THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

Material characterisation, ore sequencing and process capability are commonly regarded as the key parameters to consider in designing and operating an effective pit to plant supply chain. Therefore, an understanding of rock mass properties is the starting point for controlling the presentation of problematic material to the ore handling plant and optimising process utilisation. There are different methodologies for characterising problematic material and ore handleability which exist across a spectrum of sophistication. At one end of this spectrum are simple indices built using first principles geology and at the other are complex algorithms developed using advanced analytical methods, machine learning and ore traceability. Regardless of the method, without an integrated process for careful management of problematic ore, material handling delays (ie blocked, bridged, blinded and buried events) will interrupt the stable flow of production. The ability of the ore control geologist to mitigate these delays is central to the ore handleability challenge. This paper describes a quick and easy solution that links the presentation of ore to the operating window at the crusher. This operating window is based on material characterisation, using the physical, textural and mechanical properties of the rock mass, and crusher performance. It also describes how a basic problematic ore index (POI) can be developed using ore tracking to the production face, petrographic studies of ore texture and mineralogy, and existing variables in the geological model. Finally, this paper will demonstrate that by coding the POI into the geological model for mine planning, together with performance monitoring through compliance to plan routines, material handling delays at the crusher can be reduced, unlocking significant resource value.

The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. A geotechnical monitoring program has been implemented at Energy West Mining Company for enhancing site-specific evaluation of longwall stress conditions. This program consists of underground measurements at five locations in two neighboring mining districts located in the Hiawatha and Blind Canyon Coal Seams under moderate to deep cover. Within the last five years, additional measurements, including data on recorded seismic events and face conditions, have been incorporated into the data collection program together with detailed geologic mapping of longwall gateroads. In conjunction with the measurement program, the authors have completed detailed boundary-element stress analyses of the mine plans. Models have been calibrated using the data from in-mine instrumentations and then routinely used for evaluation of mine plans at depths approaching 2,600-ft. The work has improved our understanding of load transfer, seismicity and yield pillar performance. It has identified areas of potential increased stress levels at certain longwall face positions and provided guidance to measures that could be considered to mitigate the potential for these increased stress levels.

A Deep Geologic Repository (DGR) for Low and Intermediate Level radioactive waste has been proposed by Ontario Power Generation for the Bruce Nuclear site in Ontario, Canada. The DGR is to be constructed at a depth of about 680m below ground surface within the argillaceous Ordovician limestone of the Cobourg Formation. The objective of this paper is to apply paleoclimate boundary conditions to a regional-scale groundwater flow model for the DGR site and to describe the influence of glacial loading and unloading on flow system evolution using the FRAC3DVS-OPG flow and transport model. The regional-scale domain encompasses an area of 18,775km2 extending from Lake Huron to Georgian Bay in southwestern Ontario, Canada. From a hydrogeologic perspective, the domain can be subdivided into a shallow zone, an intermediate zone, and a deep zone comprised of the low-permeability units of Ordovician and the more permeable Cambrian where present. The deep groundwater zone is characterized by units containing stagnant water having high concentrations of total dissolved solids (TDS) that can exceed 300g=L. The high TDS values at depth require density-dependent coupled flow and transport calculations within FRAC3DVS-OPG. The computational sequence involves the calculation of steady-state density independent flow that is used as the initial condition for the determination of pseudo-equilibrium for a density-dependent flow system that has an initial TDS distribution. The 1,000,000 year pseudo-equilibrium heads and brine concentrations are used as the initial condition for the paleoclimate simulations. Over the past 900,000 years, the Canadian Shield has experienced approximately nine episodes of complete glaciation. During the glaciation cycles, the entire Canadian land mass has been covered by a series of continental ice-sheets whose maximum thickness reached 4 km and whose southern extents reached, in some cases, beyond the present-day Canada-U.S. border. The glaciation phase of a single glaciation-deglaciation episode is typically 90,000 years in duration, while the deglaciation portion proceeds relatively rapidly and has an average duration of approximately 10,000 years. Output from the University of Toronto Glacial Systems Model, a continental scale North American glacial reconstruction of the most recent 120,000 year glaciation event developed by W. R. Peltier, is used to supply the paleoclimate boundary conditions used in this paper. Permeabilty reductions due to the presence of permafrost are also considered in the paleoclimate simulations. This paper will demonstrate that the choice of rock properties can significantly affect residual pore water pressures within the rock matrix, as well as the migration of glacial meltwater.

