Magnesium International Limited (MIL) has broken new ground in their desire to integrate their mineral development activities in the Southern Flinders Ranges of South Australia in to the communities of the region, despite there being no statutory requirement to do so. In their efforts to define a magnesite resource adjacent to the proposed site for a magnesium metal processing facility, MIL opened their exploration program up for public consultation. In conjunction with the Port Pirie Regional Development Board (PPRDB), a community group was formed to review the impact of exploration and mining on the ecologically sensitive Southern Flinders region. This voluntary move towards full community consultation for mineral exploration was a first in South Australia and probably in Australia. The Community Focus Group (CFG) worked closely with MIL, Primary Industries and Resources of South Australia (PIRSA) and the Department for Environment and Heritage (DEH) in the development of an exploration program and Declaration of Environmental Factors (DEF) acceptable to all stakeholders. Collaboratively, the community concerns were discussed and addressed, with the community gaining a very comprehensive understanding of the exploration process and possible future mine development. A balance of social, environmental and economic factors was developed that was accepted by all parties and encapsulated in the final DEF for approval by the regulatory authority. The consultation process was a new experience for all of the stakeholders, each of them effectively exploring new ground in addressing information dissemination, risk management and the social versus economic equation. MIL developed not only a viable and acceptable exploration program but also substantially reinforced its position as a responsible corporate citizen with the Southern Flinders communities.

An unconventional drill pattern is used in an aggregate quarry to reduce pioneering costs. The site is the Iron Mountain Quarry, Granite Falls, WA., an aggregate quarry with an annual production of in excess of 1,000,000 tons. The problem is to pioneer a forty acre addition of on top of Iron Mountain. The entire area had a vertical relief of fifty to one hundred feet with no level surfaces. How does one achieve the minimum cost?

Pipe canopies continue to gain momentum as a reliable methodology for construction of excavations below critical facilities with minimal surface settlement tolerances, such as railroads or roadways. Two tunnel projects designed by Kilduff Underground Engineering in the Salt Lake City, UT area, each at varying stages of completion, had project design criteria for selection of a tunneling methodology to minimize surface settlement. Both projects consist of a pedestrian tunnel, one crossing beneath a major roadway in downtown Salt Lake City and the second beneath UPRR tracks. Both projects were in difficult, coarse alluvium/fan ground conditions with project criteria that resulted in minimal cover above the tunnel. For each project, a pre-support pipe canopy was designed, requiring the placement of steel, canopy pipes driven the extent of the tunnel length. The pipe canopy is installed using a trenchless technology and then excavated with SEM tunneling and shoring provided by traditional support of excavation methods. The pipe canopy pre-support method offers a low-impact method to install an underpass beneath critical structures by adding significant stiffness to the subgrade to mitigate surface settlement during the main tunnel excavation sequence. These case studies seek to communicate the challenges associated with pipe canopy installation in site-specific ground conditions and explains how these challenges were overcome. This paper aims to define the project risks and describes the pipe canopy methodology as a viable solution to mitigate surface settlement in low cover tunneling scenarios.

"Since the mid-19th century the River Emscher in the German Ruhr District has been used for disposing of wastewater. In the early 1990s, it was decided to replace the existing open wastewater system with a sewer system and to restore the River Emscher to its natural state. The major Emscher conversion project is divided into a large number of individual schemes, with construction phase 30 being the largest. By applying the pipe jacking method, interlinking tunnels with section lengths in excess of 1,100 m are constructed. USAGE OF THE EMSCHER OVER TIME The 85-km long river Emscher flows right through the Ruhr District. It has its source to the east of Dortmund and flows into the river Rhine near Dinslaken (Figure 1).The Emscher has been used to dispose of wastewater since industrialization began about 200 years ago. Intensive coal mining over the years led to considerable subsidence causing stagnant sewer areas which in turn led to typhus and other deceases. Thus in 1899, the Emschergenossenschaft was founded to create an efficient interceptor system for a catchment area of 865 km² through lining, raising and Emschergenossenschaft decided to free the waterways of the Emscher system from sewage and to improve them in ecological terms by 2020. A budget of 4.5 billion euros was earmarked for this purpose.The construction of sewer conduits began in order to no longer transfer the wastewater into the Emscher. The currently ongoing construction of the “Emscher Interceptor” - the main sewer - represents the heart of the Emscher conversion project. The interceptor will run along the river over a length of 51 km. Three pumping stations are required to confine the sewer’s depth to elevations between 15 and a maximum of 40 m below the surface. Since early 2012, the Emscher has been free from wastewater east of the Dortmund-Deusen clarification plant. There are two further clarification plants situated along the Emscher, which treat the still contaminated river water down-stream. Once the Emscher Interceptor is in operation, they will receive wastewater solely from the tunnel system."

