Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

When investigating citizen complaints about blast vibration and airblast, it is important to be able to establish the spatial relationships between blasts, blasting seismographs monitoring the events, and complainant structures to assess any directional impacts. The Pennsylvania Department of Environmental Protection (DEP) routinely uses hand-held GPS receivers to document these relationships. The waypoint (structures and seismograph monitoring locations) and tracking (blasting and permit areas) features are used to map a site. These data are imported into the software for editing and conversion to GPS Exchange (.gpx) format.

The following situation was submitted as an ethics case study for inclusion in the Journal. To the best of our knowledge, they are based on actual circumstances encountered in the field. Blowing the Whistle Protecting Confidentiality or Doing the Right Thing? This case centers around a construction job and involves a contractor, subcontractor/blaster, and a farmer/homeowner who lives near the job site. It is essentially a study of professional ethics versus morality, our professional code of conduct versus what is right or wrong.

In the March/April 2006 issue of the Journal, we published an ethical dilemma called “Blowing the Whistle.” We received many interesting responses to the article as requested. Some of the responses are printed here. We’ve also included “Blowing the Whistle” again in this issue as a refresher on page 37. Dear Editor, It is in my own personal belief that it would be extremely important if I were the blaster to take the following steps. 1. Hold an immediate emergency meeting with the contractor to convince them to stop work at this point.2. This meeting would need to be held with all powers that be in this construction company. This helps eliminate the hearsay (excluding the farmer). 3. Explain the entire situation to the contractors as it has been presented to the blaster by the farmer. 4. Recommend calling in an engineering or geological firm with the expertise to investigate this matter immediately, and take all immediate action based on findings. 5. Follow up with farmer allow him to speak, (a.k.a. vent) and assure him proper steps are being taken to come to resolve this matter. 6. Be a good listener, and communicator with the farmer while investigation is being conducted. 7. Should the contractor not want, or take any of these recommendations, the blaster himself and his company should question even working for this company ever again. This in itself would not be the class of people we would want to be associated with EVER.

The characterisation of the flotation kinetic response in future mining deposits is important because the flotation response is affected by changes in ore mineralogy. Current methods for characterising the flotation response of different ore types, such as the JK floatability index test (JKFIT) methodology, require at least 10 kg of feed material. In geometallurgical applications, this material is taken from core samples. Core samples are generally obtained using specialised drills and are limited in nature. Thus, it would be beneficial to develop a laboratory technique that required less sample material but still characterised the flotation response of different ore types. The JK mineral separation index (JKMSi) is a small-scale flotation test that requires significantly less feed material (10 g of sample/data point). This study aims to investigate the JKMSi system kinetics and to validate this technique using the JKFIT proven methodology. The JKMSi flotation kinetics were manipulated by varying selected system parameters. The relationship between these parameters and mineral recovery was used to obtain floatability characteristics of the ore. For an ore sample containing chalcopyrite and pyrite, it was found that the chalcopyrite floatability parameters determined from both the JKMSi and JKFIT tests were of the same order of magnitude and the mass fractions of the fast, slow and non-floating components were similar. For pyrite, the floatability parameters were not of the same order of magnitude, but modifications to the test procedure have been identified, which may correct this.CITATION:Morgan, S, Bradshaw, D J and Schwarz, S, 2012. Mining companies have recognised that characterisation of particle breakage plays an essential role in the design and optimisation of comminution circuits. Recently the JKMRC comminution research team has developed a new breakage model incorporating the effect of particle size, and a new breakage characterisation testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions. The latter is believed to be the dominant breakage mechanism in AG/SAG mills. Existing devices, such as the JKMRC Drop Weight Tester, are not suitable for performing repetitive impacts since they are too time consuming. Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalised experimental test program on professionally designed and manufactured JKRBT machines. The first JKRBT was installed at the Anglo Research laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the project in 2008, with commercial release expected in early 2009. The JKRBT has the potential to revolutionise ore testing, with applications in laboratory impact breakage characterisation of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control of comminution circuits since it is readily adaptable to on-line ore hardness measurement. Can any mine afford to miss out on this technology?