The authors were retained by a proposed underground metals mine operation to evaluate the potential blast vibration amplitudes that could be generated at surface structures above the proposed mine. Literature reviews of published blasting documentation gave little information, data, or models on surface blast vibrations produced by underground mines. At the client’s request, the authors contacted a number of underground mining operations to evaluate interest in sharing blast vibration data with the authors so that the authors could develop an underground-to-surface blast vibration regression equation.

"At the regrind or secondary grinding stages of metal ores, usually the concern about the energy efficiency is extremely important. In general, the specific energy consumption at this stage is higher than in the primary stages of grinding. In addition, it has been observed a tendency of finer grinding in the new projects of metallic ores, due to the finer mineral liberation, which leads to an increasing capital and operational costs. In Brazil, during the last 10 years, regrind P80 sizes of approximately 40 to 20 ?m have been necessary in all new iron and copper plants. The use of conventional ball mills, adequate for primary grinding, can result in low energy efficiency with products below a P80 of 50 ?m. This paper presents an overview of the regrind circuits in Brazil that operate with vertical mills and the results of industrial surveys at selected vertical mill circuits. Where possible, comparison is made between the plant results and the design criteria and laboratory regrind tests used for the mill sizing."

"In 2010, two McLanahan RSS14×50 scrubber screens were installed at Fortescue Metals Group’s (Fortescue) Christmas Creek site. By 2015, the trommel (screen) section had effectively reached the end of their serviceable life. This was determined by regular measurement of structural components over the previous 18 months that tracked wear life. At the same time, numerous trials and optimisations had taken place on screen panel design and material composition. During 2015, a new set of trommels were designed, manufactured and installed that incorporated many new features: increased open area to facilitate high throughput, improved wear protection for structural members, simplified trommel panels and realigned discharge ports to reduce wear on exit. Numerous other upgrades have taken place on the drive system, feed chutes, liner and weir configurations and park brake, to name a few. This paper will highlight how regular measurement drove design changes and how the site and the original equipment manufacturer (OEM) managed a replacement program that has delivered improved performance.Citation:Wilson, R, Luke, S, Freeburn, B and Williams, R, 2016. Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. Regulations are needed to keep construction vibrations in tolerable limits. The existing regulations were developed for low-rise residential structures, but they are incorrectly used for different super and underground structures. The existing regulations cannot prevent most of harmful vibration effects on sensitive devices, people and structures from construction and industrial vibration sources. It is important to determine the areas of application of the existing regulations and bring attention to the necessity of measurement of the structural responses for assessment of vibration effects on structures. For multi-story residential, commercial and industrial buildings, the frequency-independent safe limit of 51 mm/s (2 in./s) can be chosen for the peak particle velocity of structural, not ground, vibrations. Specifications for construction operations with dynamic sources have to consider specifics of each construction site. Preventive measures can be used to mitigate harmful vibration effects on various structures and settlements in sand and clay soils.

As per the current conceptual design presented by the Department of Energy, the exploratory shaft facility (ESF) becomes a part of the repository if the Yucca Mountain site is found suitable for repository development. Therefore, the design of the ESF should be compatible with the performance requirements for the repository. The construction methods selected should limit to the extent practical, the degree and the extent of damage to the surrounding rock mass. The ESF construction and operation should be compatible with the site data gathering activities, such as geological, thermomechanical, hydrological and geochemical testing.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

Environmental regulations concerning the processing of gold ores and the treatment and disposal of spent process solutions range from rigid standards in some locations to site specific options in several other jurisdictions. This paper examines the regulations and policies in two North American jurisdictions. Emphasis will be placed on the mill process and waste stream treatment and disposal, and implications for environmental impacts. Case examples of mine licence requirements will be discussed, with brief descriptions of individual treatment and disposal systems. Policies and environ- mental regulations within each jurisdiction will be examined in terms of potential environmental protection.

Primary steel manufacturers using electric arc furnaces generate one of the largest hazardous waste streams nationwide. The waste stream, known as electric arc furnace dust, is a listed hazardous waste with the designation K061. Oregon Steel Mills, Inc., (OSM) of Portland, Oregon, has implemented a process known as Glassificationn, which uses KO61 as an ingredient in an onsite recycling process. Because OSM was able to demonstrate that the Glassificationm recycling process beneficially uses all toxic constituents in the electric arc furnace dust and that the recycling process produces marketable products, the process is not subject to Resource Conservation and Recovery Act (RCRA) permit requirements. The marketable products manufactured using Glassificationn include roofing granules, ceramic glazes and colorants, abrasive blasting media and, more recently, synthetic slag fluidizers. The purpose of this paper is to identify the regulatory issues for recycling hazardous waste and demonstrate that OSM glass frit is effective as a slag fluidizer in primary steel manufacturing.

Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines.
