"A REVIEW OF MINERAL DISCOVERIES IN CANADA, and in particular the Canadian Shield, using the physical aspects of overburden reveals a trend in the art of exploration. At an early time of exploration (1847-1954), float and heavy clasts were used successfully to find ore deposits with little knowledge of Quaternary environments. At a later time (1955 to present) , use of Quaternary rock-units for sampling have made possible tracing indicator trains of float, heavy clasts and other ore-type clasts to the source bedrock. The basal till of retreat ice is now recognized as a1l favourable sampling environment and as such has been used to successfully discover hidden orebodies. The esker massive gravel is beginning to be recognized as a favourable environment and use of it has met with technical success. An understanding of those changes that have taken place during the transportation of the material and after its deposition is essential to proper sampling and treatment of the samples from the basal till and the esker massive gravel. Use of float and heavy clasts in search of orebodies is continuing in present-day exploration on the Shield. Lessons learned from it are being incorporated into exploration using favourable Quaternary rock-units for sampling. Hence, both subjects have a need for review and are discussed in this paper."

Due to the immense volumes of municipal wastes that are generated in this nation every year, it has become imperative that effective measures be developed to utilize all or portions of these materials in a productive and efficient manner. Nany larger municipalities employ incineration to reduce the bulk of material to be removed to disposal sites: but, even after incineration, approximately one-fourth of the original waste material in the form of non-combustible residue and flyash remain. It has been found that the flyash fraction of the incinerator residue contains varying amounts of copper, silver, gold, aluminum, iron and titanium along with many other important metals. The serious loss of these natural resources contained within the flyash and the monetary expense of current disposal methods present a serious and rapidly increasing problem to the public and to the Federal Government. The growing emphasis upon environmental control, rapidly increasing urban population and "convenience packaging" 'with its attendant increased waste production has led to the initiation of a broad range of studies concerning municipal waste. For example, the U. S. Bureau of I-lines is investigating all aspects of the incineration of municipal waste under its solid waste disposal program.l "In-house" studies range from improved incinerator design to potential recovery and recycling of the various components within the incinerator residue. A major portion of the latter research is being performed at the U. S. Bureau of ;-lines, College Park, Maryland facility while grants for specific areas of study have been issued to several universities and research institutes. In addition, the Department of Health, Education and Welfare has supported programs examining the potential recovery of paper; glass, metals and other components of unincinerated refuse followed by disposal in sanitary landfills.

"INTRODOCTIONMeasurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and Chemical Mass Balance (CMB) modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample.Size selective sampling is being adapted for measurement of diesel aerosol by the Particle Technology Laboratory (PTL) of the University of Minnesota under sponsorship by the Bureau. 1 It is based on the premise that diesel and mineral dust aerosol can be physically separated by size and collected during sampling using inertial impaction. An independent effort by the National Institute for Occupational Safety and Health to develop a size selective sampling technique was also sponsored by the Bureau.The second technique, CMB modeling, is being developed by the Bureau as an alternative measurement technique to referee the results obtained using size selective sampling.3 It compares measured trace element ""finger prints"" of aerosol sources with similar profiles of mine aerosol samples. From these, the portions of the sample contributed by each source can be determined. Results of these investigations in underground coal mines have confirmed that diesel and coal dust aerosol are of different size and can be measured separately using size selective sampling techniques.A major difference in diesel usage among underground mines is the requirement for exhaust gas cooling systems in coal and gassy noncoal mines. Nongassy mines usually employ limited exhaust conditioning in the form of catalytic converters, which have limited effect on primary exhaust particulate. The cooling system in most general use in gassy mines is the water scrubber. This device has little effect on most of the gases but removes particulate material from the exhaust. 5 Because of this, exhaust aerosol characteristics in nongassy mines are expected to be different. To see if size selective sampling techniques can be used in such mines, the Bureau and the University of Minnesota conducted a second study in three metal and nonmetal mines, two nongassy and one rated as gassy."

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. Since the earliest recorded prospecting of the 1860's mineral exploration and mining in Fiordland has been discouraged by the formidable physical difficulties presented by its isolation, extremely rugged relief, treacherous coastal waters and generally unfavourable weather conditions. Government assistance was often sought by the miners and prospectors but little, if any, support or encouragement was received after the initial period. During the 1840's decorative marble was quarried at Caswell and Dusky Sounds. A prospector discovered and attempted to mine copper sulphides to the north of Dusky Sound (Parks Mineral Beds) and near Mt Solitary. A small Pb, Zn, Cu, Ag, Au bearing quartz reef was discovered and driven on in the granite coast line of Preservation Inlet (Bradshaws Reef) and the ore roasted on site. Alluvial and quartz lode gold was discovered at Preservation Inlet in the 1890's and led to the recorded recovery of 11 000 oz of mainly lode gold. Falloff in grades with depth, thinning and splitting of the reefs and the high mining costs at this location led to a virtual abandonment of the field by 1906. In the late 1950's and early 1960's the geology of Fiordland was mapped by the Geological Survey at 1:250 000 scale, but field work was largely confined to the shore lines of the coast and fiords. In view of the physical difficulties it is not surprising that mineral exploration and mining up to 1970 was limited to the scant attention outlined above.

