So, while developing its Two Piece Assembly, Goodyear noted a number of trends in the mining industry: •The global market sophistication of equipment and operations requires the packaging of products and services to provide the best return on investment. •Industry consolidation and growth have resulted in fewer, more powerful mining houses, leveraging purchasing power in the marketplace. •User productivity demands continue to drive original equipment manufacturers to develop higher pay-load equipment. •Technology needs include improved ergonomics, to reduce fatigue and increase operator productivity. •Increased laws and environmental regulation prohibit on-site whole tire disposal practices.

The Gordie Howe International Bridge is a project to build a cable-stayed bridge and border crossing across the Detroit River. With a span length of 2,800-ft (853.4 meters), the Gordie Howe International Bridge will have the longest main span of any cable-stayed bridge in North America. Each tower has two legs that are supported by six drilled shafts each for a total of 12. The tower shafts are 9.84 feet in diameter (3-m) and extend well into bedrock. 17 each, 6.6 feet (2-m) drilled shafts were built to support the aging river bulkhead and replace shipping bollards. In addition to shallow groundwater fed by the Detroit River, artesian conditions at depth result in a water head that is approximately 17.2-ft (5.2-m) above surface. At 95-ft (29-m) below grade Dundee Limestone, of the Detroit River Group, is moderately weathered and fracture density decreases with depth. The Dundee Limestone strength ranges from 8-ksi (55.1-MPa) to 12-ksi (82-MPa) and may carry hydrogen sulfide in fractures. Working through casing that sticks three stories out of the ground is less than ideal, but was necessary to maintain a positive fluid head and prevent artesian-related quality issues. The sheer scale of the bridge forces required a load test configuration that could impart an equivalent static load of over 38,000,000 pounds (170-MN). A suite of QA/QC tests was developed to ensure the shafts would meet the project plans and specifications to include critical base cleanliness criteria. Interesting CSL and TIP results obtained highlight the strengths and weaknesses of each test method. Cleaning drilling fluids with a centrifuge allowed recycling of product and reduced exposure to environmental contaminate exposure. Having large construction equipment working next to the river presented challenges in working pad design. A driven pile system was developed to support high oscillator forces and protect the aging seawall.

After the successful breakthrough at the end of 2006 of both TBMs into the multifunctional site Faido (MFS), in the middle of 2007 the two tunnel boring machines resumed the 12 km long section between Faido and Sedrun. In the roughly a 10 month interval both approximately 465 m long tunnel boring machines were partly dismantled, pushed through the 2.5 km long MFS, rebuilt for the new larger diameter of 9.5 m and reassembled to be ready for operation. In the rebuilding phase, improvements were made to the equipment, especially as a result of experience gained from the previous 14 km long drive in the section Bodio and taking into account the latest information regarding the upcoming 14 km section Faido. Both TBM drives are currently in the rock formations of the Lucomagno gneiss, which stretch over a section of 3.5 km from the MFS Faido to the predicted Piora Syncline. This section is divided into two fold axes of the Chièra Synform, where the Lucomagno gneiss pass from a sub-horizontal into vertical bedding. The drives, with current rock overburdens exceeding 1,500 m and, as known from the excavation phase of the MFS, in part highly disturbed rock formations, are characterized by the locally intense rock squeezing conditions with large convergences in the vicinity of the driving TBM as well as backwards due to the interaction of the two drives. High expenditure for the support measures, reduced driving performances together with extensive extra work associated with deadlines and increased costs are the result. In the paper the previous experience with the TBM drives in the section Faido and the challenges still awaiting us are presented and discussed.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. The person in charge of Environmental Affairs in a small business has many higher priority projects (such as making money to meet the employee? payroll etc.) than filling out and filing the regulatory forms. It is but. natural to think that these affairs can be managed? by playing ignorant until audited by the regulatory -state and federal agencies. Truth is to. the contrary; generally, it is too late by then. The fines and legal costs even for failing to file the regulatory forms could deliver a serious blow to the financial well-being of a small business. Forms and reports under SARA Title III are not hard to complete., but they are time consuming. In this paper we will discuss the information and data compilation procedures, simplification of some legal terminology into simple technical language, and tips that help in filling out the forms?. Some actual case 'histories of EPA fines will also be reviewed.

