The mining industry's image is molded by what the general public knows, or thinks they know about mining. As we prepared for the production of Caterpillar's educational film, Common Ground, we first had to find out exactly what the public perceptions about mining were. Before we could educate people about mining, we had to find out what they already thought. As we broke down those perceptions, we were able to narrow our focus to relevant, realistic approaches for the film. We found out what people didn't know about mining. And most importantly, we singled out the facts they should know... facts that could create more favorable attitudes. This research was instrumental in our final direction for the Common Ground project.

It is no longer a question of "If" mining operations will meet standards and regulations set by various governing bodies and the demands of citizen groups. Legislation is fact. The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Climax, AMAX Chemical and AMAX Exploration are successfully employing several citizen involvement techniques in exploration and feasibility study phases of planning for potential new mines.

The Mining Engineering Handbook is written primarily for persons interested in the economic extraction of minerals. Not everyone referring to this book will be knowledgeable about mining and, therefore, this section is intended to explain to interested persons the scope of mining as well as fulfilling the title of "Mining's Place and Contribution" among the industries of society. 1.1-MINERALS, ROCKS AND ORE In the year 1971, the number of known elements amounted to 104. Fifteen of these have been made only in the laboratory, others may have persisted from the primitive atmosphere, but, by and large, elements originated from magmas or igneous rocks of the outer rocky shell of the earth. Only eight elements constitute 98% by weight of the earth's crust. These are oxygen, 47%; silicon. 28%; aluminum, 8%; iron, 5%; and sodium, magnesium, potassium and calcium, less than 4% each. These common elements and the other less common ones are the building blocks of minerals, of which there are over 2,000 varieties. According to Webster: "A mineral is an inorganic substance occul.ring natura!ly in the earth and having a consistent and distinctive set of physical properties and a composition that can be expressed by a chemical formula. The term is sometimes applied to organic substances, such as coal." Thus, minerals are precise combinations of elements. Rocks, as distinct from minerals, are composed of assemblages of minerals. When minerals are found in sufficient concentration to warrant extraction by mining, the mineralized area is considered an ore deposit. The definition of ore is mineral that can be extracted from the ground at a profit. The economic connotation is implicit in the word ore. Since most of the useful elements compose such a small percentage of the earth's crust, the occurrence of ore deposits as we know them would not have transpired had not geologic processes concentrated the elements (see Sec. 4). 1.2-DEFINITIONS OF MINING TERMS Extensive coverage of the many descriptive terms used in mining may be found in a good mining glossary, such as is available from the Superintendent of Documents (see Sec. 35), but for convenience a number of the more common definitions are given here. Mining may be defined, as by A. B. Cummins, as the act, process or work of extracting minerals or coal from their natural environment and transporting them to the point of processing or use. This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. A mini- or micro-machine is a small electro- mechanical device. There are several existing applications of micro-sensors such as the accelerometers used in automobile airbags or the force sensors and grippers used at the ends of micro-surgery tools. Potential applications of existing mini- and micro-technologies are possible and could be used to improve the control and efficiency of fragmentation, heap leaching and other mining and mineral processing operations. A more radical proposition is to devise mass-produced, possibly disposable, minimachines that would operate in large groups. These would be the basis of highly selective, efficient, flexible, and clean mining and mineral processing methods. The paper is intended to promote discussion of how innovative applications of mini-technologies can be used to improve and radically change current mining and mineral processing methods.