It is difficult to decide who most deserves credit for discovery of a mining district that has produced over 19.8 Mg (7,000,000 fine oz) of gold and still contains a large reserve of low grade ore. Fred Culver may have made the first discovery. In the summer of 1867, the ship's log of the Hudson's Bay Co.'s steamer Otter stated that Fred Culver had been found nearly lifeless from wounds, without provisions, but with some 2.3 kg (80 oz) of rough, placer gold in the bottom of his canoe; he told of finding a rich creek and an attack by Indians that caused the death of his two companions. The place of rescue was about 24 km (15 miles) southeast from the present site of Juneau. Possibly John Muir, the hero of modem environmentalists, should be given important credit. In 1879 he reported finding mineralization along what later became to be known as the Juneau Gold Belt, and it was his report that induced the cantankerous German mining engineer, George Pilz, to grub- stake some of the prospectors who had drifted into Sitka from the declining gold placers of Cassiar, British Columbia. Pilz also offered rewards to Indians who might report gold discoveries.

Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? "An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. Operational risks can then be better understood and dealt within the Feasibility Study phase, also ensuring that the correct risks and management controls are put in place.With commodity price pressure and cost of resource recovery in a downturned industry, reducing the risk to cash flow, resource recovery and safety should be a primary goal for all mining companies. Slope stability is a fundamental part of a successful mining operation. It impacts directly on the safety of personnel and the economics of the mine. The Jwaneng Mine in Botswana is planning a push back of 644m depth in the south east wall. Mining will commence in 2010 and be completed in 2024. This will put the mine in the deep pit category. The mine has invested in extensive geotechnical data gathering and design programs that started as far back as 2003 for the south east wall. The south east wail of Jwaneng Mine is characterized by foliation that dips adversely into the mining faces. The orienta1ion of the foliation is variable due to intense tectonic movements that have also caused the occurrence of faults that are sub-vertical. A considerable amount of information on the characteristics of structural patterns and the rock mass has been collected. This paper presents an overview of the feasibility level geotechnical design that is about to be concluded.

"Despite the pre-eminence of the Jwaneng Diamond Mine as the world’s richest diamond mine, the discovery story has long been clouded in mystery. This is the 45-year old untold story of the Jwaneng discovery and contemporaneous Bechuanaland/Botswana political and socioeconomic history. Diamond exploration by De Beers in Bechuanaland began in 1955, with the first true kimberlite discovery near Letlhakane in 1967, before Clifford’s Rule was applied and before the use of indicator mineral chemistry. Surface deflation soil sampling and bioturbation by termites was the foundation for exploration into the Kalahari. The 1962 reconnaissance programme south of Jwaneng had failed to make any discoveries. Improved sampling methods were applied to the Kalaharicovered areas in 1969 and positive results were received by year-end. The Whateley’s Wish percussion drill-hole in December 1972 was confirmed as Jwaneng 2424D/K2 with drill core in early 1973. Jumper drills were required to penetrate the Kalahari sand cover. Diamond resources were demonstrated despite multiple technical problems. IntroductionThe Jwaneng Diamond Mine is, by value, the world’s richest diamond mine. Harry Oppenheimer is quoted as saying that Jwaneng is ‘the most important primary deposit found anywhere in the world since the discovery at Kimberley more than a century ago.’ (Taylor III, 1982) The mine opened in 1982 after some nine years of evaluation and construction since discovery in February 1973. Debswana (2017) states that 2015 production was 7.87 Mt of ore from which 10.408 million carats were recovered at a grade of 132 carats per 100 t (cpht). Although the value is not reported, it was noted that Jwaneng contributes 60–70% of Debswana’s total revenue from all mines, including Orapa, Damtshaa, and Letlhakane (Debswana, 2017)."

