitive oxidant consumers (pyrite and molybdenite) on the experimental results. Our results suggest that the leaching of uranium is a mass transfer controlled while that of pyrite is kinetically controlled.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. The use of solid state track deters allows totally passive, integrating measurements of 222Rn (radon) or of 220Rn (thoron) plus radon. A track-detecting solid is placed in a holder that is closed by a selective membrane and exposed to the atmosphere of interest to produce an accurately time-averaged record over times of interest that range typically from a week to a year. By selection of the proper membranes, dosimetry can be done for radon or for the sum of radon and thoron. A different membrane is appropriate for measuring radon under humid conditions such as are found in the ground. Large numbers of measurements have been made with these systems both in the ground, where radon levels are high, and in indoor environments, where levels are orders of magnitude less. Calibrations have been carried out at both high and low concentrations of radon. New results in the air at the site of the Shirley Basin mine and mill give reproducible results with month-long integrating periods. The off-site background levels are in the range 0.7 to 1.0 pCi/l (26-37 Bq/m3). The average yearlong on-site level is 1.5 pCi/l (56 Bq/m3); at the mill it is 2.6 pCi/l (96 Bq/m3); and the level measured at the backhoe in the open pit mine is 3.9 pCi/l (144 Bq/m3). The region of significantly elevated radon levels is confined to a radius of 1.6 km of the mine and mill. All of the on-site radon concentrations are less than but comparable to the typical values found in the living areas of modern energy-efficient homes.

The character of phosphorous-bearing minerals in the Birmingham red Iron ores and iron-bearing minerals in the Eufaula bauxite deposits in Alabama has been Intensively studied by petrographic, ore microscopic, luminescent microscopic, scanning electron microscopic, electron microprobe, and x-ray diffraction techniques. A total of 15 types of phosphorous-bearing mineral grains have been recognized in Birmingham iron ores by their characteristic sizes, shapes, and distributions. Size measurements, modal analyses, and texture analyses have permitted an estimate of potential liberation of phosphorous from the iron ores by beneficiation to be 27% In areas of previous mining and 60% in areas of current iron reserves. Fine grinding, selective flocculation, and flotation may constitute the best beneficiation technique for future research. Hematite and goethite are the most important iron minerals in Eufaula ferruginous bauxites, but pyrite, marcasite, and siderite are Important iron minerals in some varieties of ferruginous bauxite, and lepidocrocite and ilmenite occur locally in minor quantities. Although simple screening will remove the coarsest iron-bearing grains, research on the utilization of high gradient magnetic separation to reduce the amounts of iron-bearing grains is recommended.

In order to better understand the relation- ship of underground and surface oil shale processing systems, a block flow chart is presented in Fig. I. From this figure only modified in-situ and Room and Pillar underground mining are currently committed and into the Detailed Design and Construction phases. Figure II illustrates the times required (Federal land site) to bring oil shale operation into production. As this example shows, only those companies having progressed beyond the exploration stage have a chance to obtain oil shale production within the next 10 years. A more detailed breakdown of the oil shale development for those on private lands or having already obtained Federal lease lands is shown in Fig. III for shale oil development (without major regulatory changes).

Ladies and geltlemen, it is indeed a privilege and a pleasure to be here in Denver with you. I want you to know too I'm not a stranger out here. Golden, Colorado is the headquarters of A. T. Massey Coal Company's Western Division, headed by Vice President, Gregory H. Hoyl. I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. Although a regulation is in force that all water used underground shall be free of bacterial contamination, in practice it is often very difficult to accomplish this. The standard method of disinfection m South African mines IS treatment with calcium hypochlorite, although liquid sodium hypochlorite is used at a few sites. Primarily because the process depends on human control for the addition of the hypochlorite and the regulation of its now, it is frequently found difficult to disinfect mine water adequately and continuously. In many marine environments, chlorine generated by the electrolysis of seawater in its passage through an electric cell is used for disinfection. The generation procedure is continuous and needs no human control except for occasional checking of the equipment. This paper describes the successful implementation of the process, suitably .modified, .at four underground sites. After severe scaling problems had been overcome, a procedure resulted that chlorinates considerably more effectively than the previous system (dosing with calcium hypochlorite), and that has a lower amortized operating cost.

Hydraulic slurrying and pumpability characteristics of phosphate matrix (ore) have not been quantitatively defined. An elemental triangular diagram analysis of rock/sediment texture is used to classify the nature of the ore; then related to empirical field data of hydraulic pressureand production yardage ratios. This experiment is applied as a geotechnical tool to provide empirical data of ore slurry and pumpability characteristics as key considerations in the design of slurry pipeline systems. A real texture variability maps are developed on a section of land to assist mine engineering planning.

Pyrometasomatic zones are a type of replacement deposit, normally in a carbonate rock unit, which consists of a zoned, coarse-grained, generally iron-rich mixture of calcium and magnesium silicates. These zones or rock masses are also called ?skarn,? and ?tactite?. They are formed as a result of the interaction of a shallow intrusion of magma with a carbonate or calcareous host rock and are considered to be of hydrothermal origin. Three environments of pyrometasomatic deposits are depicted in Figure 1. Of course, the interaction takes place at high temperatures. Pyrometasomatic zones are categorized as calcic or magnesian, depending on whether the intrusive interacts with a limestone or a dolomite. Common pyrometasomatic zone minerals are garnet, epidote, quartz, calcite, wollastonite, actinolite, hedenbergite and diopside. Pyrometasomatic zones are of considerable economic importance because they contain ore deposits of tungsten, molybdenum, copper, lead, zinc and iron. According to Rose and Burt (1979), the chronological sequence in the formation of a ?typical? pyrometasomatic deposit is as follows: 1. Shallow intrusion of magma at 900-700°C into carbonate sediments.

The energy situation the world faced during the decade of the Seventies resulted in actions throughout the free world to reduce its dependence on OPEC oil. Many nations heeded the indicators early in that decade and commenced efforts to reduce their oil requirements. Those nations which did not heed these warnings had the message brought to them more emphatically in the last portion of the decade with the further rapid and continuing rise in prices of OPEC oil. Furthermore, the demonstrated unstable nature of large oil-producing countries has made it clear to all free world nations that their energy demands of the future must be provided for by some more stable and assured supply. Now, early in the decade of the Eighties, we see the need for expanded use of coal as an energy supply to be essential. The result in 1980 and 1981 has been a great increase in demand for steam coal worldwide. In essence, a new business for the United States has developed in steam coal export. In the United States, the large growth in foreign demand for our steam coal is now well recognized and documented. A major impediment in meeting this growing demand became abundantly clear in 1980. This impediment is the congestion existing at U.S. coal export ports. With the recognition of this constraint, a plethora of activity has been observed in announcements for alleviating the problem by improving and expanding current export port facilities. In addition to improvement and expansion, an abundance of totally new facilities has been announced in an effort to find ways to meet this large demand in the new business of steam coal export. This is needed; and hopefully, many of these plans will be translated into action. While total implementation of all stated plans is not expected, much of the implementation depends upon large- scale dredging, large waterside ground storage sites, and improved handling equipments in the conventional type of export ports. The time and capital required for implementation is great, and environmental problems associated with dredging are substantial. Host significantly, and unfortunately, implementation that does include dredging our ports will still not permit use of the truly large colliers of 140,000 DWT and greater, which are evolving as the "state of the art" in long-distance sea transport.