Mobile robots have been making impressive inroads in a variety of domains. Within the Mining-RoX project, Technical University Bergakademie Freiberg is exploring a further frontier for mobile and autonomous robots: underground mines. The potential benefits of mobile robots in underground mining are plentiful as underground mines are strenuous and potentially dangerous working environments for humans. A higher degree of automation, with robots either acting as helpers for human miners or even replacing all human personnel deployed underground, could help to significantly reduce mining costs. In disaster cases, rescue robots could help to find missing personnel. Unmanned mines operated by robots alone would not endanger human lives at all. Further use cases, and a particular focus of the Mining-RoX project, are mobile robots that gather sensory information of the underground mine (eg for the purpose of creating detailed 2D and 3D maps) as well as monitoring environmental conditions such as air and water quality. This paper presents the design of a prototypical mobile robot for mapping and monitoring underground mines. A generic robotic platform was extended with various 2D and 3D imaging devices as well as other sensors. First results from test runs in an underground mine are reported. The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. As the mining industry faces times of change, new challenges arise to ensure raw material supply for future generations. Different scenarios are currently shaping the way we mine and teach mining engineering. Led by an increasing demand for raw materials, net-zero requirements for improving long-term operation performance, technological advancements such as automation and digitalization, safety improvements, environmental considerations and a need for social acceptance, mining is pursuing to change and adapt to these requirements at a faster pace. Such changing times raise new concerns, one of the most relevant is the lower number of students interested or enrolling in mining engineering and related fields, leaving mining engineering as one of the less preferred career options for students. Nonetheless, it is essential to continue addressing and supplying the skill sets that are suited to the contemporary and future mining industry. To this end, globally, academia is currently undergoing several initiatives such as curricula updates and adaptation, upskilling, improving teaching practices and techniques, including e-learning techniques, enhancing industry-academia and inter-university collaboration, and much more. In countries like Australia, where mining plays a crucial role in the economy, the need for curriculum updates is more pressing than ever. As the mining industry evolves with new technologies and sustainable practices, there is a growing demand for a workforce skilled in these modern approaches. Recognizing this necessity, universities such as the University of New South Wales and Curtin University have taken significant steps to revamp their educational programs. By updating their academic offerings, both universities aim to equip graduates with the necessary skills to drive innovation and sustainability in mining, supporting Australia’s development as a leader in this critical sector. Moreover, the selection of topics that drive curricula update and the focus of the research institutions in mining engineering must extend beyond mere technological and technical aspects to include social and ethical dimensions. In this context, the Universidad Nacional de Colombia, in association with the Colorado School of Mines, has introduced the topic of humanitarian engineering (HE) in 2020. HE is a sociotechnical approach that focuses on developing engineering solutions that promote the sustainable development of communities addressing their basic needs and aiming to improve their quality of life (Menéndez-Aguado et al., 2023; Smith et al., 2023). By focusing on sustainable development, community engagement and equitable resource distribution, HE helps the industry build positive relationships with stakeholders, reduce conflicts and foster social license to operate. As the mining industry seeks sustainable and socially responsible practices, future engineers require training in this area to understand the broader impacts of their work, fostering a mindset that prioritizes community well-being and environmental stewardship alongside technical proficiency. However, developing skills toward humanitarian engineering and sustainable mining among new generations of mining professionals remains a complex task. Integrating the necessary content to prepare future engineers for the multifaceted demands of the industry into a single study program poses significant challenges. To address these complexities, modern educational approaches such as the ones integrated in the mining engineering programs at Clausthal University of Technology can be leveraged to enhance both teaching and learning experiences (Binder, 2024b; Bothe-Fiekert et al., 2023; Nowosad et al., 2024). Innovative teaching methods, such as blended-learning, project-based learning, case studies, scenario simulations and interdisciplinary collaborations, can help bridge gaps by fostering critical thinking, creativity and empathy among students. By embracing modern pedagogical strategies, institutions can better equip future engineers to navigate the evolving landscape of the mining industry responsibly and effectively.

The highest earthquake risk in the United States east of the Rockies is along the New Madrid Fault System, which extends for 193 km (120 miles) through the Central Mississippi Valley from northeastern Arkansas, through southwestern Missouri, western Tennessee and western Kentucky to southern Illinois. Historically, this fault has generated some of the most powerful earthquakes in U.S. history, notably three Magnitude 8 events in 1811. Apart from the West Coast, this region experiences more earthquakes than anywhere else in the United States, with more than 200 events recorded along the fault annually. These events are typically of much lower magnitude than those experienced in California. Most are too small to be felt. However, should a significant event occur, damage can be expected to be widespread because of the underlying geology. In recent years, earthquake preparedness and seismic upgrade of vulnerable structures has become a focus for a number of State Departments of Transportation, including those in Illinois and Missouri where there is a potential for future damage. This paper presents three case histories illustrating three different techniques used to retrofit interstate highway bridge foundations bearing on potentially liquefiable soils. Friction minipiles were installed at the approach span of the I-57 bridge crossing the Mississippi River near Cairo, Illinois to provide additional support to the pile caps in the event of liquefaction of the underlying sands during a seismic event. In St Louis, Missouri, rock-socketed minipiles were installed to increase the capacity of drilled shaft foundations supporting a section of Interstate 64. In Mounds, Illinois, compaction grouting was used to densify loose sand deposits beneath a pile-supported interstate bridge on I-57.

The objective of the ? 200 million ($280 million) project Parma Railways Station-Urban Transformation was the reconnection of the North and South parts of the town by constructing an 80 m (250 ft) wide sunken artery passing under the four double railway tracks of the station without any impact on train traffic. The site of the project, adjacent to the Parma River, presented water seepage problems at any excavation depth. The use of conventional large diameter bored pile machinery was not allowed by the Railway Authority because equipment dimension and construction phases do not comply with train traffic safety regulations. Foundations for the bypass were thus constructed by minipiles nested into jet-grouted soil using machinery operating within the existing head room and at a safe distance from the tracks. Jet-grouting treatment reached depths of 25 to 28 m (80 to 90 ft) from tracks? grade and embedded minipile-heads were terminated at 2 to 3 m (6.6 to 10 ft) below grade. Load tests on minipiles were pushed to failure. Failure occurred at a 240 t (265 t) load without breakage of the bond between the jet grouted soil and the minipiles. A 0.93 MPa (135 psi) shear resistance ??? between minipile steel casing and the jet grouted soil was measured prior to the failure of the steel casings. Overall measured foundation settlements were well within expected values and were considered insignificant.