K+S Potash Canada GP (KSPC) is part of the K+S Group, one of the world's leading suppliers of standard and speciality fertilizers and the world?s leading salt producer. Globally, the K+S Group employs more than 14,000 people. The K+S share ? the only commodities stock on the German DAX index ? is listed on all German stock exchanges. Legacy, K+S Group?s most recent project, is a greenfield solution potash mine and production plant in the south of the Canadian province of Saskatchewan. Therefore K+S will invest 4.1 billion CAD. With the expected commissioning in summer 2016 the company projects to reach the two-million-tonnesmark of production capacity at the new location at the end of 2017. The gradual extension of the annual capacity to 2.86 million tonnes of potash products will occur afterwards. The Legacy Project will be Saskatchewan?s first new potash mine in nearly 40 years. It is one of the world?s most economically attractive potash projects. The project will contribute to Saskatchewan?s growth through employment, tax revenues, utilities, and local partnerships. Located in the southern part of Saskatchewan?s potash belt, the deposit is too deep to be mined conventionally due to rock mechanics and high temperatures. Legacy will therefore be a solution mine. Proximity to the urban centers of Regina and Moose Jaw is imperative, with their workforces and economy, as well as access to highways, railway carriers and, most importantly in the prairies, water. With this unique project setting and mining technique, we are convinced that Legacy will be one of the most efficient, economic, sustainable and safe potash facilities in the world.

IMCO Recycling Inc. has developed a new, patented technology for the production of fertilizer, K-SOIL?, as a by-product of its aluminum recycling operations. This new technology can substitute for conventional technology which now results in a saltcake residue that is placed in 'landfills. Four years of research and development work by IMCO culminated in a U. S. patent issued April 5, 1994. As part of the technology development effort, IMCO engaged the services of a nationally renowned research organization and a prominent university. These two organizations have conducted in-depth agronomy studies In the laboratory, greenhouse, and the field. Results have shown K-SOIL? to be performance equivalent, on a nutrient content basis, to conventional potash fertilizer. The first field applications on commercial farms were made in the spring of 1994. K-SOIL? is a potassium-bearIng, granular solid which may find use in fertilizer blends, direct application, and other forms of fertilizer products. The overall benefit of this new technology is to create a useful by-product rather than generate a useless residue and, thereby, reduce or eliminate the amount of salt cake now placed in landfills. As such, It is a significant, step toward IMCO's ultimate goal of complete recycle.

"This paper introduces the operational concept and the description of a multi-site Remote Support Center for knowledge management and long-term process performance improvement.This centralized Support Center provides real-time monitoring of open-platform process automation systems, and on-line access to process data and control applications information for multiple sites.Considering that process automation is a key enabler to business performance improvement, sustaining effective performance benefits over time becomes essential. Unfortunately, changes in manufacturing process dynamics, technology obsolescence and in plant operational practices cause the control strategies to lose their effectiveness over time unless their performance is periodically evaluated, and if required, tuned to the new process conditions.A new concept in process automation is proposed through the addition of a new control loop based on performance analysis methodology which is intended to feedback process and automation operation information to system and process specialists, allowing for continuous manufacturing process improvement and sustainable production benefits through effectual control strategies.A remote support center can play a key role in the delivery of such services, by providing the base platform from which a comprehensive process overview and a centralized knowledge database can be executed and additionally, as an enabler for plant operational practices change.INTRODUCTIONA Benchmark on Automation Level in Copper Concentrators conducted by AMIRA in 2004, reported that the Codelco divisions scored below their peers in several categories.Codelco had thereafter been looking for a new automation concept, and had focused on process automation as a key enabler for process manufacturing and business performance improvement. The final decision was to create a strategic alliance with a world-class automation technology provider.The traditional approach based on isolated automation solutions/projects, showed that the control strategies benefits were decreasing progressively over time, because of the on-going need to adapt the control models to the ever-changing process conditions and different plant operational practices. Another consequence of this traditional approach was the wide variety of technologies and automation systems deployed in the different plant sites, with no common automation standards, and with low opportunities to transfer knowledge or practices."

Potash production from natural brines of the Bonneville Salt Flats has a comparatively long history dating back to the start of World War I. However, it vas sot until the late 1930's that a successful commercial potash operation was achieved by a firm known as Bonneville Ltd. While improvements in operating techniques, pond design and equipment have been incorporated as they became available it should he understood that the basic technology developed in the late 30's and early 1940's by Bonneville Ltd, for potash production has not been changed significantly. The purpose of this paper is to present a brief review of the history, geology and hydrology of the Bonneville Potash operations and discuss the cur¬rent methods employed for brine collection, solar evaporation and the recovery of potash and other brine chemicals. A detailed study of the hydrogeology of the Bonneville Salt Flats wan made by L. J. Turk,1 Ph.D. thesis for Stanford University in 1969, under the auspices, of Kaiser Chemicals the Industrial Chemicals Division of Kaiser Aluminum & Chemical Corporation. Turk's thesis furnished much of the information presented in this paper.