Syphons can be a simple, reliable and proven alternative to otherwise more complex pumping systems or low level outlet works. In a simple form they consist of a pipeline constructed over the top of an embankment or high topographic feature, connecting a source pond to a receiving pond or channel (see Photograph 1). The syphon action is initiated by removing air from the pipeline (priming) using simple devices which can be purchased ?off the shelf?. Once primed, the syphon flow rate can be controlled or stopped using conventional gate, valve, orifice plate or other devices. Repriming is not required even if the flow is stopped, provided the syphon is not drained. A limiting factor in considering a syphon as a design option is the maximum lift (i.e., vertical distance from source pond level to summit of syphon) which is approximately 9 metres, or less, dependent on syphon pipe features and site conditions. Pipeline syphons can be quickly constructed from readily available materials including steel, polyethylene and PVC pipe. They are particularly well suited to many of the unique conditions often encountered at minesites. This paper identifies situations that can sometimes be best resolved using pipeline syphons. It provides basic principles for pipeline syphon design and includes case histories of their successful application.

"The Toyama Line is under construction as a natural gas pipeline with a length of 102 km from Itoigawa City to Toyama City. A 2 km-long tunnel section of the pipeline that we are reporting here is being excavated in a mountain area away from an urban area. The geology under which the tunnel is constructed is collapsible fractured breccia slate and Holocene sandy soil. Other tunnels of the Hokuriku Expressway and Hokuriku Shinkansen are in service above the tunnel route. From the starting shaft on Toyama side, conventional tunneling was adopted to facilitate excavating the base rock layer and maintain enough distance from the Hokuriku Expressway tunnel. From the starting shaft on the Itoigawa side, TBM tunneling was adopted to cope with the unconsolidated soft ground for a 200 m-long section from the shaft. We will discuss the issues and countermeasures concerning the selection of a tunnel route and excavation methods, performance of both conventional and TBM tunneling, and underground connecting of these tunnels excavated by conventional (NATM) and TBM methods under a high groundwater pressure up to 1.2 MPa. INTRODUCTION AND BACKGROUND The International Petroleum Exploration Teiseki Co., Ltd. (INPEX) is constructing a high-pressure main pipeline network in the Toyama Prefecture area to promote the use and reliable supply of natural gas as shown in Figure 1. As part of the Toyama line project that has a total length of 102 km, A-1 construction, the nearest section to the tunneling starting point in Itoigawa City, where various tunnel excavation methods have been adopted to install the high-pressure pipeline 20 inches in diameter, a 2 km tunnel in the A-1 construction section discussed here is to be excavated by conventional and TBM methods in a mountain area. Based on environmental studies such as traffic jams due to frequent traffic of heavy vehicles disposing of soil, and the effects of dust, noise and vibration during construction, we selected the route to install the gas pipeline in a mountain area as shown in Figure 2, where the impact on the surrounding environment could be minimized."