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

Keeping the sediment on the mine site and out of the water course is essential from the regulatory, environmental and sustainability perspectives. Regulation of this aspect of mining is embedded in environmental legislation and government receiving water quality standards, and government control has apparently been considered to be the most appropriate method to define mine site discharge standards and the environmental implications of sediment in downstream watercourses. A literature search for guidelines for the site specific design and operation of sediment ponds treating mine site runoff to remove total suspended solids, turbidity and flocculant-induced toxicity, revealed little information on the mining industry?s and government?s roles in defining the ?how to achieve? related to sediment pond design. Is there a need or reason for an industry-driven leadership to clearly define the ?how to? keep the sediment on the mine site and out of the water course? Currently, this issue is addressed in Canada by a federal mining regulation for metal mines which specifies discharge quality for sediment. This paper focuses on the method used in British Columbia, Canada, to regulate and provide a scientific methodology to control the discharge of sediment from mine sites. Management plans relative to this topic are discussed and are considered to have value from the exploration, construction, operation and the onset of closure phases. In addition, the balance and linkage between the erosion control management plan and the sediment pond management plan are discussed in terms of how they may be designed to complement each other to lower the risk of exceeding discharge and receiving water quality standards. If there were an industry-driven standard, or guidance document relative to addressing sediment release, it would benefit mining companies by eliminating the repetitive analysis of this topic for each new mine, mine expansion, and mine modification; also, government may often replace certain aspects of permitting with a regulation, if there is a government/industry established standard defining Best Achievable Technology (e.g. the Canadian Metal Mining Effluent Regulations).

"The $200M rehabilitation of the more than 100-year-old Gowanus Flushing Tunnel and pumping station located on the Gowanus Canal in Brooklyn, NY required deep excavations in an extremely congested urban environment. The environment posed significant challenges, including: support of excavation for protection of existing structures, excavation through man-made fill while eliminating groundwater inflow due to potentially contaminated groundwater chemistry; discharge and disposal impacts; and potential settlement of surrounding structures. This paper will present the design and construction challenges associated with the construction of a new combined sewer overflow (CSO) chamberwhich included a jet grout bottom seal, to mitigate groundwater inflow during excavation. The foundation for the finished structure also included a unique system incorporating the jet grout bottom seal elements with deep jet grout columns (piles) acting as the foundation system for the final structure. Design and construction challenges included highly variable soil conditions such as man-made fill, obstructions from previous construction, presence of an organic stratum, and conflicts with existing timber foundation piles. The jet grout bottom seal was constructed in loose sands with the deeper jet grout foundation elements extending to bear on a dense sand stratum. Challenges associated with the bottom seal included grid spacing and construction sequencing. Wet in wet sequencing was used to mitigate potential windows in the bottom seal further complicated by shadowing from existing timber foundation piles.Introduction And BackgroundModernization of the Gowanus Tunnel Pumping System required deep excavations in the extremely congested urban environment of Brooklyn, NY. The project location is shown on Fig. 1 and 2. The focus of this paper is to present the design and construction challenges associated with the support of excavation, control of groundwater, and ultimate foundation support for the combined sewer overflow (CSO) bypass chamber extension. The project site was tightly constrained by adjacent, active roadways and underground utilities, as well as residential and industrial structures. Therefore, excavation support was required to limit ground movement and maintain the integrity of the surrounding facilities. Excavation depths to as much as 16 ft below ground level, 8 ft below groundwater, required that seepage and groundwater be controlled so as to minimize pumping and disposal of groundwater and maintain the surrounding groundwater levels to avoid potential settlement of adjacent roadways, utilities, and structures. In addition, the subsurface conditions required that the proposed CSO bypass chamber extension be supported on a deep foundation to avoid differential and total settlements that may be detrimental to the existing and expanded structure. A plan view of the existing CSO bypass chamber and the proposed extension is shown on Fig. 3."

PDMI mines five different grades of ore. Shovel operators were experiencing problems differentiating one material type from another. In 1997 PDMI decided to try GPS ore control to aid operators in identifying material boundaries. Computer generated ore control maps and GPS data defining the shovels' position is fed to a computer on board the shovel. A monitor, located near the shovel operator, displays material types, their boundaries, and the shovels' position and movement in relation to the mining face. This information has reduced errors in material identification by 50%.

The Monty Copper Gold Deposit is an ultra-high grade mine in Sandfire Resource’s Doolgunna region which was completely drilled out and developed within two years of commencing mine development. During this period, a total of 986 grade control diamond drill holes were completed, assayed, and validated, 15 levels developed, and 3136 faces mapped. The aggressive schedule meant a high flow of geological data was produced, validated, and incorporated into regular geological model updates. To process this data at a rate which allowed for timely use, more robust data processing methodologies needed to be generated. A new validation system was implemented which required two levels of validation being applied to any diamond drilling update. Step one was the validation of initial physical data including survey pick-ups and logging. This was done prior to new drill data being added to the geological model. Step two was the validation of assay data which was required prior to resource estimation. The implementation of Seequent’s Leapfrog Geo modelling software also allowed for a more seamless and efficient modelling workflow. The use of the Leapfrog Geo vein systems allowed for more rapid generation of geological models which then afforded more time for stringent assessment of the mineralisation system. An example of this was the introduction of cross-shift peer reviews in which opposing rosters of geologists would rigorously evaluate the previous rosters work prior to reporting. This additional level of validation resulted in more robust geological models and the identification of new ore trends. This presentation will detail the evolution of the Monty Geological model from a simple tabular indicated resource into a complex highly refined measured resource. Themes will include how the model was produced using workflows developed and optimised to meet key deliverables.