KAISER Bauxite Co., a subsidiary of Kaiser Aluminum & Chemical Corp., has been mining and shipping Jamaican bauxite for over a year. On Feb. 10, 1953 the first boat load of bauxite left Port Kaiser, Jamaica, for the company's alumina plant at Baton Rouge, La. To provide its own source of the aluminum ore, a Kaiser Aluminum & Chemical Corp. exploration party started initial reconnaissance in 1947. This work, and subsequent exploration, led to the acquisition of reserves sufficient to warrant a full-scale mining operation for several decades.

In ,1993, the WMC Resources Ltd.-owned Kalgoorlie Nickel Smelter, underwent a capacity upgrade. This capacity increase was offset by .air quality control restrictions limiting the smelter's availability to 80%. As the direct. result of this limitation, WMC Resources Ltd commissioned a double absorption contact ,acid ,plant for the desulphurisation of furnace waste gas in August 1996. The history and the impact of the acid plant on S02 emissions and air quality is reviewed. General descriptions of the other aspects of the Kalgoorlie Nickel Smelter's Environmental Project are also included in the paper. Information on 'the design features? and operating practices that relate to or contrast with practices at operations visited by KNS personnel prior to acid plant commissioning provide the paper's focus. Smelter operation has changed markedly from unstable operation prior to 1997 to continuous" operation with little down time due to mechanical or process failures resulting in increased smelter availability to more than 90%

The Kaltails Project is situated close to the city of Kalgoorlie-Boulder in Western Australia. Located on the south-eastern fringe of the Golden Mile, Kaltails has been in operation since June 1989. The tailings forming the reserve for Kaltails have been derived from 100 years of underground mining on the Golden Mile, but, some of the re.;erve has been retreated in the past. A map of the tailings reserves and treatment plant site is presented as Figure 1. The gold project is a joint venture between Poseidon 90 per cent and Gold Corporation (ten per cent) and is managed by Poseidon Gold Kaltails.

Secondary use of mined-out space in underground limestone quarries is emerging in the Kansas City area where abandoned quarry sites are being renovated into warehouses, factories, and offices. Mining techniques, ceiling heights, and pillar distribution are being altered as planning for the secondary use of mined-out space is combined with the quarrying process. Even the historic urban- quarry land use conflict invites a reappraisal in that this development provides a potential resolution of the problem. Mutual subsidization by dual rock and space interest is changing the economics of rock production. A city is much more than a surficial adjunct superimposed upon the topography of an area. Its development and growth are deeply rooted in the resources, benefits and problems of its underlying geology. The environmental geologist must address himself to more than the quality of a particular resource. He must comprehensively relate resource extraction and processing with the urban emphasis of optimal use which favors long term usage of land over one time economic ventures. Limestone quarrying, closely allied with the growth of many cities, has commonly left a series of scarred landscapes in the path of the burgeoning metropolis. These abandoned quarry sites are barriers to orderly city growth and fail to serve the people as useful and taxable land. Where quarries are functional, supplying the city with needed growth minerals, problems of blasting damage, noise, and dust exist. Technology faces the challenge of making mineral production and processing good neighbors to the urban market they serve. Continued growth of cities may require more efficient use of space below as well as above the surface optimizing land usage so that long term economic benefits may be reflected in improved mining methods.

Standard methods of determining clay mineral powder aspect ratios involve manual scanning electron microscopy analyses of shadowed particles in order to measure both platelet thickness and diameter. We present a method whereby the diameters of platelets are quickly determined by automated scanning electron microscopy and their images are recorded and digitally transferred to a transmission electron microscope equipped for parallel electron energy loss spectroscopy. Thickness' of platelets whose diameters are known from the previous analyses are determined by measurement of the ratio of scattered and unscattered electrons in the beam after it has been transmitted through the platelet.
