This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

INTRODUCTION The application of oil field technology to large diameter hole drilling is beginning to offer a cost effective alternative to conventional shaft sinking methods. The drilling of ventilation and small production shafts are, of course, not new. The major constraint to the drilling of large diameter production shafts has been the inability to drill holes large enough and straight enough to install and operate relatively high volume hoisting equipment. This paper discusses recent advancements in drilling technology as applied specifically to large diameter holes for use in the mining industry. The paper emphasizes the geotechnical and hydrologic considerations in assessing site conditions and their application to drilled shaft technology. The authors worked together on a recent feasibility study for a 6 m (20 ft.) diameter 975 m (3,200 ft.) drilled shaft in New Mexico. Their individual experience in drilling and geotechnical investigations related to shaft sinking is world wide. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Although the economically important uranium minerals are difficult to recognize under the ore microscope, they can be identified by a combination of qualitative and quantitative techniques. Useful quantitative techniques include indentation hardness, percent reflectance, spectral reflectance curves, and color coordinates. The latter two properties are especially distinctive for the primary urahlferous minerals uraninite, coffinite, brannerlte, and davidite. Together with the quantitative properties of indentation hardness and reflectance, the character and color of internal reflections are distinctive for many of the secondary uranium minerals. Ore microscopic techniques also provide an excellent means for determining the intergrowths of these minerals with other ore and gangue minerals. Such intergrowths are important to an understanding of the genesis of uranium deposits, and they may be important to uranium extractions.

An environmental monitoring program was established to assess the baseline of parameters which may be impacted by a research and development hydraulic borehole mining operation. During the baseline program, two aquifers were identified at the borehole site with the overlying sand aquifer being distinct from the ore sand aquifer on the basis of radiological parameters. The direction of flow of groundwater was determined to be north 19° west at a rate of 1.82 feet per year. Tests to determine the effect of backfilling the boreholes indicated that using overburden from the open pit mining operation would not significantly increase the radiological consti¬tuents of the ore sand aquifer. Mining measurements of the- radon flux from the borehole indicated that the actual release rate of 0.035 pCi/sec was several orders of magnitude less than the calculated estimate by the Environmental Protection Agency. Finally, a gamma survey conducted at the site indicated that the terrestrial component of background radiation was consistent with that in areas near uranium deposits. The methodology used as well as the supporting data are given in this report.

This program was initiated by USBM to quantify the respirable dust problem caused by the use .of roadheaders in underground metal/nonmetal mines with special emphasis on this problem in uranium mines. The contract called for the development of methods or equipment to alleviate the respirable dust and to implement the solution in a mine. Attempts to quantify the dust problem were made in the following way: survey of MSHA records, survey of state mine enforcement agencies, survey of mine records, dust measurements taken at two mines using roadheaders. The results of this study are not conclusive due to very limited and sometimes less than useful data; however, the study does indicate that a serious dust problem could and may exist. If and when roadheader use becomes more popular, it is almost certain that development of dust control procedures and equipment will be necessary. This contract was concluded without developing this equipment since only one roadheader is currently in use in an American uranium mine and the mine prefers not to participate in the program at this time. This report discusses the available data concerning respirable dust problems and presents a solution which can potentially help to solve the problem. The solution requires the use of blowing ventilation, on-board dust extraction at the source, and filtration, as well as continued use of water sprays. The on-site tuning of such a system is necessary to demonstrate the degree of improvement possible.

New Copper Deposit in Chile. - The recent copper discovery in Chile, made jointly by U.S.-owned Empresa Minera Utah de Chile, Inc., and Getty Mining Chile), Inc., awaits the passage of Chilean legislation which is expected to govern the terms of new foreign investment in the country's mining sector. Named La Escondida, the discovery is reported to have the potential for producing 100,000 tons of refined copper per year. This compares with Chile's total refined primary copper production in 1980 of 811,000 metric tons, and to U.S. refined primary production in 1980 of 1,122,000 metric tons derived from domestic material, and 89,000 metric tons from foreign material. U.S. Firms Buy Chilean Properties. - A bid of $18.1 million, made jointly by Chevron and St. Joe Minerals Corp., won over competing bids for the purchase of the Libra and Mena gold-silver-copper deposits in northern Chile. Chevron is the lead partner and owns 70% of the venture. The two properties purchased have not been developed to any significant extent. They are located near St. Joe's El Indio gold-silver-copper mine. The venture is also looking at the possible purchase of two other mines in the area.