1. Introduction.-The first part of this papers treats of the causes and the restraining of piping in steel ingots; the second& considers the causes and the restraining of -segregation; and the third proposes certain precautions in engineering specifications concerning these two defects. Into their causes I have looked carefully, with the purpose of arriving at rational methods of restraining them, and at efficient ways of detecting. and measuring the harm which they cause, so as to benefit the public by reducing this harm at once effectively and with the least expense to the manufacturer, and therefore in the end with the least expense to the consumer. In Part I., I infer that the pipe is chiefly due to what I, call the virtual expansion of the outer walls of the ingot in the early part of the freezing. I find that the upper and smooth-faced part of the pipe probably forms while the interior is still molten, but that the lower, steep, and crystal-faced part probably forms in metal which is already firm. Of the five causes which may co-operate to limit the depth of the pipe, I find that three-blow-holes, sagging, and the progress of freezing from below upwards-are usually effective. I find that the pipe may be lessened by casting (1) in wide ingots,; (2) in sand molds, especially if these are pre-heated (this is rarely expedient); (3) at the tops instead of at the bottom; (4) slowly; (5) and with the large end up; (6) by the use of a sinking-head or other means of retarding the cooling of the top; (7) by permitting blow-holes to form; and (8) by liquid compression.) Most of these I consider in some detail, and in particular I dwell on the advantages of casting with the large end up, and I propose certain administrative arrangements to permit this.

Since the mid 1950s, limonite deposits of a new type have been found in the northwest of Western Australia. The deposits consist of extensive fossil valley fillings up to several hundred feet in depth, of medium to high grade limonite, frequently containing limonitized fossil wood, and of Mesozoic or Tertiary age. The distribution of the deposits is closely linked with hilly outcrops of Archaean and Proterozoic jaspilite in the headwaters of the old valleys, from which the iron has been derived by leaching, and presumably re-precipitated by a process not unlike that which operates in forming bog iron deposits. Due to the relative resistance of tlie limonite to erosion, the rejuvenation of streams in the area in recent times has left limonitic remnants as mesas up to· several hundred feet above the levels of the present creeks, the courses of which generally are adjacent to or within a few miles of those of the old limonite filled valleys.The Robe River limonite deposits are the largest of this type known and can be traced for approximately 130 miles along the old stream, over 30 sq. miles of limonite remnants remaining at the present time.The present quantity of limonite in this system alone is probably in excess of 5,000,000,000 tons, and the original quantity must have exceeded four times this tonnage when allowance is made for erosion.Some thousands of millions of tons of this material contain in excess of 54 per cent Fe, with approximately 10 per cent combined water. The chief impurities are SiO2 and Al2O3, and minor elements are not present in objectionable amounts. A portion of these deposits was extensively tested by The Broken Hill Proprietary Company Limited (the B.H.P. Co. Ltd.) during 1962-1964. Most of the data presented in this paper are based on the work done on these deposits which are typical of those discussed. The overall problem of the origin of the limonite is discussed. It is apparent that the limonite originates from the jaspilitesof Archaean and Proterozoic age which form the highlands at the upstream ends of the deposits. The iron oxide has been chemically and/or mechanically derived from these jaspilites and deposited by one or more of the following mechanisms.A.-Chemical-sedimentary mainly by biological agenciesB.-Replacement of fluviatile sediments by iron-charged watersC.-Clastic sedimentary processesD.-Lateritization of fluviatile sediments.These various mechanisms are discussed; the authors favour machanismA.Manuscript received' at The Institute, 14th July, 1964.

A one-day seminar designed to help quarry and mining managers make their operations more productive, more efficient and less expensive was held in Harris- burg PA. "Rock-Solid Productivity" was sponsored by Pittsburgh Power & Light (PP&L). The seminar, one of a series sponsored by PP&L in 1997, proved to be well-organized and provided valuable information to the many quarry and mining professionals who attended. The information presented included a comparison of on-site diesel power vs. electric power, discussions of equipment improvements and topics on environmental management.

