The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

This is one of a series of papers describing mining and crushing methods and costs at cement plant quarries throughout the United States and deals directly with the methods employed and costs obtained at the Reliance quarry of the Giant Portland Cement Co. at Egypt, Pa., although it is more or less descriptive of the methods used throughout the Lehigh Valley cement district. Systems of transportation vary according to local conditions, such as proximity to the mill, depth of quarry floor with relation to the mill level, etc. Methods of prospecting differ mainly in the type f drills used. Systems of storage, crushing, and grinding vary chiefly in the types of units. ACKNOWLEDGMENTS Most of the information regarding the early history of the Lehigh cement district was obtained from the History f the Portland Cement Industry of the United States, by Robert W. Lesley, the first president of the Portland Cement Association. The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

The emerald is the most costly of all gems , due to the scarcity of flawless stones . This fact gave rise to the ancient axiom , " As rare as an emerald without a flaw . The finer gems not only command the highest prices at all times , but when flawless are considered the most highly prized of all gem stones . George F. Kunz divides emeralds into two distinct classes : " Exceptional specimens , " which bring as much as $ 6,000 a carat ; and " fine- quality specimens , " which bring about $ 1,000 a carat .

The main reasons for developing an induction system for signaling from the cage are, first, to increase safety, and second, to effect economies in the operation of cage and ship hoists, especially when work is being done in the shaft. To-day nearly all mines which employ safe methods have installed safety gates on cages, at the different levels, and at the collar of the shaft. Under the old system in some instances signals could only be Given from the station outside the cage, and in other cases, after the signal was given the only method whereby those riding on the cage could control its movements consisted of pulling the bell-rope hanging in the shaft, an uncertain and somewhat hazardous procedure at best. With the system herein described, however, it is possible, without opening the gates, to signal to the engineer from any place in the shaft whether or not the cage is moving, and finder the same conditions it is possible to converse with the engineer by using the telephone. In short, the cage tender has at all times an opportunity either to signal or talk to the engineer without leaving the cage.

Turquoise is prized solely for its attractive color ; it is dull and opaque , wholly lacking the brilliant luster that is the chief attraction of transparent gems . The best quality of turquoise is blue , of a soft and pleasing tone , like the color of clear sky but distinctive , as indicated by use of the term " turquoise blue . " Often its value is lessened by a greenish cast ; in many stones the green predominates . A large proportion of the turquoise that is mined is utterly worthless , so inferior and unattractive is its color . The finest grade of turquoise comes from Persia , notable from Nishapur . Large quantities have been mined in the Southwestern States of the United States , and less important deposits have been found in a number of the other States .

This paper, which describes the milling practice at the Midvale concentrator, is one of a series being prepared by the Bureau of Mines. The Midvale concentrator, a custom lead-zinc selective flotation plant, is in Salt Lake County, Utah, on a flat site several hundred yards east of the Jordan River and about 200 yards south of the Denver & Rio Grande Western Railroad tracks leading to Bingham Canyon. The site is at an elevation of about 50 feet above the river, the highest available location, thus allowing maximum storage of tailings.

During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.

A large number of organizations interested in the search for mineral deposits have adopted the magnetic method of geophysical prospecting, as it has proved to be the most simple, convenient, and rapid, and at the same time the least expensive in comparison with other methods. According to the last statistical data, about two millions square kilo¬ meters were explored in the United States by different geophysical methods. Ninety-six per cent of this area was prospected for oil and 4 per cent for minerals. Detailed exploration by means of the magnetometer has been carried out over about 85 per cent of this surface. The great advantages offered by this method resulted in the fact that the magnetometer was tried out in most places in which geophysical methods were applied. The main purpose of such e:rploration is to obtain the maximum knowledge valuable to the geologist; therefore good geological interpretation of the results of measurements is important. The possibility of drawing practical conclusions from a map representing the results of the study of the terrane depends greatly on the accuracy with which the measurements are made. The purpose of this article is to show the different sources of error by which the work of an operator may be affected and to discuss the means by which the carrying out of a magnetic survey may be improved.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. The following paper is one of a series on mining methods and practices being published by the United States Bureau of Mines, and deals with the sinking of the Pim shaft (No. 7) of the St. Louis Smelting and Refining Works of the National Lead Co. in the southeast Missouri lead belt. The shaft was sunk in 1922 and 1923 on a tract several miles south of the company's main plant located at St. Francois, Mo., in St. Francois County. The author is indebted to W. H. Comins, local manager of the company, with whose permission this article has been written, for his helpful criticism; and to E. T. Campbell, geologist, and M. The Tri-State district, as its name indicates, is composed of portions of three States, the southeastern corner of Kansas, the northeastern corner of Oklahoma, and an adjacent strip of Missouri east of these portions of Kansas and Oklahoma. An area approximately 40 miles long in a northeasterly-southwesterly direction, and 30 miles wide at right angles thereto, containing minable occurrences of ore at widely scattered locations, comprises the district. However, what has been and is the main productive area, is a strip about 35 miles long and 10 miles wide, which begins at Miami, Okla., as its southern extremity and runs in a northeasterly direction through Commerce, Picher, and Hockerville, Okla., Baxter Springs and Galena, Kans., and Joplin, Webb City-Carterville and Carthage, Mo. Almost the entire present production comes from the area between Commerce and Baxter Springs.

This paper describing the methods and costs of quarrying limestone at Sloan, Nev., is one of a series of similar papers being prepared for and published by the Bureau of Mines on this industry in the United States. These papers are designed to disseminate information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods Employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The quarrying operations at Sloan are interesting not only from a technical viewpoint and because of the magnitude of the deposit, but also because the quarry is located in a desert region far removed from the centers of population where lime is used. The quarry and plant are in Clark County, Nev., 20 miles west of Las Vegas, which is the nearest town to the site of the Boulder Canyon Dam. Sloan is on the main line of the Union Pacific Railroad connecting Salt Lke City and Los Angeles. The latter city is 280 miles from Sloan and it is the shipping, point for all supplies.

This paper describing the methods and costs of milling scheelite ore at the Silver Dike concentrator of the Nevada-Massachusetts Co., Inc., is one of a series being prepared by the Bureau of Mines. In the Silver Dike mill tungsten ore which contains about 1 per cent of scheelite is treated at the maximum rate of 45 tens per 24 hours by tabling followed by magnetic separators to clean the table concentrates. Unusually high-grade concentrates are produced which average between 70 and 75 per cent of W03.