As part of the Bureau of Mines effort to establish a comprehensive subsidence data base for subsidence technology development, subsidence and related data are being compiled for various mining, geological, and environmental situations. This publication presents data for two longwall mining operations in the Northern Appalachian Coal Region. Vertical displacements and relative face positions are tabulated for 104 subsidence monuments. Brief physiographic and geological descriptions of the mining sites are presented along with a general account of the mining and subsidence monitoring methods.

A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

Personnel at the Jet Propulsion Laboratory (JPL) are studying the technology and applications of salt-gradient solar ponds (see below) for both electrical and thermal energy generation. The brine extraction and processing site operated by the Kerr-McGee Corporation at Searles Lake, California, offers ideal conditions for economic construction of solar ponds. Furthermore, since rising conventional energy costs adversely affect the economic recovery of brine by the present process, this site was selected for a study on the feasibility of integrating the solution mining of trona (Na2CO3?NaHCO3?2H20) in the lower salt with solar ponds for heating. The major emphasis of this study was to determine whether inexpensive thermal energy available at the brine extraction site would be useful in extracting increased mineral value from the resource. The present operation, which involves the simple extraction of the complex brine and its processing at the adjacent plant, is sometimes referred to as solution mining. Since the concept discussed in this paper involves injecting a heated sodium sulfate brine to dissolve carbonate underground, the proposed scheme is referred to as "enhanced" solution mining. An integral part of site investigations for shafts and underground workings should be hydrogeologic evaluations of the need for and method of ground-water control. Such investigations should include: 1. Classification of the problem by aquifer type. 2. Integration of other site investigations with hydrogeologic programs, including assessment of the need for water control. 3. Planning and conduct of aquifer tests tailored to the aquifer situation. 4. Evaluation of pumping requirements to achieve water control objectives. 5. Scheduling of dewatering for optimum results and costs. 6. Evaluation of environmental impacts of pumpage and water discharge. 7. Planning of operational monitoring for program modification and liability limitation. Early hydrogeologic involvement can result in avoiding unnecessary duplication in site investigations.

As part of its goal to minimize the requirements for critical materials, the Federal Bureau of Mines has investigated the consolidation of an iron-base superalloy (20 pct Cr, 5 pct each Ni and Mn, 1 pct each C, W, Mo, and Cb, and the balance Fe) and its modifications by powder metallurgy (P/M) techniques. Vacuum-atomized, prealloyed powder was used. Consolidation was by sintering of cold-pressed alloy powder, or by forging plus rolling or extrusion of canned powder. Several commercial lubricants were evaluated in the pressing operation. At 50-tsi compacting pressure with up to 3 wt-pct lubricant, green strengths did not exceed 1,000 psi. Powder sintered just below the solidus temperature attained a tensile strength of 69,000 psi and 4 pct elongation. Liquid-phase sintering produced higher densities, lower tensile strengths, and nil ductility. Canned powder was forged and rolled at 1,200° C, yielding a 100-hr rup¬ture strength of 9,800 psi at 815° C and a room-temperature tensile strength of >130,000 psi at 6 pct elongation. Heat treatment of modified P/M iron-base alloy containing 0.63 pct C resulted in a 100-hr rupture strength of 17,000 psi. Oxidation resistance at 805° to 815° C of the forged and rolled P/M iron-base alloy was similar to that of the cast iron-base alloy and supe¬rior to conventional stainless steels.

The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.

The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. The deep waters in the solar pond reach high temperatures, up to and even above the boiling point of pure water.

The Electric Power Research Institute (EPRI) is sponsoring the construction and operation of a coal cleaning test facility at Homer City, Pennsylvania. The facility represents a major investment by the electric utility industry to advance the state of the art of conventional coal cleaning technology. The facility is unique in design and can process large quantities of coal in conventional flowsheet configurations, simulate full size plant conditions, and perform open and closed loop performance testing on conventional and advanced coal cleaning equipment. Computer operation will also be demonstrated. The facility objectives, initial complement, and operating plane are discussed as they relate to other coal cleaning projects at EPRI.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

The Ortiz Mine is operated by Gold Fields Mining Corporation, a subsidiary of Consolidated Gold Fields Ltd., one of the world's major gold producers. The Ortiz Mine is Gold Fields only heap leaching facility as well as being their first operating mine in the U.S.A. The hydrometallurgical processes utilized for recovery of gold and silver at Ortiz are discussed along with the several practical changes in operation adopted since start-up. Included are heap leaching by cyanidation, concentration of values on activated carbon, desorption, and the final electrowinning steps prior to shipment. Construction costs and pertinent technical data are shown.