The paper describes the two foundation techniques - mini piles and postgrouted bored piles. The mini pile system is presented with its design and installation parameters, especially the drilling technique. Two case histories demonstrate the application under extremely limited space and traffic conditions and the required modifications of the equipment. After the description of the postgrouted bored piles and its grouting technique, the paper gives a comparison of postgrouted piles and standard piles on a large basic test in Germany. The Brooklyn Queen's Expressway, N.Y., case history shows the application of this technique after redesign of the original proposal. 1. General Increasing requirements to improve existing foundations to carry additional loads and to increase the bearing capacity of bored piles leads to two new piling techniques: the mini-pile and the post grouted bored pile.

"The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

Two key strategies for a new generation of mining are developing domestic raw material production and doing so in an environmentally responsible way, according to presenters at the 83rd annual meeting of the SME Minnesota Section in Duluth (the 71st annual University of Minnesota Mining Symposium). From technical sessions detailing how to build com-munity support, to a short course on international perspectives in iron ore mining and processing, the two-day meeting emphasized the potential of Minnesota state deposits and the importance of maintaining productive community relations both locally and globally. The meeting of more than 300 mining industry professionals began on April 20 with a traditional convocation celebrating the values of northern Minnesota. The accompanying tradeshow, with a record 131 booths, showed the speed and vigor of the economic rebound. Keynote speaker Scott Anderson, vice president and senior economist at Wells Fargo, stated the prevailing mood of the conference: ?Wow, what a difference a year makes.? With metal prices and sales up and heading higher, he said, it was clear that the production-centered economic recovery is reaching the mining and the minerals industry. However, Anderson sounded a few notes of caution. Serious threats to economic stability remain, including the burgeoning national de?cit, high unemployment and the still out-of-control foreclosure crisis. Overall, he predicted a below-average recovery and stressed the importance of developing a long-term business strategy.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

Minor elements determined by atomic absorption spectroscopy include: zinc, cadmium, copper, cobalt, nickel, chromium, manganese, and iron. Of these elements, only three; zinc, cadmium, and copper are found to have been introduced with the ore-forming fluids. Iron, manganese, chromium, and nickel were increased in dolo-stone lithologies when compared to limestone lithologies. The uniform distribution of cobalt suggests this element was neither increased nor decreased during ore emplacement nor during dolomitization of the rocks. Zinc increases adjacent to ore result from leakages into open spaces rather than as pervasive aureoles surrounding ore bodies.

Small amounts of arsenic trioxide were shipped in 1988 from remaining stocks at ASARCO Incorporated's closed plant at Tacoma, WA. Imports of arsenic trioxide were at about the same level in 1988 as in the previous year. Legislation and Government Programs The Occupational Safety and Health Administration (OSHA) levied a $1.6 million fine against Asarco for exposing its workers at its East Helena lead smelter in Helena, MT, to unacceptably high levels of lead and arsenic. The bulk of the fine was for violations of a respiratory protection program. The same smelter and its environs has been listed as a Superfund toxic-waste site by the Environmental Protection Agency (EPA). Tests had shown high levels of lead, cadmium, and arsenic in the soil near the smelter. EPA planned to extend the cleanup to areas within the town of East Helena because high levels of arsenic had been found in shallow test wells outside the smelter site. Federal and State health officials have warned residents living in the vicinity of East Helena to avoid eating certain home-grown vegetables because of high concentrations of heavy metals.2

"The flexibility of the PlantStar control platform has enabled Mintek to investigate and easily develop new control strategies for both milling and flotation. This includes a Solids Feed Controller, a Safety Limit Controller, Mill Power Optimiser and Flotation Optimiser, amongst others.The solids feed controller was developed for minerals processing plants using a specialised time delay compensator. Using conventional time delay compensators that are purely model based, results in robustness problems due to model uncertainties. The Mintek Solid Feeds Controller makes use of a plant model, but compensates for model inaccuracies, giving more controller stability and a more robust delay compensation algorithm.The safety limit controller has been developed to switch smoothly between normal and safety control loops without bumping the process. The safety loop output is chosen in accordance with a predefined list of priorities and whether the respective constraint boundaries are exceeded.The Mill Power Optimiser helps to find the power peak on the mill power curve. This insures maximum grind with maximum throughput. It also prevents power dips due to mill overloads, making the milling circuit easier to operate.The flotation optimiser algorithm analyses trends of all accessible variables in the process.