Mineral exploration carried out in Ireland since the mid-1950s has resulted in the discovery of ore deposits that are now in production atTynagh (Pb-Zn-Cu-Ag), Silvermines (Zn-Pb) and nearby Ballynoe (barite), and Gortdrum (Cu-Ag-Hg); a major Zn-Pb deposit at Navan that is now being drilled prior to development; potentially productive deposits at Keel (Zn-Cd-Pb), Ballinalack (Zn-Pb) and Aherlow (Cu-Ag); and a number of interesting prospects, including one of spodumene. Underground exploration of a formerly extensively mined copper deposit at Allihies has outlined new, albeit currently uneconomic, reserves at depth. The copper and pyrite deposits at Avoca have in recent years been re-explored and are now again being worked. Most Irish ore deposits are in the lower half of the Lower Carboniferous succession of limestones and subordinate shales and sandstones, and this stratigraphic zone is being most intensively explored at present. Other geological units under active exploration are Ordovician sediments-volcanics belts, Caledonian granites, and parts of the Old Red Sandstone and Dalradian series. Surface prospecting is made difficult in many places by glacial and other superficial deposits, including peat and alluvium. Geochemical prospecting methods have been outstandingly successful and primarily responsible for most new discoveries. Boulder hunting and outcrop prospecting have proved effective in detailed investigations of geochemically anomalous areas. Some parts of the country have been covered by three separate airborne geophysical surveys, albeit without success so far. The induced polarisation technique, the most widely used ground geophysical method, has contributed to several discoveries. The scope of application of electromagnetic surveys is more restricted than that of induced polarisation, but the method has been effective in a few cases and has contributed to the Tynagh discovery. To date, the resistivity and self-potential methods have found little application. Magnetic surveys are not applicable directly in the search for ore deposits of the various known types, but can be helpful in outlining geological structures in some areas. The gravity method has been used successfully in a survey over the Zn—Pb deposit at Navan ; it has also proved effective in trials over a blind sulphide deposit at Tynagh that cannot be detected with geoelectrical methods. AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

THE INDUSTRIAL strength and the security of the United States require an adequate, dependable, and continuing supply of raw materials, of which minerals constitute an indispensable segment. With an expanding population, a rising standard of living, and the instability inherent in a constantly changing international situation, the mineral supply outlook is a major national concern. Structures, roads, and machines are built largely of mineral products; the energy to heat the structures and to power the machines is derived mostly from minerals; agricultural out-put is sustained with the aid of mineral fertilizers; and the Nation's economic and military security both are founded ultimately on its ability to obtain and utilize essential metals, nonmetals, and mineral fuels.

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

Argentina follows Venezuela and Mexico as the largest producers of crude petroleum and natural gas in Latin America. Argentina 1S practically self-sufficient in fuels, but relies substantially on imports for its supply of copper, iron ore, ferroalloys, sulfur, and fertilizers. Mining activity is limited and is in an incipient stage of growth, considering the country&apos;s potential for mining. Most nonfuel mineral output in 1979 consisted primarily of minerals used for construction, while only 9% are other nonmetallic, and 2% are metallic minerals. Argentina is Latin America&apos;s major producer of boron minerals and uranium (yellow cake). Mineral exports consist primarily of borates, uranium concentrates, and of late, some tin. These exports have in the past been shipped mostly to Great Britain. London banks have been involved in arranging financing for St. Joe Minerals Corp. IS planned development of the El Pachon copper deposit (see map), and were being counted upon to also back the development of large copper and manganese projects. The following is a review of Argentine mineral production in 1979: (For 1981, the production of boron minerals is put at 167,000 metric tons and uranium at 300,000 metric tons.)

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia&apos;s aluminum capacity fivefold to 1.5 million tons by the mid-1980&apos;s. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation&apos;s operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

The Anaconda Copper Company reportedly reached an exclusive agreement with Cook Inlet Region, Inc., to explore 24 million acres in south-central Alaska and to share equally with Cook the proceeds of any mineral discovery. According to an Anaconda geologist, "the company is anticipating, based on geologic testing, that it will find significant deposits of copper, lead, and zinc. There is also evidence of the presence of precious metals such as silver and gold, and also strong evidence of strategic minerals such as chrome, platinum, tin, and nickel." Cook Inlet Region, Inc., is owned by 6,500 Alaskan natives. Chile, which has a growing, free-market economy under President Pinochet, reportedly will no longer require companies to obtain prior governmental approval for the exploration and development of new mines.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

Norton Co., the world&apos;s largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world&apos;s largest proppant plant in Fort Smith, AR. ALUMINUM--See also REFRACTORIES The price of primary aluminum ingot was increased by several producers in July. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.