The placement of chemically reactive mine wastes in mined out pits (æpit backfillingÆ) is increasingly seen by industry as best practice to manage long-term environmental risks. This is primarily because leaving wastes at the surface, or allowing pit lakes to develop, can result in unacceptable environmental risks. The costs and practicality of mitigation options such as installation of covers and community expectations of landform re-construction to achieve a post-mining, beneficial land use are also important drivers for pit backfilling.Pit backfilling can significantly reduce the post-closure risks to receiving environments, by minimising seepage due to tailings, acid/solute generating waste rock and/or salts derived from mine water treatment. Environmental risks are often highest where wastes are located close to the ground surface, due to relatively high rates of groundwater movement in near-surface aquifers and/or failure of engineered structures due to rainfall/erosion processes. Placement of these wastes at significant depth in pits, subject to mine planning and environmental assessment, can address these risks by increasing the path length and resistance from contaminant source to receptor, thus enhancing encapsulation of the wastes.Pit backfilling can also be cost-effective for mining companies. This is because existing pits are developed on the basis of an economic return and thus provide an opportunity to store tailings in an existing æengineered structureÆ at little or no incremental cost when compared with building and operating a new tailings or waste rock storage facility, often encompassing complex cover/drainage management systems. Key issues for consideration are mine planning, the long-term geotechnical behaviour of the wastes (eg consolidation of tailings which leads to release of acid/solutes in tailings porewaters), seepage rates to downstream receptors/agreed end point criteria and potential resource sterilisation. Internationally, mine closure guidelines are also showing a greater recognition of pit backfilling in the context of allowing mining companies to meet agreed post-closure land use objectives.In summary, pit backfilling can enhance the encapsulation of chemically reactive mine wastes and environment protection, and with agreement on post-closure beneficial land use, can also help to deliver post-closure benefits to communities.CITATION:Puhalovich, A A, 2012. Pit lake chemistry depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock versus oxidizable sulfide content, and the alkalinity of recharging ground water. In this paper, we assess the geochemistry of 11 existing pit lakes, ranging from the acidic Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington Pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits with the long-term pit lake chemistry lying on a geochemical continuum between end members consisting of influent calcium bicarbonate ground water, and naturally occurring sulfate-rich evaporite playa lakes.

A number of impending and actual pit wall failures have been observed and documented which have been interpreted to initiate on newly generated structural features. This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.

Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

Construction of a pump station, consisting of an inlet chamber, wet well and pump chamber, required excavation to a depth of 9.7 m (32 ft) below ground surface and more than 7.6 m (25 ft) below the ground water table in a rural, but rapidly developing part of southern New Jersey. Private houses are located [ ] within a few hundred feet of the pump station that use shallow wells for water supply. The pump station design anticipated support of the entire pump station on shallow foundations bearing directly on the underlying natural soils. However, during construction, uncontrolled ground water flow caused ground loss and damage to the bearing qualities of foundation soils. As a result, remedial repairs were required including support of the pump station on drilled pile foundations and releveling of the pump chamber that had settled. This case study is an example of where a poor understanding of the significance of upward flowing ground water had a major impact on the cost of construction. Anticipated subsurface conditions The pump station layout is shown in Fig. 1 with the locations of two borings made prior to construction superimposed. One of the borings was located within the footprint of the deep wet well excavation. Generally, this is not advisable where a deep excavation is required below the ground water table. This is because there is a history of projects where ground water seepage, or pressure, has broken out into an excavation through an ungrouted borehole and compromised the integrity of foundation soils. Logs of the borings did not indicate that the borings [ ] were grouted upon completion.

All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill's license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee's sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. THE Croton water-shed furnishes the source and storage of watersupply to both the old and the new aqueduct. The Croton river rises in the southern part of Dutchess county, about 68 miles from the lower end of New York city. Its three main branches, called the East, Middle and West branches, flow southward across Putnam county, joining, near its southern boundary, to form the Croton, which continues thence in a general southwest direction across Westchester county to the Hudson river at Croton Point, about 35 miles north of the city. The water-shed above the proposed site of the Quaker Bridge dam extends about 33 miles north and south, with an average width of 11 miles, making in all about 362 square miles, from which, by complete storage, an average daily supply of 250,000,000 gallons may be collected—sufficient for the needs of the city, probably, for the next fifteen years. The water-shed above the Croton dam is 23 square miles smaller, and furnishes the present daily supply of 100,000,000 gallons.
